Design of Sex Offender Notify App for Socially Disadvantaged (사회적 약자들을 위한 성범죄 알림이 앱 설계)

  • An app is designed for the socially disadvantaged related to the Sex Offense. In 2013, The Republic of Korea claimed to exterminate four social evils. The first one of social evils is sexual assault. The app proposed in this paper will be used to prevent sex offenses. People may check the news related to the sex offense and search the sex offender. People may learn simple self-defense martial arts and use guidance service to go home safely. People may use this app trying to keep safety from the potential criminals by themselves.

  • Paraphilia and paraphilic disorder is one of mental disorders making it difficult to assess and treat. Recently, a number of methods for assessing the paraphilia are being developed gradually outside south Korea. And the reliability and validity of various assessment tools are being reported. The standardization of the assessments and questionnaires was not made yet. For assessment of paraphilia that has been reported from abroad, the author comprehensively organized clinical interview, physical examination, psycho-physiological methods, self-reporting scale of sexual thoughts, fantasies and attitudes and multiple self-reporting scale of sexual interests and described the clinical significance of the assessment tools. The national standardization of both self-reported questionnaire and physical evaluations is expected to be completed later.

A Study on the Habitual or Repeated Sexual Offenses in School (학교에서 발생한 상습·반복적 성범죄에 관한 연구)

  • Based on the sexual offenses committed in school, the present study investigated differences between habitual/repeated sexual offenses and one-off sexual offenses in terms of offender characteristics, victim characteristics, and offense characteristics. We examined a total of 218 sexual offense cases committed in school. As a result, we found significant differences in the age, job, and residential area between habitual/repeated and one-off sexual offenders in school. In addition, notable differences were found between habitual/repeated and one-off sexual offense cases in the age and alcohol use of the victim. Moreover, habitual/repeated and one-off sexual offenses in school differed significantly by offense planning, method of approaching the victim, type of sexual behavior, and victim resistance. Furthermore, we conducted regression analyses and identified multiple factors that contributed to lasting of the sexual offense in school. Finally, we discussed limitations of the present study and made suggestions for future research.

Experience and Perception of Sexual Harassment During the Clinical Practice and Self-esteem among Nursing Students (간호학생의 임상실습 시 성희롱 피해경험, 성희롱 심각성 인식 및 자아존중감)

  • Purpose: The purpose of this study was to investigate the experience and perception of sexual harassment during the clinical practice among nursing students and to identify the relationship between these variables and self-esteem. Methods: Participants included 191 senior nursing students who voluntarily participated. Sexual harassment experiences and perceptions were measured using the tools developed by the researcher. Self-esteem was measured using self-esteem inventory developed by Rogenberg. Results: 50.8% of the participants experienced sexual harassment. Physical harassment was the most common, followed by verbal, visual and gender-role related sexual harassment. 'Blocking the way' and 'Brushing one's body on purpose' were the most common behaviors. The perception of sexual harassment severity was 3.35 out of 5 points. There were negative correlation between sexual harassment experience and self-esteem (r=-.17, p=.013). The subjects who experienced sexual harassment showed lower self-esteem score than those who did not (t=-2.10, p=.037). The main offender was a male patient in 40s, and the psychiatric ward was the most vulnerable to sexual harassment. Conclusion: Results showed that sexual harassment in clinical practice among nursing students were serious. It is necessary to develop an educational program to prepare them for sexual harassment in clinical practice.

A Study on Sex Offenders Registration and Notification Act of the U.S. (미국의 성범죄자 등록 및 공개법에 관한 연구)

  • Congress enacted the sex offender registration and notification act in order to prevent sexual offenses and protect public safety in the U.S.. Namely, in 2006, the Jacob Wetterling Act and Megan's Law were integrated into the Adam Walsh Child Protection and Safety Act as a comprehensive sex offender supervision and management scheme. The AWA aims to eliminate loopholes and gaps formed by inconsistent state laws and statutes as well as to provide the federal standards for sex offender registration and notification. However, the AWA contains over-inclusive sex offender registration requirements and punishments. For this reason, the implementation of the AWA may cause problems for states, sex offenders, and citizens, both as taxpayers and as beneficiaries of the AWA. Therefore, the AWA that does not differentiate between violent and non-violent offenders should be reformed to allow law enforcement officials to focus on sex offenders convicted of violent and heinous crimes. That is, the AWA should not apply to sex offenders who are not dangerous, not likely to recidivate, and who committed non-violent crimes. In addition, because the AWA requires juvenile offenders to registrate on public notification forums, it may result in a greater risk to community safety and potential risk of reoffense. Accordingly, juvenile offenders convicted of non-violent sex offenses and not likely to recidivate will be provided appropriate treatments to be rehabilitated as members of community.

  • The purpose of this research is to analysis the effectiveness of education in which sexual violence offenders participated in correctional program. The subjects of this study were men living in D city had completed 40 hours of correctional program implemented by the Ministry of Justice. For data collection, a pre-test before training and a post-test completion of training were conducted for those who participated in the program. Those who had aggression, impulsivity, rape myth and anger had a positive effect after the correctional program, but that program didn't help those with feelings of loneliness. This study analyzed the effectiveness of the education through pre and post tests of the Ministry of Justice's sexual violence program targeting sexual violence offenders, and it is significant in seeking ways to change their behavior accordingly. Therefore, this study will be effective in preventing the recurrence of sexual violence, and it will contribute as a data that can be used for the development of the correctional program for sexual violence offenders.

  • Electronic monitoring system was recently introduced as an effective means of controlling certain criminal offenders. Korean society manages ex-convicts only in reliance on the electronic monitoring system, which has a clear limit. For this reason, The reorientation program should be put before anything to subdivide the perpetrators equipped with the electronic monitoring device and separate them from the others from the start, or identify their criminal propensity and heal them.

Recognition and Experience of Sexual Harassment of Female Teachers in Middle and High School ($\cdot$고등학교 여교사들의 직장내 성희롱에 대한 인식 및 경험)

  • The objective of this study was to provide baseline information useful for developing education programs to prevent sexual harassment in schools. Survey of recognition and experiences of sexual harassment and analysis of factors associated with sexual harassment were conducted. The data were collected using questionnaires from December 9 through 28, 2002. A total of 737 female teachers in Daegu participated in the survey. The data were analyzed with descriptive analysis, ANOVA, and T-test using SPSS /WIN 11.0. The study results were as follows: 1. As to the characteristics related to sexual harassment, $51.3\%$ of the female teachers had no experience of preventive education about sexual harassment, $37.2\%$ of the female teachers perceived that enactment of related laws had little influence on the prevalence of sexual harassment, and $59.8\%$ thought strict punishments are required. For teachers who have experienced sexual harassment in schools, $39.8\%$ thought that they must report to the counseling office or female teachers' meeting. On the other hand, $35.7\%$ answered that they would take passive actions such as talking to their friends or colleagues. 2. As to the mode of sexual harassment, participants regarded physical harassment $(4.06\pm0.78)$ as the prominent forms of sexual harassment, followed by visual harassment $(4.04\pm0.77)$, and verbal harassment $(3.86\pm0.81)$. Among physical harassment. 'touching a body part (shoulder, hip, hand, etc)(4.58) was recognized as prominent forms of physical harassment, while 'blocking one's path or impeding one's movement (3.48)' was recognized as least prominent forms of physical harassment. 3. As to the experiences of sexual harassment, $79.8\%$ of the female teachers had experienced sexual harassment. According to the characteristics of schools. public junior high school $(87.8\%)$, private high school $(83.4\%)$ and bisexual school $(82.5\%)$ had higher rates of sexual harassment. 4. As to the characteristics of experiences in sexual harassment. $65.3\%$ thought that sexual harassment was not serious, but $18.9\%$ thought it was serious and $2.2\%$ thought as very serious. 5. As to the characteristics of sexual harassers, $378.6\%$ were 'colleague teachers' and $8.6\%$ were 'principals and/or vice-principals'. Ninety-three percent of sexual harassers were , male' and $40.2\%$ of them were 'in their 40s'. In most cases. the offender of the sexual harassment was male teachers in the same schools. And more than half of the female teachers replied they had never had any education related to sexual harassment. which means that systematic education is quite urgent.

The Smart Electronic Tagging System for Sexual Offenses Prevention Context-Aware Services in Extreme Situations such as Location Unrecognized (위치인식 불가의 극한상황에서 성범죄 예방 상황인지 서비스를 위한 스마트 전자발찌 시스템)

  • The existing electronic tagging system traces the location of a sex offender through communicating with GPS satellites and mobile phone base stations in order to prevent repeated crimes. However, the GPS satellite communication method does not work well in the interiors of downtown buildings or on the subways where it is difficult to receive satellite signals. In such cases, the location can be traced through communication with mobile phone base stations. But the distance between mobile phone base stations is several hundred meters, and as a result the margin of error for location tracing can be maximum of 2km in accuracy reduction. Take for example, if a kindergarten is located on the 2nd floor and a coffee shop and the sex offender are located on the 3rd floor in a 5-story building that is downtown, the existing electronic tagging system cannot trace the location of the sex offender as the GPS satellite communication does not work in the interior of the building and the exact floor that the sex offender is located on cannot be recognized through communication with mobile phone base stations. This occurrence is a big problem for the existing electronic tagging system, which is based on position recognition. Therefore, this study suggests a smart electronic tagging system that can monitor sex offenders by using a Ubiquitous Sensor Network in such extreme situations where position recognition is not possible.

A Phenomenological Study on Sexual Experience of Sexual offenders and Insight on Unfinished through Psychodrama (사이코드라마를 통한 성폭력 행위자들의 성경험역사와 아동기외상의 통찰에 관한 현상학 연구)

  • This study has verified the process of helping actors recognize their sexual problems linked to sexual violence cases through early sexual experience history, and exploring and insighting the stuck feelings of sexual violence actors through psychodrama, which focuses on expressing behavior and emotions. The research questions were divided into sexual violence cases and perceptions of actors, actual insights through psychodrama, and dealt with past biblical history related to actors' events and events, exploration of childhood trauma, and insights and changes in emotions through psychodrama. The results from the study are as follows. First, they showed low self-understanding levels and frequent use of defense mechanisms against sexual violence cases in an environment related to cases involving sexual offenders, and were aware of the problematic factors affecting the cases in the course of their daily lives, but did not take them seriously. Second, there were many distorted masculinity and adult sites related to participants' biblical experience history. In the early experience of sexual activity, it was often viewed as a sexual object rather than an emotional exchange with a lover, and the contents of the initial Bible experience were linked to actual sexual violence cases committed by participants. Third, childhood trauma of participants through psychodrama led to rapidly changing family circumstances and abuse by fathers. Fourth, the actual content of emotions represented by anger in the early stages of psychodrama is meaningful in that it revealed the process of sadness, pain, regret and longing for a departing mother leading to objective insight into emotions through the catharsis process.
