Broadcasting services such as multi/single channel HDTV and 3DTV/2DTV use a multi-channel encoder that changes the bitrate and composition of the video service depending on the time. However, this type of multi-channel encoder could cause a longer latency owing to the variable bitrate and relatively bigger size of the buffers, which results in the same delay as in 3DTV even for a conventional DTV service. On the other hand, systems built based on separate encoders, each of which is optimized for the target service, might not have such latency problems. Nevertheless, there might be a distortion problem in the image and sound at the time of a switchover between two encoders with different output bitrates and group of picture structures. This paper proposes a system that can realize a seamless video service conversion using two different video encoders optimized for each video service. An overall functional description of the video service change control server, which is a main control block for the proposed system, is also provided. The experiment results confirm the seamless switchover and reduced broadcasting latency of DTV services compared with a broadcasting system composed of a multi-channel encoder system.

The importance of data service with mobile is becoming more and more significant with the development of wireless network. However, due to the several type of mobile devices and contents, there is a problem that mobile contents should be edited according to the features of the mobile devices and the service providers. Fortunately, there is some solutions that convert mobile contents automatically according to mobile operator. Nevertheless, it has some issues that the response time of content service is delayed when converting mobile contents in real-time. In this paper, we propose an image cache replacement algorithm for minizing the volume of the real-time image transformation. Also, using both of the pre-conversion method and the real-time conversion method to improve storage space and response time.

In Japan, the vacancy rates of office buildings have been at high in big cities since 1992. This problem is especially acute in Tokyo, where it is estimated that over 2.27 million square meters of office floor area will be oversupplied in 2003: big urban redevelopment projects will be completed in 2003. Under these circumstances, International Cooperative Research and Development on Sustainable Urban Management by Conversion of Buildings, called “SUMCOB”, has been carried out. This research aims to regenerate urban areas by converting redundant offices into flats, although instances of conversion are still very few in Japan. This paper introduces part of current results by SUMCOB, and discusses legal problems with conversion and basic capacity of vacant offices in Tokyo. It has been confirmed that there are no constraints concerned with Real Estate Registration Law (although it requires the change of the registration after conversion). and City Planning Law. However, some criteria are incompatible with Building Standard Law and Fire Service Law if the use of the building is changed from offices to flats. Typical incompatibility between offices and flats is lightening. If the buildings do not satisfy criteria for flats, the cost of renovation works for conversion will increase. To examine the basic capacity of vacant office buildings for conversion, field surveys in Tokyo have carried out at three areas: Kodenmacho (Chuo-ku), Toranomon (Minato-ku), and Iwamonocho (Chiyoda-ku). They are typical office areas that are included in center core of Tokyo. In Chuo-ku, the oldest commercial area in Tokyo, textile merchants have been located their headquarters. In Minato-ku, many rental office buildings have been located and several large scale redevelopments are advancing. Chiyoda-ku includes Marunouchi area, which is the prime office area in Japan. Thirty percent of the buildings in survey areas suffer from over twenty percent vacant floor rate, and fifty five percent were constructed before 1990. Especially most of buildings over forty percent vacant floor rate were constructed in 1980s. Vacant office problems haven't been seen in old buildings in Tokyo yet. The number of dwelling units made from office space will influence the conversion scheme. Seventy percent of the office buildings in survey areas have floor area of less than two hundred square meters. If they have been subdivided into two bedrooms type or three bedrooms type, the number of dwelling units in a floor would be less than three. The difficulty of conversion planning derives from frontage size, depth size, and their proportion. The five categories are proposed to grasp actual requirements for converting offices into flats.

인터넷 기술의 발달로 기존의 ADSL망에서 VDSL 및 메트로 이더넷으로 진화함에 따라 PSTN망에 의한 전화서비스가 인터넷폰으로 점차 대체되어가며, 수 Kbps 대역폭의 웹캐스팅서비스는 수 Mbps 고화질 인터넷방송이 가능하며, 이러한 통신과 방송의 융합은 하나의 대세로 간주되어, 케이블 사업자의 케이블 모뎀을 이용한 방송 및 초고속 인터넷 서비스에 이어, 통신사업자들도 VOD 및 IP-TV, 인터넷폰을 동시에 제공하는 방안을 준비중에 있다. KT도 홈게이트웨이 기반의 상용 VOD 서비스가 2004년 6월에 개시되어 TV를 통한 홈엔터테인먼트의 초석을 다지게 되었으며 앞으로 IP-TV 및 인터넷폰 서비스를 계속적으로 제공할 예정에 있다. 본고에서는 통신사업자 측면에서 통신 및 방송서비스가 어떻게 융합될 것이며 최신 이슈가 되고 있는 트리플 플레이 서비스 및 전망 그리고 해외 사례를 알아보고, KT에서 제공중인 IP망관련 서비스에 대하여 살펴보기로 한다.

This paper presents the prediction of remaining service life of the concrete due to steel corrosion caused by the following three cases; carbonation, using sea sand and using deicing salts. The assessment of initiation period was generalized considering the existing perdiction models in the literature, corrosion experiment and field assessment. To evaluate the prediction equation of rust growth, the corrosion accelerating experiments was performed. The polarization resistance was measured by potentiostat and the conversion coefficient of polarzation resistance to corrosion rate was determined by the measurement of real mass loss. Chloride content, carbonation, cover depth, relative humidity, water-cement ratio(W/C), and the use of deicing salts were taken into account and the resulting prediction equation of rust growth was proposed on the basis of these properties. The proposed equation is to predict the rust growth during any specified period of time and be effective in particular for predicting service life of concrete in the case of using sea sand.

In this paper, we present a virtual tourist system with realtime 3D visualization and the assistance of context information service. Our system enables a visitor to take a discovering tour on a virtual environment from a remote client by following navigator or by self-navigating. During the tour, the system provides immersive 3D graphics contents while supporting relevant information to the visitors corresponding to their positions in the virtual environment. When the visitors interact with interested objects, the context information service will also support introduction information for presenting about the objects. The introduction information based on text format is represented by a comfortable way-audio conversion to visitors in different languages depended on their preferences using TTS(Text-To-Speak) tool.

The MIC-NET of 3,010 circuits to process on-line business on post, insurance, finance, electromagnetic wave, and so forth has the problems on spending of bandwidth for the lack of flexibility of leased-line service band. In this paper, it is suggested to establish the efficient 3 steps conversion plan through analysis and comparison with economical efficiency on MIC-NET. The promoting policy proposed in this paper, both MIC and local post office will raise image as financial institute and provide high level service with reliability and security as distinguished government organization.

Game producers provide their products and service to users. But the need and desire of users change in many ways as time goes. But game Co. Ltd is difficult because of the capital and the technical identities for providing characteristic products and service etc. Specially, the FPS game which is popular among users is developed by game Co. Ltd as the maximum reflects desire of users, but is similarly developed in other companies FPS game by similar desire. This cannot accept from desire of a certain prospective customer furthermore, decrease of a loyalty customer and a new customer, and a company is difficult of market activity. Therefore, this research is to find of user's psychological needs by FPS game user after gaming on reusing intention and switching intention factors influencing. As the result, the intention of satisfaction and re-use for FPS game is 84.9%, the conversion intention to special force game is 9.6% and the conversion intention to the game of Sudden attack is 5.5%. It shows that desire of the user for certain games is changing.

In order to compare the effect of water quality on two service systems, tank and direct connection service, we selected randomly 30 rooftop tanks installed in the buildings with five or fewer floors, and collected water samples from each tank as well as tap water by direct service. At the same time each tank was investigated on their cleanliness and sanitary control. 30 water samples from direct service met Korean Drinking water quality standard. But 5 tank water samples(17%) were not able to meet Coliform or Total Colony Counts standard and free chlorine of 12 tank water samples(40%) were less than 0.2mg/L. Also Fe, Turbidity, TOC, Total Algae in tank water were higher than tap water on direct service. We concluded that thorough health control of water tank is necessary and conversion into direct connection service results in improving tap water quality importantly.

Purpose: The purpose of this study was to develop a resource-based relative value scale (RBRVS) and its conversion factor for advanced nursing practices carried out by critical care nurse practitioners (CCNP) in intensive care units. Methods: The methodology was developed by calculating CCNP's RBRVS for 32 advanced nursing services based on CCNP's workload and time spent in the context of national health insurance. A cost analysis was performed to estimate the conversion factor of CCNP's RBRVS. The share of CCNP's contribution to fee-for-service in intensive care units was also analyzed. Results: Calculation of the RBRVS of 32 advanced nursing practices showed a range of points from 100.0 to 1,181.4 and an average of 296.1 points. The relevant conversion factor for advanced nursing practices in CCNP were estimated at 37.3-48.4 won. The contribution rate of CCNP's advanced nursing practices in the relative value scale of the national health insurance was estimated at 0.1-31.3%. Conclusion: Measuring the economic value of advanced nursing services will be a basis for esta-blishing a reimbursement system for CCNP's practices and thus encourage a social demand for advanced nurse practitioners.
