Status and Survey of Pulp Treatment by Korean Pediatric Dentists (한국 소아치과의사의 치수치료 술식에 대한 실태조사)

  • The pulp treatment of primary and immature teeth in the children and adolescents is affected by the environment of the patients, clinical careers and dentists performing the techniques, as well as clinical modalities and pulpal diagnosis. The purpose of this study was to investigate the current status of pulp treatment performed in real clinical practice, as well as the reasons behind the choice of treatment methods. The study was conducted on a total of 153 members of the Korean Academy of Pediatric Dentistry, and statistical data from the Health Insurance Review and Assessment Service (HIRA) from 2010 to 2018 were analyzed together. Both the survey results and the statistics from the HIRA showed that 1-visit pulpectomies of primary teeth were most common, and the frequency of the use of the Ni-Ti file was increased in children with primary or mixed-dentition. In the treatment of immature permanent teeth, regenerative endodontic treatment by individual dentists was found to be less frequent than in university hospitals.

Revised (2018) COPD Clinical Practice Guideline of the Korean Academy of Tuberculosis and Respiratory Disease: A Summary

  • Chronic obstructive pulmonary disease (COPD) results in high morbidity and mortality among patients nationally and globally. The Korean clinical practice guideline for COPD was revised in 2018. The guideline was drafted by the members of the Korean Academy of Tuberculosis and Respiratory Diseases as well as the participating members of the Health Insurance Review and Assessment Service, Korean Physicians' Association, and Korea Respiration Trouble Association. The revised guideline encompasses a wide range of topics, including the epidemiology, diagnosis, assessment, monitoring, management, exacerbation, and comorbidities of COPD in Korea. We performed systematic reviews assisted by an expert in meta-analysis to draft a guideline on COPD management. We expect this guideline to facilitate the treatment of patients with respiratory conditions by physicians as well other health care professionals and government personnel in South Korea.

  • The United States of America is one of the most favoring countries in which mandatory pre-arbitration clauses in the form of adhesion contract have been widely recognized and supported by courts and the Federal Arbitration Act. However, after the financial crisis in 2008 and the National Arbitration Forum scandal in 2009, in enacting the Dodd-Frank Wall Street Reform and Consumer Protection Act ('Dodd-Frank Act'), Section 1028(a) of the Act requires the newly created Consumer Financial Protection Bureau (CFPB) to provide Congress with a report on "the use of agreements providing for arbitration of any future dispute between covered persons and consumers". Section 1028(b) also grants the CFPB the authority to "prohibit or impose conditions or limitations on the use of an agreement between a covered person and a consumer for a consumer financial product or service providing for arbitration of any future dispute between the parties, if the Bureau finds that such a prohibition or imposition of conditions or limitations is in the public interest and for the protection of consumers." Pursuant to the Dodd-Frank Act, the CFPB issued a report entitled "2015 Arbitration Study: Report to Congress 2015 (Report)" in March 2015. This paper examines some major legal issues of the Report and makes a few recommendations for Korean financial institutions which entered into the U.S. financial market or has a plan to do so in the near future.

A Study How to Decide the Priority on choosing between National Health Insurance and Automobile Insurance In Korea -Focused on medical expenses of the Insured's own bodily Injury Coverage- (건강보험과 자동차보험의 선택적 우선적용에 대한 고찰 -경과실 자기신체피해 교통사고를 중심으로-)

  • A person is injured in car accident caused by his/her slight negligence except he / she causes accident by his / her willfulness or gross negligence. Because the National Health Insurance Corporation (hereinafter called "Corporation") shall not provide any insurance benefit "when he has intentionally or through gross negligence caused a criminal conduct or intentionally contributed to the occurrence of an accident" referred to in Article 48 (1) 1 of the National Health Insurance Act. So, if he / she is insured by his / her own bodily injury coverage, he / she can be compensated for his / her medical expenses. The injured have the rights to file either National Health Insurance claim and Automobile Insurance claim but there is no clear and definite adjustment clause. The claim disputes between National Health Insurance (hereinafter called "NHI") and Automobile Insurance (hereinafter called "AI") in the own bodily injury coverage makes some problems. Firstly, there are some differences in co-payments which he / she chooses between NHI and AI. Profit per a patient is higher in the NHI than in the AI. Secondly, it can provoke criticism that people shall unnecessarily pay double contributions. Lastly, it can raise moral hazards. For example, if he / she can cover the compensations when the insured receives the compensations from his / her insurer, the Corporation can be claimed by medical care institution payment of the health care benefit costs. In conclusion, first of all, to improve the national health and preserve the insured's rights the Corporation shall keep notice these facts.

A Study of Direct and Contingency Factors Affecting Customer Switching Intension of E-mail Services in Portal Sites (포털사이트에서 이메일 서비스의 전환의도에 영향를 미치는 직접적 요인과 상황적 요인에 관한 연구)

  • Recently Internet portals contend with each other to expand their customer base by providing customers with a much amount of e-mail storage. But This strategy may not be successful because of customers' switching cost following site moving. Therefore, in order to reveal whether their strategy makes sense, this study investigates the direct and contingency factors affecting customer switching intension of e-mail services in portal sites. The research results show that attractiveness of alternatives, switching cost, and customer satisfaction have a significantly direct impact on customer switching intension of e-mail services. Also, attractiveness of alternatives alone has an moderated effect on customer switching intension but switching cost does not. Thus, Internet portals may reap the harvest from their recent aggressive action.

  • With the fee-based policy starting in 2001, the income statement of the contents providers shows that the contents sales is the number one portion, while the dotcom companies focusing on community sites have difficulties in diversifying business models. To overcome this problem, Freechal, a leader of community sites, employed a fee-based strategy for the first time in 2002, however, this attempt was failed because of a rapid decreasing number of community members. Many Internet companies too much relying on advertisement sales have been trying to turn into the fee-based business model, however, it is difficult for them to make an action plan owing to little research in this field. This paper provides an overview of community sites including their history, business models, and characteristics as well as suggests the implications from a Freechal case.

  • As the innovation of Information technology in the Public sector is in progress, the "Efficient adaptation and management of information system Act" (passed the National Assembly in December 30, 2005) was established to support the information system planning and development which are systematic and integrated in the enterprise view point. The public sector should adopt Information Technology Architecture into it's organization by the act. This paper reports on the issues, solutions and CSFs (Critical Success Factors) considering the adoption of ITA through the implementation for the case of the Korea Post. To adopt ITA program to the Public sector successfully, Korea Government should set the clear goals for IT A, set the standards for IT A project pricing, and collaborate with the system integration industry to make successful IT A program cases. The case study of Korea Post of MIC will be useful in developing and managing ITA programs for all agencies and organizations considering adoption of ITA.

  • In July 2010, The Korean government announced a plan to implement smart work centers to resolve low birth rate, low productivity and social costs of the urban traffic jams. The Plan calls for up to 30 percent of the working population to be working under the smart work system by 2015. This empirical study was conducted to find factors affecting the Smart Work Center use. Based on the IS Success Model, 'operation Infra Quality' and 'User Satisfaction' have positive impact on the Smart Work Center use. 'System Infra Quality' and 'IT Infra Quality' have positive impact on the 'User Satisfaction'. Consequently 'System Infra Quality' and 'IT Infra Quality' have positive impact on the Smart Work Center use indirectly.

  • This paper presents a case study on BSC(Balanced Scorecard) system development of Korea Post as a Korean public firm. BSC models of public or private sector are generally developed in different types due to their different strategic goals. Korea Post as a government firm has dual characteristics of BSC similar to both public and private sector. This firm has the organizational type of public firms, not private firms. To date many government subsidiary organizations have already introduced BSC or are trying to introduce BSC, but have difficulty in developing BSC successfully because of insufficient understanding of BSC. Based on a case study of Korea Post, this study analyzed key success and failure factors and suggested prospects on BSC system development of public firms.

  • The myth about BPO is: since firms do not want to continue to control the business process, they outsourced it to the external provider. Therefore, there is no need for controlling the outsourced process. Based on resource dependency theory, this study explores control mechanism used in BPO context. The overall approach of this study is qualitative, inductive and exploratory. First, a generic framework on the control structure is derived from extant literature, which includes outcome/process control, IS and social control. This framework is applied to a Korean BPO case. This study has found that the hybrid control structure consisting of behavior, outcome and social control mechanisms are effective for BPO success. As outsourcing grows rapidly and IS functions become smaller, the business struggles to redefine its IS capability. This research proposes setting up proper control mechanism between user and BPO service provider as new IS capability that business should focus on; and provides guidelines for managers in development of new IS capability.
