Specialty Hospital and Keyword Searching Ads Regulation (전문병원과 키워드검색광고 규제)

  • The (Korean) Medical Services Act revised in 2009 introduces the accreditation of specialty hospital. When a hospital meets prescribed standards, passes a board review, and is accredited as a specialty hospital by the Minister of Health and Welfare, then it may use 'specialty hospital' in its name and certification mark of specialty hospital. The problem is that the (Korean) Fair Trade Commission and the (Korean) Ministry of Health and Welfare, both of which have authorities to regulate advertising in general and in health care service in turn, announced the guidelines to prohibit internet (portal) service providers to provide keyword search ads service using key-words such as 'specialty' or 'specialized in' for those who are not accredited by the Minister of Health and Welfare. In this article, whether these guidelines can be justified by the current regime and whether the current specialty hospital policy is agreeable would be examined. To do this, the legal nature of accreditation of specialty hospital, the limit of advertisement regulation, the law of keyword search ads, and the liability of internet service providers also would be analyzed.

  • As a ubiquitous environment approaches and the use of the wireless Internet using the mobile terminals is on the increase. Therefore, the users have to undergo the inconvenience of repeatedly input the same information for the user registration and the ID certification. The information the users have to put in to register in on-line services range from the basic personal information to the more other private information such as financial information. Accordingly the user can be in control of users personal information and safely manage the information by conveniently selecting from the Digital ID Wallet the Ticket that holds various information including the basic, financial or payment certification-related information. Consequently, we propose a digital identity management mechanism to control one's personal information in a mobile environment.

The variation of elapsed time on fatigue and quality of single rescuer cardiopulmonary resuscitation (시간 경과에 따른 1인 심폐소생술의 질과 피로도의 변화)

  • Purpose : The purpose of this study was to investigate the variation of elapsed time in the cardiopulmonary resuscitation (CPR) quality and the fatigue in continuous CPR by single rescuer. This study will provide basic data about the time for the alternation of the CPR providers. Methods : The volunteer students having healthcare provider certification were recruited from the department of emergency medical service. The students performed 30:2 CPR for 20 minutes, and the data were recorded and analyzed. Metrics were based on the 2010 American Heart Association (AHA) Guidelines, and the CPR continued without any feedback. Results : Among the indicators of CPR, the accuracy and the depth of chest compressions decreased after about 5.3 minutes, and the rate increased approximately after 6.8 minutes. Changes in clinical indicators appeared, and fatigue increased after about 3 minutes. According to the increase in fatigue level, the changes in the CPR indicators and clinical indicators showed up, and these results proved to be statistically significant. However, there were no associations among the time, fatigue, and gender. Conclusion : Even though the times of changes in the indicators appeared differently, the times of changes in fatigue and CPR quality were able to be confirmed.

Facilitating Factors of and Barriers to Performance Improvement of Small Scale Enterprise Occupational Health Personnel in Korea (소규모 사업장 산업보건인력의 업무수행 분석)

  • In Korea, based on the Revised Law of Occupational Safety and Health a new entity of institution was set up in 1990 to provide occupational health services to SSE in which three sorts of personnel as a team have to be involved. These institutions, in charge of scores to hundreds of workplace area-wide, have been providing occupational health services without payment from employers or employees, and government reimburses through the Occupational Injury Prevention Insurance since 1993. As a service provider, a team is composed of doctors, nurses and industrial hygienists. Undergraduate and postgraduate educations for the SSE occupational health are not specified and the question on the performance of the personnel has been raised. This study was designed to analyze the facilitating factors of and barriers to the performance and its improvement of these personnel. In 1997, the survey was conducted with all 58 institutions. Structured questionnaires were mailed to 200 personnel who were providing the occupational health service for SSE. The response rate was 51.7% for doctors, 58.6% for nurses, and 60.3% for industrial hygienist, respectively. Results are as follows : 1) There is a guideline for occupational service mandated by the government. Under the guideline, the minimum frequency of visiting workplace is assured with six times of doctors, 17 times for nurse and industrial hygienist in a year. There are one doctor for every 200 factories, one nurse and one hygienist for every 100 factories. 2) All respondents have basic qualification for occupational health service. About 16.7%. of doctors are certified in industrial medicine or preventive medicine, and 64.7% of industrial hygienists had first grade certification. Totally 66.7% of personnel have been involved in occupational health for more than one year. 3) As a support system for the performance improvement, 66.3% respond that they have been provided with educational materials, advice related to industrial environment and guidance of MSDS from Korea Industrial Safety Corporation. Most respondents indicate the lack of concern of employers and employees as a main barrier to the improvement of the service. Also they are in the need of the training opportunity more focused on SSE. The Governments policy for SSE is a principal facilitating factor. Training program focused on SSE situation, manpower, technical support, etc. are areas to be improved to have a better occupational health service for SSE in Korea.

Developing a Test Tool for Electronic Book Standard Conformance (전자책 표준 적합성 도구의 개발)

  • EBKS(Electronic Book of Korea Standard) 1.0 which was established in July 2001 passed the industry standard deliberation of agency for technology and standards of Korea industry in July 2002. EBKS is now established as KS X6100 representing the Korea standard of electronic book of Korea. Therefore, Conformance test and certification procedure is required whether electronic books and documents which follow KS X 6100 are conform to specification of the standard. In the paper, we define conformance clause which is a basis for conformance test and standard electronic book schema. As a result, electronic book writers can produce more conformable documents to the specification and goal of electronic book standard by using the conformance clause, and service provider can effectively perform the conformance test by using standard electronic book schema.

A Development of System Design Approval Criteria for GBAS Operation in Korea (국내 GBAS 운용을 위한 시스템 설계 및 제작 승인 기준 개발)

  • Since GBAS is a navaid facility to provide precision approach service to aircrafts landing at airports, it must be approved by the air navigation service provider or the aviation regulator to be declared operational. However, Korea has no experience in developing or operating the system so there is no approval criteria for GBAS. In order to develop the criteria in case of the future GBAS procurement, Korea Aerospace Research Institute has been testing the installed commercial GBAS station, SLS-4000, in Gimpo International Airport. This paper summarizes the criteria development results focusing on the system design approval. The criteria have been outlined based on the other leading nations' cases and documentations and established in detail on the basis of the FAA SDA artifacts. Those will be directly used for GBAS approval procedure in Korea and are expected to be useful in system requirement analysis, design, development and artifact management in case of own GNSS-based navaid system development in the future.

User Integrated Authentication System using EID in Blockchain Environment (블록체인 환경에서 EID를 이용한 사용자 통합 인증 시스템)

  • Centralized systems in computing environments have various problems, such as privacy infringement due to hacking, and the possibility of privacy violations in case of system failure. Blockchain, one of the core technologies for the next generation of converged information, is expected to be an alternative to the existing centralized system, which has had various problems. This paper proposes a blockchain-based user authentication system that can identify users using EID in an online environment. Existing identification (ID)/password (PW) authentication methods require users to store personal information in multiple sites, and receive and use their respective IDs. However, the proposed system can be used without users signing up at various sites after the issuing of an EID. The proposed system issues an EID with a minimum of information, such as an e-mail address and a telephone number. By comparing the stability and efficiency of a centralized system, the proposed integrated authentication system proved to be excellent. In order to compare stability against existing systems, we chose attack methods and encroachments on the computing environment. To verify efficiency, the total throughput between the user's app, the issuance and certification-authority's servers, and the service provider's servers was compared and analyzed based on processing time per transaction.
