A Comparative Analysis on the Effect of GVC Participation on the Export Competitiveness of Manufacturing and Service Industry (GVC 참여가 제조업과 서비스업 수출경쟁력에 미치는 영향 비교분석)

  • This study compares and analyzes the effects of GVC participation on export competitiveness in manufacturing and service industry in 36 OECD countries and 28 non-OECD countries. According to the statistical analysis result, the GVC participation had a negative impact on export competitiveness in manufacturing industry, while it had a positive impact in the service industry. In the case of the manufacturing industry, participation toward the backward GVC had a positive impact on export competitiveness before the financial crisis, besides, participation toward the forward GVC had a positive impact on export competitiveness. In the case of the service industry, export competitiveness through forward GVC participation has increased since the financial crisis has occurred, and backward GVC participation was estimated to have a negative impact on export competitiveness. The results of this study implies that, to secure export competitiveness, a converged approach of the manufacturing and service industries to upgrade the global value chain is needed.

  • The world industry structure is characterized as service economics concerned with key words of global, information and culture. Developed countries have expanded a value-added of service economics along with rapid growth of service economics. In this change of economic environment in the world, China have converted their strategy of an economic management into coping with the industrial structure of service in the 11th 5-year plan. The purpose of the paper, therefore, is to find out the new commerce strategy of China, and searching for the counter plan of Korea. Chapter 2 begins with the change of economic strategy in China and their cultural factors using service industry. Chapter3 deals with, from the basis of chapter 2, China's service export strategy to abroad and our counter plan that is able to export and expand Korean service and culture industry into China.

A Study on International Trade of Water Transport Service using Social Network Analysis (소셜네트워크분석(SNA)을 활용한 수상운송서비스 무역 네트워크 분석 연구)

  • This study aims to analyze the International trade network of Water transport service using Social Network Analysis for defining the status of Korean Water transport industry. This study use World Input-Output Table of Asian Development Bank from 2000 to 2020 and build the International trade matrix of Water transport service from that. Therefore, this study analyze Out-degree centrality, In-degree centrality and betweenness centrality of Korea and other main countries in the matrix of World Water transport industry. As a result, Korea rank above 10th in the all centralities and the total output also rank 8th in the world, therefore, this study show the importance of Korean Water transport industry in the world. However, Singapore has the highest centrality in the world, even though China has the largest Total output among 63 countries.

A Study on the Trade Law Conformity of Korean Shipping Policies (우리나라 주요 해운정책의 통상법적 합치성 분석 연구)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

  • This paper discusses the types and importance of service trade. The service trade, which has become increasingly important, is shaped by the General Agreement on Trade in Services (GATS). However, the availability of trade data is still low. The service is expected to increase the value added of the manufacturing industry and to lead the trade enhancement effect beyond the current stagnant commodity trade. Such effects are also confirmed by studies using the OECD Service Trade Restriction Index. Korea's service trade is relatively low compared to commodities's, and some items are still in a chronic deficit. In order to overcome such a situation and develop the service industry, it may be considered to pursue active service opening around major industries. It is also possible to suggest a Korea Standard that mediates between developing and developed countries.

  • 1. To define 'Korean medicine industry' through study on existing medicine related industries, Korean medicine industry means all industrial activities related to Korean medicine. It covers material resources such as herbs and products made with herbs, medical instruments, Korean medical service and related information service based on Korean medicine theories. 2. According to Korea National Statistical Office standard industrial branch, Korean medicine industry was classified as a large branch. There were industries such as agriculture, food and beverage manufacture, publishing, copy of prints and record media, manufacture of compound and chemical products, medical service, manufacture of precise optical instruments, wholesale trade and product mediation, retail trade, restaurant, research and development, education service, health preservation service, entertainment, culture and sports industry related to the Korean medicine industry. 3. If we classify this according to the industry branch of English economists Clark, Colin Grant, herb cultivating industry will be classified as primary industry, manufacture of foot and beverage related to Korean medicine, secondary industry and wholesale and retail sales of herb, research and development, education, health preservation, social welfare, tertiary industries.

A Study on the policy for export competitiveness enforcement of Korean Service Industry (한국 서비스산업의 수출경쟁력 강화정책에 관한 연구)

  • Korea's trade balance in service showed surplus in 2012 on the basis of BPM5. This is recorded by 14 years since 1999. This owes to decrease of deficit in tourism balance, increase of surplus in construction and transportation, and shift from deficit to surplus, even in small portion, in personal cultural recreational services balance. While externally the global economic growth becomes inactive and the Korean Won has appreciated, internally Korean service industry is very weak and is not equipped with international competitiveness. This study intends to look into service surplus items and services deficit items and to present measures that will be able to strengthen competitiveness in service industry. As a short case study, German and Japan was benchmarked, as they are the countries which are developed on the basis of manufacturing like Korea. And in this study, by analyzing surplus items and deficit items in trade balance sheet, it is attempted to suggest policies which would be available for strengthening service industry. As the service industry is a highly value-added one, it is necessary to designate promising categories and intensively foster as strategic industry. Service industry has their own characteristics distinguished with manufacturing goods. It has very different logistics and payment system with manufacturing industry. It means there must be independent support systems which reflect the nature of industrial classification in service industry. It is necessary to provide export support system, to organize export market development group, to support marketing, to set common logistics center, to support diplomatic means, to provide legal service and so on.

A Study of Legal Restrictions on International Air Cargo Services (국제항공화물운송의 법적 규제에 대한 고찰)

  • International air transport for cargo services is a facilitator for various trade sectors and, by itself, an important service industry. Although international air cargo industry is expected to grow continuously, industry stakeholders complain about legal constraints in the industry and demand more liberalized regime. From its birth at the beginning of the 20th century, the airline industry was tightly regulated by governments with a strong tradition of protectionism. In the past few decades, however, protectionism in the airline industry has steadily declined. Indeed, the airline industry is largely in the process of liberalization. Interestingly, it has been easier to liberalize air cargo service than passenger service. Indeed, states have traditionally shown far more willingness to provide market access for foreign carriers carrying cargo than passengers. Given the impact of air cargo service in a state's wider economy and own characteristics of cargo services (i.e. air cargo traffic is inherently one-way, unlike passenger traffic, which tends to involve round trips), more liberalized approach is necessary for air cargo services. Among three approaches: bilateral, regional (block-based) and multilateral, it is desirable to adopt a multilateral treaty (a new multilateral all-cargo agreement) so as to harmonize and simplify complicated trade regulations on air cargo services.

Governance Strategies for Trade in Financial Services in Korea (금융서비스의 무역거버넌스 전략)

  • Financial service in economy is same with neural net or vein net of human body. Moreover, every economic entity which has experienced global financial crisis in 2008 is realizing more importance and power of financial service, and is recognizing financial service as a part of new engine of growth for economic development. As global linkages relating financial service in the industry are deepened, we can expect that the economic interests between countries are more conflicted. Because financial service is regarded as critical factors in order to ensure future competitive advantage, more active change of financial service paradigm in Korea is required. The purpose of this paper is to analyze the paradigm of financial service in global business aspect, to prepare the global governance strategies about financial service, and to bring up some ideas for Korea's economic development after global financial crisis by intensifying the competitiveness of financial services. It is suggested that Korea should prepare the "Master Law for Financial Service" (provisional name) in advance as governance strategy for financial service. And not only establishing the financial risks prevention system and consumer's protection agency, but financial competitiveness strengthening actions will have to be included in governance strategy of financial service in Korea.

An Empirical Research on Current Status and Developmental Countermeasures of Language Services Industry in China

  • This paper uses Delphi Method and statistics provided by the State Administration of Market Regulation of China, attempts to develop the scale index of language service industry in China. Coupled with practical investigation and theoretical framework of SCP paradigm, a deep analysis on market behavior, market structure, and market performance of the industry have been explored. First, the study indicates that the scale index of Chinese language services industry has experienced an upward trend from 10.481million RMB in 2008 to 351.403 million RMB in 2017. Second, majority of language services enterprises are situated in Chinese coastal provinces and there are variations in demand for language services. Third, the standardization of language services are minimal while most of the talents involve a single discipline background. Fourth, most enterprises utilize language tools while there is lack of technological innovation for utilization of language resources and enhancement of service quality. The author mainly suggests four strategies which include: cultivating multilingual services, strengthening the development of industrial informatization and technical innovation, and optimizing the industrial talents structure while also adjusting for industrial distribution and regional coordination, which propose the meaningful implications for the development of language service industry in China.
