아웃소싱의 서비스 수준 협약 : 개념적 모형과 성공 요인에 관한 연구

  • In late 90s, organizations recognized the information technology as an key enabler of the business strategic accomplishment which lead them heavy increment on IT investment. These organizations tried to hold the competitive advantage by focusing on their core competency. And these acts raise their interests on IT outsourcing. Recent trends of the organizations concern on evaluating the effectiveness of the previous IT investment and the reasonable selection on IT investment type. Also, the objective evaluation of the service level and continuous improvement are major concern of the outsourcer. Consequently, interests on Service Level Agreement (SLA), an immanence operating tool for managing the level of the information system service objectively and qualitatively, were raised among IT outsourcing service providers, outsourcers, and operating departments. Yet, only a few domestic conglomerates adopted the SLA, and exact usage of the SLA is currently unknown. Because of the importance of the SLA between a service provider and an outsourcer, the agreement is treated with high confidentiality. This raised the problems to both the private and public organizations, are considering the SLA, with absence of concrete guide line to internalize SLA management process. This study provides the organizational and environmental factors of the adopting and applying the Service Level Agreement (SLA) by conducting multiple case research. The sampled companies are currently implementing the SLA over 1 year of usage period. Factors were used to provide the operational contribution for implementing the SLA. The study also provides the effects on IT performance through the SLA. For this, in depth interview was conducted for each sampled company. As a result, if SLA between outsourcer and service provider can be used as an immanence operation tool and actively implemented, SLA will be an strategic tool for various decision making in IT management practice with long term relationship, better shared partnership, and continuous service improvement.

  • 클라이언트와 서비스 제공자간의 서비스 수준 계약인 SLA(Service Level Agreement)를 만족시키기 위해서는 클라이언트 요청을 우선순위 클래스로 구분하여, 낮은 수준의 서비스를 요청하는 클라이언트보다는 고수준의 서비스를 요구하는 클라이언트에게 우선적으로 서비스를 제공할 수 있는 기술이 필요하다. 본 논문에서는 서비스 제공자의 웹 서버 노드를 우선 순위에 따라 정적.동적으로 분할하는 방법을 연구하였으며, 시뮬레이션을 통해 SLA를 고려할 수 있는 응답시간 성능을 분석하였다.

  • The review of known decisions showed that currently there are no systems and technologies for supporting the decision about the possibility of concluding the civil law agreements for medical, therapeutic and dental services. The paper models the decision-making support process on the possibility of concluding the civil law agreements for medical, therapeutic and dental services, which is the theoretical basis for the development of rules, methods and system for supporting the decision about the possibility of concluding the civil law agreements for medical, therapeutic and dental services. The paper also developed the system for supporting the decision about the possibility of concluding the civil law agreements for medical, therapeutic and dental services, which automatically and free determines the possibility or impossibility of concluding the corresponding civil law agreement for the provision of a corresponding medical service. In the case of formation of a conclusion about the possibility of concluding the agreement, further conclusion and signing of the corresponding agreement takes place. In the case of forming a conclusion about the impossibility of concluding the agreement, a request is made for finalizing the relevant agreement for the provision of the relevant medical service, indicating the reasons for the impossibility of concluding the agreement - missing essential conditions in the agreement. After finalization, the agreement can be analyzed again by the developed system for supporting the decision.

  • 특정 서비스를 보다 안전하게 제공받기 위한 사용자가 증가함에 따라 서비스수준협약 (SLA)에 대한 관심이 증가하고 있다. 그러나 침입차단서비스와 같은 보안서비스에 대해 기존의 SLA는 관련 보안 분야가 미비하여 제대로된 수준협약이 어려운 실정이다. 기존의 SLA에서 보안 분야는 권고사항의 수준으로 제공되고 있다. 이에 본 논문에서는 기존 침입차단서비스 제품의 보안 기능을 분석하여 공통보안기능과 개별보안기능을 분류하고, 이를 통해 보안서비스의 품질을 보장하기 위한 보안SLA(S-SLA : Security Service Level Agreement) 등급화 지표를 제안한다. 이를 통해 보안서비스에 대한 세분화된 서비스 협약이 가능할 것이다.

임의비급여 허용요건에 관한 검토 (Review of Allowable Condition of the Discretionary not Covered Service)

  • The Supreme Court stand in the position in specific lawsuit that it doesn't allow the discretionary not covered service, but recently in revocation suit of fine disposal that is imposed on medical fee of leukemia patient, it altered the existing adjudgement and admitted the discretionary not covered service exceptionally. It put forward the allowable condition roughly in that case. According as this alteration, it has become more important to embody the allowance conditions of exceptions. The Supreme Court presented three things, which are procedural condition, medical condition and subscriber's agreement. Concerning procedural condition, several present conciliation procedures are as follows: medical care benefit arret request, relative value conciliation etc, prior request on anti-cancer drug among chemicals which exceed acceptance criteria, request of non benefit object on common drugs. To be granted the existence of those system, there should be no obstacle to use that. Even if it were so, we should take circumstances into consideration; individual situation is unescapable concerning substance and urgency of the discretionary not covered service, process of the procedure, time required etc. Regarding medical condition, safety and effectiveness will be verified through evaluation procedures of new medical skill. About the necessity, the Supreme Court made clear through a sentence that it allow the discretionary not covered service, in case that needs to treat a patient out of the standard of medical benefit. Strict interpretation is right and it answer the purpose of the sentence that the supreme court permit the discretionary not covered service, exceptionally. We need to differentiate medical necessity and medical validity. Subscriber's agreement should holds true if it entails full explanation, and if it is preliminary, explicit and individual. On this account, it should be difficult to admit that someone agree effectively when he call for the affirmation that he is recipient of medical care. Reasonable expense needs to be a part of review whether the agreement is valid. Meanwhile If we adjust system of medical expense and eventually reorganize a fee for consultation payment system (Fee-for-service controlled by item to DRG (Diagnosis Related Groups)), controversial area of the discretionary not covered service will be decreased and that will guarantee the discretion of the doctor.

A Negotiation Framework for the Cloud Management System using Similarity and Gale Shapely Stable Matching approach

  • One of the major issues in emerging cloud management system needs the efficient service level agreement negotiation framework, with an optimal negotiation strategy. Most researchers focus mainly on the atomic service negotiation model, with the assistance of the Agent Controller in the broker part to reduce the total negotiation time, and communication overhead to some extent. This research focuses mainly on composite service negotiation, to further minimize both the total negotiation time and communication overhead through the pre-request optimization of broker strategy. The main objective of this research work is to introduce an Automated Dynamic Service Level Agreement Negotiation Framework (ADSLANF), which consists of an Intelligent Third-party Broker for composite service negotiation between the consumer and the service provider. A broker consists of an Intelligent Third-party Broker Agent, Agent Controller and Additional Agent Controller for managing and controlling its negotiation strategy. The Intelligent third-party broker agent manages the composite service by assigning its atomic services to multiple Agent Controllers. Using the Additional Agent Controllers, the Agent Controllers manage the concurrent negotiation with multiple service providers. In this process, the total negotiation time value is reduced partially. Further, the negotiation strategy is optimized in two stages, viz., Classified Similarity Matching (CSM) approach, and the Truncated Negotiation Group Gale Shapely Stable Matching (TNGGSSM) approach, to minimize the communication overhead.

  • ITSM(IT Service Management)은 2000년대 중반 이후 기업 및 공공기관에 본격적으로 적용되기 시작하였다. ITSM의 한 부분으로 IT 조직에서는 외주업체와 SLA(Service Level Agreement)을 체결하여 정보시스템 서비스의 품질을 적정수준으로 관리토록 노력하고 있다. 그러나 SAL를 적용하는 서비스 측정항목을 선택하는데 있어 측정이 비교적 용이한 서버 운영시간, 서버 성능, 서비스 가동률 등 서버운영에 주로 초점이 맞춰져 왔다. 응용시스템에 대한 서비스 요청 적기 처리율, 변경요청 적기 처리율 등에 대해서는 고객과 외주업체의 협의요소 증가, 데이터 관리 및 정확성 부족 등으로 SLA 항목에서 제외되어 왔다. 본 논문에서는 응용시스템의 유지보수 관련 SLA 적용에 초점을 맞춰 서비스데스크 구축방안을 제시하였다.

중국 시청각서비스분야 통상장벽 분석과 진출 전략 : AHP와 Fuzzy 신뢰도 지수를 이용하여 (A Study on Trade Barriers Analysis in the Chinese Audiovisual Service Sectors)

  • 본 연구에서는 중국 시청각서비스분야의 무역장벽의 현황을 파악하고, 향후 FTA와 같은 제도적 채널을 통해서 중국측에 제기할 수 있는 통상장벽 해소를 위한 의제를 도출하였다. 먼저 중국의 시청각서비스분야의 무역장벽은 중국의 양허표와 국내 규제를 분석하여 도출하였으며 이를 토대로 설문조사를 통해 협상 의제의 중요도와 의제의 협상 타결가능성을 평가하였다. 분석 결과, 먼저 한국의 국민경제적 상황과 중국의 무역장벽 환경을 고려할 때, 중요한 의제는 온라인 게임서비스의 직접 서비스 제공과 방송/영화산업의 공동제작협정 체결이었다. 둘째, 실현 가능성 측면에서는 공동제작협정이 가장 높았으며, 다음이 온라인게임의 직접서비스 의제, 음악서비스 의제 순으로 나타났다. 시청각서비스분야 공동제작협정은 방송 및 극장에서의 외국 콘텐츠 상영에 대한 각종 규제가 많기 때문에 공동제작물에 대해 쌍방이 자국물로 인정해 주게 되면 통상장벽을 실질적으로 낮추는 효과를 볼 수 있을 것으로 기대된다. 또한 온라인게임서비스의 중국시장 진출이 가장 산업적 영향이 큰 것으로 파악되었다.

Cryptanalysis of Multiple-Server Password-Authenticated Key Agreement Schemes Using Smart Cards

  • Password-based user-authentication schemes have been widely used when users access a server to avail internet services. Multiserver password-authentication schemes enable remote users to obtain service from multiple servers without separately registering with each server. In 2008, Jia-Lun Tsai proposed an improved and efficient password-authenticated key agreement scheme for a multiserver architecture based on Chang-Lee's scheme proposed in 2004. However, we found that Tsai's scheme does not provide forward secrecy and is weak to insider impersonation and denial of service attacks. In this article, we describe the drawbacks of Tsai's scheme and provide a countermeasure to satisfy the forward secrecy property.

  • WDM 광 전달망에서 기존의 보호방식은 SLA에 명시된 복구 시간에 대한 고려 없이 모든 연결 요청에 대해 한 쌍의 경로를 설정함으로써, 네트워크 자원의 이용 효율이 감소하고 SLA 위반율이 높아진다. 이를 해결하기 위해 본 논문에서는 예상 보호시간과 SLA에 명시된 복구시간을 비교하여 연결요청을 분류하고, 각 연결 요청 분류에 따른 최적의 망 보호방식 및 백업경로를 설정하는 보호기법을 제안한다. 제안 기법을 실험 망에 적용하여 기존 보호기법보다 높은 자원 효율성 및 낮은 SLA 위반율을 보임을 입증한다.
