전남 동부도시 노인복지관의 공간적 특성 (The Space Characteristics of Senior Welfare Centers in Eastern Cities of Jeonnam Province)

  • The senior welfare centers should provide integrated welfare services to the elderly whose needs are in change. So this paper tried to find a direction for improvement by identifying the spatial organization of the centers which are in Yeosu, Suncheon and Gwangyang. Classification of spaces of senior welfare center followed the guidelines 2020 for senior welfare center from Ministry of Health and Welfare which are consultation, medical rehabilitation, day or short-term protection, social education, home welfare, employment, welfare and public relations and PR planning and by adding management and public space. The above factors are invested and analyzed. The results of the survey and analysis of seven senior welfare centers are as follows. First, in the survey, the spatial organization of the senior welfare centers surveyed showed that the larger the size is, the dominantly lager the social education space is. Second, the space for day or short-term care, and employment is less than 1% of the total area, and most senior welfare centers do not have a basic space for this. Third, the space related to home welfare and counseling is very small, and more than half of the senior welfare centers do not have space related to it.

경기도 노인복지관 특화 프로그램 평가: 서비스 이용자 관점을 중심으로 (Evaluation on the Specialized Quality Programs of the Senior Welfare Centers in Gyeonggi-do: Focusing on the Perspectives of the Service Users)

  • 본 연구는 노인복지관의 프로그램이 서비스 이용 노인에게 유용한가에 대한 문제의식에서부터 출발하였다. 이를 해결하기 위하여 노인복지관의 프로그램이 서비스 이용자 노인의 욕구를 충족시키고 있는지 여부와 실제적으로 도움이 되는지를 살펴보기 위해서 다음 3가지의 연구방법을 활용하였다. 노인복지관 서비스 이용 노인을 대상으로 하는 '심층 인터뷰'와 노인복지관이 운영하고 있는 '특화 프로그램 분석', 그리고 노인복지 관련 '전문가 FGI'를 실시하였다. 본 연구결과를 통해 다음과 같은 점을 논의하여 제언하고자 한다. 첫째, 권리에 기초한 서비스 이용자 중심의 노인복지관 프로그램 활성화이다. 둘째, 고품격 노인문화를 만들어내는 노인복지관 프로그램의 개발과 실행이 되어야 한다. 셋째, 지역사회와 연계된 노인복지관 프로그램으로의 전환이 필요하다. 끝으로는 프로그램을 소통하는 네트워크 구축 거점센터로서의 역할이 구축되어야 할 것이다.

  • Due to the rapid increase of the elderly population, promoted desire for recreational activities in old age and so emerging importance of Leisure welfare facilities for the elderly. Although Senior community centers playing an important role in old people leisure life are quantitative resources occupying majority of the Leisure welfare facilities for the elderly. there are many problems of managing programs, aging facilities, small spaces and so on. So, many facilities are used as simple meeting places of old people without solution about qualitative problem. Also, because of negative perceptions of people about Senior community center socially, desires of using Senior community center of old generation will decrease. In order to perfectly play a role of Leisure welfare facilities for the elderly, we need to review regulations about facility and program of Senior community center and suggest ways to resolve these problems. According to these necessity, Integration senior community centers appeared as a new concept. These centers compensate the physical defects through integrating small Senior community center. Through dividing function and service of senior welfare and forming networks between Senior community center and Senior welfare center, these centers set a goal of increasing quantitative and qualitative improving of leisure life of old people.

재가 노인들을 위한 노인복지관의 급식 식단 평가 (Evaluation of the Menus of Senior Welfare Centers for Home-bound Elderly)

  • This study examined the characteristics of the foodservice menu items offered at senior welfare centers to provide information on Korean senior menu development. A total of 514 lunch menu items were collected from 27 senior welfare centers in April, July, October and January. The most frequently served staple foods, soups, and side dishes were multi-grain rice, seaweed soup, Bulgogi, Kimchi, and liquid yogurt. The proportions of carbohydrate, protein, and lipids of total energy serving of senior welfare centers were 59.8%: 16.7%: and 22.8%, respectively. The nutrients served at less than 40% of the Recommended Nutrient Intake (RNI) and Adequate Intake (AI) of Dietary Reference Intakes for Koreans (KDRIs) were chloride (1.0%), vitamin D (1.3%), biotin (1.7%), magnessium (4.5%), Iodine (7.5%), pantothenic acid (8.0%), vitamin E (12.5%), vitamin $B_6$ (20.0~21.4%), vitamin K (21.1~24.3%), and water (35.7~39.7%). The nutrients served in excess of the daily intake goal and RNI were iron (98.9~127.1%), sodium (104.9%), and copper (1,100.0%).

A Study on Lighting Environmental Evaluation of Senior Welfare Centers Based on biophilia

  • Light is an essential environmental element for elderly people to do various activities. At senior welfare centers, healthy indoor lighting is especially necessary because the facilities are used by the elderly to perform their mostly indoor activities. The purpose of this study is to evaluate light environments at senior welfare centers for well-being lighting characteristics. We based the study on the 'Biophilia' theory, a concept related to health from happiness. Thus, this study is mainly based on literary review and survey research. For this, we conducted a location focused field study to identify the current state of the lighting environments at senior welfare centers in Busan, South Korea. First, we constructed structural questionnaire to evaluate lighting environment based on 'Light and Space' biophilia theory. Then, to survey subjective evaluation, the participant of research included total of 122 senior welfare center users. Based on the results of this research, the conclusions are as follows; 1) overall, it seems that the overall result of the light environmental evaluation seems to be high because the evaluated facilities in the case survey in large-scale were recently built elderly welfare centers. 2) most of the healing design elements are focused on the introduction of natural light and psychological influence. The satisfaction with actual natural light is evaluated to be high. Although shadow and reflected light are very important in discrimination and recognition of indoor space and wayfinding, the evaluation of reflected light and shadow was low for the study. 3) items that are related to the functionality of the light were highly evaluated, while the items that are related to the spatiality of the light were rated poorly. This study has its significance when examining the effects of light environments within the welfare center form of the perspective of senior citizens. It can be referenced when reconsidering the recognition of light environment as a major consideration factor to establish a desirable senior welfare center environment.

DEA를 이용한 노인복지관 의료복지사업 효율성 분석 (Analysis of the medical and welfare projects Efficiency of Senior Welfare Centers by DEA Model)

  • 본 연구의 목적은 첫째, 노인복지관별 효율성 수준과 효율성 차이의 원인은 무엇인가 둘째, 어느 요소들이 노인복지관별 효율성 차이에 영향을 미치며, 그 영향의 크기는 어느 정도인가를 규명하는데 있다. 이에 본 연구에서는 노인복지관이 직면한 환경을 반영할 수 있는 효율성 측정방법을 검토하고, 그 중에서 상대적 효율성 평가에 유용하게 사용되고 있는 자료포락분석(Data Envelopment Analysis, DEA)과 Tobit 분석을 포함한 다양한 DEA 사후분석을 진행하였다. 연구대상은 서울시 소재 24개 노인복지관으로 한정하였으며, 2011년도 1년간의 운영자료를 이용하였다. 또한, 노인복지관 서비스제공 사업영역중 의료복지사업에 한정하였으며, 상근근무자 등 내적요소만을 투입요소로 하는 모형1과 지역내 노인인구를 포함하는 모형2로 구분하였고, 각각 CCR분석과 BCC분석을 진행하여 유효한 결과값을 산출할 수 있었다. 본 연구의 한계성에 대해서는 후속적인 보완 연구가 이루어져야 할 것이며, 본 연구는 DEA 모형을 이용한 노인복지관의 효율성 분석을 위한 일반적 규범을 제시하였을 뿐만 아니라 효율성 결과값을 이용한 다양한 사후분석의 통합연구를 통해 노인복지관의 운영서비스와 관련하여 많은 유의미한 시사점을 도출하였다는 점에서 본 연구의 의의는 적지 않다 하겠다.

DEA를 이용한 경기도 노인복지관 효율성 분석 (Analysis of the Efficiency of Gyeonggi-do Senior Welfare Centers by DEA Model)

  • 본 연구의 목적은 첫째, 노인복지관별 효율성 수준과 효율성 차이의 원인은 무엇인가 둘째, 어느 요소들이 노인복지관별 효율성 차이에 영향을 미치며, 그 영향의 크기는 어느 정도인가를 규명하는데 있다. 이에 본 연구에서는 노인복지관이 직면한 환경을 반영할 수 있는 효율성 측정방법을 검토하고, 그 중에서 상대적 효율성 평가에 유용하게 사용되고 있는 자료포락분석(Data Envelopment Analysis, DEA)과 DEA/AP 수정모형분석을 진행하였다. 연구대상은 경기복지재단(2009)이 발표한 경기도 소재 29개 노인복지관의 20개 시군지역별 평가자료로 한정하였으며, 비모수 통계기법인 DEA분석을 실시하여 20개 시군 단위의 지역별 노인복지관 운영의 효율성 정도 및 비효율의 원인과 정도, 참조할 수 있는 지역 등에 대해 유효한 결과값을 산출할 수 있었다. 효율성의 차이를 가져오는 것이 규모의 효율성에서 비롯되는지 여부를 규명하였고, 준거집단을 제시함으로써 비효율적으로 평가된 노인복지관이 효율성을 개선하기 위해 참조해야 할 준거노인복지관을 제시하였다. 또한, 비효율적인 경우 어떤 투입요소에서 발생하였는지?, 얼마만큼의 투입량을 증감시켜야 하는지?, 그리고 어느 투입요소를 집중적으로 관리해야 효율적인 노인복지관이 되는지에 대한 유용한 정보를 제공하였다. 본 연구는 시 군 단위의 자료를 이용함으로써 개별 노인복지관의 상대적 효율성 분석에는 적합하지 않지만 시 군 단위의 지역간 비효율성 정도, 개선목표, 참조집단에 대한 시사점 도출 등 노인복지관에 대한 전반적 효율성 평가 방향, DEA모형 적용의 유용성 등을 제시하였다는 점에서 본 연구의 의의는 적지 않다 하겠다.

공공도서관에서 제공하는 노인대상 교육프로그램에 관한 연구 - 노인종합복지관과 비교하여 - (A Study on the Services of Senior Programs in Public Libraries: Compared with the Senior Programs in Senior Welfare Centers)

  • 본 논문은 고령화 사회의 공공도서관에서 제공되는 노인대상 프로그램 개발의 기초자료 수집을 위해 서울시 소재 노인종합복지관과 공공도서관 홈페이지의 노인교육 프로그램을 비교하였다. 프로그램 내용을 건강, 문해/교양, 정보화교육, 죽음준비교육, 취미, 취업/자원봉사의 6가지 세부주제로 구분하여 각 기관별 해당 주제를 조사하였다. 두 기관에서 가장 많은 교육프로그램이 제공된 분야는 취미분야였으며, 노인종합복지관에서는 공공도서관보다 3배이상의 프로그램을 운영하고 있었다. 공공도서관의 경우, 취미(34.1%), 기타, 문해/교양(24.4%), 건강과 정보화교육(22.0%), 취업/자원봉사(17.1%), 죽음준비(7.3%)순으로 프로그램이 제공되었으며, 문제점에 따른 제언을 제시하였다. 그리고 죽음준비교육 프로그램의 일환으로 '행복지도 만들기'를 14주차에 걸쳐서 시행할 수 있도록 프로그램을 예시하였다.

서울시 노인종합복지관의 유형별 공간특성에 관한 연구 (A Study on the Spatial Features by Types of Multipurpose Senior Centers in Seoul)

  • The goal to establish one multipurpose senior center in one district of Seoul city has been nearly completed. However, since it is behind the schedule by about 6 years, nearly all senior centers are saturated currently. Therefore, additional foundation plan of senior centers is in progress. Also, the main function of the center has changed from health and leisure to various welfare programs that the elderly living in a community need. In order to supplement these problems, many existing senior centers are using center to the most through addition and change of rooms. To establish the direction of spatial plan at establishing senior centers according to the regional characteristics, 20 cases of Seoul multipurpose senior centers in operation were site surveyed and the results of spatial features by types established and changed corresponding to each condition were suggested as follows: 1. The types were classified according to the shape of floor plan, sectional planning, entry traffic line, linkage with attached facilities and addition method etc. by the characteristics of the elderly in multipurpose senior centers, program operation, linkage of spatial composition by the function, positional relation between centers, management and operation method, and center complication method etc. and the respective features were suggested. 2. By analyzing the gross floor area and the area of each room of senior centers, the features of area by types and the features of area by each detailed center were suggested.

노인종합복지관 급식업무 종사자들의 위생지식 및 수행 평가 (Evaluation of Foodservice Workers' Food Safety Knowledge and Practices at Senior Welfare Centers)

  • The purpose of this study was to evaluate food safety practices and knowledge of foodservice workers at senior welfare centers. A self-administrated questionnaire was administered to 1200 foodservice workers at senior welfare centers in Seoul, Incheon and Gyeonggi province. Two hundred five responses were returned, with 181 usable for analysis. Statistical analyses were conducted using SPSS for Windows(ver.14.0). Volunteers of respondents comprised 64.1% while chefs and employees comprised 20.9%. Food safety practices were assessed using a 5-point scale(1: strongly disagree - 5: strongly agree), and the average score of food safety practices was 4.27. For specific practices, 'personal hygiene (4.46)' scored the highest, followed by 'cleaning and sanitizing(4.43)', 'separate handing(4.40)', 'cooking process(4.11)', and 'receiving and storing(4.05)'. There were significant differences in the practice average score by age(p<0.01) and experience of food safety education(p<0.01). The total score for food safety knowledge was 14.43 out of 20 points. In the category of food knowledge, 'equipment and facility(80.5%)' had the highest correct answer rate, followed by 'personnel hygiene(75.9%)', 'cooking process(70.4%)', and 'cleaning sanitizing(65.8%)'. There were significant differences in the knowledge total score by job type(p<0.05), age(p<0.05), working experience(p<0.05), chef certification (p<0.01), and frequency of food safety education(p<0.01). The knowledge and practice scores were significantly correlated(p<0.01). This study suggests that food safety education for foodservice workers should be conducted continuously and repetitively, and the development of proper education materials is needed to improve the effectiveness of food safety education for chefs, employees and volunteers at senior welfare centers.
