On the Possibilities and Limitations of Arbitration Punishment

  • Independence and impartiality are the operating core of an arbitration disciplinary mechanism. Due to many factors, illegalities and improper acts in arbitration cases are facts of life in our country, and have greatly damaged the credibility of arbitration. It is necessary for us to perfect the operating mechanism of arbitration discipline from the four pluralistic progressive aspects of disciplining the cause externalization, disciplining the subject duality, the quasi-judicature of disciplinary procedures and the disciplining measures so that the populace can experience fairness and justice in every case. We should perfect the supporting measures such as the strict selection conditions and procedures of arbitrators, improving the quality of the arbitrator team, exploring the management mechanisms and strengthening the evaluation dynamic. An examination is a general investigation and evaluation so as to provide encouragement for being continually engaged as arbitrators, but it does not provide an objective basis of arbitration discipline. It is urgent to perfect the arbitration guarantee system on the basis of meeting the material needs of the arbitrators so as to enhance the sense of professional rank and honour of arbitration.

초등학교 과학영재학급 학생선발을 위한 과학 창의적 문제해결력 검사도구 개발 (Development of the Scientific Creative Problem Solving Test for the Selection of Gifted Science Students in Elementary School)

  • The purpose of this study was to develop a test of a creative problem solving (CPS) for the selection of gifted science students in elementary school. For this, the methods and procedures of the selection of gifted science students was investigated through the internet homepages 23 gifted science education centers of universities and 16 city. province offices of education. The results of this study were as follows: Most of the gifted science students were selected through a multi-step examination process. They were selected on the basis of their records by recommendation of a principal or a classroom teacher in their school, by operation of standardized tests (ex. intelligence quotient score, achievements in science and mathematics, interest and attitude/aptitude for science as well as through other means), as well as through intensive observation of those gifted science students who are selected by interview and oral tests. The selection of gifted students was not evaluated through creativity testing; giftedness in city. province office of education. Testing of CPS was found to be especially lacking in these organizations. For the development of the test items of CPS in science, the five elements were extracted through the framework for the content analysis of the CPS: problem exploration, problem statement, solution thinking, experiment design, and assesment. In addition, suggestions were made regarding an appropriate scoring system for the test of the CPS. As the result of the developed test was applied to the 4th grade of the gifted and general student, we found that gifted students were superior to general students. In conclusion, it was that the CPS test developed in this study should be used to evaluate the CPS for the selection of gifted students.

농업보조금 지원사업의 만족도 및 재신청의사에 미치는 영향요인 : 제주특별자치도 양돈농가의 인식을 중심으로 (Factors of Satisfaction and Re-application Intention for Agricultural Subsidies Project : Focusing on the Recognition of the Pig Farms in Jeju)

  • 본 연구의 목적은 제주지역 양돈농가에 지원하는 농업보조금에 관한 정보제공 및 투명성 등과 같은 사업 선정절차, 구비서류 및 구비조건 등과 같은 사업신청조건이 보조금 지원정책의 만족도와 향후 재신청의도에 미치는 영향을 파악하고자 하였다. 분석결과를 정리하면 다음과 같다. 첫째, 보조금 지원사업의 만족도 향상을 위해서는 사업신청조건 완화보다는 사업선정절차에 대한 만족도 향상을 위한 노력이 필요하다. 둘째, 보조금 지원사업에 의한 소득증대 등의 효과를 통한 보조금 재신청 확대를 위해서는 사업신청조건 완화보다는 사업선정절차에 대한 만족도 향상을 위한 노력이 필요하다. 왜냐하면 보조금 지원사업 선정절차에 대한 만족도 향상 노력은 보조금 지원사업의 만족도 향상뿐만 아니라 재신청 효과를 동시에 향상시킬 수 있는 것으로 나타났다. 따라서 다른 어떤 요인보다도 보조금 사업에 대한 정보제공, 의견반영 등 사업선정절차 만족도 향상에 초점을 맞추어야 할 것이다.

  • PSS(Product Service System) 시스템은 제품과 서비스가 하나로 통합되어 고객에게 차별화된 가치를 제공하고, 기업이 경쟁력을 가지고 지속적인 성장을 할 수 있게 지원하는 시스템이다. 본 논문에서는 PSS 시스템으로 성공한 Amazon의 Kindle과 Apple의 iPod, 실패한 Microsoft의 Zune과 Sony의 e-book reader를 채택하여 중다 사례연구 방법론을 통해 성공요인과 실패요인을 도출하고자 한다. 이를 위하여, 사례 분석을 통해 가설을 도출하고, 연관 문헌연구와의 비교 및 분석을 통하여 PSS 시스템에서 상업적으로 성공하기 위한 전략적 시사점을 제시하였다.

IEEE 802.11 RSSI 기반 무인비행로봇 실내측위를 위한 AP 선택 기법 (AP Selection Criteria for UAV High-precision Indoor Positioning based on IEEE 802.11 RSSI Measurement)

  • As required performance of UAV (Unmanned Aerial Vehicle) becomes more complex and complicated, required positioning accuracy is becoming more and more higher. GPS is a reliable world wide positioning providing system. Therefore, UAV generally acquires position information from GPS. But when GPS is not available such as too weak signal or too less GPS satellites environments, UAV needs alternative positioning system such as network positioning system. RSSI (Received Signal Strength Indicator) based positioning, which is one method of network positioning technologies, determines its position using RSSI measurements containing distance information from AP (Access Point)s. In that method, a selected AP's configuration has strong and tight relationship with its positioning errors. In this paper, for, we additionally account AP's configuration information by adopting DOP (Dilution of Precision) into AP selection procedures and provide more accurate RSSI based positioning results.

Can Auto-ID make Trade Stable between Korea and China?

  • As increasing trade through the world, especially in food, asymmetry of information can make the trade shrink. With the industrial development, Korea's agriculture had shrunk dramatically. By the result of the nation's industrial restructuring, over than 3/4 of Korea food consumption comes from abroad. And China is an important source of agricultural product to Korea. Increasing family income and increasing importing food consumption, Korean consumers have been interested in food safety. Especially. after experiencing several cases like struggle for safety of GMO food, poultry influenza, lead contained Chinese fish import, mad cow disease, cheating origin, etc. Obviously, those unreliable cases will hinder the increase of world free trade as well as the trust of two countries. Furthermore, distrust will be a cause of adverse selection. So, it need to find a way to solve the distrust which caused by asymmetry of information. And automatic identification procedures can help mitigate asymmetry of information in trade. And it will make Korean consumers can avoid adverse selection. This paper suggests adoption of Auto ID to encourage agricultural trade between Korea and China.

머시닝 센터와 다연 Pallet으로 구성된 기계 가공 공장의 일정계획 (Scheduling of Machining Shop Composed of Machining Center and Multiple Pallets)

  • This study introduces a scheduling policy to achieve unmanned operations in machining shops representing the feature of both FMS and machining centers. The proposed policy considers the practical constraints in the machining shops such as lot sizes, multiple pallets, and jig/fixtures. In addition, rescheduling to cope with extraordinary events(eg., arrival of high-priority jobs and breakdown of machines) is included. Basically, the scheduling policy consists of four procedures; (1) selection of a job according to dispatching rule, (2) selection of a machine, (3) assignment of jobs to a multiple pallet for the unmanned operation during a certain shift, and (4) prevention of unexpected machine idle caused by constraints on jig/fixture.

  • This paper proposes a scheme of initial cluster center selection in FCM algorithm using the genetic algorithms. The FCM algorithm often fails in the search for global optimum because it is local search techniques that search for the optimum by using hill-climbing procedures. To solve this problem, we search for a hypersphere encircling each clusters whose parameters are estimated by the genetic algorithms. Then instead of a randomized initialization for fuzzy partition matrix in FCM algorithm, we initialize each cluster center by the center of a searched hypersphere. Our experimental results show that the proposed initializing scheme has higher probabilities of finding the global or near global optimal solutions than the traditional FCM algorithm.

The Selection of Growth Models in Technological Forecasting

  • Various technological forecasting models have been proposed to represent the time pattern of technological growths. Of six such models studied, some models do significantly better than others, especially at low penetration levels, in predicting future levels of growth. Criteria for selecting an appropriate model for technological growth model are examined in this study. Two major characteristics were selected which differentiate the various models ; the skew of the curve and the underlying assumptions regarding the variance of the error structure of the model. Although the use of statistical techniques stil requires some subjective input and interpretations, this study provides some practical procedures in the selection of technological growth models and helps to reduce or control the potential source of judgmental error inconsistencies in the analyst's decision.

  • Genetic Algorithms (GAs) are stochastic algorithms whose search methods model some natural phenomena. The procedure of GAs may be divided into two sub-procedures : Operation and Selection. Chromosomes can produce new offspring by means of operation, and the fitter chromosomes can produce more offspring than the less fit ones by means of selection. However, operation which is executed randomly and has some limits to its execution can not guarantee to produce fitter chromosomes. Thus, we propose a method which gives a directional information to the genetic operator by reinforcement learning. It can be achived by using neural networks to apply reinforcement learning to the genetic operator. We use the amount of fitness change which can be considered as reinforcement signal to calcualte the error terms for the output units. Then the weights are updated using backpropagtion algorithm. The performance improvement of GAs using reinforcement learning can be measured by applying the pr posed method to GA-hard problem.
