지난 2008년 6월 13일 개정된 '정보통신망 이용촉진 및 정보보호 등에 관한 법률'은 우리나라 IT 업계의 활성화뿐만 아니라 개인의 정보를 보호하는 제도와 절차를 규정하는 매우 중요한 법이다. 이 법은 우리사회에서 정보프라이버시의 보호와 관련하여 매우 긍정적인 역할을 수행하고 있으나, 일부 규정에서는 여전히 그 영향과 효과를 종합적으로 분석하고 검토하여야 할 여지가 있다. 이 연구에서는 관련 법제도가 IT 관련 산업과 기업에 미치는 영향을 검토하고, 법 제정시 정보보호서비스 산업의 특성(예, 공공성, 가변성, 상대성, 다차원성, 불완벽성)을 보이고, 이를 반영하여야 함을 설명하였다. 또한, 정보관리자의 책임과 과실 처벌에 관한 법규의 실효성과 형평성을 분석하였다. 법의 논리 연구, 관련된 해외 법률과 사례의 분석을 통하여 세가지 정책 대안, i) 관련 법률의 개정과 새로운 정책제도 마련, ii) 선고형에서 작량감경/집행유예 등의 적극적 적용, iii) 개인정보 관련한 기술적 관리적 조치의 합리적이고 구체적인 기준 마련을 제시하였다.

The purpose of this study was analyzing with present conditions and content analysis of the parking area for the handicapped people. The researcher investigate to that establishment ratio, accessibility, the induction and guidance, and safe walking passage security, and proper space of the parking area for the handicapped people was established by lawfully. The results as follows. In spite of the regulation established by law, regulations was not established 40% on region government. The parking area for the handicapped people established Properly consider to the accessibility. But the size and height of the stand-up guide plate of the induction and guidance which corresponds in legal establishment standard of the handicapped people. then this research analyzes problems and suggests alternatives of the facilities.

The importance of Electronic Commerce and internet has been rapidly increasing. For the global information society in the $21^{st}$ century, government aims for the successful execution of the project for the construction of KII(Korea Information Infrastructure). However, the research on applications of KII is not enough to relate with Electronic Commerce and its impact. In this paper, we present a brief introduction to KII and its characteristics. Through the detailed analysis of application factors on KII, the relationship and inter-necessity between KII and Electronic Commerce are investigated. Also, This, work studies the aspects of law, security, and Informatization- mind for the guided directions of activating Electronic Commece on KII. Finally, the implementation strategy for Electronic Commerce is suggested.

Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

There are several Customs Free Zone in Korea. Those are Susan Port, Kwangyang Port, Inchun Port. and International Airport Inchun. And there are several zone which will be appointed soon, Busan Port area, Kwangyang Port area, Inchun Port and International Airport Inchun area. But there are many problems to operate CFZ in Korea. This paper aim at pointing out for the problems and drawing up the plan. The problems are an unreasonable incentive standard, security of the behind site related to CFZ, present customs law not to process and assemble, and several similar system related CFZ. Globalization and regionalization are major trends in the international economic system recently. So we have to make desperate efforts to win the severe competition among many countries in economic aspect and make a good plan to solve the problems related CFZ in future.

However, because of modernization of agriculture, the rate of accurrence about agriculture accident has increased dramatically. Especially the rate of accurence of agricultural accident is higher than the other industrial accident in the developed country. Because of these reasons, developed country has efforted to the agriculture system about safety. Australia law for the safety system of agriculture is very well and the rate of accident in the self-management agriculture is included in the statistics of industrial But The rate of accident in self-management agriculture is very higher In future we have to try new method about Agricuture Safety of Korea.

As a matter of fact, the document which has been developed to resolve the obvious conflicts between the interests of buyer and seller is the bill of lading. The bill of lading provides the seller with some security against default by the buyer and the buyer with some assurance of performance of the seller before the buyer is required to make payment. So to speak, the B/L provides some extent protection for both seller and buyer. This is a study on the construction of Liner Bill of Lading(Code name : CONLINEBILL) adopted by BIMCO(The Baltic and International Maritime Conference) and is using a basic bill of lading in the liner ships operation. In this study, the writer makes a wider and deeper study of rights of rights and obligations of Contract Parties by means of the rules of construction, specially focusing the Carriers liability under Carriage of Goods by Sea Act 1971(COGSA 1971), Hague-Visby Rules and Korea Commercial Law.

Recently, the dramatical increasement of personal information infringement makes the government strongly enforce the laws. The Key-point of law enforcement is the DB encryption. Nevertheless, DB encryption is the one of the hardest thing in the organization's security measures. The purpose of this paper is suggesting alternative means of residence numbers and showing the possibility of indicator usage for safety measures. This research suggested the best ways to make a decision through a before and after comparison of the DB encryption cost of the inherent identification number elimination in "Social Welfare consolidation service system". When this research result was applied in "Happiness-e-Um system", we found that the alternative means are more efficient than the residence number for encryption cost, system revision time and so on.

In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).
