A Study on the National Cryptographic Policy : About the Right to Access the Cryptographic (국가 암호정책에 대한 연구 : 암호접근권한을 중심으로)

  • With the recent development of ICT, information exchange through data communication network is increasing. Cryptography is widely used as the base technology to protect it. The initial cryptography technology was developed for military use and authorized only by the nation in the past. However, nowadays, much of the authority was unwillingly transferred to the private due to the pervasive use of ICT. As a result, there have been conflicts between the private demand to use cryptography and the nation's authority. In this paper, we survey the conflicts between nations and the private in the process of formulating the cryptography policy. Morever, we investigate the reality of the cryptography policy in Korea. Our investigations are expected to help the government apply cryptographic control policy in a balanced manner and plan development of cryptography industries. Lastly, we propose a need to establish a cryptanalysis organization and to legislate a legal sanction against fraudulent use of cryptography.

Analysis on Information Security Manpower Policy by the Analytic Hierarchy Process (AHP를 이용한 정보보호인력 양성 정책 분석)

  • As information threats to information systems diffuse, the information security becomes a major concern. Information security manpower who produce and implement information security products, and who are in charge of information security in organizations, has been important. Korean government has implemented various policies to promote the information security manpower. Those policies have been successful to supply enough number of information security manpower, but not successful to supply information security manpower to meet the various requirements of the manpower demand. In this study we adopt analytic hierarchy process(AHP) to analyze the priorities of information security technology categories to meet the demand. Results of the study suggest that the government should concentrate on promotion of manpower for the field of the 'System and Network Security Technology'.

Blockchain-based Data Storage Security Architecture for e-Health Care Systems: A Case of Government of Tanzania Hospital Management Information System

  • Health information systems (HIS) are facing security challenges on data privacy and confidentiality. These challenges are based on centralized system architecture creating a target for malicious attacks. Blockchain technology has emerged as a trending technology with the potential to improve data security. Despite the effectiveness of this technology, still HIS are suffering from a lack of data privacy and confidentiality. This paper presents a blockchain-based data storage security architecture integrated with an e-Health care system to improve its security. The study employed a qualitative research method where data were collected using interviews and document analysis. Execute-order-validate Fabric's storage security architecture was implemented through private data collection, which is the combination of the actual private data stored in a private state, and a hash of that private data to guarantee data privacy. The key findings of this research show that data privacy and confidentiality are attained through a private data policy. Network peers are decentralized with blockchain only for hash storage to avoid storage challenges. Cost-effectiveness is achieved through data storage within a database of a Hyperledger Fabric. The overall performance of Fabric is higher than Ethereum. Ethereum's low performance is due to its execute-validate architecture which has high computation power with transaction inconsistencies. E-Health care system administrators should be trained and engaged with blockchain architectural designs for health data storage security. Health policymakers should be aware of blockchain technology and make use of the findings. The scientific contribution of this study is based on; cost-effectiveness of secured data storage, the use of hashes of network data stored in each node, and low energy consumption of Fabric leading to high performance.

A Study of Reinforcement Learning-based Cyber Attack Prediction using Network Attack Simulator (NASim) (네트워크 공격 시뮬레이터를 이용한 강화학습 기반 사이버 공격 예측 연구)

  • As technology advances, the need for enhanced preparedness against cyber-attacks becomes an increasingly critical problem. Therefore, it is imperative to consider various circumstances and to prepare for cyber-attack strategic technology. This paper proposes a method to solve network security problems by applying reinforcement learning to cyber-security. In general, traditional static cyber-security methods have difficulty effectively responding to modern dynamic attack patterns. To address this, we implement cyber-attack scenarios such as 'Tiny Alpha' and 'Small Alpha' and evaluate the performance of various reinforcement learning methods using Network Attack Simulator, which is a cyber-attack simulation environment based on the gymnasium (formerly Open AI gym) interface. In addition, we experimented with different RL algorithms such as value-based methods (Q-Learning, Deep-Q-Network, and Double Deep-Q-Network) and policy-based methods (Actor-Critic). As a result, we observed that value-based methods with discrete action spaces consistently outperformed policy-based methods with continuous action spaces, demonstrating a performance difference ranging from a minimum of 20.9% to a maximum of 53.2%. This result shows that the scheme not only suggests opportunities for enhancing cybersecurity strategies, but also indicates potential applications in cyber-security education and system validation across a large number of domains such as military, government, and corporate sectors.

An Analysis of the Impact of ODA Projects on Food Security -Focusing on Terai Region, Nepal- (ODA 프로젝트를 통한 식량안보 개선 효과 분석 -네팔 떠라이 지역을 중심으로-)

  • The purpose of this study is to analyze the effectiveness of an agriculture and rural development ODA project in southern Nepal's Terai region to improve food security, and to suggest appropriate project approaches to improve food security. The subject of the analysis is the KOICA-funded 'Inclusive Rural Development project', and a framework for analyzing food security was established based on the FAO's four pillars of food security, and indicators were proposed to measure the food security of project farmers. The data for this study were obtained from a survey of project beneficiary farmers and their control group, and the effects of the project on food security were measured using a a t-test analysis, difference-in-difference analysis, propensity score matching-linear regression combined model (PSM-OLS) and a propensity score matching-difference-in-difference combined model(PSM-DID). The results showed that, in general, the ODA project treatment group had significant improvements in each of the four pillars of food security (food availability, access, utilization, and stability). In addition, cooperative membership had a positive impact on food security improvements, and there were also differences in outcomes among different ethnic groups in the Terai region. The implications of this study are that the Korean government's ODA policy should set aside the food security sector and incorporate food security indicators to contribute to the improvement of food security in ODA partner countries, and that agricultural and rural development ODA projects should include food security indicators as performance indicators in their pre-planning to contribute to securing food security for vulnerable groups as food insecurity is higher among vulnerable groups.

Challenges in nuclear energy adoption: Why nuclear energy newcomer countries put nuclear power programs on hold?

  • The pressing need to mitigate greenhouse gas emissions has stimulated a renewed interest in nuclear energy worldwide. However, while numerous countries have shown interest in nuclear power over the course of history, many of them have not continued their pursuit and chosen to defer or abandon their peaceful nuclear power projects. Scrapping a national nuclear power program after making initial efforts implies significant challenges in such a course or a waste of national resources. Therefore, this study aims to identify the crucial factors that influence a country's decision to terminate or hold off its peaceful nuclear power programs. Our empirical analyses demonstrate that major nuclear accidents and leadership changes are significant factors that lead countries to terminate or defer their nuclear power programs. Additionally, we highlight that domestic politics (democracy), lack of military alliance with major nuclear suppliers, low electricity demand, and national energy security environments (energy import, crude oil price) can hamper a country's possibility of regaining interest in a nuclear power program after it has been scrapped, suspended, or deferred. The findings of this study have significant implications for policymakers and stakeholders in the energy sector as they strive to balance the competing demands of energy security, and environmental sustainability.

Realization of the Biba Security Model in an OSI-distributed (OSI-분산 시스템에서의 Biba Security 모델의 구현)

  • This paper discusses a distributed implementation of the Biba security policy model. Implementation of an service in the OSI-RM is not sufficient for enforcing the Biba model. Also confidentiality services are necessary. Public Key Systems(PKSs) are considered for the realization of these security services. In this paper symmetric & asymmetric cryptographic systems are considered for the realization of these security service. It is investigated how key-distributions can be found resulting in a minimum number of key.

  • Network security should be first considered in a distributed computing environment with frequent information interchange through internet. Clear classification is needed for information users should protect and for information open outside. Basically proper encrypted database system should be constructed for information security, and security policy should be planned for each site. This paper describes access control, user authentication, and User Security and Encryption technology for the construction of database security system from network users. We propose model of network encrypted database security system for combining these elements through the analysis of operational and technological elements. Systematic combination of operational and technological elements with proposed model can construct encrypted database security system secured from unauthorized users in distributed computing environment.

  • The continuous evolution and proliferation of computer technology and our increasing dependence on computer technology have created a new class of threats: "cyber threats." These threats can be defined as activities that can undermine a society's ability to maintain internal or external order while using information technology. Cyber threats can be mainly divided into two categories, namely cyber-terrorism and cyber-warfare. A variety of malware programs are often used as a primary weapon in these cyber threats. A significant amount of research work has been published covering different aspects of cyber threats, their countermeasures, and the policy-making for cyber laws. This article aims to review the research conducted in various important aspects of cyber threats and provides synthesized information regarding the fundamentals of cyber threats; discusses the countermeasures for such threats; provides relevant details of high-profile cyber-attacks; discusses the developments in global policy-making for cyber laws, and lastly presents promising future directions in this area.

  • This paper aims at developing communication module and application prcgram for client management module and developing database management module and managing wireless communication facilities for server systems. To construct these aims, we have adapted DES algorithm and researched on encrypting and decrypting module development applicable to SMS Security System and optimize module size and processing speed.
