Penetration and installation of a new dynamic technology known as Flexible AC Transmission Systems (FACTS) in a practical and dynamic network requires and force expert engineer to develop robust and flexible strategy for planning and control. Unified Power Flow Controller (UPFC) is one of the recent and effective FACTS devices designed for multi control operation to enhance the power system security. This paper presents a dynamic strategy based on Particle Swarm Optimization (PSO) for optimal parameters setting of UPFC to enhance the system loadability. Firstly, we perform a multi power flow analysis with load incrementation to construct a global database to determine the initial efficient bounds associated to active power and reactive power target vector. Secondly a PSO technique applied to search the new parameters setting of the UPFC within the initial new active power and reactive power target bounds. The proposed approach is implemented with Matlab program and verified with IEEE 30-Bus test network. The results show that the proposed approach can converge to the near optimum solution with accuracy, and confirm that flexible multi-control of this device coordinated with efficient location enhance the system security of power system by eliminating the overloaded lines and the bus voltage violation.

In the 21st Century of the Knowledge-based Economy Internet's Openness, Globality, and Ease to access is the central axis to construct the new melting down and the development of the technology, industry. and culture. However it takes place the disordered ability in the information society. That is, to intrude personal privacy, unlawful actions, to circulate an illegal information, to encroach and to destroy information system, even to, to be in confusion society, national strategy, administration, economy, and military action. As conclusion, first, in this article it looks into and analyzes the information security technology and paradigm to prevent and to stop up criminal actions in the cyberspace. Second, this author propose an active planning of the information security and technology.

Because of the increasing demand for day care centers, The Korean government has enforced childcare accreditation. The government has created the evaluation certification system for child care facilities. But the system includes variable items, and the physical rules are not sufficient for ensuring security and quality amenities. So this study, through literature search, examined the rules of Child Care Centers in the U.S. and compared them with those in Korea focusing on the provision of security and amenities. The standards found in 4 U.S. states were investigated, and the results are as follows. The rule pertaining to the size of indoor activity spaces in C.C.C. allows the spaces to be smaller in Korea than in the U.S. There is no specific criterion for infants and toddlers in our standard. When comparing the standards of Korea with those of the United States, Korea's standards do not state specific rules about child care facilities such as indoor furniture, finishes and space planning. Additionally, the binding force ensuring compliance with the standards of physical facilities is weak. Thus, the ratings of child care standards for the physical environment should be presented in detail. And if a center does not comply with the criteria, stronger penalties will have to be imposed.

In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. In this paper, we propose a chaotic correlation delay shift keying(CDSK) using digital retrodirective array antenna (RDA) for improving security and receive performance. Chaotic signals provide improved security due to non-periodic and non-predictable performance of chaotic signals. However, the receive performance of these chaotic signals is degraded due to self-interference and interference signals. Therefore, this paper, we analyze the receive BER performance of chaos communication system which has digital RDA based on CDSK modulation schemes for improving security without receive performance degradation. Simulation results show that the proposed system can get the same receiving performance compared to BPSK modulation schemes when array elements of RDA are 5.

Because intelligent and organized cyber attack, It is difficult to respond to cyber threats with only a small number of information security experts. Accordingly, information security department compared to 2013 it increased by 17%. But there was a problem that cannot train appropriate students for companies. This research examined the Workforce Framework and Knowledge Units for improving this situation. Based on this, educational department in cyber security major was selected to be learning at the university. And it proposed a plan for a managing course to operate. And the result will be utilized as fundamental research of human resources medium- and long-term demand and supply planning in cyber security department.

The most important issue of modern cities is a crime. Crime prevention through environmental planning is needed in the urban mixed-use commercial facilities which have an important role of modern urban life, and have a positive elements for local society. The purpose of this study is to propose a direction of crime prevention through environmental planning for the urban mixed-use commercial facilities. In order to accomplish this purpose, a questionnaire survey is performed on users of urban mixed-use commercial facilities to evaluate the importance and satisfaction. The conclusions are as follows; 1) Crime prevention through environmental planning is needed in the public space which forms boundary between urban mixed-use commercial facilities and other urban facilities. 2) Safety support planning is necessary for women and children for crime prevention of urban mixed-use commercial facilities. 3) Crime prevention planning is needed in urban mixed-use commercial facilities of the various isolation space. 4) Crime prevention through environmental planning is needed for facilities of after business hours. 5) Various security alarm system considering the characteristics of the space is needed for crime prevention. 6) Community program is necessary in order to increase the utilization of external public space. 7) A sign is necessary to prevent a criminal act in urban mixed-use commercial facilities. 8) The connection of commercial facilities and activity inducing factors is needed.

We develop guidelines for the quality assurance of radiation treatment planning systems (TPS) by comparing and reviewing recommendations from major countries and organizations, as well as by analyzing the AAPM, ESTRO, and IAEA TPS quality assurance guidelines. We establish quality assurance items for acceptance testing, commissioning, periodic testing, system management, and security, and propose methods to perform each item within acceptable standards. Acceptance includes tests of hardware and network environments, data transmission, software, and benchmarking as specified by the system supplier, and apply the IAEA classification criteria. Commissioning includes dosimetric and non-dosimetric items for assessing TPS performance by applying the AAPM classification criteria and the latest technical items from the IAEA. Periodic quality assurance tests include daily, weekly, monthly, yearly, and occasional items by applying the AAPM classification criteria. System management and security items include the state and network connectivity of TPS, periodic data backup, and data access security. The guidelines for TPS quality assurance proposed in this study will help to improve the safety and quality of radiotherapy by preventing incidents related to radiotherapy.

Recently, the rapid development of science and technology is a new challenge and opportunity in the policing environment. In the major industrialized countries of the West presents a strategy called SMART Policing the police to strengthen police capacity in accordance with this social change and actively utilize the science and technology in policing field. In this study, we attempted to discuss our country for the establishment of security technology research and development organization. First, I propose that installed the R&D planning department at the Office of Planning and Coordination in the National Police Agency. Secondly, it is need to establish the (provisional) Police Science and Technology Center, that integrate the functions of each organization's R&D-related work. Finally, it should integrate Police Science Institute and the National Forensic Service in (provisional) Policing Technology Research Institute.
