활동적 생활을 위한 걷기증진 공공사업에 관한 고찰 (A Literature Review on the Public Program of Walking Promotion for Active Living)

  • 본 연구는 지역사회 걷기와 관련된 공공사업의 현황을 확인하고 정책적 시사점을 모색하기 위해 한국의 법령, 중앙정부부처의 백서, 그리고 우수사례로서 서울시 사업을 고찰하였다. 지역사회 걷기와 관련된 법령에는 물리적 환경 개선을 중심으로 제도적 근거가 마련되어 있고, 관련 법령을 소관하는 중앙정부부처에서만 걷기를 목적으로 한 다수의 사업을 장기적으로 추진하고 있어 지역사회 걷기증진을 위한 포괄적인 법적 토대를 구축해야 한다. 서울시는 지역사회 걷기와 관련된 유관부서의 개입이 다각적으로 이루어지고 있지만, 부서를 아우르고 연계, 조정할 수 있는 거버넌스 체계의 개발과 걷기 친숙한 사회문화적 여건을 조성하기 위한 보다 구체적이고 체계화된 노력이 요구된다.

  • Throughout the world, energy sector is increasing in importance. Reflecting this situation, the government has introduced an energy efficiency rating system for buildings. In particular, the government is planning to introduce the energy evaluator examination system. In this study will want to analyze the relevant sectoral perception for the energy evaluator through expert interviews and surveys. The research results are expected to contribute to the rational management of the energy evaluator system.

특허 데이터를 활용한 정보통신 산업혁신체제의 역동성 분석

  • The transformation of sector system in Information and Communications Technology (ICT), a prominent character in sector system, has been paid much attention in innovation theory with rapid change in information technologies and technological environment. In this context, we explore how Sectoral Innovation System (SIS) in ICT has been transformed since 1970 by employing US patent data and Proxy variables which measures the basic elements for SIS and its technological characteristics. By utilizing patent data, it is demonstrated that technological regimes, key links and Schumpeterian patterns of innovation in overall ICT sector have drastically transformed over the last three decades. We also reviewed how changes of knowledge bases and technological characteristics driving forces of dynamics in ICT help heterogeneous agents interact with environmental factors (Industrial structure and institutions), leading to industrial or economic growth and its dynamics in the historical perspective over ICT sector (Telecommunication, Computer and Semiconductor). Consequently, our research shows clearly that Schumpeterian patterns of innovation have shifted from Mark I to Mark II in ICT. Our study also provides a glimpse picture of dynamics patent data.

  • The directions and tasks of rural planning system can be accessed by the three view points of planning theory that are value formation, mean identification and effectuation. The concept of rural planning in Korea have been confronted with many problems and need to make new paradigm being able to develop depressed rural area. The highest valve in rural planning have been changed from economic development oriented to environmentally sound and sustainable development oriented. Also, the strategy of rural development have been changed rapidly. The growth pole theory and agricultural economic development strategy have been replaced by the urban-rural linkage theory and multi-sectoral development strategy including economic. social and spatial development. In recent, The implementation instruments for rural development focus on the participation of residence in rural area.

Spin-offs from space technology to cultural life

  • In this paper, we examine the points of similarity and difference between Korea, Japan, and the USA in terms of the spin-off effects of space technology on cultural life. In Japan and the USA, spin-off effects of space development research by government funded research centers are diffusive while in Korea they are interruptive. Spin-offs of research results impact cultural life via technology transfer and commercialization in businesses. This is because the Korean aerospace industry has progressed largely based on an overall system, but the promotion of internal parts and sub-systems, which can trigger technological development and spin-off effects in manufacturing, has been neglected. In the case of the KARI, the government funded research center, we argue that it is necessary for KARI to devote more resources to transfer (or promote spin-offs of) space technology to small and medium-sized businesses and other industries.

  • Innovation system is a framework concept that can be classified in many ways, namely-national, regional, sectoral and technological. Regardless of classification, all these systems have some common features and characteristics as a system. Before the innovation system concept, Mongolia developed and implemented a system to maintain nation's capacity to acquire, absorb and disseminate technologies like other countries. There were two important practices in the system development. Firstly, Mongolia modified and implemented a system "ShBOS" (meant "Invention and Innovative Idea System") that met its unique features to create innovative culture in the nation. Secondly, newly emerged ICT sector was quickly scaled up to be able to export technological products. The main objective of this article is to study modern experience of developing the national innovation system in Mongolia, assess current state of the system, innovation awareness and readiness, and carry out recommendations on its improvement with particular focus on the capacity of ICT sector as a pilot sector. The paper suggests that the above mentioned two achievements can be applied for developing the national innovation system through technological innovation system approach.

Lessons from the Design of Innovation Systems for Rural Industrial Clusters in India

  • Practical experience with technology implementation of the upgrading of very small village industries in India suggests that innovation failures are not merely a result of the lack of proper interaction between the users and suppliers of technologies under implementation, but also a result of adoption of the primitive conception of competitiveness in their practice of technology development. The approach of promoting the small producers to become individually competitive by using labour intensive, small-scale intermediate technologies is proving to be totally inadequate for the achievement of technological efficiency in a dynamic sense. Guided by a primitive notion of competitiveness, the suppliers of intermediated technologies are thus being led into limiting their technological efforts in the sectors of direct interest to the rural industrial clusters to the transitional objectives of mainly poverty alleviation. Consequently they have not been able to target the small producers of these village industries for the objectives of business growth. This paper posits that under competitive conditions the self-employed small producer has not only to come together for access to resources, but also has to emerge as a multi-sectoral collective of producers, co-operating in production. With the aim to draw lessons that are generic and have policy implications for the development of innovation systems for local economy based rural industrial clusters and value chains, the author analyses in this paper the experience of innovation in technological systems for the sectors of leather, fruits and vegetable processing and agro processing by the People's Science Movement with the help of the Ministry of Science and Technology and other sectoral ministries in India where rural poor were required to pool the resources and capabilities for raising the scale and scope of their collective production organization.

문화콘텐츠산업의 파급효과 분석 (Role of the Cultural Contents Industry in the National Economy Analysis)

  • 2006년도에는 한국의 세계 문화콘텐츠 시장 점유율은 2.4%로 9위를 차지하고 있다. 따라서 문화콘텐츠 산업을 국내에서는 신성장동력산업으로 분류하고 있으며, 이에 따라 정부에서는 통합 콘텐츠정책추진체계 를 정비하면서, 불법복제를 근절, 저작권을 보호하고, 콘텐츠창작 역량을 강화하고 있으며, 기업의 해외시장개척에 지원을 하고 있다. 이렇듯 문화콘텐츠산업의 중요성은 나날이 부각되고 있다. 이에 본 연구에서는 산업연관분석을 통하여 문화콘텐츠산업의 생산유발효과, 부가가치유발효과, 취업유발효과, 공급지장효과 그리고 물가파급효과에 대한 시계열적인 흐름에 따른 크기의 변화를 분석하였다. 특히 물가파급효과의 경우 시간의 흐름에 따라 증가하였다. 이는 문화콘텐츠산업의 산출물의 가격변화가 타 산업에 미치는 영향이 점차 증가하고 있다는 것을 의미한다.

한국중재의 분야별 확산에 관한 검토 - 형사중재의 도입을 중심으로 - (A Study on the Sectoral Spread of Arbitration in Korea: Focusing on the Introduction of Criminal Arbitration)

  • Defamation on the Internet is a criminal offense. Of late, the damage it has been causing has grown exponentially. Here, we suggest some ideas to expand the use of arbitration in Korea. We suggest that all disputes arising in connection with current contracts be settled under the rules of conciliation and arbitration. As a countermeasure to the requirements for defamation or damages, the field of criminal arbitration regulations needs to be defined strictly. In conclusion, the UK does not make provisions for arbitration as a specific subject. With respect to foreign legislation, it is necessary to take a look at ways to expand arbitration in our country. The scale of arbitration must be expanded to allow for greater protection of criminals in exchange for their cooperation in arbitration cases and relative to the amount of the damages in dollars. There must also be detailed instructions regarding the eligibility criteria for and proper handling of these arbitration cases.

  • Regarding the dangers to soil, water and air, which come from current agricultural application measures for nitrogen, a sectoral approach for a non-polluting liquid manure utilization cannot be used any longer. Slurry was not any longer considered as a tiresome waste produced of animal husbandry, but as a valuable fertilizer. The goal of the largest possible utilization of slurry on the farm was and still is in the foreground, An Integrated system approach has to be found. leading to a drastic improvement of nutrient utilization and hence to a considerably reduced nutrient use. This can only be expected, if the organic manure can be applicated at times, when losses through leaching and volatilization can be minimized. The necessary investments for such concepts can clearly be reduced through cooperation.
