Deficiencies of the GMDSS Distress Communication System and Methods to Improve (GMDSS 조난통신 제도의 문제점과 개선 방안)

  • The distress communication system in the maritime mobile service had almost depended on the wireless telephony or telegraphy technique. The GMDSS (Global Maritime Distress and Safety System) which was introduced in 1992 brought a lot of changes in the maritime distress communication service such as the automatic transmission of distress signals and implementation of global search and rescue networks. However, there are some deficiencies in the GMDSS distress communication system such as a lack of compatibility in the maritime distress communication between CMDSS ships and Non-GMDSS ships, increasing deceptive or false distress alerts generated by GMDSS installations, lack of understanding about the CMDSS installations for the operators. In this paper, the problems of distress communication system in the maritime mobile service are analyzed and the methods to solve or minimize these problems are suggested.

  • The portable two way radio telephone amongst GMDSS equipment in the vessel is very important portable wireless one for search and rescue in distress situation. Although the portable two way radio telephone must be equipped with in the vessel by IMO & RR, other kinds of wireless tranceivers are widely used to communicate with crew members who are separately appointed at bridge forecastle and poop in leaving or arriving at the port, passing through a narrow canal or voyaging in the foggy weather, Most of those wireless tranceivers except portable two way radio telephone are allocated at 27MHz band with PTT simplex system that makes crew members difficult to work effectively in the vessel. In this research 900MHz band FDD(frequency duplex division) tranceiver system is studied to help crew members in the vessel to communicate with themselves freely and to work easily meanwhile with simple operation. 900MHz band FDD tranceiver system uses one chip FM frontend IC to realize the miniaturization and downsizing of tranceiver and small size head set attached to helmet. The credibility of this research's result is highly evaluated by circuit analysis with computer aided simulation, and partly modified 900MHz band cordless phone circuit.

Hyperspectral Image Analysis Technology Based on Machine Learning for Marine Object Detection (해상 객체 탐지를 위한 머신러닝 기반의 초분광 영상 분석 기술)

  • In the event of a marine accident, the longer the exposure time to the sea increases, the faster the chance of survival decreases. However, because the search area of the sea is extremely wide compared to that of land, marine object detection technology based on the sensor mounted on a satellite or an aircraft must be applied rather than ship for an efficient search. The purpose of this study was to rapidly detect an object in the ocean using a hyperspectral image sensor mounted on an aircraft. The image captured by this sensor has a spatial resolution of 8,241 × 1,024, and is a large-capacity data comprising 127 spectra and a resolution of 0.7 m per pixel. In this study, a marine object detection model was developed that combines a seawater identification algorithm using DBSCAN and a density-based land removal algorithm to rapidly analyze large data. When the developed detection model was applied to the hyperspectral image, the performance of analyzing a sea area of about 5 km2 within 100 s was confirmed. In addition, to evaluate the detection accuracy of the developed model, hyperspectral images of the Mokpo, Gunsan, and Yeosu regions were taken using an aircraft. As a result, ships in the experimental image could be detected with an accuracy of 90 %. The technology developed in this study is expected to be utilized as important information to support the search and rescue activities of small ships and human life.

China's Reorganization of Maritime Law Enforcement Administrations and ROK-China Maritime Cooperation (중국 해상법집행기관조직 개편과 한·중 해양협력)

  • China National People's Congress has passed the bill to combine the Marine Law Enforcement into "State Oceanic Administration People's Republic of China". This bill was intended to resolve the overlapping jurisdiction and disputes caused in ocean territory in nearby countries. The purpose of reorganizing the administration was to combine the dispersed organization into one group. This new big administration was basically organized to increase the power of China marine state on the long-term. The reorganization plan is to group General Administration of Customs, China Marine Surveillance, Fisheries Law Enforcement Command, and Border Control Department into one State Oceanic Administration. The new state Oceanic Administration carries the authority to protect rights and enforce the marine law supported by Public Security Bureau. Korea Coast Guard has been cooperating with China Marine Surveillance since 1998 when the first pact was made. The next step expanded to General Administration of Customs. Currently working with Regional Maritime Law Enforcement organizations dealing mostly with illegal Chinese fishing boats and IEODO conflict. In order to solve the problems we face today is to observe the process of the New China Coast Guard administration, analysing the effects that could be caused by the change and to keep close cooperation between the new administrations.

  • Quad-rotor is one kind of a rotorcraft in Unmanned Aerial Vehicle (UAV), which consists of four rotors in total and fixed-pitch blades located at the four corners. This vehicle is emerging as popular platform for UAV research due to the simplicity of its construction, the ability of hovering and the vertical take-off and landing (VTOL) capability, etc. Because of those specific capabilities, this vehicle can be applied to many fields: search and rescue, mobile sensor networks, fire observation, etc. However a quad-rotor is much affected by the disturbance due to the characteristics of structure. So this vehicle needs attitude control for stabilizing. In this paper, we design the control law for automatic stabilization. The PID controller is used to control a brushless DC motor. And an accelerometer is used to measure the roll and pitch angles of a quad-rotor.

  • This paper introduces collective navigation through a narrow gap using a curriculum-based deep reinforcement learning algorithm for a swarm of unmanned aerial vehicles (UAVs). Collective navigation in complex environments is essential for various applications such as search and rescue, environment monitoring and military tasks operations. Conventional methods, which are easily interpretable from an engineering perspective, divide the navigation tasks into mapping, planning, and control; however, they struggle with increased latency and unmodeled environmental factors. Recently, learning-based methods have addressed these problems by employing the end-to-end framework with neural networks. Nonetheless, most existing learning-based approaches face challenges in complex scenarios particularly for navigating through a narrow gap or when a leader or informed UAV is unavailable. Our approach uses the information of a certain number of nearest neighboring UAVs and incorporates a task-specific curriculum to reduce learning time and train a robust model. The effectiveness of the proposed algorithm is verified through an ablation study and quantitative metrics. Simulation results demonstrate that our approach outperforms existing methods.

A study on the application of drone in firefight field (소방분야의 드론 활용방안 연구 경향 분석)

  • By reviewing domestic and international papers, this study examines various fields in which drones are used, and based on the results, fields are suggested in which drones can be used for the work of firefighters. Overall, the research results show that drones are most commonly used for search (51%), disaster and fire monitoring (35%), and delivery (14%). Specifically, in the search field, using a drone is more efficient in terms of manpower, equipment, time, and cost than using people, which is the current practice. Secondly, in disaster and fire monitoring, drones can analyze and identify disasters and fire sites in real time. Therefore, it was confirmed that the use of drones is helpful in securing the safety of firefighters and identifying a disaster site. Third, research in logistics shows that drones can secure the so-called golden time in emergency situations by delivering rescue and relief supplies, emergency medicine, and blood in short order. In a rapidly changing disaster environment, and considering aging in firefighters, this study is meaningful in that it promotes drone utilization in the firefighting field by investigating basic data on drone utilization plans.

A Review on the Relationship of the Life Salvage and its Remuneration (해상인명구조와 보상체계에 관한 고찰)

  • Under the general maritime law, a life salvor has no claim against the person saved, and a pure life salvor has no right to compensation from the owner of the ship or its cargo. This harsh rule, which treats the salvor of life less generously than the salvor of property, has been modified by international conventions, statutes, so that life salvors may expect a reward in most cases. It is, especially, unreasonable that a prerequisite of a salvage award is that at least some of the property must be saved, because life of a person can not be compared to values of goods such as vessels and cargoes. Also it is not understandable that only pure life salvors can not expect a reward for the saving of life from the owners of the property. In the meantime, according to Article 39 of the Korean Maritime Search and Rescue Act (hereunder, KMSARA), any person who has gave assistance and rescued in accordance with a governmental officer's order may get a compensation for their time and labour. The above mentioned compensation which is stemmed from the KMSARA may play a role as a compliment for the lack of enough compensation to a life salvor. This means that even though a life salvor failed to save property, he may expect a minimum compensation from the KMSARA. However, it should be recognized that when a life salvor is entitled to both remuneration for the salvage of life and recourse of expenditures from the KMSARA, the total remuneration shall be paid only if and to the extent that such remuneration is greater than any reward recoverable by the salvor under the Korean Commercial Code and the KMSARA.
