  • In order to operate a search and rescue robot in hazardous area, the robot requires high mobility and adaptable locomotion for moving in unpredictable environments. In this paper, we propose the deformable soft wheel robot that can produce three kinds of driving modes; caterpillar driving mode, normal wheel driving mode, legged-wheel driving mode. The robot changes its driving mode as it faces the various obstacles such as a small gap, stairs etc. Soft film and composite materials are used for fabrication of deformable wheel structure and Shape Memory Alloy (SMA) coil spring actuators are attached on the structure as an artificial muscle. Film lamination and an composite manufacturing process is introduced and the robot design is required to be modified and compromised to applying the manufacturing process. The prototype is developed and tested for verifying feasibility of the deformable wheel locomotion.

  • Active radar reflector may be less familiar, since their uses have been limited to military applications, especially the enhancement of the effective radar cross-sections of missile test range in the drone aircraft and missiles. Perhaps the most widely-blown applications of radar transponders are Identification Friend or Foe(IFF) and its civilian counterpart, secondary surveilliance radar for Air Traffic Control(ATC), and most recently, as Search And Rescue Transponder(SART) in the Global Maritime Distress and Safety System(GMDSS). Since it happens frequently accidents on the sea, the problems of the contamination more seriously considered. The conventional navigation buoy and utilities are not sufficient to maintain the safety of the sea and thus new structured concept must be considered. Therefore, this paper propose and implement the active radar reflector with a enhanced structure. The results are shown that the performance of the system is significantly improved comparing with the conventional utilities.

  • This study was to analyze the effects of sudden rise in cortisol and human symptoms in the situation of rescue at river, The experimental results are as follows. The subjects were A, B, C, and the values of cortisol elevation before and after diving were 6.30ug/dl, 6.50ug/dl, and 6.57ug/dl, respectively. However, in the subject D, the elevation of cortisol before and after diving was significantly elevated to 11.00ug/dl. The reason for this is thought to be the depletion of physical strength through weighty due to the inferiority of the underwater view and tense during the sudden rise. The subjects E showed significantly lower cortisol elevation before and after diving, as 4.28ug/dl, because the age of E was the youngest of the subjects and the anxiety was low due to abundant experience of deep sea diving. Fatigue is 7 to 8, anxiety is 7 to 9, Both showed high values. Psychological strain increased fatigue in underwater search, and poor visual field seemed to increase anxiety. The research results will be provided as empirical data on the safe underwater search activities of rescuers.

  • ETRI(Electronics and Telecommunication Research Institute) has joined National GNSS Research Center program of Defense Acquisition Program Administration and Agency for Defense Development in 2010. The research subject is technology for MSAR(Military Search and Rescue) system configuration. In this project, we analyses the ways in order to improve the accuracy, reliability, availability for MSAR system from M&S(Modeling and Simulation). The MSAR System M&S Software can be used for performance analysis of new elements, such as ground elements and satellite elements without any hardware development. In this paper, after introduction of the architecture design and functional scope of the simulator, the performance analysis result for MSAR M&S software is presented.

  • This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • The efficiency tests of automatic positioning transmitter (APT) using satellite on life jacket were carried out to minimize casualties of fishermen and to make system optimization for effective SAR (Search and Rescue) operation. As the result of the tests, average position was equaled on the comparison between SPOT using low earth orbit satellite and DGPS (Differential Global Positining System), but standard deviation of DGPS for latitude and longitude were 66.4% and 46.3% smaller than those of SPOT. The position precision of SPOT was almost two times lower than LGT using geostationary satellite to compare 95% circular error probability. However, the success rate of receiver for SPOT was revealed as 86.5~94.1% on the experiments in the South Sea and the West Sea and it was 4.5 times higher than LGT. Therefore, SPOT is expected to contribute greatly to the rapid rescue of victim.

  • Wireless Video Sensor Networks (WVSNs) have become a leading solution in many important applications, such as disaster recovery. By using WVSNs in disaster scenarios, the main goal is achieving a successful immediate response including search, location, and rescue operations. The achievement of such an objective in the presence of obstacles and the risk of sensor damage being caused by disasters is a challenging task. In this paper, we propose a fault tolerance model of WVSN for efficient post-disaster management in order to assist rescue and preparedness operations. To get an overview of the monitored area, we used video sensors with a rotation capability that enables them to switch to the best direction for getting better multimedia coverage of the disaster area, while minimizing the effect of occlusions. By constructing different cover sets based on the field of view redundancy, we can provide a robust fault tolerance to the network. We demonstrate by simulating the benefits of our proposal in terms of reliability and high coverage.

  • In this study, the risk of SRRs was assessed upon the scale of the damage of marine accidents. For the risk assessment, inner-outer dependence methods and special knowledge-based fuzzy logic were introduced. Also, in order to calculate the importance of assessment value in this study, a max min composition method was used for fuzzy logic based on the principle of fuzzy extension and the centroid of gravity method was used for non-fuzzy formation. In order to produce the importance of assessment items, the inner-outer dependence methods were used for assessment items, and markov analysis method was used for the importance of the final comprehensive assessment. As a result, the risk of SRR of Tongyoung and Yeosu was proven relatively higher, thus, it needs to have more rescue ships and rescue devices for relieving the risk in the future.
