Since the declaration made by UN Convention on the Law of the Sea on EEZs, The open seas of Northeast Asia, considerd as a convention area, needed new agreements in conformity with the changes brought by the introduction of the Exclusive Economic Zone(EEZ) system. The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. China and Japan concluded the Fishries Agreement in the November 1997, allowing each coastal State 52 mile EEZ. it was followed by Korea and Japan in September 1998, reaching a final compromise. And also Korea and China came to a satisfactary settlement in November 1998. Fisheries agreements have been established between the three North-east Asian States, the agreement are all bilateral. That implies inefficient resource management on the overlapping waters of the three states, especially on the East China Sea. The Korea-Japan Fisheries Agreement and the China-Japan Fishery Agreement worked as governing rules in the North-east Asian seas before the establishment of EEZs (Exclusive Economic Zones). However the conclusion of the bilateral fishery agreements, Korea China and Japan have developed EEZs, and these three countries have competed for the exploitation of fisheries resources. Therefore, the issue of fisheries resource management was no longer a single countries' problem and emerged as a common issue facing these three countries. In recognition of the above-mentioned problem, it is needed for the construction of cooperative System fishery management in the North-east Asian seas. Therefore, cooperative measures should be establishied. The final goal of the construction of fisheries management cooperative system is to establish sustainable fisheries in the North-east Asian seas. However, there is a big difference in fisheries management tools, fishing gear, exploitation rate of species, etc. This implies that a careful approach should be taken in order to achieve the cooperative fisheries management among Korea, China and Japan. conclusionly, the Governments of Korea, China and Japan should complement three bilateral agreemens, and which they prepares to 'Fisheries Resource Restore Program' Between Korea, China and Japan in the adjacent waters south of Jeju Island.
The international marine system was plunged into the age of divided occupation with the adoption of the United Nations Convention on Law of the Sea in April, 1982. The exclusive economic zone of 200 Nautical miles set up by the Convention confirms the assertions of many coastal states whose fishing industries are not well-developed. However, it is unfavorable to the countries whose fisheries are being carried on in deep-sea, because the coastal state has sovereign rights to conserve and manage living resources in it. Under the circumstances the Korean deep-sea fisheries had to find ways out of the difficulties. The ways may be divided into two ways, namely, licensed fishing and joint-venture fishing. The former type becomes unfavorable to foveign fisheries because of decreasing quarts, rising fees and remunerations. The latter type properly meets the wishes of countries concerned and has some merits. However, there is a possibility of bearing the risk in case of investment in developing countries. The insurance system is effective to make up for the loss from the risk, although not perfect. The deep-sea fisheries depressed now by accumulated difficulties need more financial support from the Goverment for the active promotion of overseas joint-venture.
A unanimous Award has been issued on 12 July 2016 by the Arbitral Tribunal constituted under Annex VII to the United Nations Convention on the Law of the Sea in the arbitration instituted by the Republic of the Philippines against the People's Republic of China. The current security issues in the regional sea shall be carefully reflected to anticipate whether the Award could resolve the existing political conflict or rather will grow military tension in the region. The Award clearly directs the scope of delimiting maritime jurisdiction to coastal States in the Southern China sea, so it seems to help facilitating finding resolutions of regional disputes on maritime boundaries. On the other hand, there are several limitations in reality to implementation of the decisions included in the Award. USA could use the decisions to restrict military activities and exercise of unilateral maritime jurisdiction by China in the region, while China shall encounter guilt to illegitimacy of its activities as well as shaking the legal foundation of its policy in the region. Then the resolution of this dispute through application of international law would rather cause more political confusion. The intension of bringing the case to an international court were to resolve political difficulties. If, however, the political difficulties are not properly reflected in the legal decisions, such decision would possibly raise more political risks.
When a helicopter lands on a ship deck in high sea states, one of main difficulties is the ship motion by sea wave, In case of a manned helicopter, a pilot lands a helicopter on the deck during quiescent period of ship motion, which is perceived from different visual cues around landing spot. The capability to predict this quiescent period is very important especially for shipboard recovery of VTOL UAV in harsh environments. This paper describes how to predict heave motion of a ship for shipboard landing of a VTOL UAV. For simulation, ship motion by sea wave was generated using a 4,000 ton class US destroyer model. Heave motion of ship deck was predicted by applying auto-regression method to generated time series data of ship motion.

A new soil moisture initialization scheme is applied to the Korea Meteorological Administration (KMA) Global Seasonal forecasting system version 6 (GloSea6). It is designed to ingest the microwave soil moisture retrievals from Soil Moisture Active Passive (SMAP) radiometer using the Local Ensemble Transform Kalman Filter (LETKF). In this technical note, we describe the procedure of the newly-adopted initialization scheme, the change of soil moisture states by assimilation, and the forecast skill differences for the surface temperature and precipitation by GloSea6 simulation from two preliminary experiments. Based on a 4-year analysis experiment, the soil moisture from the land-surface model of current operational GloSea6 is found to be drier generally comparing to SMAP observation. LETKF data assimilation shows a tendency toward being wet globally, especially in arid area such as deserts and Tibetan Plateau. Also, it increases soil moisture analysis increments in most soil levels of wetness in land than current operation. The other experiment of GloSea6 forecast with application of the new initialization system for the heat wave case in 2020 summer shows that the memory of soil moisture anomalies obtained by the new initialization system is persistent throughout the entire forecast period of three months. However, averaged forecast improvements are not substantial and mixed over Eurasia during the period of forecast: forecast skill for the precipitation improved slightly but for the surface air temperature rather degraded. Our preliminary results suggest that additional elaborate developments in the soil moisture initialization are still required to improve overall forecast skills.
Samuel Eliot Morison (1887-1976) was one of the pre-eminent historians of his generation. He was not only a famous historian at that time, but also was promoted to the rank of Admiral in U.S. Navy Reserve. Fifteen volume History of United States Naval Operations in World War II was published between 1947 and 1962, was not only a comprehensive report on the Navy's projection of power over two oceans, but a classic of historical literature that stands as the definitive treatment of it subject. Although he was fifty-five when war come to America in December 1941. Samuel Eliot Morison was determined to play a role. A professor at Harvard at the time, he joined volunteering for duty in the Navy. An experienced sailor, Professor Morison had earlier sailed that same routes taken by Christopher Columbus while researching his biography, Admiral of the Ocean Sea, which appeared in January 1942 th much acclaim and later got a Pulitzer Prize. Thus Morison plunged into the war, crossing the Atlantic aboard a destroyer. He assumed himself as "Parkman on the sea", tried to follow Parkman's historiographic method, not only participatory history but also literary style. And during writing History of United States Naval Operations in World War II, He emphasized two principles, publicity and objectivity. In terms of publicity, he always worried about who read history and why. In his pamphlet, "History as a Literary Art", he asserted it is useless if readers do not read a history which historians wrote. So he thought historians have forgotten that there is an art of writing of history. Therefore, he built his narratives around brightly rendered visuals and used the present tense to describe actions he witnessed firsthand, he wrote of the U.S. combat in very vividly. But strongly driven by publicity, he sometimes lost his balance in writing the naval history. For instance, the naval history became the focus of criticism for its prejudiced comments about the commanders. Also some reviewers asserted he did not secure the objectivity on writing the naval history. Although he sometimes deliberately torpedoed the objectivity of his work for strengthening publicity, by writing an extensive U.S. naval history, he introduced maritime history and naval history to the public widely. Until in early twentieth century, U.S. historians usually had been focusing their effort to the traditional areas, for example politic, economy, and etc. His intensive effort on the operations of U.S. Navy in World War II aroused a public interest in maritime and naval history. In conclusion, through using literary style and realistic narratives, historian Morison wrote a naval history for all the people which could appealed to the public.
Currently, security environmental instability is getting worse than ever in the East Asia including to Republic of Korea(ROK). Unlike several conventional issues such as maritime dispute -sometimes with islands- and competitions for getting natural resources, contemporary security dilemma issues followed by arms races among states deepens the power gap between strong and weak state within the region. It is notable that the arms races is the East Asia are mainly focused on naval power. As navy is the very possible force that influences neighboring states, submarine power is usually valued for its nature of stealth, mobile and aggression. Moreover, the submarine power is believed to be one of the highest valued weapon system since it shows actual effectiveness for influencing the other states while avoiding direct military conflicts compared to surface power. As a result, all states within the region are accelerating for getting such power these days. Japan, Most of all, is one of the leading state that aims to ensure self-survival and enlarge military influences under the US-Japan alliance by decisively supporting its power to the American containment strategy against China. In this regard, such movement surely sill influence on ROK both directly and indirectly as we sue the common field, the sea. Though, it has lots of restrictions for us to confront them with military forces as such confrontations within US-led alliances is not desirable upon considering current China and nK threats. As a result, ROK needs to limit the realm of alliance within the region while maintaining ROK-US alliance for getting national interests with both legal and justice superiority against Japan. This paper, as a result, is focused on suggesting the way to utilize submarines as a mean of naval power for both current security environments and the rising maritime threats in the East Asia. I concluded to participate ROK submarines in US-led military strategy against China by dispatching them into the East-China Sea and the North-East area of the Korean peninsula to protect both national interests and justice at the same tome. It should be one of the preemptive measure for confronting with neighboring states by utilizing strategic benefits of submarines while strengthening ROK-US alliances upon participating American Containment Strategy against China.
The change of sea-level is a good indicator of the change of climate during the Quaternary period. The sea-levels in the world have been changing very irregularly during that time. The pattern of the Quaternary sea-level change was assumed to be a stochastic fractal in this study. We measured fractal dimensions of the Holocene sea-levels of the Hudson river estuary and the Delaware coast. A box counting method gave almost the same values. i.e., D=1.358 for the Hudson sea-level changes and D+1.346 for the Delaware sea-level changes. the ability of the inverse method of fractal interposea-levels. IFIF reproduction the realistic sea-levels for the both of them. The delaware sea-level data made less statistical errors for the interpolation of IFIF than the Hudson and the Delaware sea-levels. Fractal interpolation functions (FIF) was used to reconstruct the peleosea-levels of the Korean coasts and the Atlantic Ocean coasts of the United States. The Korean Peleosea-level change generacted by FIF is different from the peleosea-level change of the eastern U.S.. The Korean peleosea-levels are much higher than the eastern U.S. Paleosea-levels, comparing to each other from the present to 8,000 BP.

Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

The gate expansion was planed to increase discharge capacity of gate structure at sea dike in Asan Bay. So it was estimated for changing of hydraulic states in Pyeongteak Harbor Zone caused by gate expansion, using Delft3D, FLOW-3D and hydraulic physical scale model testing. In result, the influence of gate expansion was indicated to be weak.
