The Role of IMO for the Eradication of IUU Fishing (국제해사기구의 IUU 어업 퇴치 기여 및 전망)

  • The illegal, unreported and unregulated fishing can be properly regulated only if fishing activities, transhipment and landing of illegally caught fish, and processing of fish at sea involved in it are integrally managed. To do this, flag States, port States, coastal States, market States and relevant regional fisheries management organizations shall closely cooperate. In addition, fishing boats involved in IUU fishing often ignore requirements of safety of navigation so that they could be exposed to more causes of incidents and could have less chances to be rescued. Then, it seems to be necessary for the regulation on IUU fishing to include a certain consideration of strengthening safety of those ships. International Maritime Organization(IMO) has developed and implemented international rules for the safety of shipping. IMO has cooperated with Food and Agricultural Organization on IUU fishing since 2000 and the third joint meeting is scheduled in November 2015. This paper reviews the recommendations adopted in the previous meetings, and the measures actually taken as a result of the cooperation and, in particular, focus on the additional roles of IMO for the eradication of the IUU fishing.

A Study on the Distribution Channel of Fishery Products Exported to the United States (대미 수출 수산물의 유통경로 분석 연구)

  • The United States is Korea's important trading partner, ranking third (13.7%) in exports of fishery products in Korea. The impact on exports to the United States is expected to be significant if the seafood import provisions under the MMPA are implemented in 2024 accordingly. It is expected that documents proving production information will be required for all items when exporting to the U.S. Therefore, this study attempted to examine the current status of exports and exporters in order to understand the actual conditions of major fishery products exported to the United States. Besides, there are currently no official system and procedures in Korea to prove production information for all fishery items, so we tried to suggest implications by examining distribution channels for major export items to the U.S. In this study, five items including seaweed and halibut as domestic aquaculture items, tuna and squid as deep-sea fishing items, and fish cake using imported raw materials were selected as the target items for distribution channel investigation. In addition, this study is meaningful in that it investigated the routes from production to processing, distribution, and export of each item and identified detailed distribution channel for major items exported to the U.S.

Effect of Sea Tangle on Proliferation of Splenocytes from Normal and Diabetic Mice (다시마섭취가 정상과 당뇨쥐의 비장세포 증식에 미치는 영향)

  • To investigate the effect of sea tangle on immune function in normal and diabetic states, 10-week old ICR mice were feed control(C) and sea tangle(5) diets containing 5%(w/w) cellulose and 13.6%(w/w) dry sea tangle for 4 weeks. After 4 weeks, three quarters of mice(CD and SD) were made diabetic by intramuscular injection of streptozotocin(150mg/kg bw). On the 4th day after diabetes was apparent by urinary glucose, one third of diabetic mire(CDG and SDG) were treated with glipizide(20mg/kg bw) and the other third(CDM and SDM) with metformin (500mg/kg bw) orally. Spleen weights of diabetic mice with no hypoglycemic drug treatment appeared to be higher in the sea tangle group(SD) than in control(CD), but were not different when drugs were administered. Data on splenocyte proliferation stimulated by lipopolysaccaride from Salmonella abortus equi(0.l$\mu\textrm{g}$/ml) showed that sea tangle increased mitogen response in normal mice(C group vs S group) and appeared to have the same effect in diabetic mice with or without drug treatment. Splenocyte proliferation induced by concanavalin A(0.1$\mu\textrm{g}$/ml) also showed similar results, although there were not statistically significant. Concentration of interleukin-2(IL-2) released from splenocytes of the S group seemed higher than from the C group, but the IL-2 concentrations were not different among six diabetic groups. Results of fatty acid compositions of splenocyte phospholipids showed that diabetes reduced arachidonic acid/linoleic acid ratios and that sea tangle intake and glipizide treatments increased contents of polyunsaturated fatty acids. It is concluded that dietary sea tangle has a positive effect on splenocyte proliferation under normal condition and could have the same effect under diabetic conditions. China's Assertive Diplomacy and East Asian Security (중국의 공세적 대외행태와 동아시아 안보)

  • The year 2010 has been regarded as a year of China's assertive diplomacy. A series of China's behavior--including China's critical reaction to the U.S. for its sales of weapons to Taiwan, the Dalai Lama's visit to President Obama, China's arbitrary designation of 'core interests' over the South China Sea, China's inordinate reactions to the sinking of the Cheonan and Yeonpyeong bombardment, and China's activities in the Senkaku/Diaoyu island areas--has served as the witnesses to China's assertive diplomacy in 2010. The major causes of China's assertive diplomacy can be summed up by three factors: potential power transition from U.S. to China; emerging China's nationalism; and the recession of the Tao Guang Yang Hui as a diplomatic principle. But a majority of Western sinologists claim that China's assertive diplomacy is defensive in terms of its character. China's neighboring states, however, perceive its assertive diplomacy as diplomatic threat. Due to these states' geographical proximity and capability gaps with China, these neighbors experience difficulties in coping with China's behavior. In particular, China's coercive economic diplomacy, in which China tends to manipulate the neighbors' economic dependency on China for its diplomatic leverage, is a case in point for China's assertive diplomacy. China's assertiveness seems to be continued even after the inauguration of Xi Jinping government. Although the Xi government's diplomatic rhetorics in "New Type of Great Power Relationship" and the "Convention for Neighboring States Policy" sound friendly and cooperative, its subsequent behavior, like unilateral announcement of Chinese Air Defense Identification Zone (CADIZ), does not conform with its rhetoric. Overall, China's assertiveness has been consolidated as a fashion of its diplomacy, and it is likely to continue in its relations with neighbors. As a neighboring state, the ROK should approach to it with more balanced attitude. In addition, it needs to find out a new diplomatic leverage to deal with China in accordance with its security environment, in which China plays a growing role.

Development of a Gateway System Between Underwater and Land Network and Real-Sea performance Test (수중-육상 네트워크 연계용 게이트웨이 부이시스템 개발 및 실 해역 성능 검증)

  • A gateway buoy system connects a underwater network to a terrestrial network, which enables to efficiently monitor the underwater network on a land station. In this paper, we introduce an implemented gateway buoy system which relays gathered data from multiple underwater nodes to a land station in a real time. The gateway buoy hardware system is composed of a underwater acoustic modem system, a radio frequency modem system, and a gateway operating system. in additional, we have implemented a land operating program and a land monitoring program for gateway system and states of underwater network, respectively. We also perform real-sea experiments to verify the performance of the gateway buoy system which real-time monitors underwater network states and gateway system states.

Effect of Sea Tangel Intake on Cytokine Production in Macrophage from Normal and Diabetic Mice (다시마섭취가 정상과 당뇨 생쥐 대식세포의 Cytokine 분비에 미치는 영향)

  • To investigate the effect of sea tangle on macrophage activity in normal and diabetic states, 10week old ICR mice were fed control(C) and sea tangle(S) diet containing 5%(w/w) cellulose and 13.6%(w/w) dry sea tangle for four weeks, after which two thirds of mice(CD and SD) were made diabetic by intramuscular injection of streptozotocin(150mg/kg bw). At 4th day after diabetes was apparent by urinary glucose, one half of diabetic mice(CDM and SDM) were treated with metformin(500mg/kg bw) orally. Peritoneal macrophages obtained from 3%-thioglycollate treated mice were cultured in the presence of lipopolysaccaride from Salmonella abortus equi(10$\mu\textrm{g}$/ml) for 24 hrs and tumor necrosis factor-$\alpha$(TNF$\alpha$), interleukin-1$\beta$(1L-1$\beta$)and prostaglandin E2(PGE2) were measured in culture media. Release of IL-1$\beta$and PGE2 from macrophage were increased in normal mice by sea tangle diet and had the same tedency in diabetic mice with or without metformin treatment although not statistically significant. Release of TNF$\alpha$ tended to be reduced by diabetes but were not changed significantly by sea tangle diet. Fatty acid compositions of macrophage and liver phospholipids showed that diabetes reduced arachidonic acid/linoleic acid ratio and sea tangle diet appeared to increase contentsof polyunsaturated fatty acids.

From Corridors to Intercity Networks : The Role of the Emerging Urban System in Building Regional Networks in Northeast Asia

  • This paper is concerned with analyzing the role of Northeast Asia intercity networks in Northeast Asia in creating regional networks. For the purpose of this paper, we have followed Choe's (1996) definition of Northeast Asia which includes the Russian Fat East, the Northeast region of China, South Korea, North Korea and Japan. The central hypothesis of the paper is that the geopolitical conditions of Northeast Asia compared for example with Southeast Asia, favor bilateral rather than multilateral linkages between nation states. In these circumstances, it is our hypothesis that cities will play an important role in developing a "local image" of regio-nalism and intercity networks. In order to analyze this hypothesis, the paper is divided into three parts. Part A analyzes the emerging urban system of the Northeast Asia region using Choe's concept of the BESETO corridor and updating his data from the late 1980s to the mid 1990s just prior to the financial crisis. This analysis is further supported by the analysis of economic and transportation linkages within the urban system of the region with some discussion of emerging urban nodes. Part B looks at the specific case studies of the region including the Bohai Sea region, the Japan Sea and case studies of Sapporo, the Japan Sea and case studies of Sapporo, Pusan and Shandong province cities. Part C summarizes this preceding analysis and that the development of regionalism and servicing urban nodes is move likely to emerge from a myriad of linkages developed between the region's cities than from a supra-regional role of nation states. This finding has important implications for regional policy formation suggesting that there should be considerate national support for international linkages between cities.en cities.

Experimental investigation on a freestanding bridge tower under wind and wave loads

  • Long-span cross-strait bridges extending into deep-sea waters are exposed to complex marine environments. During the construction stage, the flexible freestanding bridge towers are more vulnerable to environmental loads imposed by wind and wave loads. This paper presents an experimental investigation on the dynamic responses of a 389-m-high freestanding bridge tower model in a test facility with a wind tunnel and a wave flume. An elastic bridge model with a geometric scale of 1:150 was designed based on Froude similarity and was tested under wind-only, wave-only and wind-wave combined conditions. The dynamic responses obtained from the tests indicate that large deformation under resonant sea states could be a structural challenge. The dominant role of the wind loads and the wave loads change according to the sea states. The joint wind and wave loads have complex effects on the dynamic responses of the structure, depending on the approaching direction angle and the fluid-induced vibration mechanisms of the waves and wind.

US-China Hegemony Competition and Gray-Zone Conflict in the Post-Coronavirus Era: Response strategies of the Korean Navy and Coast Guard (포스트 코로나시대 미중 패권경쟁과 회색지대갈등: 한국 해군·해경의 대응전략)

  • While the United States and other Western states are in trouble with COVID-19 crisis, China is continuing its aggressive ocean expansion with its Gray-zone strategy. The Gray-zone strategy, which China uses around the South China Sea, refers to a strategy that promotes a change in international politics by creating an unclear state, neither war or peace. China, which is trying to expand its influence across East Asia, will also try to project a Gray zone strategy on the Korean Peninsula. The possible scenarios are as follows: 1) South Korea is accidentally involved in a dispute in the South China Sea, 2) Military conflicts between South Korea and China is caused by illegal fishing of Chinese boats in Yellow Sea, 3) China tries to interfere with Socotra Rock, 4) Unlikely, but possible in the future that China induce the military conflicts between Korea and Japan on the Dokdo issue. In order to cope with these scenarios, Korea should prepare the following measures from a long-term perspective: the creation of an Asian maritime safety fleet, the integ rated operation of the navy and the coast guard in the framework of the national fleet, and strengthening the conflict control system for China's provocations.

Diagenesis of the Carbonate Rocks of the Seamounts In the Federated States of Micronesia, Central Pacific (중앙태평양 마이크로네시아 군도 해저산 일원에서 발견되는 탄산염암의 속성작용)

  • This study was carried out to investigate the composition and diagenesis of the carbonate rocks from the seamounts in the Federated States of Micronesia, Central Pacific. Most of the samples were dredged from the water depth of about 1000-3000 m mainly in Chuuk Island, Hunter Bank, Caroline Ridge and Yap Trench. The carbonate rocks are either pelagic sediment mainly of planktonic foraminifera or shallow-marine sediment of corals, calcareous algae, mollusks and echinoderms. The rocks are altered texturally and chemically, except for those from the Hunter Bank and Yap A. The presence of shallow-marine cements suggests that the carbonate sediment has been subsided or reworked to the present water depth after deposition in shallow-marine environments. The texture of the carbonate sediment is reminiscent of meteoric diagenesis; however, the stable carbon isotopic composition of the altered rock samples shows affinity with that of sea water and the oxygen isotopic values are slightly enriched or same as compared to those of unaltered samples. These stable isotopic data suggest that the carbonate sediment of the study area has been diagenetically altered in the present deep-marine environment.
