We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.
Various efforts are needed to prevent accidents because ship collisions can cause various negative situations such as economic losses and casualties. Therefore, research to prevent accidents is being actively conducted, and in this study, new leading indicators for preventing ship collision accidents is proposed. In previous studies, the risk of collision was expressed in consideration of the distance between ships in a specific sea area, but there is a disadvantage that a new model needs to be developed to apply this to other sea areas. In this study, the density-based ship domain DESD (Density-based Empirical Ship Domain) including the environment and operating characteristics of the sea area was defined using AIS (Automatic Identification System) data, which is ship operation information. Deep clustering is applied to two-dimensional DESDs created for each sea area to cluster the seas with similar operating environments. Through the analysis of the relationship between clustered sea areas and ship collision accidents, it was statistically tested that the occurrence of accidents varies by characteristic of each sea area, and it was proved that DESD can be used as a leading indicator of accidents.

Many ships' collision accidents occur due to unlawful action at sea. And also at shore traffic, many car collision accidents occur due to unlawful action. Therefore In this study we analyzes actual collision accidents at sea with the regards of liability. and search and analyze similar car collision accidents at shore traffic to compare it with the ship collision. In result, this study suggests the liabilities of the two different types accidents are needed to change more reasonable liability apportionment.
The transport of cargoes carried by coastal and ocean-going vessels has increased with the rapid growth of the Korean economy these days. This increase of the sea-borne cargoes has made the Korean coastal traffic so congested that this can be a cause of large pollution as well as great marine casualties such as loss of human lives and properties. Marine casualties generally result from the complicated interaction of natural and human factors; the former being the topographic, marine traffic volume and meteorological conditions, and the latter being the quality of seafares. In this paper, the authors analyse the trend of marine casualties in the Korean coastal and clear up the cause of accidents and examine closely the mutual relations among sea accidents, weather conditions, and marine traffic volume. These accidents are classified into several patterns on hte point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described in detail. Also, the authors estimate the amount of economical losses resulting from marine casualties which are classified into the accident patterns, and clarify the effects of those losses on B/B(Balance Sheet) and P/L(Profit & Loss) of Korean shipping companies and Korean national economy. The analyzed results of marine casualties are summarized as follows: 1) The average number of sea accidents is 248 cases per year with the loss of 107 persons during last 13 years. 2) Collision is the top of causes of sea accidents (approx. 36.4%), shipwreck the second (approx. 20.3%), agroung the third rank (approx. 18.2%). 3) The ship's number under 1, 000G/T is approx. 74% of total ship's number of accidents. 4) 80% of total number of marine accidents is taken plact at the coastal waters. (involved ports & narrow channels) 5) Marine casualties are occur likely to in the night, the winter and the summer. 6) The average amount of economical losses is approx. 18.5 billion won. (approx. 0.14% of GNP) 7) Shipwreck is the top of the amount of economical losses (approx. 60.4%), collision the second (aprox. 24.5%), aground the third (approx. 9.9%). 8) The amount of economical losses is approx. 5.24% of gross capital of shipping co., 1.24% of shipping revenue, 1.38% of shipping total income in 1983.

The objective of this paper is to aid in basic directions for the countermeasure against marine accidents by using the statistical data of Jeju Coast Guard from 1983 to 2012. Marine accidents of about 600~1,000 vessels was reported in all the waters around South Korea from 2000 to 2008. From 2009, these accidents increased rapidly and reached 1,600~2,000 vessels. Although marine accidents of longline fishing vessels did not show a big change prior to 1993, the number have increased steadily until 2007. This is considered a tendency that appears when longline vessels, using the Port of Sungsanpo as a base and operating in fishing grounds in the East China Sea, are converted to long-term fishing from short-term fishing for reasons such as cost reduction due to the sudden rise of oil prices and the performance improvement of the fishing vessels. The number of vessels in marine accidents decreased gradually from 1999 to 2002 and for nearly 7 years from 2002 to 2008, the annual average of marine accidents stayed at 97 vessels. This is seemed to be the result of a change in the policy of either the central or local government and largely associated with changes in the way of statistical processing. This tendency is resulted in lower number of the accidents due to careless navigation which can be viewed as a human error than the number of marine accidents due to poor maintenance as a cause of mechanical failure in the same period. The increase rate in the marine accidents of Jeju Island-based fishing vessels is greater than that of other area-based fishing vessels among the fishing vessels operating in coastal and near sea around Jeju Island each year.

Objectives : The purpose of this study is to find out the effects of myofascial releasement on nuchal pain caused by traffic accidents. Methods : The 30 patients were divided into 2 groups : group A was treated except myofascial releasement and group B was treated with myofascial releasement. Both group were treated with acupuncture treatment, physical theraphy and herbal medication. Patients were evaluated by McGill Pain Questionnaire-Short Form(SF-MPQ), Visual Analogue Scale(VAS), Pain Disability Index(PDI) and Neck Disability Index(NDI). Results : 1. Both Group were significantly decreased in affective of SF-MPQ, VAS, after 10 times of treatment. 2. Group B compared with the Group A was significantly decreased in affective of SF-MPQ, NDI and PDI after 10 times of treatment. Conclusions : We found out that myofascial releasement is considered to be effective and useful on nuchal pain caused by traffic accidents.
The nature of deaths occurred at sea may be revealed the differences from that in the land, but there is no comprehensive statistical analysis of deaths occurred at Korean Sea so far. Therefore, the cases of deaths or missing in the period 1993 - 2006 were analyzed by the cause, place of death, and results of preliminary investigation. In the period from 1993 to 2006, over 1000 peoples were died or missing every year. The cases of marine safety accidents including self-carelessness and mishap were approached over 60% and cases of homicide were less than 1%. The closure cases of preliminary investigation were reached over 70% and the most of deaths occurred in fishing vessels (the range of 20 ~ 99 tonnage). The suspension cases of preliminary investigation were reached to 70% of all missing and drowning cases. The results showed that the most of deaths occurred at sea could be prevented by the safety regulations including mandatory report of accidents, marine safety education and training, punishment the people responsible for the accidents. For the unidentified bodies, data should be collected and recorded for the future identification. The crime scene investigators should be trained to ensure the quality of their professional skills regularly.
The Internation Maritime Organization (IMO) has required that ships other than cellular-ships which carry cargo units and other entities should be provided with a cargo securing manual. A number of serious accidents has resulted from improper stowage and insufficient securing of heavy cargo. The cargo claims caused by the accidents stated above not only reduce the number of shippers but also reduce their benefits. The following four basic safe items should be considered carefully in the carriage by sea in case of two tiers loading of heavy cargoes packed with wooden case if it is a general cargo ship. a) Safe stowing place b) Safe lashing c) Protecting crushing goods d) Adequate dunnage. All operators of cargoes must be reminded that only the proper stowge and securing of heavy cargos can prevent from the occurrence of such accidents in the future. This paper intends to analyze the unigue damage mechanism for two tiers loading of heavy cargoes on the general cargo ships encountered in the rough sea, and suggest the countermeusere to prevent the identical accidents in the future.
This paper made some statistical analyses on marine accidents in Korean waters using marine accident statistics. They were verified through analyses of one-way ANOVA: the difference in average number of marine accidents among Korean waters, between fishing and non-fishing vessels, and by year and by month The pairwise post hoc multiple comparisons of REGW-For GH test were additionally tested. As a result, there were significance differences among Korean waters. The difference of marine accidents by year was verified to have a statistical significance in the South and the East Sea for the fishing vessel, and in the South Sea for the non-fishing vessel. There were signifiant differences of monthly marine accidents by month in the Yellow and the East Sea for the fishing vessel only.

Climate changes consistently cause coastal accidents such as coastal flooding, so the studies on monitoring the marine environments are progressing to prevent and reduce the damage from coastal accidents. In this paper, we propose a new method to estimate the sea level which can be applied to the tidal sensors to monitor the variation of sea level. Existing sea level models are very complicated and need a lot of tidal data, so they are not proper for tidal sensors. On the other hand, the proposed algorithm is very simple but precise since we use the measured data from the sensor to estimate the sea level value in short period such as one or two hours. It is shown by experimental results that the proposed method is simple but predicts the sea level accurately.
