〈 Field Action Report 〉 The Strategies to Address Regional Health Inequalities in Gyeongsangnam-Do: Health Plus Happiness Plus Projects (〈사례보고〉 경상남도 지역 간 건강불평등 완화사업: 건강플러스 행복플러스 사업)

  • Objectives: This study was conducted to implement Health Plus Happiness Plus projects in Gyeongsangnam-Do and assess the policy implications of initiatives to address regional health inequalities. Methods: Health Plus Happiness Plus projects were started as strategies to address regional health inequalities in Gyeongsangnam-Do. The principles of these projects are taken from the Health Action Zones initiatives in England: participation, partnership, resource concentration in project areas. The time period for these projects is from 2010 to 2017, and the total budget is 5.6 billion won. In 2010, a 6.8 hundred million won total budget was invested in 17 project areas. Such investments fell into four broad categories: establishment of the means and local framework; survey development to analyze the health determinants; development of an education and training center; and establishment of a technical support center. Results: Education and training programs for practitioners and coordinators were provided, and project teams and project promotion committees were established in project areas. Health survey result briefing meetings were held, and 17 health committees were established in project areas. Conclusions: Health Plus Happiness Plus projects have some problems in relation to participation and partnerships, however, if these principled projects are performed continuously, they will contribute to a reduction of standardized mortality rate and regional health inequalities in Gyeongsangnam-Do and the improvement of residents' well-being in project areas.

A Study on Effectiveness of Utilizing Local R&D Centers in Science and Technology ODA Projects : Focusing on the Black Pearl Cultivation Project of the Korea Institute of Ocean Science & Technology and Micronesia (과학기술 ODA 사업에서의 현지 R&D센터 활용에 관한 연구 : 한국해양과학기술원과 마이크로네시아 '흑진주 생산연구' 사례를 중심으로)

  • The purpose of this study is to demonstrate, through case studies, the usefulness of utilizing local R&D centers under science and technology ODA programs. For the past few decades, advanced countries have supported ODA projects of developing countries, but there have been negative opinions regarding the results. Through a case study of the black pearl cultivation project between the Korea Institute of Ocean Science & Technology and Micronesia, this study explains the usefulness of actively utilizing Korean R&D centers established and operational in recipient countries. Although black pearl cultivation is not an ODA project, the case study offers valuable insights as it is operated in a similar form and thus highly applicable to future projects. Based on the case study, four implications were derived to ensure the successful operations of science and technology ODA projects in the future. First, there is a need to improve relevance by making use of the technological capacities of local R&D institutes to develop projects that reflect the needs of recipient and donor countries. Second, trust must be established with local communities over the long term in order to enhance the effectiveness and efficiency of project operations. Third, the proportion of science and technology ODA projects must be expanded to acquire sustainability, and more support should be granted to ODA projects involving marine resources, which are an advantage for countries of Micronesia. Lastly, the locals should be offered employment opportunities and regular training programs to allow for the actual transfer of knowledge instead of mere techniques. The implications derived in this study will prove useful in pursuing science and technology ODA projects, especially with Micronesia.

Determining Potential Link between Environmental and Clinical Isolates of Cryptococcus neoformans/Cryptococcus gattii Species Complexes Using Phenotypic and Genotypic Characterisation

  • Opportunistic infections due to Cryptococcus neoformans and C. gattii species complexes continue to rise unabated among HIV/AIDS patients, despite improved antifungal therapies. Here, we collected a total of 20 environmental and 25 presumptive clinical cryptococcal isolates from cerebrospinal fluid (CSF) samples of 175 patients enrolled in an ongoing clinical trial Ambition 1 Project (Botswana-Harvard Partnership). Identity confirmation of the isolates was done using MALDI-TOF MS and PCR. We describe the diversity of the isolates by PCR fingerprinting and sequencing (Oxford Nanopore Technology) of the intergenic spacer region. Mating types of the isolates were determined by amplification of the MAT locus. We report an unusual prevalence of 42.1% of C. neoformans × C. deneoformans hybrids Serotype AD (n = 16), followed by 39.5% of C. neoformans Serotype A (n = 15), 5.3% of C. deneoformans, Serotype D (n = 2), 7.9% of C. gattii (n = 3), and 5.3% of C. tetragattii (n = 2) in 38 representative isolates that have been characterized. Mating type-specific PCR performed on 38 representative environmental and clinical isolates revealed that 16 (42.1%) were MATa/MAT𝛼 hybrids, 17 (44.7%) were MAT𝛼, and five (13.2%) possessed MATa mating type. We used conventional and NGS platforms to demonstrate a potential link between environmental and clinical isolates and lay a foundation to further describe mating patterns/history in Botswana.

  • 송신단에 다중안테나를 사용하는 송신 다이버시티 기법에 대한 연구가 최근 활발히 이루어지고 있다. 본 논문에서는 CDMA(Code Division Multiple Access)2000과 3GPP(The third generation partnership project)에서 고려한 개루프 송신 다이버시티 기법인 STTD(Space time transmit diversify), OTD (Orthogonal transmit diversity), STS(Space time spreading)를 다수 반송파 CDMA 시스템에 적용시킬 경우 하향링크 (Downlink)에서의 성능을 평가한다. STS와 STTD방식은 동일한 성능을 보이지만 STS방식은 복잡도와 높은 PAR(Peak to average ratio)의 단점을 보이며, OTD는 이 두 방식에 비해 성능이 떨어지는 것을 보여준다.

Compensation of Phase Noise and IQ Imbalance in the OFDM Communication System of DFT Spreading Method (DFT 확산 방식의 OFDM 통신 시스템에서 위상잡음과 직교 불균형 보상)

  • DFT-spread OFDM(Discrete Fourier Transform-Spread Orthogonal Frequency Division Multiplexing) is very effective for solving the PAPR(Peak-to-Average Power Ratio) problem. Therefore, the SC-FDMA(Single Carrier-Frequency Division Multiple Access) which is basically same to the DFT spread OFDM was adopted as the uplink standard of the 3GPP LTE ($3^{rd}$ Generation Partnership Project Long Term Evolution). Unlike the ordinary OFDM system, the SC-FDMA using DFT spreading method is vulnerable to the ICI(Inter-Carrier Interference) problem caused by the phase noise and IQ(In-phase/Quadrature) imbalance and effected FDE(Frequency Domain Equalizer). In this paper, the ICI effects from the phase noise and IQ imbalance which can be problems in uplink transmission are analyzed according the back-off level of HPA. Next, we propose the equalizer algorithm to remove the ICI effects. This proposed equalizer based on the FDE can be considered as up-graded and improved version of PNS(Phase Noise Suppression) algorithm. This proposed equalizer effectively compensates the ICI resulting from the phase noise and IQ imbalance. Finally, through the computer simulation, it can be shown that about SNR=14 dB is required for the $BER=10^{-4}$ after ICI compensation when the back-off is 4.5 dB, $\varepsilon=0.005$, $\phi=5^{\circ}$, and $pn=0.06\;rad^2$.

Optimized Cell ID Codes for SSDT Power Control in W-CDMA System (W-CDMA 시스템의 최적의 SSDT 전력 제어용 셀 식별 부호)

  • The code division multiple access(CDMA) system capacity is limited by the amount of interference of the system. To reduce the unnecessary interference, this paper proposes optimized cell identification codes for site selection diversity transmission(SSDT) power control in wideband code division multiple access system of third generation partnership project(3GPP). The main objective of SSDT power control is to transmit on the downlink from the primary cell, and thus reducing the interference caused by the multiple transmission. In order to select a primary cell, each cell is assigned a temporary identification(ID) and user equipment(UE) periodically informs a primary cell ID to the connecting cells during soft handover. The non-primary cells selected by UE do not transmit the dedicated physical data channel(DPDCH) to reduce the interference. A major issue with the SSDT technology is the impact of uplink symbol errors on its performance. These errors can corrupt the primary ID code and this may lead to wrong decoding in the base station receivers. The proposed SSDT cell ID codes are designed to minimize the problem and to be easily decoded using simple fast Hadamard transformation(FHT) decoder.

Analysis of Downlink Wideband DS-CDMA Systems with Smart Antenna for Different Spreading Bandwidths in Wideband Multipath Channel

  • In this paper, the Eigen-RAKE receiver in wideband direct sequence code-division multiple access(DS-CDMA) systems with downlink smart antenna is analyzed for different spreading bandwidths(1.25 MHz, 5 MHz, 10 MHz) and different channel environments(macro, micro). The realistic spatio-temporal wideband multipath channel is assumed, one of which is standardized multiple-input single-output(MISO) radio channel model for WCDMA link-level simulations proposed by $3^{rd}$ generation partnership project(3GPP) contributions. We assumed spatial scattering phenomenon in which many unresolvable path signals within a limited range of spatial angle simultaneously contribute to the signals received at the receiver. Several multipaths within one chip are distinguished into each one and the first multipath components are selected as the desired signal and the others are considered self-interference. Downlink DS-CDMA system with eigenbeamformer using wider bandwidth present better performance than that using narrow bandwidth system by employing Eigen-RAKE receiver of many number of branches. It is shown that the downlink eigenbeamformer is more effective in typical urban macro cellular environments when using Eigen-RAKE receiver.

Advanced Path-Migration Mechanism for Enhancing Signaling Efficiency in IP Multimedia Subsystem

  • Since Internet Protocol (IP) is the most important protocol in Next Generation Networks (NGNs), 3rd Generation Partnership Project (3GPP) utilizes Session Initial Protocol (SIP) based on IP as the base protocol for negotiating sessions in IP Multimedia Subsystem (IMS). Different from traditional circuit-switched network, in IMS, the media traffic and signaling are delivered through IP transport. The media traffic may affect the signaling efficiency in core network, due to traffic collisions and best effort packets delivery. This paper proposes a novel path-migration mechanism for enhancing the traffic efficiency in integrated NGN-IMS. The simulation results show that the interference and traffic collision can be reduce by applying proposed path-migration mechanism and the signaling efficiency in core network can be improved with higher system capability and voice quality.

Development of a Collaboration Recommendation Model between Global Consulting Firms using Link Prediction

  • Global construction and engineering consulting (E&C) firms are actively seeking entry into overseas markets based on loan projects from multilateral development banks to provide a basis for entry into overseas markets and sustainable growth. Bids on these projects are competitive between global top firms in terms of the technical level and price due to the limited number of projects; thus, developing a successful partnership to complement competence has become an essential element to win bids. In this regard, many studies have analyzed enterprises through characteristic analyses or the derivation of influential factors from the past social networks based on social network analysis (SNA). However, few studies have been conducted to reflect the process of changes to analyze collaborative relationships. Thus, this study aims to identify dynamic changes in past social networks and develop a model that can predict changes in the relationships between E&C firms based on similarities or differences between firms, presenting a methodology to target firms for appropriate collaboration. The analysis results demonstrate that the sensitivity of the developed prediction model was 70.26%, which could accurately predict 163 out of 232 actual cooperative cases.

Analysis of Linkage between Official Development Assistance (ODA) of Forestry Sector and Sustainable Development Goals (SDGs) in South Korea (국내 임업분야 공적개발원조(ODA)사업과 지속가능발전목표(SDGs)와의 연관성 분석)

  • This study analyzed the linkage between the Forestry sector Official Development Assistance (ODA) Project in South Korea and the Sustainable Development Goals (SDGs) of United Nations (UN), Suggested direction of ODA project focusing on the implementation of the SDGs. Forestry sector ODA project data in South Korea have collected from Economic Development Cooperation Fund (EDCF) statistical inquiry system developed by The Export-Import Bank of Korea. According to the analysis result, Forestry sector ODA project in South Korea have been actively implemented in the fields of forestry development, forestry policy and administration. In both fields, Korea Forest Service and Korea International Cooperation Agency (KOICA) carried out the most projects. The Forestry sector ODA project data in South Korea are classified technical development, capacity building, construction of infrastructure and afforestation based on their objectives and contents. SDGs emphasizes the importance of national implementation assessment and this study analyze linkage between ODA activity content in each classification item and 2016 Korea Forest Service Performance Management Plan indicator. Analyzed the 2016 Korea Forest Service Performance Management Plan indicator and SDGs target and SDGs indicator were identified. finally, SDGs goals were recognized. In conclusion, Forestry sector ODA project in South Korea are associated with the SDGs Goal 1 (No Poverty), Goal 2 (Zero Hunger), Goal 6 (Clean Water and Sanitation), Goal 13 (Climate Action), Goal 15 (Life on Land) and Goal 17 (Partnership for The Goals). Therefore, With the launch of the SDGs, This study analyzed the linkage among the Forestry sector ODA Project in South Korea, the 2016 Korea Forest Service Performance Management Plan and the SDGs. it presented the limitations of Forestry sector ODA Project in South Korea and made proposals for the implementation of the SDGs.
