Evolution and Features of Korea's Science & Technology Policy Coordination System

  • Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.

Public Procurement for Innovation in Korea

  • Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

Korea's Science and Technology Manpower Policy: Focusing on the Special Act on Support for Scientists and Engineers and its Action Plans

  • This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

  • Nowadays science and technology analyses appeared as standing on the basis of the scope and quantity of literature in the field of rapidly progressed science and technology. And using both of them, it is named 'bibliometric'\;or\;'scientometrics'. These analysis results answer emergence in science and technology and provide researchers, responsible persons, technological information specialists, and planners with useful value. Accordingly, the purpose of this research is to suggest schematized change aspects and new research directions hidden in bibliographical phenomenon of a paper in the science and technology field to science and technology researchers and policy planners. For this, the field this paper researche is the next generation OLED field. The reason to choose this field is due to the importance of the next generation OLED, and wide scope connected by various fields. Besides, to measure application and technological fields by using bibliographical method and technology is as important as in a basic research field.

과학기술정보 장서개발정책에 관한 동향연구 (A Trend Study on Collection Development Policy for Science and Technology Information Resources)

  • 세계의 대표적인 국가 과학기술정보기관들은 국가 경쟁력을 증진하기 위하여 연구자들에게 연구개발정보를 제공하고 있다. 장서개발정책은 과학기술정보기관이 연구개발을 위한 정보자원을 선별하고 정보자원을 상호 연계하여 정보네트워크를 구축하기 위한 가이드라인이다. 본 논문은 국가 과학기술정보기관의 장서개발정책의 주요 요소를 도출하기 위해서 미국의 국가의학도서관 (NLM), 영국국립도서관 (BL), 캐나다과학기술정보연구원 (CISTI), 한국과학기술정보연구원 (KISTI)의 장서개발정책을 분석하였다. 본 연구의 결과는 과학기술정보기관들이 장서개발정책 수립시 가이드라인으로 활용할 수 있을 것이다.

The Necessity and Future Challenges of Science, Technology, Society and Humanities Fusion Research in Korea

  • Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

A Study on the Implementation Method for the Achievement of the Korea High-Performance Computing Innovation Strategy

  • At the 8th National High-Performance Computing (HPC) Committee convened in 2021, the "National High-Performance Computing Innovation Strategy (draft) for the 4th Industrial Revolution Era" was deliberated and the original draft was approved. In this proposal, the Ministry of Science and ICT in KOREA announced three major plans and nine detailed projects with the vision of "Realizing the 4th industrial revolution quantum jumping by leaping into a high-performance computing powerhouse." Thereby the most important policy about national mid-term and long-term HPC development was established and called the HPC innovation strategy (hereinafter "the innovation strategy"). The three plans of the innovation strategy proposed by the government are: Strategic HPC infrastructure expansion; Secure source technologies; and Activate innovative HPC utilization. Each of the detailed projects has to be executed nationally and strategically. In this paper, we propose a strategy for the implementation of two items ("Strategic HPC infrastructure expansion" and "activate innovative HPC utilization") among these detailed plans.
