Research on the Prevention of Major Industrial Accident By Integrated Risk Management System (중대산업사고 예방을 위한 종합위험관리체제(IRMS) 구축에 관한 연구)

  • The Process Safety Management (PSM) by the Law of Industry, Safety and Health has been performed for preventing major accidents of chemical plants since 1996. In terms of preventing chemical accidents more precisely, it is essential to develop a tool for quantitative risk assessment. For this, KOSHA (Korea Occupational Safety and Health Agency) developed an Integrated Risk Management System (IRMS). The system is designed to assimilate data on chemical plant hazards from external database, to integrate these data with location information(topographic and demographic), and to make them user-friendly accessible. The system consists of several main functions: display of five major Korean petrochemical complex layout display of equipment layout with its information utilizing the external database, zonation of the hazard effected area with consequence analyses, the most probable accident scenario generation, accident/incident database and calculation of frequency of accident using equipment reliability database, etc. The highlight of IRMS is to provide the risk contours using GIS(Geographical Information System) technology. IRMS is intended to manage hazardous installation more systematically and effectively, to reduce the number of accident remarkably, further minimizing production loss in the plant. The system is now under application to about 500 PSM sites as well as and emergency authorities in Korea by KOSHA (Korea Occupational Safety and Health Agency)

Combat Entity Based Modeling Methodology to Enable Joint Analysis of Performance/Engagement Effectiveness - Part 1 : Conceptual Model Design (성능/교전 효과도의 상호 분석이 가능한 전투 개체 기반의 모델링 방법론 - 제1부 : 개념 모델 설계)

  • This paper proposes a flexible and highly reusable modeling methodology for a next-generation combat entity which enables joint analysis of performance/engagement effectiveness. According to the scope of the proposed work, the paper is divided into two parts; Part 1 focuses on a conceptual model design, whereas Part 2 proposes detailed model specification and implementation. In Part 1, we, first, classify the combat entity model as combat logic and battlefield function sub-models for joint analysis. Based on the sub-models, we propose two dimensional model partition method, which creates six groups of a single combat entity model by two dimensions: three-activity and two-abstraction. This grouping enables us to reconfigure the combat entity model by sharing the same interface within the group, and the same interface becomes the fundamental basis of the flexible model composition. Furthermore, the proposed method provides a model structure that effectively reflects the real world and maximizes the multi-level reusability of a combat entity model. As a case study, we construct a model design for anti-surface ship warfare. The case study proves enhancement of model reusability in the process of scenario expansion from pattern running to wire guided torpedo operations.

Generation of Interpolated Precipitation Data using ArcGIS Model Builder in Not Covered Area of Climate Change Scenario (ArcGIS Model Builder를 이용한 기후변화시나리오 강수누락지역의 보간강수량 생성)

  • 이 연구에서는 ESRI사의 ArcGIS 프로그램을 이용하여, 한반도 남한지역 중 기후변화시나리오에 의한 강수량이 제공되지 않는 해안선지역에 대해 기후변화시나리오를 이용하여 장래 강수량을 생성할 수 있는 모형을 개발하였다. 기상청에서 제공하는 기후변화 시나리오에 의한 장래강수데이터의 경우 복잡한 해안선지역에 대해 장래 강수데이터를 제공하고 있지 않기 때문에 최근의 지형도를 적용하여 기상청에서 제공하지 않는 지역에 대해 보완격자를 생성하고, 공간보간 기법을 이용하여 이를 해결할 수 있다. 1km 격자단위의 강수데이터를 생성하기 위하여 GIS내에 여러 툴(tools)의 기능을 단계적으로 모형화하여 순서화된 작업을 자동적으로 수행할 수 있는 model builder를 사용하였다. 데이터 변환작업을 위한 전처리, 데이터 보간 추출 기능과 공간보간기법을 적용하여 기후변화 시나리오가 적용된 데이터누락지역에서의 장래 강수예측데이터를 생성할 수 있도록 하였다. 기상청에서 제공하는 RCP 8.5 시나리오를 이용하였고, 일부 해안선과 섬 지역에 대해 장래강수량을 생성할 수 있는 보간기법이 적용된 모형으로 한반도 남한지역 중 강수자료가 제공되지 않는 총 4,186개의 격자에 대해 적합한 공간보간기법을 선택하여, 일단위 및 월단위 강수자료를 생산할 수 있도록 하였다. 기상청에서 제공하는 강수데이터의 경우 'ASCII' 파일 형식으로 기후변화 데이터를 제공하기 때문에 사용자가 별도의 프로그램을 이용하여 강수예측자료를 얻어야 하는 문제가 있다. 강수예측자료를 텍스트파일 형태로 사용자가 원하는 좌표를 선택 한 후 데이터를 추출할 수 있도록 격자화하여 저장되도록 하였다.

  • Recently, there has been an increase in the number of social engineering techniques that indirectly attack the target system administrators or organizational weaknesses rather than the traditional technical cyber attacks that directly attacked the target systems. Accordingly, the type analysis and case study of social engineering techniques are being actively conducted. There has been, however, little effort to derive an analysis model that systematically analyzes social engineering based cyberspace operations. Therefore, this paper aims at building a Social Engineering Based Cyberspace Operations Analysis Model, which can be used as a reference framework for a case study or attack scenario generation of social engineering based cyberspace operations.

  • Non-orthogonal multiple access is the promised candidates in the next generation wireless networks to improve the spectral efficiency by superposing multiple signals. In general, the superposition coding is performed using the difference in channel gain between users based on the user's power allocation. However, when user pairs have the similar channel gain problem, NOMA can not be allowed in the scenario. To overcome this problem, phase rotation based NOMA is presented to increase minimum distance between superposed signals in the constellation point. This paper proposed a novel non-orthogonal multiple access based index modulation using phase rotation. The additional bits can transfer using the index bits that is allocated according to the activated state of the phase rotation. Simulation results are shown that bit error rate and achievable sum rate are better than conventional NOMA.

  • This paper deals with the study of bird collision avoidance measures in UAM operations from an operator's perspective. Urban air traffic is defined as a next-generation transportation system that uses environmentally friendly electric vertical take-off and landing (eVTOL) aircraft to provide transportation services between key points within and around urban centers. For the successful establishment of the UAM industry, it is necessary to ensure safety issues that determine public acceptance. Among the hazards that can occur in aviation operations, preventing bird collisions in urban environments is a measure that can greatly secure operational safety and public acceptance. In addition to physical measures, procedural control measures are required to prevent bird strikes. In order to ensure the safety of UAM operations, this study aims to provide a direction for the establishment of UAM bird collision prevention measures by categorizing bird collision prevention measures into physical and procedural methods and flight sections such as takeoff, landing, and corridor sections. Through this, we hope to contribute to the improvement of the safety of the urban air traffic operation system.

Preliminary Radiation Exposure Dose Evaluation for Workers of the Landfill Disposal Facility Considering the Radiological Characteristics of Very Low Level Concrete and Metal Decommissioning Wastes (극저준위 콘크리트, 금속 해체방폐물의 방사선적 특성을 고려한 매립형 처분시설 방사선작업자 예비 피폭선량 평가)

  • The Kori Unit 1 nuclear power plant, which is planned to be dismantled after permanent shutdown, is expected to generate a large amount of various types of radioactive waste during the dismantling process. For the disposal of Very-low-level waste, which is expected to account for the largest amount of generation, the Korea Radioactive waste Agency (KORAD) is in the process of detailed design to build a 3-phase landfill disposal facility in Gyeongju. In addition, a large container is being developed to efficiently dispose of metal and concrete waste, which are mainly generated as Very low-level waste of decommissioning. In this study, based on the design characteristics of the 3-phase landfill disposal facility and the large container under development, radiation exposure dose evaluation was performed considering the normal and accident scenarios of radiation workers during operation. The direct exposure dose evaluation of workers during normal operation was performed using the MCNP computer program, and the internal and external exposure dose evaluation due to damage to the decommissioning waste package during a drop accident was performed based on the evaluation method of ICRP. For the assumed scenario, the exposure dose of worker was calculated to determine whether the exposure dose standards in the domestic nuclear safety act were satisfied. As a result of the evaluation, it was confirmed that the result was quite low, and the result that satisfied the standard limit was confirmed, and the radiational disposal suitability for the 3-phase landfill disposal facility of the large container for dismantled radioactive waste, which is currently under development, was confirmed.

A Study of Development of Transmission Systems for Next-generation Terrestrial 4K UHD & HD Convergence Broadcasting (차세대 지상파 4K UHD & HD 융합방송을 위한 전송 시스템 개발에 관한 연구)

  • The worldwide transition from analog to digital broadcasting has now been completed and the need to study next generation standards for Ultra High Definition TV (UHDTV) broadcasting, and broadcasting & communication convergence systems is rapidly growing. In particular, high resolution mobile broadcasting services are needed to satisfy recent consumers. Therefore, the development of highly efficient convergence broadcasting systems that provide fixed/mobile broadcasting through a single channel is needed. In this paper, a service scenario and requirements for providing 4K UHD & HD convergence broadcasting services through a terrestrial single channel are analyzed by employing the latest transmission and A/V codec technologies. Optimized transmission parameters for 6 MHz & 8 MHz terrestrial bandwidths are drawn, and receiving performances are measured under Additive White Gaussian Noise (AWGN) and time-varying multipath channels. From the results, in a 6 MHz bandwidth, the reliable receiving of HD layer data can be achieved when the receiver velocity is maximum 140 Km/h and is not achieved when the velocity is over 140 Km/h due to the limit of bandwidth. When the bandwidth is extended to 8 MHz, the reliable receiving of both 4K UHD and HD layer data is achieved under a very fast fading multipath channel.

A Study on Design Automation of Cooling Channels in Hot Form Press Die Based on CATIA CAD System (CATIA CAD 시스템 기반 핫폼금형의 냉각수로 설계 자동화에 관한 연구)

  • This paper focuses on the development of a support system that can rapidly generate the design data of a hot-form die with cooling channels, commonly known as hot stamping technology. We propose a new process for designing hot-form dies based on our (automated) system, whose main features are derived from the analysis of the design requirements and design process in the current industry. Our design support system consists of two modules, which allow for the generation of a 3D geometry model and its 2D drawings. The module for 3D modeling automation is implemented as a type of CATIA template model based on CATIA V5 Knowledgeware. This module automatically creates a 3D model of a hot-form die, including the cooling channels, that depends on the shape of the forming surface and the number of STEELs (subsets of die product) and cooling channels. It also allows for both the editing of the positions and orientations of the cooling channels and testing for the purpose of satisfying the constraints on the distance between the forming surface and cooling channels. Another module for the auto-generation of the 2D drawings is being developed as a plug-in using CAA (CATIA SDK) and Visual C++. Our system was evaluated using the S/W test based on a user defined scenario. As a result, it was shown that it can generate a 3D model of a hot form die and its 2D drawings with hole tables about 29 times faster than the conventional manual method without any design errors.

Estimation of Leg Collision Strength for Large Wind Turbine Installation Vessel (WTIV) (대형 해상풍력발전기 설치 선박(WTIV) Leg구조의 충돌 강도평가)

  • Recently, the offshore wind power generator market is expected to grow significantly because of increased energy demand, reduced dependence on fossil fuel-based power generation, and environmental regulations. Consequently, wind power generation is increasing worldwide, and several attempts have been made to utilize offshore wind power. Norway's Petroleum Safety Authority (PSA) requires a leg-structure design with a collision energy of 35 MJ owing to the event of a collision under operation conditions. In this study, the results of the numerical analysis of a wind turbine installation vessel subjected to ship collision were set such that the maximum collision energy that the leg could sustain was calculated and compared with the PSA requirements. The current leg design plan does not satisfy the required value of 35 MJ, and it is necessary to increase the section modulus by more than 200 % to satisfy the regulations, which is unfeasible in realistic leg design. Therefore, a collision energy standard based on a reasonable collision scenario should be established.
