This study researched problems of safety inspection method and current legislative system for the structure safety evaluation of Rahmen structure affected by remodeling. The elements of weight increase were examined in terms of differences of load moment, shear force, compressive stress and amount of steel before and after remodeling by structure analysis. The thorough examination for impacts of weight increase is indispensable to change of use or extension.

The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

A systematic methodology to determine safety requirements for railway signalling system and safety requirement allocation into system are presented. THR concept is used for as an interface between Risk Analysis to be performed by railway operator and System Design Analysis by the supplier. This approach is based on Signalling Safety Standard EN50129 by CENELEC.

This paper has tried to research the perception of pilots in a commercial airliners or full service carriers focusing on the airliner's safety management system (SMS). ICAO requires the airliners to set up the basic standards of SMS since the SMS is believed to be the core of the aviation risk management. According to the previous study, it was proved safety climate of an airline affects the safety behavior of cockpit crews. Safety climate is different from safety culture and the safety climate has an advantage to be measured more quantitatively than the culture. That is, the safety climate could be represented as SMS. As the results of the empirical study based on Chen & Chen(2014)'s SMS practice sacle, it had been assumed at the beginning the major factors such as Clarification of SMS, Safety Training for Crews and Sharing of SMS Information have positive effects on the motivation for safety behaviors. The motivation is directly correlated to crews' safety behaviors. However, the result showed the clarification of SMS has not a significant effect on their safety behaviors. The main reason is cockpit crews, through the survey, perceived airline seemed to have no definite standards of SMS and the senior management to have less interest in aviation safety.

SOFC(Solid Oxide Fuel Cell) is one of the high-temperature fuel cells, SOFC system and Stack has a high temperature operating Characteristics. These Characteristics cause a lot of trouble in the design of the system and selection materials, securing durability, and securing safety performance. Therefore, For Commercialization and Supply of SOFC, the development of safety performance assessment techniques and evaluation systems should go together. In this study, we analyzed the evaluation items of SOFC Safety performance standards and risk factors of the stack for design of stack safety performance evaluation system. Based on the analyzed data, the evaluation item was deducted for design of stack safety performance evaluation system. Through the results of this study, we expect to facilitate the supply of SOFC and contribute to a safe use environment.

The advent of private railroad corporations presented many problems on administration's effectiveness. These brought an effect on safety management too. Most public railroad corporations maintain their rolling stocks and facilities by their own workers. On the other hand, private railroad corporations depend on outsourcing to cut down the cost of maintenance. But they have similar safety management systems. Therefore we investigated the gap between the two types of corporations, focusing on workers' safety attitude and proposed solutions to improve safety management systems in private railroad corporations.

This paper presents the safety management model, which is appropriate for small-to-medium enterprises that rank the highest disaster rate. It is required for these companies to modify and improve the safety-related articles and it is peformed to compare and analyze the industrial disasters and safety management systems between large enterprises and small-to-medium enterprises. The basic direction of change of industrial safety healthy system must be classified to the dual direction. For large enterprises, it is focused on not pre-regulations but post-regulations based on the self-control safety management system. But for small-to-medium enterprises, it is required to intensify the safety management system and the safety responsibility for owners or administrators. Specially, the responsibility for disaster must be more strengthened by the penalty and the insurance method, and then it must be performed not only the financial support of government but also middle and long-term technical support by private safety organizations.
