경인지역 일부 5인미만 사업장 근로자의 작업환경실태와 관리대책 (The Current Status and Recommendation of Work Environment Management in Small Scale Industry with less than 5 Workers)

  • This study was performed to identify the current status of work environment management and to provide appropriate recommendations for small scale industry with less than 5 workers from September, 2000 to October, 2000 in Seoul city and Gyoung-gi province. The 211 companies were surveyed by checklist included the elements of management of work environment, hazardous chemicals, MSDS, personal protective equipment, and ventilation system. The proportion of metal products manufacturing and printing industries are 25.6 % and 22.3%, respectively. The daily working hours in printing industry is longer than others. The industries that produce potentially hazardous agents, such as noise, dust, metal, organic solvents, radiation and chemical material are pulp, plating, machinery, and printing, respectively. In above industries, only 2.8 % of those recognised and had MSDS. The proportion of companies providing fire extinguishers, safety showers are found to be 13.3 %, 7.1 %, respectively. Only 24.2 % of companies provided personal protective equipment to the workers. The ventilation system was operated in most of companies. But local exhaust ventilation system is provided to 22.3 % of those, also had not been annually inspected. This study showed that the current status of occupational safety and health was not appropriate for workers in small scale industries. It is suggested that annual physical examination have to be performed, MSDS usage must become widespread, and employer and emplyees in small scale industry should be educated for the treatment and storage of hazardous chemicals to improve the occupational safety and health of the working environment. also, regulatory standard has to be applied to local exhaust ventilation system in small scale industry to improve the working condition.

유해화학물질 취급자의 개인보호구 착용에 대한 규정과 그 이행정도 (Regulations on Wearing Personal Protective Equipment by Hazardous Chemical Handlers and Their Implementation)

  • Objectives: The objectives of this study are to introduce the development process of work situations and types in the revised regulations on wearing personal protective equipment (PPE) for hazardous chemical handlers, analyze the implementation of the regulations, and then provide basic data for future education strategies. Methods: The development process of work situations for regulation was explained through a flowchart by year. In 2018, a survey of 30 chemical managers and 201 managers and handlers was conducted based on recognition of work situations and the related regulations. In 2019, 91 chemical managers and 204 handlers were surveyed to find the degree of compliance with regulations, direction for improvement of understanding the regulations, and training methods. Results: Only 78.0% of chemical managers and 66.7% of handlers said they were aware of the regulations (p<0.05). Just 79.0% of handlers knowing the regulations said they would wear PPE in compliance with these regulations. Therefore, the best way to make workers wear proper PPE in accordance with regulations is to strengthen the promotion of education on regulations. In order to improve the quality of education, 51.7% of managers and 33.3% of handlers cited educational content (video, ppt, etc.) as the top priority. Conclusion: This study suggested that more educational opportunities should be provided and educational content should be developed in order for workers handling hazardous chemicals to wear PPE as prescribed in regulations.

일부 대학 내 연구실험실의 보호구 및 흄후드 관리 실태에 관한 연구 (A Study on the Status of Management for Personal Protective Equipments & Fume Hoods in University Research Laboratories)

  • Objectives: This study intends to determine the current status of management of personal protective equipment fume hoods in university laboratories. Methods: A walk-through survey of 402 labs in Gyeongbuk Province and Daegu Metropolitan City were carried out between May 2009 and July 2010. Respectively, 348 and 54 laboratories were examined in Gyeongbuk Province and Daegu. Results: In size, labs serving over 15,000 student made up the majority with 276(66.4%). In terms of major, engineering labs were the highest in number with 100(24.9%). As to personal protective equipment, a gas mask and a dust mask were available in 17.8% and 14.3% of the labs, respectively, but 68.9% of labs were equipped with protective goggles. Meanwhile, only 12.7% of labs had separate protective equipment storage boxes. About 60% of the labs had installed a fume hood, of which the average capture velocity was 0.37 m/sec. Conclusions: For toxic substances, the labs are obliged to provide personal protective equipment in in accordance with the Occupational Safety and Health Act. In addition, the capture velocity of fume hoods must be in strict compliance in order to prevent occupational diseases due to toxic chemicals.

Veterinarians as a Risk Group for Zoonoses: Exposure, Knowledge and Protective Practices in Finland

  • Background: Veterinarians may encounter a variety of zoonotic pathogens in their work. Methods: We conducted two cross-sectional questionnaire studies among veterinarians in Finland. Participants were recruited during two Annual Veterinary Congresses. In 2009, 306 veterinarians participated in an extensive questionnaire study, and in 2016, 262 veterinarians participated in a more focused study that included two same questions. Results: In 2009, the majority (90.9%) of the participating veterinarians reported having been occupationally exposed to zoonotic pathogens. Zoonotic infections (15.0%), needle stick incidents (78.8%), bites (85.0%), as well as infected skin lesions (24.2%) were reported. In 2009, 8.2% of the participants fully agreed with the statement "I have good knowledge of zoonoses and their prevention"; in 2016, the proportion was 10.3%. The reported use of protective practices and personal protective equipment in connection with specific veterinary procedures indicated that there was room for improvement, particularly in protection from pathogens that are transmissible via inhalation and mucous membranes. Conclusion: The results confirm that veterinarians are commonly occupationally exposed to zoonotic pathogens. Education should aim to improve and maintain the knowledge of zoonoses and their prevention. Use of protective practices should be advocated.

안전모의 충격전달에 관한 이론적 고찰 (A theoretical study on the shock-absorbing characteristic of safety helmet)

  • The need for the protection of workers in many industrial workstations has long been recognized, and many type of protective equipment have been devised. In many protective equipment designs, this study set limits to the safety helmet. The direct closed head impact problem was idealized as a linear-damped spring model. This study concerns what properties of helment should afford optimal protection in a direct closed head impact problem. The solution to the problem was achieved through analytic method and numerical computation. The answer was found in terms of 4 parameters : 1) rigidity of shell, 2) viscosity of shell, 3)rigidity of harness, 4) viscosity of harness. The choices are as follows 1) to reduce the rigidity value of harness as small as possible 2) to increase the viscosity value of harness as large as possible. 3) to select the rigidity value of shell sufficient for preventing a breakage.

환경부 소관 유해화학물질 취급자의 개인보호장구 착용 기준에 관한 소고 (A Brief Review of Regulations on Personal Protective Equipment for Hazardous Chemical Handlers as Regulated by the Ministry of Environment)

  • Objectives: Personal protective equipment (PPE) is an essential means for protecting workers against hazardous agents or risks that threaten their safety and health. Governmental organizations related to safety and health in the workplace regulate the PPE rules to protect workers and to minimize damage from hazardous agents. This study discussed current PPE rules overseen by the Korea Ministry of Environment and explores future perspectives on the matter. Methods: This study was based on a review of PPE regulations with which every stakeholder should comply in the workplace. Both South Korean regulations enforced by the Ministry of Employment and Labor and the Ministry of Environment and cases from other countries were reviewed. Results: Regulations related to the PPE required for handling chemical substances in the workplace are enforced by the Occupational Safety and Health Act, Enforcement Decree, Enforcement Rules, and Notification of Protective Equipment Certification under the Ministry of Employment and Labor. The Ministry of Environment also regulates the PPE standards for 97 substances requiring preparation for accidents and adjustment of work conditions, but a recent amendment (partially amended on September 30, 2022) loosened some unreasonable or excessive provisions. It requires workers simply to carry or otherwise keep PPE handy instead of wearing it for some tasks in which hazardous chemicals are not handled directly. Conclusions: It is important to regularly review provisions that need to be improved or supplemented to help all stakeholders. Considerations should be also made to build a reasonable regulatory system that can induce more mature safety management in each workplace.

양돈 농가의 안전사고 발생현황 및 안전보건 관리수준 (A Survey on the Present State of Occurrence of Safety Accidents and Safety and Health Management Levels Among Swine Farmers)

  • Objectives: The purpose of this study was to seek measures for improvement and management of farm work safety and health by conducting questionnaire surveys and on-site investigations to ascertain the present state of occurrence of safety accidents and safety and health management levels among swine farmers. In particular, the purpose of this study is to provide basic data for the establishment of measures for the management of safety and health suitable to the characteristics of related working environments. Methods: Questionnaire surveys were conducted among 223 farmers engaged in swine farming in 14 regions, and 10 farms were visited in order to implement multilateral methods, including in-depth interviews, along with field surveys. Results: The surveys indicated that 26.2% of all respondents experienced farm-work related safety accidents and body-reaction related accidents showed a high ratio at 31.1% of all respondents. With regard to cause materials of safety accidents, work other than that directly related to swine raising showed high ratios of safety accidents, with pigsty facility related accidents at 26.6%. Although most workers recognized the dangers latent in the working environments, their behavior and responses to the prevention of safety accidents were still insufficient due to a lack of understanding of safety and health management. In the survey on the present state of personal hygiene and wearing of protective equipment, workers were found to have been exposed to dangerous and harmful environments both inside and outside pigsties, but the actual states of their wearing protective safety equipment were very poor. Conclusion: Given the results of this study, swine farmers well recognize problems in their control of safety accidents and management of safety and health, but their knowledge about safety and health education and management guidelines was insufficient. Therefore, safety and health education, public relations, and customized personal protective equipment suitable for swine raising work should be developed in order to address the foregoing problem.

  • The safety and reliability of the power system short-circuit current, the short-circuit current depends on the failure to obtain the objective is to quickly eliminate the breaking capacity of the circuit-breaker selection of the cable, the insulation of electrical equipment and protective relay an important factor in determining the level correction and protective relay selection scheme to be meaningful. Standards used in the domestic circuit breaker is applied to the production of IEC standard, but the American National Standards (ANSI / IEEE) by NEMA specification of the fault current calculations and the application of the asymmetric coefficient Korea. Therefore, in this paper, the IEC 60909 standard IEC breaker fault current calculation method and the method for selection of system configurations reviewed and protection system for reviewing the configuration of various protective relays appropriate correction and the correction value is main protection, back-up protection the equipment so that the period of protection relay coordination to minimize accidents and accident protection to minimize interruptions proposed for cooperation.

한우 농가의 농작업 안전보건 실태 및 안전관리 수준 조사 (A Survey on the Current Status of Safety and Health and of Safety Management Levels among Korean Native Cattle Farms)

  • Objectives: The present study was conducted to investigate farm work environments among farmers and examine the level of management of safety and health, and to subsequently produce study result to serve as foundational data for the development of guidelines on safety and health as part of the improvement of farming work environments among farmers raising Korean native cattle. Methods: The present study conducted a survey on farm work environments and the management of safety and health with 407 farmers engaged in Korean native cattle farming in selected regions in eight provinces. It also visited 10 farmers to verify the current status of farm work. Results: The survey results showed that 16.4% of the respondents experienced safety-related accidents due to farm work. The locations of the accidents were inside the cattle shed (71.4%) and facilities outside the cattle shed (19.6%). The types of accident showed collision with animals (35.7%), collision or contact with obstacles (27.1%), and musculoskeletal accidents due to heavy object handling (12.9%). The causes of the accidents were cattle (38.3%), cultivators and tractors (25.4%), facility tools in cattle sheds (9.0%), and slippery floors (6.0%). The damaged areas were hand (21.0%), spine (19.8%), lower limb (18.5%), and foot (17.3%). A self-diagnostic survey on respiratory diseases showed that 11.5% of the respondents experienced respiratory-related symptoms. The survey on safety and health during farm work showed that wearing personal protective equipment and response to emergency situations, which were needed to prevent safety-related accidents, were relatively low compared to the level of recognition of the need and awareness of safety issues. Furthermore, the field survey identified the current status of safety and health issues such as prevention management of collision accidents with cattle, how to handle heavy objects, and wearing of personal protective equipment. Conclusions: The present study identified safety-related accidents and problems in the management of safety and health among Korean native cattle farmers. In order to address the problem, it is necessary to not only provide guidelines on safety and health management which are appropriate to the characteristics of Korean native cattle farming work, but also to study the development of personal protective equipment.

인체보호용 헬멧의 구조 및 기술 (Structure and Technology of Personal Protection Helmets)

  • The helmet is an imperative personal protective equipment. This protective device must be able to guard the human head against potential risks. Helmets are classified according into the purpose of use; therefore, the required performance and specifications depend on the type of products. Military helmets are intended to protect the wearer's head from bullets and shrapnel. Generally, lightweight super fibers and fiber reinforced composite materials are used as helmet shell materials, and NIJ STD of U.S. Department of Justice is most widely used as international standard related to bulletproof helmets. Safety helmets are widely used for industrial application and sports leisure. In general, the performance of shock absorption must be ensured, and various lining systems are applied in material, design, and combination methods. Evaluation standards have also been classified and strictly controlled for each purpose; therefore, it is difficult to certify with the existing standards such as the recently developed convergence helmets. However, it is possible to launch the product through a separate national integrated certification procedure.
