As the complexity of the our environment is further complicated by advancements in industry and increase in vehicle traffic flow, the incidents of injury causing accidents are on the rise. Consequently, there is increasing emphasis on the importance of systematic and continual safety education for injury preventive behaviors. This study investigates safety related problems of elementary school students based on the PRECEDE model, proposed by Green et al.(1980 Green), to comprehensively identify the requirements of school safety education. The identified requirements were used to diagnose the current state of elementary school safety education through the analysis of multidimensional factors. A questionnaire survey was conducted on 594 sixth grade students from randomly selected 4 schools in Seoul to examine their injury preventive behaviors and to determine the educational diagnosis variables that affect it. The duration of the survey was 3 weeks starting from April 12, 1999 to May 8, 1999. A summary of the survey results are presented below; 1. Situations in which accidents have occurred were, in their order of frequency, ‘during play or sports activities within the school grounds’ was most frequent at 59.6%, ‘during play on local streets’ at 49.5%, and ‘traffic accidents’ at 41.6%. 2. Categorization of the injury preventive behavior showed that ‘not playing at high traffic flow locations such as streets and construction sites’ had the higher level of observance, while ‘wearing of helmets and joint protection devices during playing’ was least observed. 3. Considering injury preventive behaviors in relation to educational diagnosis variables indicated, for predisposing factors, lower ‘perception to injury accidents’ (p〈0.001) combined with higher ‘concerns for injury accidents’(p〈0.001), ‘practice of preventive behavior’(p〈0.001), and ‘the level of safety knowledge’(p〈0.001) resulted in significantly higher observance of injury preventive behaviors. For enabling factors, higher ‘perceived level of the school safety education’ (p〈0.001) and ‘availability of safety education resources’(p〈0.01) indicated significantly higher observance of injury preventive behaviors. For the reinforcing factor, frequent exposure to ‘safety education brochure’ (p〈0.01) and ‘audio-visual material for safety education’(p〈0.01) combined with more ‘regional safety education’ (p〈0.01), ‘home safety education’ (p〈0.01), ‘school safety education’(p〈0.001), and, ‘parents’ observance of preventive behaviors' (p〈0.001) showed significantly higher observance of injury preventive behaviors. 4. An analysis of the factors that affect injury preventive behaviors showed that the enabling factor ‘awareness of school safety education’ had the highest correlation with injury preventive behaviors followed by factors, in their order of significance, ‘practice of preventive behavior’, ‘perception to injury accidents’, ‘level of safety knowledge’, ‘parents’ observances of preventive behaviors', and ‘concerns for injury accidents.’
Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

Ship Pilotage is one of the most important parts in the construction and development of Shanghai International Shipping Center as it has the fundamental function for the promotion and speed-up of the ship navigation and cargo operation. Recently, Shanghai Maritime University and Shanghai Harbour Pilotage Administration Station had carried out a research project of 'Study on Ship Safety Pilotage in the Shanghai Harbour by Way of FSA (Formal Safety Assessment)'. The aim of this project is to put out some proposes of the decision-making for the improvement of the safety pilotage in Shanghai habour through the way of the FSA. Now these proposes of the decision-making have been adopted and conducted in practice and satisfactory results have been achieved. In the paper, some detailed information, methods and ideas about this research project have been introduced and explained for improving the safety pilotage in Shanghai Harbour.
This study conducted the questionnaire on present condition of certification, background, purpose, effect and promotion of an occupational health & safety management system which introduced in domestic from 1999'. The questionnaire was conducted with 136 companies which replied in questionnaire distributed to 193 companies which received the certification. Also, recognition improvement of managers and participation of workers are demanded, the support to subcontract companies is demanded because the disaster prevention effect of the companies which possess the support program on subcontract companies is good, and reduction in the insurance rate to companies which received certification is demanded to activate an occupational health & safety management system.

K-drone delivery system is a commercial delivery system that ensures compliance with aviation safety. It is equipped with flight routes for automated deliveries and features a drone identification device along with a real-time monitoring system for drone positions. This study proposes the application of an ICAO SMS-based safety management system as an appropriate safety management framework that non-aviation personnel drone operators can adopt. It suggests that applying an ICAO SMS-based safety management system to the K-drone delivery system, similar to Europe and the USA, is valid. To introduce ICAO SMS into the K-drone delivery system, procedures must be established for building a drone safety management system, from business registration to drone operation and training. The main components of the drone safety management system are presented, including 8 items: safety policy and authority and responsibility, risk management, safety assurance, safety promotion, drone control system, drone delivery operation manual, drone maintenance manual, and accident response, incorporating the four fundamental elements of ICAO SMS and European Light UAV operator Certificate standards. Additionally, as a core aspect of the drone safety management system, a seven-step risk assessment procedure is proposed, which includes basic risk identification, hazard identification, risk scenario development, calculation of severity and likelihood, SMS matrix risk assessment, mitigation measures, and implementation determination.
Objectives: This study aimed (1) to share findings from the U.S. on customer use of social media for information seeking and sharing about food recall risks, and (2) to discuss the implications of the findings for the context of food safety and risk communication in Korea. Methods: A cross-sectional survey was conducted with 1,026 social media users aged 18 years or older in the U.S., recruited from the Knowledge Network's nationally representative panel. Results: About 26 percent of respondents used social media either to seek or share food recall information in the past year, with social networking sites being the most popular tool. With respect to social media use for information seeking, being married, perceived risk of getting foodborne diseases, and trust in Internet were significant, positive predictors; being Whites and trust in health professionals were negative predictors. Social media use for information sharing was positively associated with education, being married, foodborne disease history, and perceived risk of foodborne diseases; Whites, income, and trust in health professionals were negative predictors. Conclusions: The study gives theoretical, methodological, and practical implications for the context of food safety and risks in Korea.
Objectives: There have been no specific as well as evidence-based physical activity guidelines issued on the governmental level. There just have been physical activity recommendations and guidelines released from governmental agencies or organizations as well as individual researchers and these are not consistent, thereby giving the public and even some professionals quite a confusion. As such, this study was aimed to suggest key factors to include when issuing national physical activity recommendations for Koreans. Methods: Since chronological evolution of modern physical activity recommendations reflects key factors to consider when establishing those recommendations and guidelines, that released for several decades was reviewed. Results: The evolution was found to be based on the basis of strong evidence from both epidemiological and exercise physiology studies and the key concepts of such evolution were feasibility, efficacy, and safety. Conclusion: On the basis of three key factors found in the review process, this study concluded that the upcoming national physical activity guidelines should include the following to maximize the outcomes of the efforts which have long been put by the division of physical activity under the 'New Health Plan 2010'. First, guidelines for achieving health benefits (ie, preventing chronic diseases such as cardiovascular disease, diabetes, and cancers or weight management) as well as improving cardiorespiratory fitness should be included to enhance efficacy. Second, safety measures should be included to enhance safety. Third, various alternative forms of physical activity should be included to enhance feasibility.

Objectives: This study intends to review the impact on cleaning workers and suggest directions for improvement by reviewing the legal and institutional ways in which Article 86 Nos. 7 and 16 of the Enforcement Decree of the Occupational Safety and Health Act work on the maintenance and promotion of cleaning workers' health. Methods: The following laws and systems were reviewed and considered: First, the occupational safety and health legislation obligated or required to be applied to protect the health of cleaning workers; Second, the status of control of chemicals or mixtures used at cleaning sites through the Consumer Chemicals Product and Biocide Safety Control Act; Third, Control of consumer products according to foreign material safety data sheet related laws. Results: Legal and institutional measures necessary to protect the health of cleaning workers include the legal control of harmful substances to be controlled, work environment monitoring, and special health examinations. The application of the Consumer Chemicals Product and Biocide Safety Control Act does not satisfy the legal and practical level of health maintenance and promotion required by the Occupational Safety and Health Act, and the communication of chemical information is insufficient. Overseas, there are restrictions on the use of consumer products in the workplace without material safety data sheets. Conclusions: It is necessary to improve the system to ensure the health of workers handling consumer chemical products. The remaining laws and regulations exempted from the obligation to prepare material safety data sheets should be additionally reviewed.

This study compared, analyzed, and verified the accident rate and accident fatality rate (per 10,000 workers) of workplaces that perform safety management on behalf of a safety management institutions designated and registered in accordance with the OSHAct and workplaces that perform safety management. According to the research results, the significance was confirmed that the group with a low accident rate was the workplaces that self-appointed safety managers, workplaces with self-appointed safety managers in size with less than 300 employees, and workplaces in the industrial accident insurance industry in the manufacturing and transportation, warehouse, and telecommunications industries. The groups with a low accidental death rate were workplaces with less than 300 employees, workplaces where safety management was performed on behalf of safety management institutions, and workplaces with selfappointment for other medical businesses. In this study, it was confirmed that the accident rate in the safety management agency's workplaces was higher than that of its own appointed workplaces, and that there were some differences in the accident fatality rate depending on the size and industry. Therefore, since the current safety management agency system cannot ensure the effect of preventing accidental deaths, there is a need for comprehensive improvement of the agency system and improvement of the system to strengthen expertise in preventing industrial accidents.
Purpose: The purpose of this study was to determine the needs for children's health promotion education programs as perceived by child care center teachers and mothers. Methods: This study conducted a survey of 88 child care center teachers and 70 mothers of preschool children in Seoul from January 4 to February 5, 2016. This study aimed to characterize the current conditions of health promotion education for preschool children and the needs for health promotion education as perceived by child care center teachers and mothers of preschool children. Results: Areas of high need for health promotion education included lifestyle improvements for preventing diseases in children and awareness of the importance of health in educational objectives, standardized educational manuals, health educators as educators, child care centers as educational places, local health centers as educational support organizations, regular class hours as educational time, role play for training, and actual models in the educational medium. The educational subjects for which a high need was reported included safety and accident prevention, the role of smartphones and TV watching in mental health, and personal hygiene and disease prevention. Conclusion: These findings suggest that it is necessary to develop a health promotion education program for preschool children.
