Rotating machinery is widely applied in important equipment of nuclear power plants (NPPs), such as pumps and valves. The research on intelligent fault diagnosis of rotating machinery is crucial to ensure the safe operation of related equipment in NPPs. However, in practical applications, data-driven fault diagnosis faces the problem of small and imbalanced samples, resulting in low model training efficiency and poor generalization performance. Therefore, a deep convolutional conditional generative adversarial network (DCCGAN) is constructed to mitigate the impact of imbalanced samples on fault diagnosis. First, a conditional generative adversarial model is designed based on convolutional neural networks to effectively augment imbalanced samples. The original sample features can be effectively extracted by the model based on conditional generative adversarial strategy and appropriate number of filters. In addition, high-quality generated samples are ensured through the visualization of model training process and samples features. Then, a deep convolutional neural network (DCNN) is designed to extract features of mixed samples and implement intelligent fault diagnosis. Finally, based on multi-fault experimental data of motor and bearing, the performance of DCCGAN model for data augmentation and intelligent fault diagnosis is verified. The proposed method effectively alleviates the problem of imbalanced samples, and shows its application value in intelligent fault diagnosis of actual NPPs.

Recently, quality problems, such as the collapse of apartment structures under construction, has emerged as a social issue. Although there are various causes of quality problem and the impact of each problem may be different, the problems from the perspective of construction engineer of construction company are investigated. Therefore, this study aim to investigate the adequacy of construction engineer's experience, number of field engineer, timing of engineer deployment at construction sites, etc. in order to resolve quality and safety problems. In this study, a questionnaire survey was conducted targeting construction managers to obtain objective opinions. The results showed that the number of construction engineers in construction companies should be increased and that intermediate construction engineers should be increased to enable practical site management for resolving quality and safety problems. In addition, it was found that there was a need to reduce the number of non-regular employed field construction engineers in construction site and at the same time systematically regulate the number of on-site construction engineers, similar to safety managers and quality managers.
The safety management cost system under the Construction Technology Promotion Act has contributed greatly to the prevention of construction accidents according to the chronological changes and social demand, but various problems have been pointed out. The biggest problem is that the safety management cost is earmarked very low because other items of safety management costs except for the safety inspection are not appropriately included in the actual construction site. Furthermore, it has been pointed out that it is difficult to settle the orderer due to the lack of specific use criteria. Therefore, in order to secure the proper safety management cost, this study is to estimate the actual cost by using of specification, quantity, material cost, labor cost for each type of the safety management item The results of this study were compared with the 71 cases of safety management costs in the safety management plan. In addition, analysis of unclear or unnecessary items in the current safety management cost and criteria and suggestions for improvement are provided. It is hoped that the results of this study will contribute to the rational safety management rate calculation.
This study was conducted by survey and inspection of stair passage leading lights in shopping buildings which are more than 5 stories and have an underground parking lot located at Pyeongtaek-si and Seongnam-si. Number of shopping building for this study is 30 and of stair passage leading light inspected by two lights in each shopping building is 60. The result of this study is that the type of installed leading lights is LED(77%), and 60% of leading lights has problem such as no cleaning, scratch and discoloration, etc. The height of installed leading lights meets the fire law which is less than 1m from the floor. Visible condition of leading lights is good except some leading lights which have a little visible problem due to banner advertisement. 37% of standby power has flickered and went out. 93% of total leading lights meets the fire law which is more than 1lux from 0.5m distance, but cold cathode fluorescent lamps(CCFLs) have the problem which not meets proper brightness level based on fire law. In additional measurement result, zero lux of leading lights is 32%(from 1m distance), 68%(from 1.5m distance) and 98%(from 2m distance). Leading light is very important facility because it is eyes and guide when emergency. Therefore, proper fire facility operating function inspection and total detailed inspection are important to keep the good condition of leading light except simple visual check, and also improvement in law system of type approval, fire construction inspection and illumination level will be needed.
According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.
In Taiwan there are 21 Municipal Solid Waste Incinerators (MSWI) built to treat 80% of the MSW nationwide. Approximately 2,000 tons of incineration ashes of municipal waste contain reaction ash and fly ash (3:1 by weight)will be produced daily, and this may cause a serious waste problem. According to EPA regulations, reaction ash and fly ash produced after incineration should be properly treated. Landfill capacity barely meets the general demands. More efficient actions should be planned and taken. The study found 'reclamation' should be the optimal solution to this problem. Only limited research and previous successful experiences are available among other countries. An incinerator in Northern Taiwan is chosen for this study to make environmental bricks from the reaction ash and fly ash. From the previous tests, the results of strength test were measured. From the previous test results, the fly ash products have not reached the desired strength; hence, reaction ash is chosen for further pilot study. In the experiment, incineration ashes, cement and gravel are mixed in the ratio of 1:1:1(by weight), to ground concretization aggregate and pelletization aggregate, the concrete products made from the aggregates were of the strength of 108 $kgf/cm^2$ and 142 $kgf/cm^2$ individually. For the purpose of making nonstructural walls which met the State Building Standards. In the study, 50 tons of concrete products was yielded from aggregate and environmental bricks. Further observation and supervision are recommended to ascertain the resource recycling and reclamation. EPA has planned to build three 'Recycling Plants' in northern, middle and southern Taiwan to develop efficient techniques to produce concrete products, sub-base course, soundproofing wall, gravel, artificial fishing reefs, tiles, drainage, bricks and etc. This experiment of the demonstrative plant solves the problem of the incineration ashes and opens another opportunity to reclaim them.
The number of patients with cardiovascular diseases who experience an out-of-hospital cardiac arrest (OHCA) are increasing among young adults as well as the aged population. An automated external defibrillator (AED) is vital in improving survival rates of OHCA victims. Survival rates of OHCA were shown to decline exponentially in time to defibrillation, yet studies in Korea are uncommon that captures the properties of their survival rates in examining optimal locations of AEDs. In this study, we worked on the maximal gradual coverage location problem (MGCLP) with exponential decay coverage function to decide on their optimal locations. The exponential decay coverage function mitigates the drawback of over-estimating survival rates of OHCA patients. It is expected that a more sophisticated facility location problem will be developed to identify the "emergent" characteristics of pedestrians who responds to the OHCA occurrence by incorporating random pedestrian locations and movement through simulation.

In this paper, we propose a method of analyzing research papers published by researchers belonging to university departments in the field of disaster & safety for the scientometric analysis of the research status in the field of disaster safety. In order to conduct analysis research, the dataset constructed in previous studies was newly improved and utilized. In detail, for research papers of authors belonging to the disaster prevention and safety engineering type department of domestic universities, institution identification, cited journal identification of references, department type classification, disaster safety type classification, researcher major information, KSIC(Korean Standard Industrial Classification) mapping information was reflected in the experimental data. The proposed method has a difference from previous studies in the field of disaster & safety and data set based on related keyword searches. As a result of the analysis, the type and regional distribution of organizations belonging to the department of disaster prevention and safety engineering, the composition of co-authored department types, the researchers' majors, the status of disaster safety types and standard industry classification, the status of citations in academic journals, and major keywords were identified in detail. In addition, various co-occurrence networks were created and visualized for each analysis unit to identify key connections. The research results will be used to identify and recommend major organizations and information by disaster type for the establishment of an intelligent crisis warning system. In order to provide comprehensive and constant analysis information in the future, it is necessary to expand the analysis scope and automate the identification and classification process for data set construction.
As social standards have been subdivided and specialized due to social development, the number of related laws has also increased gradually, resulting in problems of duplication or conflict within the laws. After collecting all the safety standards that exist in Korea's legislation, it is necessary to analyze the characteristics of safety standards to find duplicate or conflicting issues. In this study, the characteristics of safety standards were divided into structural parts and lexical parts by extracting common elements that appear in all safety standards and singular points that appear only in specific safety standards. As a result of the analysis, two structural properties of safety standard were found and four lexical features were derived. The impact of these characteristics on future systems for managing safety standards was also reviewed. Based on this study, when more structural and lexical features of safety standards are accumulated in the future, it is possible to develop efficient algorithms to collect and analyze safety standards, which will help solve the problem of duplication and conflict of safety standards in the law.

Construction accidents are major problem in Turkish Construction industry and especially fatally rates are very high. Current legislative system on occupational safety in Turkey enforces employers to implement safety measures as well as safety management systems. However level of consciousness in the industry is unsatisfactory and safety are perceived as extra cost and unnecessary expenditure. Moreover, especially in small residential building constructions which have a big share in the industry and unfortunately safety measures to mitigate or abate construction risks do not exist. The study focuses on small residential building construction sites and in the scope of this study, thirty building projects are examined. For each building project, project cost including labour and material costs, service and consultancy costs for mechanical, electrical systems as well as architectural and structural services, costs for supervision and finally general expenditures for construction site facilities were calculated. On the other hand, occupational safety costs for personal protective equipment, collective protective measures, consultancy and training were determined. Work breakdown structures were established and for each work item firstly occupational risks were evaluated and furthermore according to risk scores safety measures to be implemented were defined and related costs were calculated. The study gave results for total safety cost on average, in terms of percentage of total project cost (3.73% of total project cost), safety cost per man-hour (0.40 USD) and safety cost in terms of unit construction area (11.60 USD per square meter). Since safety management is a part of whole project management process, study gives suggestions and techniques to calculate safety costs and implement safety measures as a part of project management service for professionals. Authors believe that suggested approach may easily developed by the usage of more data to establish a model for estimation not only for building construction sites but also for all construction projects.
