  • Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

  • In this paper we present a safety plan to be applied to the development of the TCS(Train Control System). The safety plan that can be applied to the life cycle of a system, from the conceptual design to the dismantlement, shows the whole process of the paper work in detail through the establishment of a goal, analysis and assessment, the verification. In this paper we study about the making a plan, the preliminary hazard analysis, the hazard identification and analysis to guarantee the safety of the TCS. The process far the verification of the system safety is divided into several steps based on the target system and the approaching method. The guarantee of the system safety and the improvement of the system reliability is fellowed by the recommendation of the international standards.

  • A total of eleven keywords for construction project management engineers to know about safety are as follows. Before the construction, there are two keywords as the safety organization plan and safety management plan, safety compliance, document beach, safety check, safety management fee, hazardous risk prevention plan, safety education, safety accident, seven keywords, There are two keywords of safety inspection comprehensive report, safety management document. It is necessary to understand the keywords well in accordance with the relevant time and to do the best in safety work, and it should be recognized that safety inspection is carried out every month and the safety work should be done faithfully.

건설공사 발주자의 계획, 설계, 공사단계 안전보건관리 역할 분석 (Analysis on Construction Clients' Role for Safety and Health Management in Plan, Design, and Construction Stage)

  • The duty of construction clients in WSH (Workplace Safety and Health) system was included in the amendment of Occupational Safety and Health Act (enforced on 16 January 2020), which was estimated the shift of paradigm in the prevention of construction accidents. The purpose of this paper is to introduce the analysis results of construction clients' role in the construction project, which were performed by authors over the recent years in order to impose the duty on construction clients, and to suggest their role according the plan, design, and construction stage. Utilizing the systematic literature review process based on Meta analysis, the related papers were selected. For the selected papers, related domestic and foreign regulations, and other prominent report, the construction clients' role was analyzed by reflecting the experts' advice. Results show that the construction clients should control the designer and contractor for implementing the WHS system during the whole process of the construction project. They should supply sufficient source and time to ensure the workers' safety. In the plan stage, the key role of construction clients is to identify intensively controlled hazard and risk reduction plan and to transfer the results. In the design stage, their key role is to select the designer with the capacity in WSH and to assist the designer for the safety design. The main key role of construction clients in the costruction stage is to select the contractor with specialty in WSH including a contract reflecting the WSH requirement and to check implementation of WSH plan, WSH cost, WSH education, and accident report. In addition, it is thought that the construction clients' participations in the site WSH activity and adjustment of safety and health problem among contractors can be effect in the prevention of construction accidents.

  • In this paper the system safety program plan(SSPP) for the development of Korea high speed railway system was presented. The plan for the design phase built up base upon MIL-STD 882C, manual for the development of rail transit system safety program plans by American Public Transit Association, and SSPP for Seoul-Pusan High Speed Rail project should be modified and then applied to the phases of manufacturing, test and commissioning. The plan deals with the safety program, the reference standards, the management and responsibility for the safety related activities, the methods to be used for early identifying safety critical items and functions and eliminating or controlling all hazards in a timely and cost-effective manner, and the documentation generated for safety assessment.

  • 연구목적:본 논문은 컨테이너 터미널에서 발생하는 사고 및 잠재적 위험에 대한 분석과 컨테이너 터미널 맞춤형 안전관리계획에 대한 연구를 수행하는데 목적이 있다. 연구방법:컨테이너 터미널 위험성 평가 사례연구 및 문헌분석을 통하여 안전관리 모델을 제시한다. 연구결과: '항만하역산업 사고 재해 통계'에 따르면 2011년부터 2021년까지 10년 동안 항만 작업 중 숨지거나 다친 사람이 무려 2,800명에 달했다. 이는 1.5일에 한 명꼴로 산업재해가 발생한 수치이다. 이러한 사고 재해의 개선 방법으로, 항만안전특별법에 따라 사고 재발 방지를 위하여 실효성이 높은 안전관리계획을 수립하여야 한다. 컨테이너 터미널의 위험성평가, 안전조직, 안전예산, 안전수칙, 안전교육 등을 반영한 안전관리계획을 수립할 것을 제시하였다.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

철도안전프로젝트에 적용한 시스템엔지니어링 관리계획서 작성에 관한 연구 (A Study on the Systems Engineering Management Plan for the Railway Safety Project)

  • The Systems Engineering Management Plan (SEMP) is the primary, top level technical management document for the integration of all engineering activities at the project plan phase. This document defined the activities to plan, control, and perform overall engineering integration. To develop the SEMP for Railway Safety System, several standards are reviewed and analyzed. And then a common requirement for SEMP preparation is derived from the results of analysis. Also, the SEMP example available practically applies to Railway Safety System. In particular, The SEMP focused on controling technical program management has been organized so far, but in this study the detailed contents of SEMP put stress on project management is derived. And it is related to each other between project management and technical engineering management. At the end, to continuously manage the items and contents of the SEMP, a database management and an automatic document generation system is presented using Computer-Aided Systems Engineering (CASE) tool.

  • Purpose - This thesis is to develop a management plan and checklist by analyzing the prevention of accidents in advance by presenting the management plan for the major causes of railway accidents. Research design, data and methodology - In recent 5 years, we have analyzed the cases of railway accident, presented the management plan for the accident, and made a practical safety checklist focusing on the main measures according to the management plan. Results - The analysis of the cases of near-railway accidents suggests more concrete and practical safety management measures because the similar accidents are continuously occurring due to formal safety management. Conclusions - It is more valuable to apply to the adjacent construction of the railway line by creating a detailed checklist based on cases rather than the existing checklist. This study is written only as a human factor. For future real - time safety management, it is necessary to study more precisely cause analysis and safety equipment as a big data - based safety control system for more systematic safety management.

물안전계획(Water Safety Plan)의 국내 도입방안 (Introduction of Water Safety Plan in Korea)

  • Recently, drinking water quality has significantly improved with the progress of water treatment technologies, however, customer's trust on tap water is still relatively low. Low trust on water quality is mainly due to vague anxiety. Therefore, to improve customer's trust on drinking water quality new strategy such as water safety plan(WSP) which recommended by WHO and IWA should be introduced. WSP can be defined as an approach which uses comprehensive risk assessment and risk management approach that encompasses all steps in water supply from catchment to consumer to ensure the safety of a drinking water supply. In this study, cases on WSP introduction in other countries as well as strategy for the introduction of WSP in Korea were investigated. In addition, recommendations on the improvement of the current water contamination response manual was suggested based on the analysis of the existing manual at a full scale water treatment plant.
