  • Small & medium sized company is the most efficient way of management to prevent my accident in the area of industry. Employees are more than 30 to less than 50 persons and which is liable for securing a safety manager on site, is gradually seen on the surface. Even a small company is nothing less than a dead zone from a safety since it's free from his obligation of employing a safety manager. Let us now think about the effective measures against a industrial accident by collecting, reviewing a variety of preventive measures, which is being carried out for preventing an industrial accident happening in a small company, and comparing, analyzing the effect according to the respective measures. Through this research, it's expected to contribute to both the development of small & medium sized company and our national economy with the improvement of a company's competitiveness and the accumulation a technical background by way of prevention from occurring industrial accident in a small & medium sized company, in accordance with an friendly environment of work room to protect the employee from leaving his job.

정부출연연구기관 연구원의 안전의식 실태 및 제고방안 (Status of Researchers' Safety Consciousness and It's Improvement Measures in Government-Supported Research Institutes)

  • The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

Organizational Ostracism: A Potential Framework in Order to Deal with It

  • Background: Organizational ostracism is defined as a violation of norms that we are suggested to acknowledge at the workplace. It results in the exclusion of one person or multiple persons, and causes damage to our innate need to belong. This kind of behaviorism can be engaged through a hierarchical or nonhierarchical relationship. Three elements interact in the framework of organizational ostracism: the actor, the target, and the institution. Our aim was to describe the different factors interacting with every element in order to produce recommendations targeting to prevent the occurrence of such behaviorism in an institution and to help targets of such a violence in order to handle this situation and go forward. As psychological impact of ostracism has frequently been studied in the literature, we focused on its impact on professional tasks. Methods: We performed a questionnaire-based study about organizational ostracism. This questionnaire was established through an online platform (https://www.sondageonline.com) and made available through the following link: https://goo.gl/forms/KrkVXe3bMEc79cau2. A keyword was sent to all participants. We created a 23-interrogation questionnaire with open and short questions. Nonwritten consent was obtained from all participants. Results: The actor of ostracism engaged in ostracism, in most of the cases, with other persons without a real purpose. The actor of ostracism had an antecedent of problematic relationship at work in 82.9% of the cases. Of the participants, 58.5% were of the view that ostracism aimed to cause hurt and isolate them. Professional isolation was observed in 58.5% of the cases; 51.2% of the participants tried to improve their work potential and explained their reaction by an intrinsic motivation. The organization atmosphere was judged to be bad in most of the cases. Conclusion: Our study showed that ostracism was mainly observed in public practice.

병원근로자의 근로가치관에 대한 연구 (A Study on Work Values of Hospital Employees)

  • The purpose of this study is to evaluate work values of hospital employees. Their work values was compared with that of other corporate's employees or among that of specialties in hospital. It was surveyed to 893 persons; 164 in hospital and 709 in others. The work values of hospital employees are similar to that of other corporate's employees. But they have first priority to working environment, and emphasize monetary incentive much more than hierarchical development. There are some gap in work value between age groups in hospital, different from other corporate. That means hospital manager need to development the more developed work value in hospital. The work values are different in monetary incentive, hierarchical development, safety, working environment, creativity among specialties in hospital. The more special employees emphasize much more to monetary incentive, hierarchical development, working environment and the less special employees have priority to safety work value. Specially, because the hospital managers want to have safety than creativity, it must to make some changing program of work value for advance of future hospital.

활주로종단안전구역의 위험빈도 추정 연구 (A Study on Risk Frequency Estimation of Runway End Safety Area)

  • 'Aviation Safety' is the state in which the risk of harm to persons or of property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management in the aviation field. 'Risk' is the assessed potential for adverse consequences resulting from a hazard and 'Risk assessment' involves consideration of both the frequency and the severity of any adverse consequence. This study focused on the risk frequency about a case airport which does not meet the 'Runway end safety area' requirement of ICAO SARPs and Korea standards and used 'RSA risk model' for estimating the risk frequency. As results of this study, risk frequency of the runway end safety areas in the case airport is higher than that of 'Runway end safety area' requirement of ICAO SARPs and Korea standards, which means that alternatives for risk frequency mitigation to a level as low as reasonably practicable is required in the case airport. The optimum solution analysed from this study is to impose restriction of aircraft operation when the runway condition is poor(icing condition) and also it snows in the case airport.

The High-risk Groups According to the Trends and Characteristics of Fatal Occupational Injuries in Korean Workers Aged 50 Years and Above

  • Background: Due to an increasing number of workers aged 50 years and above, the number of those employed is also on the rise, and those workers aged 50 and over has exceeded 50% of the total fatal occupational injuries. Therefore, it is necessary to implement the selection and concentration by identifying the characteristics of high-risk groups necessary for an effective prevention against and reduction of fatal occupational injuries. Methods: This study analyzed the characteristics of high-risk groups and the occupational injury fatality rate per 10,000 workers among the workers aged 50 and over through a multi-dimensional analysis by sex, employment status of workers, industry and occupation by targeting 4,079 persons who died in fatal occupational injuries from January 2007 to December 12. Results: The share of the workers aged 50 years and above is increasing every year in the total fatal occupational injuries occurrence, and the high-risk groups include 'male workers' by sex, 'daily workers' by worker's status, 'craft and related-trades workers' by occupation, and 'mining' by industry. Conclusion: The most frequent causal objects of fatal occupational injuries of the workers aged 50 years and above are found out to be 'installment and dismantlement of temporary equipment and material on work platforms including scaffold' in the construction industry and 'mobile crane, conveyor belt and fork lifts' in the manufacturing industry.

어린이 안전사고 예방교육 프로그램 개발 (Development of the Safety Education Program for Children)

  • Purpose: The purpose of this study is to develop safety education program to prevent child accident and to improve the health of children by providing a safe environment. This program provide parents and children with information on how to prevent children from accident. Children especially can learn specific methods to avoid accident both at home, school and outside the home through safety education, which is based on problem solving. Method: This program was developed based on literature reviews, surveys and negotiation process. School aged children, parents, and teachers were interviewed to identify their educational needs based on their experiences related to child accident. During the 7th Annual Conference of Educational Courses in 1999, the Korean Educational Ministry examined the feasibility and compatibility of integrating the program into the current educational curriculum. Result: This program includes useful subjects such as safety education, preventive strategies, crisis management, guide for parent and teacher, resource persons, internet site and phone numbers of available hospital. Counseling is provided by researcher if needed. Conclusion: This program could be adequately utilized for prevention of child accident and creation of preventive strategies. It will also suggest an intervention strategy for injured children.

Democratic Values, Collective Security, and Privacy: Taiwan People's Response to COVID-19

  • In the pandemic crisis, many governments implemented harsh interventions that might contradict democratic values and civil liberties. In Taiwan, the debate over whether or not to reveal personal information of infected persons to limit the coronavirus's spread poses the democratic dilemma between public health and civil liberties. This study examines whether and explains how Taiwan's people respond to the choice between individual privacy and collective security. We used survey data gathered in May 2020 to show that, first, the democratic values did not deter the pursuit of collective safety at the cost of civil liberty; rather, people with higher social trust were more likely to give up their civil liberties in exchange for public safety. Second, people who support democratic values and pursue collective security tend to avoid violating privacy by opposing the release of personal information. This study proves that democratic values do not necessarily threaten collective safety and that the pursuit of common good can co-exist with personal privacy.

Workflow Interruptions and Failed Action Regulation in Surgery Personnel

  • Background: Workflow interruptions during surgery may cause a threat to patient's safety. Workflow interruptions were tested to predict failure in action regulation that in turn predicts near-accidents in surgery and related health care. Methods: One-hundred-and-thirty-three theater nurses and physicians from eight Swiss hospitals participated in a cross-sectional questionnaire survey. The study participation rate was 43%. Results: Structural equation modeling confirmed an indirect path from workflow interruptions through cognitive failure in action regulation on near-accidents (p < 0.05). The indirect path was stronger for workflow interruptions by malfunctions and task organizational blockages compared with workflow interruptions that were caused by persons. The indirect path remained meaningful when individual differences in conscientiousness and compliance with safety regulations were controlled. Conclusion: Task interruptions caused by malfunction and organizational constraints are likely to trigger errors in surgery. Work redesign is recommended to reduce workflow interruptions by malfunction and regulatory constraints.
