  • To keep enterprise's competitiveness on condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously in not only production and maintenance but also related Industrial safety. As we analyze in the surveys for the maintenance management of domestic enterprises and the causes of industrial accident, there will be necessity of drawing up countermeasures for prevention of industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, this study studied the safety information system, maintenance management information system, and the machinery condition diagnosis technique by using of the knowledge-based system under the internet environment. This web based knowledge-based diagnosis system can easily provide not only the knowledge of expert about deterioration phenomenon of industrial robot, but also the knowledge of relating safety and facility on everywhere, everytime. Therefore, when we use this system, it is expected to improve the efficiency of business processes in the production and safety.

공항운영조직의 안전관리시스템(SMS) 운영 효율성 향상에 관한 연구 (A Study on Efficient Operation of Safety Management System for Airport Organization)

  • Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

가스안전관리 투자비용의 사회과학적 접근 방법에 관한 연구 (A Study on the Socioscientific Approach Method of GAS Safety Control Investment costs)

  • These days, the interest in the gas safety management has been increasing in our society, It needs the estimates to later investment in points of the gas safety management investment for prevention costs from gas accidents. It is written the general concept of gas safety management and the items that should be invested under the current policy. However they are not defined clearly and We have lots of difficulties in adapting them to actual spots and understanding them by their carry-out. When it follows the current safety standards, they doesn't meet the possibilities of mutual comparison, because gas safety management investment's definition is different. And sufficient information is not supported to efficiency adjudication of gas safety management investment. In this paper, you can find that Gas safety management is defined in order to more effective gas safety management investment, and the Socioscentific approach method was used to decide the gas safety management items that shall be invested.

철도종합안전심사제도 개선을 위한 해외 심사제도 분석 (The Investigation of the Overseas Audit Systems for the Improvement of the Integrated Railroad Safety Audit System)

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로 (Analysis of Safety Management Efficiency by Coastal Passenger Ship Companies : Development of Safety Management Evaluation Standards)

  • 본 연구는 연안여객선사의 안전관리 운영 효율성을 분석하기 위한 기초연구로 적절한 안전경영지표 평가항목을 설계하고 연안여객선사를 대상으로 평가항목의 유효성을 검증하는데 목적이 있다. 이를 위해 먼저 연안여객운송사업자의 안전관리책임자, 공무원(선박검사관), 여객선 운항관리자 등으로 구성된 전문가 그룹을 통해 연안여객선사의 자발적 안전관리 활동을 평가하기 위한 5개의 평가항목과 14개의 세부 평가요인을 선정하고 사전검증 및 테스트를 통해 객관성을 제고하였다. 이 안전경영지표 평가항목을 이용하여 44개 연안여객선사에 대한 자발적 안전관리 수준을 평가하였다. 그리고 평가항목의 유효성을 검증하기 위하여 안전경영지표 평가항목 결과와 중대해양사고 비율을 비교분석하여 평가항목의 타당성을 확인하였다. 이를 통해 자발적 안전경영 수준이 높은 업체일수록 중대해양사고가 발생하지 않고 자발적 안전관리에 무관심하거나 소홀한 업체는 상대적으로 높은 중대해양사고가 발생하고 있는 것을 알 수 있었다. 이처럼 안전경영지표 평가항목 선정을 통해 연안여객선사의 안전관리 운영 효율성을 분석하는데 중요한 항목을 객관적인 관점에서 도출하였다. 따라서 향후 안전관리 효율성 분석을 위한 기초자료로 활용될 수 있을 것이다.

  • In these days, large construction companies computerize safety management function and use softwares but small and medium ones do not have any or little in Korea, although it is much mote necessary for the latter having high accident ratios than for the former to make efforts to develop computerized safety management tools. That is, a reason why no safety management program has been developed and construction accident are required to be reduced outstandingly, computerized safety management systems are much needed to be developed. Thus, safety management software named SAFETY PLUS has been developed in this research that has 4 management scopes classified by the size of construction project. The utilization of SAFETY PLUS will be able to increase both effectiveness and efficiency of safety management efforts and result in drastic decrease of construction accidents.

  • It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

Development of App. for Efficient Safety and Health Management of Workplaces for Disabled Persons

  • Purpose: It is necessary to prepare more groundbreaking measures to prevent recurrence in order to reduce the number of industrial accidents in Korea that occur steadily. In particular, since workers with disabilities are much more vulnerable to disaster safety than non-disabled workers, there is a great need to build a customized safety environment system suitable for the characteristics of the work in which workers with disabilities work and to promote management efficiency. Research design, data and methodology: Based on the analysis of the actual status of safety and health management of workplaces for the disabled, such as small, medium-sized and major businesses in Korea, an app was designed and developed to improve safety and health management efficiency of workplaces for the disabled. First, it was designed so that managers of workplaces with disabilities can understand at a glance key legal information that managers need to know and it was improved to suit the eye level of disabled workers so that they could self-evaluate the risk of their work by applying the risk assessment model for workplaces with disabilities. In addition, a mobile education environment was created in which safety and health education contents suitable for the characteristics of disabled workers can be learned by themselves. Results: When this app is applied to domestic workplaces, it is possible to check the exact contents of occupational safety and health education and easily search and check various legal information anytime, anywhere, allowing managers and disabled workers to quickly and efficiently manage various safety information. Conclusions: In addition, the establishment of a mobile safety and health management system that can quickly identify and clearly respond to various legal standards and risks of workplaces with disabilities can be expected to help prevent industrial accidents at workplaces with disabilities in Korea.

연안사고 예방을 위한 효율적 안전관리 방안 연구 (A Study on Safety Management Efficiency for Coastal Accident Prevention)

  • 이 연구의 목적은 연안사고 예방을 위해 연안해역의 효율적 안전관리 방안을 살펴보는 것이다. 최근 연안해역에서 연간 약 800여 건의 크고 작은 연안사고가 지속적으로 발생하고 있으며, 이 중 연평균 129명의 사망(실종)자가 발생하고 있어 대책이 필요하다. 이에 연안해역의 안전관리 담당기관인 해양경찰에서는 2014년 「연안사고예방법」을 제정하고, 지방자치단체, 해양수산부, 소방청 등의 관계기관과 협력하여 연안해역을 안전관리하고 있다. 그러나 국민의 삶의 질 향상에 따라 여가를 활용하여 수상, 수중, 낚시 등의 연안체험·레저활동이 급증하는 것에 비해, 해경의 인력 및 안전마인드가 부족하고, 국민의 안전의식이 미약하며, 관계기관의 관심 저조 및 협력 미흡, 안전관리시설물 부족 등으로 인하여 연안사고가 지속적으로 발생하고 있는 실정이다. 따라서 본 연구는 최근 연안사고 통계자료 등을 토대로 연안해역의 안전관리 실태와 문제점을 고찰하고, 외국의 연안해역 안전관리 사례를 분석하여 해양경찰의 안전마인드 제고 및 역량강화, 관계기관 간 협력 강화, 지자체의 역할 제고, 신기술 적용한 안전관리시설물 확충 및 관리 강화, 해양안전문화 확산, 민관협력거버넌스 활성화 등의 연안해역의 효율적 안전관리 개선방안을 제시한다.
