개인적 위험도를 고려한 수소충전소의 안전계장기능 향상에 관한 연구 (A Study on the Improvement of Safety Instrumented Function of Hydrogen Refueling Station Considering Individual Risk)

  • The frequency of fatal accidents that can occur at hydrogen refueling station was compared with the risk criterion for the general public suggested by the health and safety executive. If hydrogen refueling station meets the accident prevention facility standards presented in KGS Code FP216/217, it was confirmed that the risk of hydrogen refueling station was not at an unacceptable (intolerable) risk level. However, the risk of hydrogen refueling station due to small leak was analyzed as low as reasonably practicable. Therefore, methods for improving the safety instrumented function of hydrogen refueling station were reviewed. It was confirmed that the risk of hydrogen refueling station can be affected by the number of installed safety instrumentation system components, redundant architecture, mission time, proof test interval, etc. And methods for maintaining the risk of hydrogen refueling station at an acceptable risk level have been proposed.

수소화 탈황 반응기 히터의 안전계장기능 신뢰도 향상에 관한 연구 (A Study on the Improvement of Reliability of Safety Instrumented Function of Hydrodesulfurization Reactor Heater)

  • International standards such as IEC-61508 and IEC-61511 require Safety Integrity Levels (SILs) for Safety Instrumented Functions (SIFs) in process industries. SIL verification is one of the methods for process safety description. Results of the SIL verification in some cases indicated that several Safety Instrumented Functions (SIFs) do not satisfy the required SIL. This results in some problems in terms of cost and risks to the industries. This study has been performed to improve the reliability of a safety instrumented function (SIF) installed in hydrodesulfurization reactor heater using Partial Stroke Testing (PST). Emergency shutdown system was chosen as an SIF in this study. SIL verification has been performed for cases chosen through the layer of protection analysis method. The probability of failure on demands (PFDs) for SIFs in fault tree analysis was $4.82{\times}10^{-3}$. As a result, the SIFs were unsuitable for the needed RRF, although they were capable of satisfying their target SIL 2. So, different PST intervals from 1 to 4 years were applied to the SIFs. It was found that the PFD of SIFs was $2.13{\times}10^{-3}$ and the RRF was 469 at the PST interval of one year, and this satisfies the RRF requirements in this case. It was also found that shorter interval of PST caused higher reliability of the SIF.

이중연료엔진의 연료가스공급시스템에 대한 안전무결도 기반 안전계장시스템 설계 (SIS Design for Fuel Gas Supply System of Dual Fuel Engine based on Safety Integrity Level(SIL))

  • In this study, the shutdown system of the fuel gas supply system is designed based on the Safety Integrity Level of IEC 61508 and IEC 61511. First of all, the individual risk($10^{-4}$/year) and the risk matrix which are the risk acceptance criteria are set up for the qualitative risk assessment such as the HAZOP study. The natural gas leakage at the gas supply pipe is identified as the highest risk among the hazards identified through the HAZOP study and as a safety instrumented function the shutdown function for leakage was defined. SIL 2 and PFD($2.5{\cdot}10^{-3}$) for the shutdown function are determined by the layer of protection analysis(LOPA). The shutdown system(SIS) carrying out the shutdown function(SIF) is verified and designed according to qualitative and quantitative requirements of IEC 61508 and IEC 61511. As a result of SIL verification and SIS conceptual design, the shutdown system is composed of two gas detectors voted 1oo2, one programmable logic solver, and two shutdown valve voted 1oo2.

ADINA FSI를 활용한 원심주조기 폭발사고 원인 규명에 관한 법공학적 연구 (Forensic Engineering Study on the Explosion Accident Investigation of the Centrifugal Casting Machine Using ADINA FSI)

  • Forensic Engineering is the area covering the investigation of products, structures that fail to perform or do not function as intended, causing personal injury or damage to property. To investigate explosion accident of the centrifugal casting machine in terms of the forensic engineering, in this paper, the computing simulation using ADINA FSI has performed to investigate that the effect of the Check-Pin fracture by the flow phenomena and molten metal weight and the mechanical properties test of the accident Check-Pin has performed using the instrumented indentation technique. Through these studies, the safety accident that may occur in centrifugal casting machine can be minimized by performing specialized and systematic investigation of the accident cause in terms of the forensic engineering.

과산화수소 농축을 위한 투과증발공정의 정량적 위험성 분석 (Quantitative Risk Analysis of a Pervaporation Process for Concentrating Hydrogen Peroxide)

  • 초고농도 과산화수소 제조를 위한 투과증발 공정의 정량적 위험성 분석을 수행하였다. 잠재적 주요 사고는 분해반응에 따른 폭발 및 화재이며 실험실 규모일 때 사고결과는 카테고리 3에 속하는 것으로 판단된다. 대상공정에서 분해반응이 일어나는 과정을 사건트리 형태로 모델링하고 사고원인들의 확률함수를 유사사건 발생빈도 자료를 근거로 설정하였다. 구축된 모델을 사용하여 사고율을 계산한 결과, 수용 가능한 위험수준, 즉 사고빈도가 $10^{-4}/yr$ 이하가 되려면 추가 안전장치가 필요한 것으로 파악되었다. 이를 위해 방호계층분석을 적용한 결과, 촉매반응을 막기 위한 본질적 안전설계, 과열을 막기 위한 SIF (safety instrumented function), 그리고 분해반응이 일어나더라도 폭발로 이어지지는 것을 막는 릴리프 시스템이 요구되었다. 제안된 방법은 과산화수소 농축을 포함한 다양한 화학공정의 안전관리시스템 개발에 기여할 수 있을 것으로 기대된다.

Statistical analysis and probabilistic modeling of WIM monitoring data of an instrumented arch bridge

  • Traffic load and volume is one of the most important physical quantities for bridge safety evaluation and maintenance strategies formulation. This paper aims to conduct the statistical analysis of traffic volume information and the multimodal modeling of gross vehicle weight (GVW) based on the monitoring data obtained from the weigh-in-motion (WIM) system instrumented on the arch Jiubao Bridge located in Hangzhou, China. A genetic algorithm (GA)-based mixture parameter estimation approach is developed for derivation of the unknown mixture parameters in mixed distribution models. The statistical analysis of one-year WIM data is firstly performed according to the vehicle type, single axle weight, and GVW. The probability density function (PDF) and cumulative distribution function (CDF) of the GVW data of selected vehicle types are then formulated by use of three kinds of finite mixed distributions (normal, lognormal and Weibull). The mixture parameters are determined by use of the proposed GA-based method. The results indicate that the stochastic properties of the GVW data acquired from the field-instrumented WIM sensors are effectively characterized by the method of finite mixture distributions in conjunction with the proposed GA-based mixture parameter identification algorithm. Moreover, it is revealed that the Weibull mixture distribution is relatively superior in modeling of the WIM data on the basis of the calculated Akaike's information criterion (AIC) values.

  • 화학반응기에 발생한 화재·폭발 사고사례를 기반으로 화학반응기에 설치되어 있는 예방조치의 문제점을 분석하였다. 화학반응기는 다품종의 화학제품을 생산하며, 반응폭주시 급격히 상승하는 압력을 해소하기 위해 파열판을 설치하고 파열판의 기능을 유지하기 위해 배출물질을 대기로 배출하도록 허용하고 있어 화재·폭발사고가 발생하였다. 이를 개선하기 위한 방안으로 안전건전성수준(SIL3)을 기반으로 한 안전계장시스템(SIS)을 화학반응기의 예방조치로 적용하였다. 화학반응기의 원재료를 적하하는 배관에 긴급차단밸브를 직렬로 2개 설치하여 반응폭주시 긴급차단밸브 2개 중 1개만 작동하여도 원재료 공급을 차단할 수 있도록 하고, 반응응제제 공급배관에는 자동 ON/OFF 밸브를 병렬로 설치하여 반응폭주시 1개의 밸브만 열려도 반응억제제가 투입될 수 있게 하였다.

Use of hazardous event frequency to evaluate safety integrity level of subsea blowout preventer

  • Generally, the Safety Integrity Level (SIL) of a subsea Blowout Preventer (BOP) is evaluated by determining the Probability of Failure on Demand (PFD), a low demand mode evaluation indicator. However, some SIL results are above the PFD's effective area despite the subsea BOP's demand rate being within the PFD's effective range. Determining a Hazardous Event Frequency (HEF) that can cover all demand rates could be useful when establishing the effective BOP SIL. This study focused on subsea BOP functions that follow guideline 070 of the Norwegian Oil and Gas. Events that control subsea well kicks are defined. The HEF of each BOP function is analyzed and compared with the PFD by investigating the frequency for each event and the demand rate for the components. In addition, risk control options related to PFD and HEF improvements are compared, and the effectiveness of HEF as a SIL verification for subsea BOP is assessed.

LOPA분석에 의한 Flare Stack용 HIPS의 합리적 SIL결정 (The Reasonable SIL Determination by LOPA for HIPS Design of Flare Stack)

  • 1969년에 발간된 API521 1st edition에서는 Flare Load 저감용으로 적용되는 HIPS (High Integrity Protection System)는 모두 Pressure Safety Valve의 고장확률보다 낮은 SIL 3 (Safety Integrity Level)등급을 적용할 것을 요구하고 있다. Flare Stack 저감용 HIPS는 주로 압축기 출력압력상승, Reboiler Steam 과다주입, 전력공급중단냉각펌프고장 등에 의한 Flare 발생을 예방하기 위한 기능을 가진 SIF (Safety Instrumented Function)로 구성된다. 하지만 2007년도 발간된 API521 5th edition에서는 LOPA (Layer Of Protection Analysis) 분석을 통해 Target SIL을 도출하는 것으로 요구사항을 변경했다. 이에 따라 이번 연구에서는 Flare Load에 가장 큰 영향을 미치는 시나리오 중 대표적인 시나리오를 대상으로 HAZOP(Hazard and Operability Study)과 LOPA분석을 실시해서 Target SIL이 어떻게 도출되는지를 연구했다. Flare Stack에서 Flare를 발생시키는 대표적인 시나리오들에 대해 LOPA분석을 실시한 결과 압축기 출력압력상승은 SIL 2, Reboiler Steam 과다주입은 SIL 3, 전력공급중단은 SIL 0, 냉각펌프고장은 SIL 0로 모두가 SIL 3 가 나오지는 않았다. SIF 설계 시 Target SIL을 만족시키는 것도 중요하지만 운전 시 SIL 등급이 계속 유지되게 하지 위해 인적오류, 시스템적 고장, 하드웨어고장 등에 의해 SIF 기능불능화가 되는 것을 예방하기 위한 기능안전관리시스템 (FSMS)를 적용하는 것도 중요하다.

비파괴 기술을 이용한 대구경 수도용 밸브의 상태평가에 관한 연구 (A study on the condition assessment of large diameter water valves using non-destructive technologies)

  • In this study, non-destructive technologies that can be applied to evaluate the integrity of valve materials, safety against internal pressure caused by corrosion, and the blocking function of large-diameter water valves during operation without requiring specimen collection or manpower entering the inside of the valve were tested to assess the reliability of the technologies and their suitability for field application. The results showed that the condition of the graphite structure inside the valve body can be evaluated directly through the optical microscope in the field without specimen collection for large-diameter water butterfly valves, and the depth of corrosion inside the valve body can be determined by array ultrasound and the tensile strength can be measured by instrumented indentation test. The reliability of each of these non-destructive techniques is high, and they can be widely used to evaluate the condition of steel or cast iron pipes that are significantly smaller in thickness than valves. Evaluation of blocking function of the valves with mixed gas showed that it can be detected even when a very low flow rate of mixed gas passes through the disk along with the water flow. Finally, as a result of evaluating the field applicability of non-destructive technologies for three old butterfly valves installed in the US industrial water pipeline, it was found that it is possible to check the material and determine the suitability of large-diameter water valves without taking samples, and to determine the corrosion state and mechanical strength. In addition, it was possible to evaluate safety through the measurement results, and it is judged that the evaluation of the blocking function using mixed gas will help strengthen preventive response in the event of an accident.
