An Improvement Strategy of Construction Safety Performance Considering Safety Level of Construction Firm (건설회사 안전수준을 고려한 안전성과 향상전략)

  • Planning and control for safety management executed by the head office is one of the most important parts for improving safety level of construction company. So this study is initiated with the purpose of suggesting an improvement strategy to perform effective and rational safety management at the head office. In order to investigate the current status of safety management of large construction firms in the Korean construction industry, the safety criteria related to the head office which are used in the Supermerit Certification System were chosen and examined by industry expert. The selected criteria are used for mail questionnaire. The survey was performed for 79 construction firms. Based on the 3-year average accident rate of 79 firms(1.20), the safety level of firms are classified. The safety improvement strategies for the below and the above are proposed respectively.

  • By reviewing the existing researches of construction safety management, this study presented some problems; 1) preceding researches dealt only a formal system of safety management and did not focus on the practical safety management action, 2) there is an insufficient endeavor of utilizing the lessons teamed of successful construction sites and generalizing the success factors of safety management in the construction industry. The objective of this study is to propose and describe an effective construction safety management activity improvement reflecting success factors of the excellent construction cases and the preceding researches. To achieve this objective, the authors performed a case study of successful construction sites and proposed the major six safety activities. The author's point are illustrated through an explanation of the safety management activity improvement.

Problems and Improvement Method of Safety Management of Electrical Facilities for General Use (일반용 전기설비 안전관리의 문제점과 개선방안)

  • In spite of regular electrical safety inspection and improvement management of incongruent facilities, over 80 percent of electrical fires were generated in electrical facilities for general use, and the prevention of electrical safety accidents gets more difficult because of incomprehension on electrical safety inspection system, the increasement of non-inspection electrical facilities user, un-installation of residual current protective devices and leaving unsuitable equipments alone. This paper analyzed electrical safety inspection system of electrical facilities for general use and results of safety inspection and electrical fire statistics, and deducted the related problems. Also, improvement method of safety management of electrical facilities for general use was proposed in view of electrical safety inspection system, inspection implementation method, electrical fire statistics establishment, electrical safety consciousness and remote electrical safety inspection system.

A Study on the Improvement of Safety Management for Preventing Laboratory Accidents (연구실 사고 예방을 위한 안전관리 개선방안 연구)

  • The Act on the Establishment of Laboratory Safety Environment was enacted in 2015 to prevent safety accidents occurring in laboratories. However, it is time for fundamental and comprehensive safety management measures since various systems for laboratory safety are operated at the same time. The purpose of this study is to propose effective improvement methods in terms of the safety management inspection system. The laboratory's safety management statutes were investigated and compared, and problems arising from differences in inspection systems were derived. Further, specific inspection items were compared separately from the facility aspect and the management aspect. The improvement method was proposed. As a result, although it was the same lab, it was managed by different tests at different times. There were differences in inspection items that focused on the structure and performance of chemical facilities, or on the management criteria such as storage of reagents and management of toxic materials. The problems and suggestions considered in this study are expected to help develop the safety management system for preventing laboratory accidents.

The Improvement Direction of the Honorary Industrial Safety Supervisor System (명예산업안전감독관 제도의 운영현황 및 개선방향)

  • Though the Honorary Industrial Safety Supervisor System was activated from 1995, the system did not show the better effectiveness due to the unconcern of top management and the insufficient support of government etc. The purpose of this study is to analyze the problems of the system and to present the improvement direction of that system. The research result points out that we have to consider the following countermeasures; First, the government should make up the support system by a law dealing with proper compensation and professional education for the supervisor, and tax reduction for companies. Second, the companies should make an effort firming up the safety consciousness of top management, and strengthening the employees' concern about safety through continuous safety education and campaign by a labor union, and promoting the supervisor's pride through recognition from top management and other employees.

Evaluation of Safety Items in Building Demolition Works Utilizing AHP Method (AHP 방법론에 의한 건축물 해체공사의 안전관리 개선사항 평가)

  • Current domestic safety training in building demolition works are heavily relies on the limited number of experienced people and thus, it implies the demand of preparing the systematic program and stricter yardstick is soaring. Questionnaire survey and in-depth interview results with demolition engineers were analyzed adopting AHP methodology. Analysis results reveal that the most urgent items which required improving current safety training system are to increase investment level, prepare more structured training system and secure experts, and so on. In addition, field labors and managers strongly requested the improvement of environment-related safety matters. Based on the evaluation results, guidelines were suggested for the improvement of safety training system in building demolition works.

  • The aim of this study is that HPMA(Hazard Potentials in My Areas) System is to present for establishment of the voluntary safety management on industrial region. HPMA System Itself means that manager, supuryisor and worker on process-line find out the hazardous and/or unsafe potentials from their work places and make the plan of improvement by means of mutual communication with top manager and the department of safety staff, eventually put in the practice. In case that it takes the longer time to improve hazard potentials and is impossible improvement by existing technique, appropriate check-list will be used by the worker himself on the identified production line. Form this system, therefore, it makes them to get more and more sensitivity to the hazards. In this study, we present the voluntary safety management system which is controlable systematically and in the final analysis the direction of safety management by computerization of HPMA System which is activated in their work places.

A Study on the Safety Improvement of Mixed Acid Storage Facility through the Accident Investigation Applicated by RCA (혼산 저장설비 사고의 근본원인 분석을 통한 안전성 향상방안)

  • Mixed acid is very reactive and highly corrosive. it has been causing many accidents in a electronic industry, a steel industry, and a chemical industry. Therefore, it is required that the high safety level for the acid storage facilities. In this study, we investigated the accident causes for resent leak accidents with Root Cause Analysis (RCA). The root causes analysed by RCA were categorized as nine divisions by the their characteristics. Furthermore, each nine divisions causes was applied to the PDCA model which are using at OHSAS 18001. It is suggested that the nine division with the root causes can be the essential items for the development of the safety management manual. It is helpful to the safety improvement of the acid storage facility.
