A Development on Assessment Criteria for Safety Management of Small Steel Works (소규모 철강사업장의 안전관리 활동 평가항목 개발)

  • Steel industry in Korea is a key national industry that has led economic growth for a long time. And accidents occurred from a variety of causes has endlessly made as much as remarkable achievements of steel industry. It is a fact that research achievements of disaster prevention in steel industry has not been significantly, compared to production technique achievements. And the level of interest on safety management in the steel industry is conspicuously low. Although support activity for a various safety management are provided reasonably to prevent disasters occurring with subcontractors. A method capable of quantitative evaluation, applied to subcontractors in most business places are relatively rare except parent firms-leading places. This study is to make and show safety management activities to purcue in advance in conjunction with a parent firm through development of a more systematic and quantitative evaluation model for disaster prevention with steel industry subcontractors, and to contribute to disaster prevention in domestic steel industry through advanced safety management method, by applying a proposed evaluation model of safety management activities as subcontractors in steel industry.

Model-Prediction-based Collision-Avoidance Algorithm for Excavators Using the RLS Estimation of Rotational Inertia (회전관성의 순환최소자승 추정을 이용한 모델 예견 기반 굴삭기의 충돌회피 알고리즘 개발)

  • This paper proposes a model-prediction-based collision-avoidance algorithm for excavators for which the recursive-least-squares (RLS) estimation of the excavator's rotational inertia is used. To estimate the rotational inertia of the excavator, the RLS estimation with multiple forgetting and two updating rules for the nominal parameter and the forgetting factors was conducted based on the excavator-swing dynamics. The average value of the estimated rotational inertia that is for the minimizing effects of the estimation error was computed using the recursive-average method with forgetting. Based on the swing dynamics, the computed average of the rotational inertia, the damping coefficient for braking, and the excavator's braking angle were predicted, and the predicted braking angle was compared with the detected-object angle for a safety evaluation. The safety level defined in this study consists of the three levels safe, warning, and emergency braking. The analytical rotational-inertia-based performance evaluation of the designed estimation algorithm was conducted using a typical working scenario. The results of the safety evaluation show that the predictive safety-evaluation algorithm of the proposed model can evaluate the safety level of the excavator during its operation.

A Study on Development of Safety Index for Evaluating Railway Safety (철도안전도 평가지표 개발에 관한 연구)

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is coneluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index.

  • Considering the supply system and operating cost of enterprises which are in the supply chain as the main index, this paper establishes a supply chain evaluation model, and utilizes Arena building stimulation model of the supply chain which considers manufacturing enterprises as the core of supply chain. This model designs a generic simulation model of the supply chain including multi-level distributors and suppliers. And the model analyzes a representative example of business process, one of the enterprises in Shandong.

  • This paper is to develop a model for evaluation of highway alignment design considering the driver's behavior in order to enhance the highway safety. Under the conditions, this research included a new evaluation criteria development and an analysis on how to change evaluation criteria according to roadway alignments, to evaluate safety. The vehicle spacing and speed deviation are suggested as new evaluation index The evaluation criteria model can be used to compare the anticipated safety performance of two or more geometric alternatives for a proposed highway improvement.

  • According to the "Safety Evaluation Detailed Instructions (Dam)", a precise safety inspection is carried out for dams that exceed a certain scale. However, as the Hydrological Safety Evaluation from various evaluation standards is designed to evaluate the safety of existing dams considering PMF(Probable Maximum Flood), the evaluation is much less applicable for most agricultural reservoirs. Therefore, the Hydrological Safety Guidelines for agricultural reservoirs are expected to be re-evaluated considering the diverse risk factors with the coefficient model and AHP(Analytic Hierarchy Process) in this study. The coefficient model has been developed by selecting the hydrological safety superordinate subordinate evaluation factors to reflect diverse risk factors of agricultural reservoirs. This study indicated that in the short term, improving the safety check condition evaluation grade will be useful to improve the hydrological safety of the agricultural reservoir because it can be performed immediately.

  • In this study, the correlation of evaluation items and safety rating for 104 of large-scale slopes along the general national road was analyzed. And, we proposed the regression model to predict the safety rating using the multiple regressions analysis. As the result, it is shown that the evaluation items of slope angle, rainfall and groundwater have a low correlation with safety rating. Also, the regression model suggested by multiple regression analysis shows high predictive value, and it would be possible to apply if the evaluation items of excavation condition and groundwater (rainfall) are not clear.

  • This study aims to suggest a performance measurement model reflecting the characteristics of safety evaluation system, especially the model for return manufacturing related to safety, and to develop the S-BSC(Safety-Balanced ScoreCard) measurement model using a weight lifetime value to which a relative weight is applied by using AHP based on the BSC.

  • This study conducted a basic study to develop ISM Code operation evaluation module, which is part of development of Safety Management System(ISM Code) Implementation supporting module. In particular, the significant of this study is that it established AHP operation evaluation analysis process, the design of questionnaire, and the hierarchical structure of operation evaluation model standard, focusing on the development of ISM Code operation evaluation module. Also, this study has its value in the point that it attempted to apply AHP scheme, which is part of the main decision­making in management science field, to develop operation evaluation module.
