Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

The incidence of occupational injuries and diseases associated with industrialization has declined markedly following developments in science and technology, such as engineering controls, protective equipment, safer machinery and processes, and greater adherence to regulations and labor inspections. Although the introduction of health and safety management systems has further decreased the incidence of occupational injuries and diseases, these systems are not effective unless accompanied by a positive safety culture in the workplace. The characteristics of work in the $21^{st}$ century have given rise to new issues related to workers' health, such as new types of work-related disorders, noncommunicable diseases, and inequality in the availability of occupational health services. Overcoming these new and emerging issues requires a culture of prevention at the national level. The present paper addresses: (1) how to change safety cultures in both theory and practice at the level of the workplace; and (2) the role of prevention culture at the national level.

Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.

If industrial disasters happen at workplace, work's desires of workers and business activities may be dispirited. Especially, industrial disasters frequently happen in the field of heavy and chemical industry companies. According to report of the korea occupational safety and health agency(KOSHA), damage due to industrial disasters is more 5 times than losses due to industrial strifes. Thus, in these manufacturing companies, a safety management field for preventing industrial disasters is emerging as an important factor of business activities. This paper proposes an industrial disaster prediction model for safety management and also implements industrial safety management system(after this, is called as u-Safety system) based on the proposed model using ubiquitous computing technologies like USN(ubiquitous sensor networks) which are given much attention among recent information technologies. The implemented system is successfully operating in the shipbuilding division of 'H' companies.

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

Background: This study aimed to determine and define the elements of an Fatigue Risk Management System (FRMS) diagnostic tool to assist an organization in systematically assessing its level of implementation of an FRMS. Methods: A modified Delphi process was used involving 16 participants with expertise in sleep science, chronobiology, and fatigue risk management within occupational settings. The study was undertaken in two stages 1) review of elements and definitions; 2) review of statements for each element. Each stage involved an iterative process, and a consensus rule of ≥ 60% was applied to arrive at a final list of elements, definitions, and statements. Results: Stage 1: a review of elements (n = 12) and definitions resulted in a final list of 14 elements and definitions with a consensus of ≥ 60% achieved after 2 Delphi rounds. Stage 2: a review of statements (n = 131) resulted in a final list of 119 statements with a consensus of ≥ 60% achieved after 2 Delphi rounds. Conclusion: The final FRMS diagnostic tool will enable an organization to systematically assess the level of implementation of their current FRMS and identify gaps and opportunities to reduce risk.

The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behavior that determine the commitment, the style and proficiency, and an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

Prevention of the disasters is the best welfare to workers and it brings the growth and stability of an enterprise, finally uplifts the national competitiveness. Because small-scale businesses do not have safety and health managers, the government provides a wide range of safety and health management supports to small-scale businesses. However despite of this government's effort, the industrial accident rate of small-scale businesses does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. Therefore, this paper aims to obtain implications concerning a plan to conduct a reliable assessment of education through a safety job assessment, and to build a framework which may improve a technical area through the AHP analysis.

Objective: The aim of this paper is to introduce the roles of H&S(Health and Safety) department and its future directions in the shipbuilding industry. Background: It is necessary to improve the level and quality of Safety & Health department. Method: Various documents and performances involving a shipbuilding company have been reviewed to describe the job of the Safety & Health department. Results: The role of the Safety & Health department has increased and developed in recent domestic industry. Conclusion: The status of the Safety & Health department should be improved by introducing of new systems and skills. Application: These results can be used to provide information for establishing a more effective safety and health organization.

The purpose of this study is to investigate EU, UK and USA's laws and standards related to safety criteria for commercial kitchen machines. The study was based on literature survey and web surfing. The results revealed that EU has relevant directives by kitchen machines and harmonized standards according to the directives. The directives and harmonized standards are translated into the laws and standards of EU member countries, respectively. The kitchen facility relevant legal systems of UK and USA do not prescribe the safety devices or measures, but only the basic health and safety requirements. The requirements were forcefully implemented through the certificate systems such as CE(Confommite European), UL(Underwriters Laboratories), etc. Only products with CE, UL or NRTL(ationally Recognized Testing Laboratory) certificate marking can be placed on the market of EU and USA, or put into service. For achieving the certificates, all requirements regulated in the relevant standards should be met. The standards of UK and USA were presented by kitchen machines or by standards themselves, respectively. Safety devices required by the standards were also summarized by kitchen machines and their risk factors.
