A Study on the Better Operation of Occupational Safety and Health Management Systems

  • This study was conducted to identity the characteristics of occupational health and safety management systems around the world, to survey the implementation of OHSMS in Korean companies, to find problems and corrective measures, and to understand the opinions of top management about OHSMS. Questionnaires on the operation of occupational health and safety management systems in Korean manufacturing companies were carried out. Occupational health and safety management systems around the world, including OHSAS 18001, BS8800, KOSHA 18001, VPP, J-OHSMS, were reviewed. In order to implement an occupational health and safety management system successfully, it was found that the management should consider occupational health and safety as important, provide employees with necessary training, and have a strong commitment to occupational health and safety.

  • Background: Occupational Health and Safety Management Systems are becoming more widespread in organizations. Consequently, their effectiveness has become a core topic for researchers. This paper evaluates the performance of the Occupational Health and Safety Assessment Series 18001 specification in certified companies in Iran. Methods: The evaluation is based on a comparison of specific criteria and indictors related to occupational health and safety management practices in three certified and three noncertified companies. Results: Findings indicate that the performance of certified companies with respect to occupational health and safety management practices is significantly better than that of noncertified companies. Conclusion: Occupational Health and Safety Assessment Series 18001-certified companies have a better level of occupational health and safety; this supports the argument that Occupational Health and Safety Management Systems play an important strategic role in health and safety in the workplace.

Investigating the Impact of Establishing Integrated Management Systems on Accidents and Safety Performance Indices: A Case Study

  • Background: Increasing the establishment of integrated management systems (IMSs) is done with the purpose of leaving traditional management methods and replacing them with modern management methods. Thus, the present study sought to analyze the events and investigate the impact of IMS on health and safety performance indices in an Iranian combined cycle power plants. Methods: This case study was conducted in 2012 in all units of the Yazd Combined Cycle Power Plant on accident victims before and after the implementation of IMS. For data analysis and prediction of indices after the implementation of IMS, descriptive statistics and Kolmogorov-Smirnov test, Chi-square, linear regression, and Cubic tests were conducted using SPSS software. Results: The number of people employed in the power plant in an 8-year period (2004-2011) was 1,189, and 287 cases of work-related accidents were recorded. The highest accident frequency rate and accident severity rate were in 2004 (32.65) and 2008 (209), respectively. Safe T-score reached to below -3 during 2010-2011. In addition, given the regression results, the relation between all predictor variables with outcomes was significant (p < 0.05), except for the variable $X^1$ belonging to the accident severity rate index. Conclusion: The implementation of safety programs especially that of IMS and its annual audits has had a significant impact on reducing accident indices and improving safety within the study period. Accordingly, health and safety management systems are appropriate tools for reducing accident rate, and the use of regression models and accident indices is also a suitable way for monitoring safety performance.

산업안전보건경영시스템의 인증 및 도입에 관한 연구 (A Study on Certification & Adoption of Occupational Health & Safety Management Systems in Korea)

  • This study was intended to help workplaces set up an occupational health & safety management system by investigating the certification of the system and by conducting a questionnaire to survey the necessity, purpose, effect and promotion of the system. The occupational health & safety management systems generally adopted in Korea are OHSAS 18001 and K-OHSMS 18001, which are the PDCA model, such like the quality and environment management system. Because these standards have a compatibility with other management systems, individual or integral certification is available. A telephone questionnaire was conducted with 30 workplaces in Kyeonggi Province and Incheon Metropolitan City, which have been certified for the occupational health & safety management systems (OHSAS 18001, KOSHA 2000, and/or K -OHSMS 18001). About 92 percent of them were large-sized workplaces with over 500 employees. For the question on the necessity of the system, most of the respondent answered very necessary. The purposes of the certification were to control the risks in safety and health, to have a systematic approach for accident prevention and sustainable improvement, and to comply with a range of regulations voluntarily, in that order. Most of the answers to the question on the effect of the system were prevention of accident. For the question on the promotion of the system, the most prominent answer was reduction in the workers compensation rate.

Framework for Continuous Assessment and Improvement of Occupational Health and Safety Issues in Construction Companies

  • Background: Construction industry is among the most hazardous industries, and needs a comprehensive and simple-to-administer tool to continuously assess and promote its health and safety performance. Methods: Through the study of various standard systems (mainly Health, Safety, and Environment Management System; Occupational Health and Safety Assessment Series 180001; and British Standard, occupational health and safety management systems-Guide 8800), seven main elements were determined for the desired framework, and then, by reviewing literature, factors affecting these main elements were determined. The relative importance of each element and its related factors was calculated at organizational and project levels. The provided framework was then implemented in three construction companies, and results were compared together. Results: The results of the study show that the relative importance of the main elements and their related factors differ between organizational and project levels: leadership and commitment are the most important elements at the organization level, whereas risk assessment and management are most important at the project level. Conclusion: The present study demonstrated that the framework is easy to administer, and by interpreting the results, the main factors leading to the present condition of companies can be determined.

  • Activities to prevent industrial accidents can be divided into management of disaster risk factors of production facilities, disaster prevention systems and procedures, and human factors management. Human factor management is the last and most effective means to minimize disaster incidence and loss costs. The key strategy for this is safety and health education. However, formal or fictitious education is still being carried out in the industrial field. In addition, it is true that the application of practical use is insufficient due to the simple theoretical education based on knowledge transfer. In order to change the safety consciousness of employers and workers, we think that the paradigm of education should be changed from the traditional text and video-oriented lecture education method to experience-oriented education. The purpose of this study is to measure and analyze the effectiveness of safety education through education contents using VR(Virtual Reality) and AR(Augmented Reality) technology in keeping with the changing times of the 4th Industrial Revolution, And to suggest the direction of future safety and health education and content development trend.

중대재해처벌법의 안전보건관리체계 구축 요인과 건설업 사고지표의 연관성 분석 (Relationship Analysis of the Factors for Safety and Health Management System Stipulated in the Serious Disaster Punishment Act with Accident Statistics of Construction Industry)

  • This study examines the relationship between safety factors and health management systems based on accident statistics in the construction industry stipulated in the Serious Disaster Punishment Act. To determine the level of safety achieved by companies through their health management system, the top 1000 construction firms in the country were surveyed online. Four hundred sixty companies responded to the survey by providing their statistics on major accidents (mortality, accidental mortality, and injury rates). Statistical tests showed that companies with a team dedicated to the oversight of safety and health management had fewer accidents than those without one. Factor and regression analyses revealed that three factors affected the mortality and accident rates: safety and health plan, safety and health professionals, and safety and health activities. Moreover, two factors significantly influenced the injury rate: safety management supported by a cooperative company and implementation of on-site safety and health activities. The findings of this study can be used as a fundamental reference for further research and consultation on the formulation of safety and health management systems for construction companies.

  • 그동안 관심을 모았던 국제적인 안전보건경영시스템(OSH-MS : Occupational Safety and Health management System)이 국제노동기구(ILO)에 의해 개발되어 발표 되었다. 지난 6우러 "국제노동기구의 안전보건경영시스템 지침(ILO Guidelines on Occupational Safety and Health Management Systems)"이란 제목으로 국제노동기구에서 공개했는데, 이것은 작년부터 국제 노동기구가 2001. 6울에 확정 지침을 발표하겠다고 밝힌 이후 나온 것으로써 지난 2우러 공개한 '안전보건경영체제에 대한 기술지침 초안' (Draft ILO Guidelines on Occupational Safety and Health Management Systems)을 4.19~27일 전문가 회의를 개최를 통해 수정 발표한 것이다. 따라서 이번 호에서는 지난 2월 공개된 초안과 6월에 확정된 지침을 비교하면서 확정지침의 내용을 소개 한다.

산업안전보건법의 한계와 민간기준의 활용에 관한 연구 (A Study on Legal Limits of Occupational Safety & Health Law and Application of Private Standards)

  • Objectives: The present system of occupational safety and health law gives priority to traditional command and control regulations. However, this may give rise to problems such as the delay of standard-setting and shortages of human resources. The aim of this study is to examine the usability of private standards in occupational safety and health systems. Materials: After the limits of occupational safety and health law were examined, an application plan for private norms (EN, as enforced in the EU) and occupational safety and health management systems (OSHMS) was investigated. Results: The utilization of private norms and OSHMS may address the limits of the current legal system. In particular, OSHMS is known internationally as a measure for achieving improvements in overall occupational safety and health performance. As a result, occupational safety and health law and private norms/OSHMS are complementary to one another. Conclusions: Even though the utilization of private standards may give rise to legal questions, such standards as complementary measures to traditional command and control regulations need to be utilized progressively in occupational safety and health systems.

국내 안전보건경영시스템의 실태분석 연구 (A Study on Application of Occupational Health & Safety Management Systems in Korea)

  • This study conducted the questionnaire on present condition of certification, background, purpose, effect and promotion of an occupational health & safety management system which introduced in domestic from 1999'. The questionnaire was conducted with 136 companies which replied in questionnaire distributed to 193 companies which received the certification. Also, recognition improvement of managers and participation of workers are demanded, the support to subcontract companies is demanded because the disaster prevention effect of the companies which possess the support program on subcontract companies is good, and reduction in the insurance rate to companies which received certification is demanded to activate an occupational health & safety management system.
