The Methodology of Design to LCC (수명주기비용을 고려한 설계 및 관리 방안)

  • The Cost has been much emphasized in inside of an army because of the promotion of reconciliation atmosphere between South and North Korea and the reduction of defense budget since 1990. So we are now faced with the problem that we should consider a cost above all besides the performance and arrangement for such a restriction of budget in time of developing new generation weapon systems. In this research we are suggested following two methodologies. One is the develop a weapon system with optimum cost considering a Life Cycle Cost from the first stage of design and the other is the cost control and management with the establishment of Target cost.

  • In this short report (before the authors would like to introduce an important application for one of the techniques of complex angular momentunm, say, Regge Pole approach, to nuclear fusion reaction for Light-ions: it will be reported in forthcoming papers), two kinds of thermalnuclear fusion reaction sources are introduced and discussed (A) the case of fusion: the production of neutron and target of Deuteron and (B) the case of fusion: the production of proton and target of Deuteron. Nuclear fusion reactions for Light-ions , such as the thermalnuclear energy sources and fuel cycles, are already well known. Fusion reactions are widely known as being extremly important and nationally vital (in point of view of nuclear weapons we must reconsider seriously development and building of such dangerous weapons) for our next generations in the future. This paper (a topics in review) is concerned with a simple introduction about a new nuclear fusion reaction of the above case of (B) for the second generation.   • The safety of buildings is generally estimated by analyzing a plane frame ignoring a minor bending moment. In this paper, uncertainties of reinforced concrete shear wall subjected to a biaxial bending are considered. First, major parameters are selected from all parameters of general shear wall design to perform a reliability analysis in their practical ranges, means and standard derivations of selected design parameters for the reliability analysis are calculated by a data mining as a simulation method. The bi-section method is used to find inclined neutral axis and its limit state using MATLAB subjected to the concept on strength design method. The reliability index $\beta$ as a safety index is calculated based on AFOSM(Advanced First-Order Second Moment) method. Also, if target reliability index $\beta_T$ is decided by an engineer an amount of reinforcement can be calculated by subtracting the reliability index $\beta$ from the target reliability index $\beta_T$.

  • As the recently proposed JTC has been proven to be effective for implementation of real-time target tracking system, the interest on the electronic support system for the real-time JTC tracker has been increased. Accordingly, we proposed a tracking system which is based on BPEJTC and adaptive the fixed site. But because the EOTS is generally needed in the moving site such as aircraft and vehicles, and there are many different tracking algorithm to adopt the BPEJTC, we present an advanced version of BPEJTC dniver which has synchronization input so as to be used for the target pointer. In addition to the designed system architecture, some experimental results conducted by this system are illustrated.

  • To prepare for the explosive increase in maintenance costs of bridges according to the aging of infrastructure, future maintenance costs of bridges should be predicted. For this purpose, the management status of bridges was investigated and modeled as the upper limit of the performance level and the target management level according to the life cycle. This paper proposes methodologies and procedures for estimating the bridge maintenance costs using two models and existing cost and performance prediction models that consist of unit repair cost model according to the safety score, performance degradation model of bridges, unit reconstruction cost, and average reconstruction time. To verify the applicability, future maintenance costs can be forecasted for specific management agency considering the number of bridges, degree of aging, and current management status. As a result, it is possible to obtain the maintenance cost and safety level of an individual bridge level for each year. In addition, by summing them up to the agency level, the average safety score, ratio of the safety level, inspection costs, repair costs, and reconstruction costs can be obtained. In a further study, the changes in maintenance costs can be analyzed according to the changes in the target management levels using the developed method. The optimal management level can be suggested by reviewing the results.

A Design Verification Method for Object-oriented Design Specification (객체 지향 설계 명세서에 대한 설계 검증 방법)

  • In this paper, we present a first step for developing a method of verifying both safety and correctness of object-oriented design specification. As first, we analyze the discrepancies, which can occur between requirements specification and design specification, to make clear target faults. Then, we propose a new design verification method which aims at detecting faults in the design specification. The key idea of the proposed framework is that all elements to be verified can be extracted based on the requirements specification, safety standards, and design specification given for the target product These elements are expressed using three kinds of tables for verification, and thus, the verification steps can be greatly simplified. Here, we assume that component library, standards for safety and design specification obtained from the Booch's object-oriented design method are given. At the beginning, the designers construct a design table based on a design specification, and the verifiers construct a correctness table and a safety table from component library and standards for safety Then, by comparing the items on three tables, the verifiers verification a given design specification and detect faults in it. Finally, using an example of object-oriented design specification, we show that faults concerning safety or correctness can be detected by the new design verification method.

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

Classification of Product Safety Management Target by RAP and Cluster Analysis for Consumer Safety (소비자안전을 위한 RAP 및 군집분석을 통한 제품안전 관리대상 유형분류 연구)

  • Currently, the government selects products that are likely to cause harm to consumers as safety management targets and classifies them into three types: safety certification, safety confirmation, and supplier conformity verification. In addition, the government conducts safety surveys on products in circulation or accident products, and recalls products that are of great concern to consumer risks. In this paper, we have developed RAP (Risk Assessment method based on Probability), which is a probability based product risk assessment method, for the classification of safety management type of product and safety investigation, and have shown an application example. In this process, information is used for the CISS (Consumer Injury Surveillance System) of the Korean Consumer Agency. In addition, we apply the cluster analysis to classify the current supervised children products into three groups. Then, we confirm the effectiveness of RAP by comparing the result of RAP application, cluster analysis result and current safety management classification type. Also, we recognize the need to review the current safety management classification criteria for classifying products into three types.

  • Estimating condition of slope is difficult because of nonlinear time dependency and seasonal effects, which affect the displacements. Displacements and displacement patterns of landslides are highly variable in time and space, and a unique approach cannot be defined to model landslide movements. Characteristics of movements are obtained by using a statistical method called Principal Component Analysis(PCA). The PCA is a non-parametric method to separate unknown, statistically uncorrelated source processes from observed mixed processes. In the non-parametric approaches, no physical assumptions of target systems are required. Instead, since the "best" mathematical relationship is estimated for given data sets of the input and output measured from target systems. As a consequence, non-parametric approaches are advantageous in modeling systems whose geomechanical properties are unknown or difficult to be measured. Non-parametric approaches are consequently more flexible in modeling than parametric approaches. This method is expected to be a useful tool for the slope management of and alarm systems.
