건설현장 안전관리 인력투입에 대한 효율성 분석 (Efficiency Analysis of the Labor Input for Safety Management in Construction Sites)

  • This study analyzed the safety management efficiency through input-oriented BCC Model using DEA by making of Models, in which this study selected the number of staff affiliated with the construction site, number of staff members on the construction team, and number of safety personnel as Input Factor, along with the number of disaster victims and zero-accident accomplished hours as output elements, targeting 40-or-so apartment building construction sites which are being built by 3 domestic construction companies. As a result of efficiency, it was 0.643, the number of efficient DMU was 4. In the aspect of returns to scale, 21 construction sites(52.5%) found to be in a state of increasing returns while 14 construction sites(35%) was in a state of Decreasing returns. The reason for inefficiency was found to lie in technical factors in case of 30 construction sites(75%). Lastly, inefficient DMU is in need of 38.9 % and 66% reduction in site personnel and safety personnel. Based on study results, the 29 construction sites accounting for 72.5% of DMU for safety management efficiency evaluation object turned out to do inefficient safety management that doesn't fit the size of each company.

A Review on Fire Safety Engineering: Key Issues for High-Rise Buildings

  • This paper presents a state-of-the-art review on the design, research and education aspects of fire safety engineering (FSE) with a particular concern on high-rise buildings. FSE finds its root after Great Fire of Rome in 64 AD, followed by Great London Fire in 1666. The development of modern FSE is continuously driven by industry revolution, insurance community and government regulations. Now FSE has become a unique engineering discipline and is moving towards performance-based design since 1990s. The performance-based fire safety design (PBFSD) involves identification of fire safety goals, design objectives, establishment of performance criteria, and selection of proper solutions for fire safety. The determination of fire scenarios and design fires have now become major contents for PBFSD. To experience a rapid and positive evolution in design and research consistent with other engineering disciplines, it is important for fire safety engineering as a profession to set up a special educational system to deliver the next-generation fire safety engineers. High-rise buildings have their unique fire safety issues such as rapid fire and smoke spread, extended evacuation time, longer fire duration, mixed occupancies, etc., bringing more difficulties in ensuring life safety and protection of property and environment. A list of recommendations is proposed to improve the fire safety of high-rise buildings. In addition, some source information for specific knowledge and information on FSE is provided in Appendix.

Revision and catagorization of evaluation criteria for state change factors in agricultural reservoirs

  • As the variability of recent rainfall is increasing, it is becoming important to recognize the possibility of changes in the current reservoir state in advance and to inspect the stability based on accurate evaluation standards. However, the evaluation standards for the state change factors of reservoirs are still not suitable for agricultural reservoirs and thus much improvement is needed. Therefore, in this study, the evaluation criteria for state change factors specialized for small reservoirs were categorized and standards were prepared by considering factors that may cause state changes on the dam crest, upstream slope, and downstream slope of the embankment. The categorized results were configured based on the number of mentions of the precision safety inspection report on major defects in 102 reservoirs and the defect factors found in field investigations. The findings of the study indicated that the current state change standards require many revisions for excessive or unnecessary state change factors in the reservoir. Specifically, the deletion of measurement gauges not applicable to the reservoir, the addition of defects found in the reservoir, and the scope of use of the term were proposed. The results of this study can contribute to efficient system operation and management by improving the deficiencies in the system and introducing a new state change factor.

  • 본 연구는 AHP를 이용한 항만국 통제 표적점검 평가법을 제안한다. 기존 항만국통제 TFV(Target Factor Values)는 단순한 평가법이기 때문에 보다 합리적이고 객관적인 평가법인 AHP법을 이용하였다. 그러나 AHP법은 상대평가법이기 때문에 대체안 추가시 가중치 재산정해야 한다. 따라서 이러한 해결을 위해 절대평가법을 이용하였다. 또한 최근 IMO에서 해양사고율을 항만국 통제 TFV에 포함하려고 추진중이기 때문에 해양사고 항목을 평가에 포함하였다. 마지막으로 몇척의 선박을 대상사례로 평가를 수행하였다.

확률과정론을 이용한 추진장약의 성능과 저장안전성에 관한 저장신뢰성평가 (The Stockpile Reliability of Propelling Charge for Performance and Storage Safety using Stochastic Process)

  • Purpose: This paper presents a method to evaluate the stockpile reliability of propelling charge for performance and storage safety with storage time. Methods: We consider a performance failure level is the amount of muzzle velocity drop which is the maximum allowed standard deviation multiplied by 6. The lifetime for performance is estimated by non-linear regression analysis. The state failure level is assumed that the content of stabilizer is below 0.2%. Because the degradation of stabilizer with storage time has both distribution of state and distribution of lifetime, it must be evaluated by stochastic process method such as gamma process. Results: It is estimated that the lifetime for performance is 59 years. The state distribution at each storage time can be shown from probability density function of degradation. It is estimated that the average lifetime as $B_{50}$ life is 33 years from cumulative failure distribution function curve. Conclusion: The lifetime for storage safety is shorter than for performance and we must consider both the lifetime for storage safety and the lifetime performance because of variation of degradation rate.

Safety assessment of generation III nuclear power plant buildings subjected to commercial aircraft crash part III: Engine missile impacting SC plate

  • Investigations of the commercial aircraft impact effect on nuclear island infrastructures have been drawing extensive attention, and this paper aims to perform the safety assessment of Generation III nuclear power plant (NPP) buildings subjected to typical commercial aircrafts crash. At present Part III, the local damage of the rigid components of aircraft, e.g., engine and landing gear, impacting the steel concrete (SC) structures of NPP containment is mainly discussed. Two typical SC target panels with the thicknesses of 40 mm and 100 mm, as well as the steel cylindrical projectile with a mass of 2.15 kg and a diameter of 80 mm are fabricated. By using a large-caliber air gas gun, both the projectile penetration and perforation test are conducted, in which the striking velocities were ranged from 96 m/s to 157 m/s. The bulging velocity and the maximal deflection of rear steel plate, as well as penetration depth of projectile are derived, and the local deformation and failure modes of SC panels are assessed experimentally. Then, the commercial finite element program LS-DYNA is utilized to perform the numerical simulations, by comparisons with the experimental and simulated projectile impact process and SC panel damage, the numerical algorithm, constitutive models and the corresponding parameters are verified. The present work can provide helpful references for the evaluation of the local impact resistance of NPP buildings against the aircraft engine.

나노 물질 안전보건 표지 대안들에 대한 평가 (Evaluation of the Alternative Safety Signs for the Hazard of Nano Materials)

  • Although nano materials are used a lot in industries, there has not been any standard nano hazard graphic symbol. An experiment was conducted to know the comprehension ratio of newly designed eight nano graphic symbols. To compare the symbols with existing safety graphic symbols, other sixteen symbols were also included. 54 subjects evaluated the difficulties of graphic symbols on seven point Likert scale and answered the meaning for each symbol. The all eight nano safety symbols marked under 30% comprehension ratio. However, one of them didn't show any statistically significant difference with other existing safety symbols as like bio hazard, radiation, and laser. Therefore the nano symbol tested in the best could be adopted as the nano safety graphic symbol if it is sufficiently exposed in training period and used with warning label. The workers in industries using nano materials can be alerted and protect themselves where the sign is attached.

치과 방사선 안전관리 행위에 영향을 미치는 요인 (Factors to Affect Dental Radiation Safety Management Behaviors)

  • 본 연구는 방사선안전관리에 행위에 영향을 미치는 요인을 연구하여 방사선 안전관리 행위수준을 향상시키고자 대구, 부산, 울산광역시와 경상남북도에 위치한 의료기관에 근무하는 치과위생사를 대상으로 2011년 7월 18부터 8월 26일까지 설문조사한 후 다음과 같은 결론을 얻었다. 1. 방사선 안전관리 지식에서는 근무기관(p<.001), 방어시설 현황(p<.006), 안전관리교육 필요성(p<.012)에 따라 유의한 차이가 있었다. 2. 방사선 안전관리 태도에서는 연령(p<.014), 근무기관(p<.003), 근무경력(p<.009), 교육수준(p<.002), 방어시설 현황(p<.015), 안전관리교육 필요성(p<.005), 교육참여 의사(p<.036)에 따라 유의한 차이가 있었다. 3. 방사선 안전관리 행위에서는 안전관리교육 경험(p<.068), 피폭선량측정(p<.010), 방어시설 현황(p<.001)에 따라 유의한 차이가 있었다. 4. 방사선 안전관리 지식과 태도, 방사선 안전관리 태도와 행위는 통계적으로 유의한 양의 상관관계를 보였다(p<.05). 5. 방사선 안전관리 행위에 영향을 주는 요인으로 정기적 피폭선량 측정여부(p<.046)와 방어시설 현황(p<.001)이었다. 결론적으로 치과 방사선 촬영실의 방어시설을 완벽하게 갖추고, 치과위생사 개개인에게 정기적인 피폭선량을 측정하여 경각심을 일깨워 주어 방사선 안전관리 행위수준을 높이는 것이 중요하다고 생각된다.

국내외 항공 안전계획 및 안전성과지표 동향 및 사례분석 (A Study on Aviation Safety Plan and Safety Performance Indicator of the Domestic and International Case Studies)

  • ICAO에서 제시한 국가항공프로그램(State Safety Program, SSP)에 따르면, 국가의 항공안전 목표 달성을 위해 안전성과 측정 및 평가에 활용되는 안전성과지표(SPI)의 설정과 관리가 필수적이다. 이에 따라, 세계 여러 국가들은 자국의 실정에 맞는 SPI 수립을 연구개발하고 있다. 그에 반해, 우리나라는 2008년 국가항공안전프로그램이 제정된 이후로 지금까지 동일한 지표를 사용해왔으며, SPI 수립체계에 대한 체계적인 정책 사업 및 관련 연구가 미비한 실정이다. 따라서, 본 연구는 국내 SPI체계 개발의 일환으로 항공선진국인 유럽과 미국의 SPI 개발계획에 대한 동향 조사를 하고자 한다. 이를 위해 EU의 유럽항공안전국 (EASA), 영국의 민간항공국 (CAA), 핀란드의 교통안전국(FTSA) 및 미국의 연방항공청 (FAA) 사례를 분석했다. 도출 결과를 기반으로 국내외 SPI 개발계획 및 수립체계의 차이점을 밝혔다. 본 연구를 통하여 도출된 분석 결과들은 향후 국내 SPI 수립체계의 발전방향 제시하기 위한 기틀을 마련할 수 있을 것이다.
