열차제어시스템 안전성 확보를 위한 리스크 평가 방법 분석 (Risk Assessment Method for Guaranteeing Safety in the Train Control System)

  • Recently, failures of equipments are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities have to progress for guaranteeing safety during the system life-cycle. In this paper, we examine the methods for risk analysis and assessment of safety activities and propose optimized one method for risk assessment. There are original risk assessment methods; risk graph and risk matrix method under the qualitative analysis, IRF(Individual Risk Formula) calculations and statistical calculations method under the quantitative analysis. Best-Practice(BP) risk analysis method is proposed for combining advantages of the qualitative and the quantitative analysis. In the comparison of risk graph and risk matrix method for safety estimation, BP method has no applications published up to now, but we can expect that this method will be utilized widely for the risk assessment due to various strong points.

물류센터 근로자의 안전인식에 대한 요인분석 및 집단간 인식 비교 (Factor Analysis and Intergroup Awareness Investigation of Workers' Safety in Logistic Center)

  • This study is to examine the workers' awareness of the safety in logistic centers. For that purpose, the exploratory factor analysis of workers' safety awareness in logistic centers was performed at first, and the 6 variables extracted from the factor analysis were then used to investigate the difference in intergroup awareness of the safety environment in the logistic centers. We administered a survey to 147 workers attending the logistic centers and collected data from them. The results of the study showed that the intergroup awareness of the safety environment turned out to be statistically different from each other in terms of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes. Experiences in industrial accidents influenced awareness of working environment, work risk and risk justification. The group who experienced accidents is more likely to feel risky and unsatisfied with working place, and their awareness toward risk justification was high as well. It was also observed that there exists awareness difference between manager group and worker group. The group who manages the working place showed more positive awareness of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes than the worker group. On the contrary, the worker group showed high recognition in risk of working place, and felt that they are willing to compromise on safety for increasing production. The scale of the logistic center produced negative influence on awareness of safety. The group in small logistic center showed the highest awareness in safety, whereas the group in large logistic center with more than 100 workers showed the highest awareness in risk. They are more likely to deviate from correct and safe work procedures due to over-familiarity with the job, as well. The findings suggest that there is a need for the safety management and education to change the workers' understanding and attitudes towards safety.

  • The establishment and application of risk management system is one of the current issues in world-wide leading companies. Poor risk management might bring large-scale accident in construction industry by its features(large scale, diversity). Standardization system and standard for risk should be managed timely. In this paper, we do comparative analysis of standardization systems and standards concerned on risk, so thus present basic data for safety reinforcement and risk zero in the construction life cycle process.

Risk Management Qualitatively on Railway Signal System

  • Risk management is an important part of system assurance and it is widely used in safety-related system. Railway signal system is one kind of safety-related system and its most important goal is to guarantee the safety of railway system. The method based on risk management can find and solve the security issues of railway signal system more effectively. This paper introduces the basic conception of risk management, studies the whole process of risk management and related tools and techniques and discusses some key points qualitatively combining with the particularity of railway signal system.

활주로종단안전구역의 위험빈도 추정 연구 (A Study on Risk Frequency Estimation of Runway End Safety Area)

  • 'Aviation Safety' is the state in which the risk of harm to persons or of property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management in the aviation field. 'Risk' is the assessed potential for adverse consequences resulting from a hazard and 'Risk assessment' involves consideration of both the frequency and the severity of any adverse consequence. This study focused on the risk frequency about a case airport which does not meet the 'Runway end safety area' requirement of ICAO SARPs and Korea standards and used 'RSA risk model' for estimating the risk frequency. As results of this study, risk frequency of the runway end safety areas in the case airport is higher than that of 'Runway end safety area' requirement of ICAO SARPs and Korea standards, which means that alternatives for risk frequency mitigation to a level as low as reasonably practicable is required in the case airport. The optimum solution analysed from this study is to impose restriction of aircraft operation when the runway condition is poor(icing condition) and also it snows in the case airport.

  • While the ability to develop nanomaterials and incorporate them into products is advancing rapidly worldwide, understanding of the potential health safety effects of nanomaterials has proceeded at a much slower pace. Since 2008, Korea Food and Drug Administration (KFDA) started an investigation to prepare "Strategic Action Plan" to evaluate safety and nano risk management associated with foods, drugs, medical devices and cosmetics using nano-scale materials. Although there are some studies related to potential risk of nanomaterials, physical-chemical characterization of nanomaterials is not clear yet and these do not offer enough information due to their limitations. Their uncertainties make it impossible to determine whether nanomaterials are actually hazardous to human. According to the above mention, we have some problems to conduct the human exposure risk assessment currently. On the other hand, uncertainty about safety may lead to polarized public debate and to businesses unwillingness for further nanotechnology investigation. Therefore, the criteria and methods to assess possible adverse effects of nanomaterials have been vigorously taken into consideration by many international organizations: the World Health Organization, the Organization for Economic and Commercial Development and the European Commission. The object of this study was to develop risk assessment principles for safety management of future nanoproducts and also to identify areas of research to strengthen risk assessment for nanomaterials. The research roadmaps which were proposed in this study will be helpful to fill up the current gaps in knowledge relevant nano risk assessment.

석면 해체제거 보양작업에서 JSA 및 Checklist 적용 (Application of JSA and Checklist in Asbestos Sealing)

  • As asbestos-containing buildings are getting older, asbestos deconstruction works are increasing. As a result, accident risks such as falls, cuts, electric shocks, and suffocation are increasing. Existing studies are mostly about health management and institutional policy research and there is little research on work risk. So workplace risk assessments that are easily applicable in the field are required to be applied. Sealing is the first process of asbestos deconstruction and is the first step to ensure worker's safety. Job Safety Analysis(JSA) and Checklist were used to identify the risk factors and to calculate the level of the risk. By comparing the two risk assessment tools, it was figured out that the JSA is appropriate for the initial process and change of work procedure while Checklist is appropriate for repetitive work. Because the sealing process is sort and simple, it is unlikely to cause serious injury. But since the risk of falling and cuts are exist, safety education and supervision are necessary to maintain a safe working environment.

위험기계, 기구의 위험성 평가 및 안전인증 또는 자율안전확인의 적정성 (Risk Assessment of Industrial Machines and Devices and Appropriateness of Their Safety Certification and Self-Declaration of Conformity)

  • Severity and frequency of industrial accidents are typically used to assess the "absolute" risk associated with the industrial machines and devices ("items") which are subject to safety certification or self-declaration of conformity. However, the "relative" risk associated with a particular item can further be assessed based on unit severity and unit frequency where the total number of item in use is taken into account. This study first attempts to estimate the total number of each item in use which was recently selected for safety certification or self-declaration of conformity. The appropriateness of such selection is recapitulated based on the relative risk involved. Analysis results indicate that depending on items, the relative risk is differentiated from the absolute risk. Recent selection of items for safety certification or self-declaration of conformity is then revisited for its validity. The relative risk based on unit severity and unit frequency of industrial accidents, together with the absolute risk, may be used to further categorize items for safety certification or self-declaration of conformity in the future.

제품안전경영프로그램으로서의 리스크 관리규격 (Risk Management Standards As a Product Safety Management Program)

  • This study reviewed the national standards for risk management to judge whether they are suitable for a product safety management program. Among the standards issued from Australia, New Zealand, Canada, Japan, and UK, the risk management guideline (AS/NZS 4360: 2000) issued jointly from both Australia and New Zealand have better features of product safety management program such as a broad definition of risk concept including opportunities of loss and gain, stepwise composition of processes applicable iteratively, and integrable composition of processes for the existing other management practice. Comparing the three product safety management programs suggested by several authors yielded common features of product safety management program model: (1) organization for product safety, (2) risk identification, (3) risk evaluation, (4) risk treatment, (5) monitoring/communication, and (6) documentation. All of these activities can be performed within risk management framework.

Biomedical Laboratory: Its Safety and Risk Management

  • Biomedical laboratory is full of risks. Risk could be biological, chemical, radioactive, mechanical, physical, fire and electrical. All possible risks need to be identified, evaluated and controlled. A risk management system must be in place to prevent accident or loss of lives and to improve overall workplace safety and productivity. Safety in laboratory is a combination of appropriate risk management system, engineering controls and technical facilities, administrative controls and safety procedures and practices. Laboratory safety culture must be developed so that exposure to hazards for laboratory personnel, community and environment will be minimized or eliminated. In this review, importance of safety in a biomedical laboratory and risk management will be discussed.
