A Legal Study on Improvement Plans for Citizen Safety Insurance Operation and Management System (시민안전보험 운영관리체계의 개선방안 연구)

  • This study tried to suggest a systematic improvement plan to prepare a civil safety insurance operation and management system by reviewing the operation and management status of civil safety insurance, which is operated and managed by each local government autonomously. In this study, the problems of the current civil safety insurance were analyzed by dividing them into the lack of systematic management of insurance items, overlapping coverage between insurance items, and deviations in compensation limits. As a systematic improvement plan, it was suggested to secure the systemic management of guarantee items, standardize compensation standards, prepare an integrated operation and management system, and provide financial support for local governments with poor financial independence. Since the problems and improvement plans for the civil safety insurance analyzed as described above are formed by exchanging and receiving a complex mutual influence, the institutional improvement plan for the operation and management system of the civil safety insurance is not only a specific part of the study, but also comprehensively current citizens. Based on the results derived from the analysis of safety insurance, it is concluded that alternatives must be found.

  • In manufacturing industry, cutting parameters have an influence on reducing the production cost and time and deciding the quality of a final product However, owing to governmental regulations and the change of owner's cognizance, the machining safety becomes important in those fields relatively. The paper presents an intelligent operation planning system considering machining safety for milling operations. The main issue of the system is to determine the cutting parameters in achieving a balanced consideration of productivity and worker's safety. The detailed algorithm and functions of the developed system is introduced and then discussed.

A Study on the Electrical and Heat Generation Characteristics of an Induction Motor under Restrained Operation (유도전동기의 구속운전에 따른 전기 및 발열 특성 연구)

  • In this study, we determined the failure rate and fire status of electric motors widely used in domestic and industrial devices and analyzed the associated fire risks by identifying the electrical and temperature characteristics of electric motors under the normal and restrained operation modes in industrial sites and laboratories. A 2.2kW motor used for driving a conveyor during the vulcanization process in a rubber product manufacturing plant was employed as the study object and was exposed to a high- temperature environment as this motor is widely used in industrial sites. The current amplitude was 4.45-4.50 A during normal operation and 38.2-41.5 A during restrained operation due to the pinching of products and semi-finished products (i.e., 8.5 times higher than that during normal operation). The leakage current amplitude was 0.33 mA during both operation modes. The temperature of the workplace in summer was 42.38℃, indicating a poor environment for the installed motor. In the laboratory, the current and temperature of the coil inside a 3.7kW motor were measured under the restrained operation mode as performing measurements of the coil inside the motor in industrial sites is challenging. The current amplitude during normal operation was 3.5 A, whereas that during restrained operation for 30 s was 51.7-58.6 A, which is 14.8-16.7 times higher than that of normal operation. Moreover, the temperature of the motor coil increased from 22.9℃ to 101℃. Based on the experimental data, we derived the temperature increase formula according to the restrained operation time by performing a regression analysis and verified the time at which the temperature exceeded the stipulated limit for the insulation grade. The findings presented in this paper can be utilized to establish fire-prevention measures and perform safety management of motors of the same type or with a similar capacity.

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

  • EMSS is the organic system offering quick and efficient transfer and treatment for those who need an emergency service. For EMS aviation operation is the important transportation for the common benefits. There are several types of aviation operation. Among the different types of the operations, helicopter operation is very common because it is free from any locations. Notwithstanding the benefit, various types of EMS helicopter accidents and incidents are occurred because of its poor operation condition. In South Korea, even though so much effort was put to decrease the accidents rates, there are still many accidents happening by fire helicopters and the forest service helicopters. Therefore, in order to regularize the EMSH operation, measures for the aviation safety have to be prepared. This research is, related to the EMSH, focused on the suggestion of safety measure for the EMSH in Korea based on the accidents analysis in various countries.

  • Present time there are many risk analysis method in the world. A hazard is an exposure that has the potential to induce and adverse event. Risk is the probability of an adverse event given exposure to hazard. The evaluation of scientific information on the hazardous properties of environmental agents and the extent of exposure to these agents. But operation risk analysis method is not enough for manufacturing industry even if it is existence, it will be separated to improve Safety. In this paper, I will develop the AHP Weighted operation risk analysis method to improve Safety.

  • In this study, the index for operation evaluation index for safety management system that can be facilitated as the assessment tool for system operation monitoring and operation outcome and the safety management system of shipping companies has been developed. By using this index, this study may provide the instruction or consultation for frequent facilitation by comprehensively recording the required knowledge for each operation stage for the companies that prepares the introduction of the safety management system and companies that already introduced the system to maintain and develop the system. In addition, when working on internal audit and assessing the system operation outcome, it may be facilitated as the assessment tool to contribute in continuous improvement and development. This index is consisted of 11 large categories, 35 items of medium categories and 447 small categories.

  • This paper studied safety benefit of operation-effectiveness analysis on marine traffic safety facilities. In the operation-effectiveness of marine traffic safety facilities the benefits can be divided as safety benefit, transport benefit, and other benefit. Safety benefit was produced as the loss aversion cost of marine traffic caused by the reduction of marine accidents after establishing and operating marine traffic safety facilities. First of all the reduction rate marine accidents was estimated to do it, and the detail model of loss aversion cost was constructed Then each variable in the model was defined and the method of computation presented.

Analysis of Train Operation Obstacle Using Number of Failures and Delay Time of Electric Door System (전기식 도어시스템의 고장건수 및 지연시간을 활용한 열차운행장애 분석)

  • This paper analyzes functions of component parts of D-Urban Railway's door system along with operation obstacle risks on frequency(the number of occurrences/year) and severity(delay time/the number of occurrences). Based on this, the paper presents improvements and current system's problems after obstacle risks of EMU and door system are appled. The obstacle of door system causes corrosion of main parts such as DCU due to heat problem of operation environment, problems of maintenance methods and deterioration. DCUs on PCBs with more than 50% pattern corrosion cause problems. Even though the number of door system's obstacle occurrences for the last 5 years is 42, along with 104 minutes of operation obstacle, EMU operation obstacle risk is low(Level 1), which indicates there is limit in matrix of railway risks presented by the standard of railway safety management system. Therefore, it is necessary to have railway risk matrix suitable for the field. Finally, the paper deducts the obstacle risks through frequency and severity. Since 2017 when the risks of EMU and door system's obstacle, that of EMU has been 24(47% reduced) and that of door system has been average 9.5 per year(23% reduced).
