터널 경계부 휘도수준에 따른 운전자 연령대별 안전수준 비교 (Comparison of Safety Level between Driver's Ages by Threshold Zone Luminance Level of Vehicular Traffic Tunnel)

  • PURPOSES : The purpose of this study is to suggest a basis for setting appropriate safety goals specifically related to the threshold zone luminance in a vehicular traffic tunnel. METHODS : In the test, drivers were divided into two groups. One group consisted of all drivers (average drivers) group with an age ratio of drivers holding domestic driver's license and driver group by age to produce threshold zone luminance in the tunnel. The threshold zone luminance produced as a result was used to analyze how it affects the safety level of each driver group and provide a basis for setting an appropriate safety criterion that can be used to determine threshold zone luminance. We used test equipment, test conditions, and ananalysis of threshold zone luminance identical to that reported by ChoandJung(2014) but the values of adaptation luminance in our analys is were expanded to range from100 to $10,000cd/m^2$. RESULTS : Adaptation luminance and threshold zone luminance are found to be related by a quadratic function. The threshold zone luminance needed by older drivers to ensure a certain safety level is significantly higher than that for drivers of other age brackets when adaptation luminance increases. 56% of older drivers are at an increased risk of an accident at the same luminance for which the safety level of average drivers is 75%. The safety level that can be achieved for older drivers increases to above 60% when threshold zone luminance level is set with the goal of attaining a safety level of more than 85% for average drivers. The safety level that can be attained for average drivers is above 90% when the threshold zone luminance is high enough to ensure over 75% in the safety level of older drivers. Results of this study are applicable to highways and others whose designed speed is 100 km/h. CONCLUSIONS : Threshold zone luminance determined on the basis of drivers having average visual ability is of limited value as a performance standard for ensuring the safety of older drivers. Hence, safety level for older drivers should be considered separately from safety levels for drivers with an average ability to avoid risk. Upward adjustment of older drivers' safety level in the process of determining appropriate threshold zone luminance in a vehicular traffic tunnel may bring both tangible and intangible benefit as a result of reducing accidents. However, there is an associated dollar cost arising from installing and operating lights. As a result, the economic impact of these trade-offs should also be considered.

국내 중견 건설회사의 안전관리수준 분석 및 향상방안 (An Analysis on the Safety Management Level of Domestic Medium Construction Companies and Its Improvement Measures)

  • 본 연구는 국내 중견 건설회사의 현재 안전관리 수준을 파악하고 이를 과거 안전관리수준과 비교하여 중견 건설회사의 안전관리수준 향상정도와 특징을 분석하기 위해 수행되었다. 연구결과, 현재 국내 중견 건설회사의 그룹별 안전관리수준은 2그룹이 1그룹에 비해 과거보다 향상된 것으로 나타났다. 현재 안전관리수준은 1그룹과 2그룹이 거의 유사할 정도로 비교적 양호한 편이며, 본사와 현장의 안전관리수준도 비슷하게 나타났다. 국내 중견 건설회사 그룹별로 안전관리수준 향상 방안을 분석하고, 국내 중견 건설회사의 안전관리 수준 향상 방안을 제시했다.

원자력 규제정책에 대한 국민신뢰도 평가 SD모델 연구 (System Dynamic Model Study of Public Trust on Nuclear Regulation Policy)

  • The purpose of this paper is to simulate public trust on nuclear regulation policy. The first of all, public trust variables and the model were developed and analysed by system dynamic method. The model are consisted of the operator safety culture level, regulatory competence levels, the public satisfaction and public trust level. The scenario is made up three type which base scenario, the system operator's safety culture level and accident event level. First. the simulation results of standard scenario shows that rapidly declining public satisfaction and trust level of the national safety after Japan's nuclear accident in November 2011. Second, operator safety culture level and simulated divided into three levels. The results showed that a greater impact on the public satisfaction if bad than good case. Finally, the size of the accident was simulated divided into three levels levels(no accident, medium, serious accidents). the results showed a weak effect against the regulatory capacity and safety performance levels but showed a significant impact on public satisfaction and confidence level.

건설회사의 안전관리수준에 관한 비교연구 (A Comparative Study on the Safety Management Level of Construction Companies)

  • In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.

한국 어린이 식생활 안전지수의 평가 지표 개발 (Development of Evaluation Indicators for a Children's Dietary Life Safety Index in Korea)

  • 본 연구는 특별법에 의한 어린이식생활 안전지수를 개발하여 지자체별로 비교 평가하기 위한 안전지수의 영역을 구성하고 영역별로 세부지표를 도출하는 목적으로 수행되었다.식생활 안전지수 평가지표 개발을 위해 선행연구에 대한 검토 및 식생활 안전지수 평가지표 전문가 자문회의를 실시하여 평가지표를 개발하였으며, AHP 기법과 델파이 조사 기법을 활용하여 각 평가지표에 대한 가중치를 부여하였다. 연구의 결과는 다음과 같다. 어린이 식생활 안전지수 평가지표는 수차에 걸친 식품, 영양 관련 분야 전문가 회의를 거쳐 최종적으로 정책지표 3개, 전략지표 9개, 대표 평가지표 11개 및 세부 평가지표 20개를 선정하였다. 선정된 세부 평가지표에 대해 AHP 기법과 델파이 기법을 활용하여 각 세부지표별 가중치를 선정하였다. 정책지표별 가중치는 식생활 안전 0.4, 식생활 영양 0.4, 식생활 인지 실천수준 0.2이었고, 전략지표별 가중치는 식생활 안전관리 지원수준 0.12, 기호식품 안전관리수준 0.19, 단체급식 안전관리수준 0.19, 결식 및 비만관리 수준 0.13, 기호식품 영양관리수준 0.11, 단체급식 영양관리수준 0.16, 식생활 안전 및 영양제도 인지수준 0.04, 식생활 안전관리 인지 실천 수준 0.07, 식생활 영양관리 인지 실천 수준 0.09이었다.

제조업의 산업안전보건 관련 의사소통이 안전보건경영 수준에 미치는 영향 - 관리감독자 인원의 매개효과를 중심으로 - (Effect of Occupational Safety and Health-related Communication in Manufacturing Industry on Safety and Health Management Level - The Number of Supervisors as Mediating Factor -)

  • Objectives: The purpose of this study is to identify the general characteristics of manufacturing workplaces and the characteristics of safety and health organizations, and to determine the impact of safety and health-related communication within these organizations mediated by supervisory safety and health management personnel. Methods: This study is based on the Korea Occupational Safety and Health Agency's 2018 Occupational Safety and Health data targeting 1,486 manufacturing sites. Data were analyzed using descriptive statistics, t-test and ANOVA, and mediator variable regression analysis using SPSS 25.0. Results: The average score on communication levels related to safety and health was 11.20 out of 15. The average score of the safety and health management level was 31.04 out of 40. As a result of mediation regression analysis, it was found that safety and health-related communication had an effect on the safety and health management level (𝛽=0.434), and the number of safety and health supervisors was found to mediate the effect of this variable (𝛽=0.069). Conclusions: The level of safety and health-related communication affects the level of health and safety management, and the number of supervisors mediates this influence. Therefore, the role of the supervisor is important in safety and health communication. It is expected that the level of safety and health management can be improved through management and supervisors.

  • 연구목적: 재난안전 마스터플랜의 가이드라인을 제시하고, 이를 통한 지역안전지수 향상방안을 도출한다. 연구방법: 재난 관련 법률, 안전혁신마스터플랜, 국제안전도시지표와의 정합성 진단을 통해 지자체의 재난안전 관리체계를 수립하고 지역 특성과 분야별 재난관리 대책을 포함하는 재난안전 마스터플랜 가이드라인을 제시한다. 연구결과: 'G'기초지자체를 선정하여 재난안전 마스터플랜 가이드라인을 적용한 세부정책을 수립하고, 이를 통해 지역안전지수 개선방안을 도출한다. 결론: 지역안전지수 향상을 통해 지자체의 재난대응 역량을 강화한다.

안전공급계획에 따른 판매지점들의 협조공급수준 분석 (An Analysis of Cooperation Service Level using Safety Shipment Plan)

  • The study analyzes those relations of customer service level of each sales branch, level of cooperations among branches, and overall system-wide service level for an item. Under the continuous review method, each sales branch places an order to the outside supplier, and the each branch receives the order quantity after elapsing a certain lead time. Under these circumstances, those branches with stockout condition may be supplied by other branches with keeping stocks to cover the shortages. This policy generally increases the system-wide customer service level for an item throughout cooperations for the safety plan among branches. Therefore, in the context of inventory policy, the decision rules to determine the proper branch levels of service and cooperation levels of service are important goals in terms of attaining desired system-wide service level. This research has suggested the method and procedure to reach above goals.

국가핵심기반 고속도로 운영기관의 안전문화 수준진단에 관한 소고 (Safety Assessment of the Level of Safety Culture of National Critical Infrastructure Expressway Operating Organizations)

  • 연구목적: 본 연구에서는 국가핵심기반 고속도로 운영기관의 종사자를 대상으로 안전문화를 측정/분석하여 안전문화 수준향상을 위한 대안을 제시하고자 한다. 연구방법: 한국산업안전보건공단의 '안전의식 수준 진단 도구를 활용하여 4개 안전문화 영역과 4개의 안전문화 활동을 반영한 16개의 하위요인측정 도구 총 144개 문항을 국가핵심기반 고속도로 운영기관 56개 단위 사업장 종사자를 대상으로 하여 온라인 설문으로 조사/분석하였다. 연구결과: 안전문화 영역별 결과는 "안전운영"이 가장 높았으며 "안전 의사소통"이 가장 낮게 나타났다. 안전문화 활동별 결과는 계획대로 실행되었는지를 평가하는 "안전 실행(D)" 이 높게 나타났다. 가장 낮은 수준의 안전문화으로는 "안전개선(A)"이다. 결론: 기업의 안전보건경영 대책 수립시 관리적인 측면에서 가장 핵심적인 사항이 안전문화 수준이다. 궁극적인 목표는 안전문화 수준을 향상시키는 것이다. 본 연구에서는 국가핵심기반 고속도로 운영기관의 안전문화 수준을 영역별 활동별로 확인할 수 있었다. 향후 안전문화가 업무연속성관리체계(BCMS)에 어떠한 영향을 미치는지 연구를 진행하고자 한다.

간호관리료 등급별 환자안전 및 안전간호활동 인식 비교 (The Cognition Level on Patient Safety and Safe Nursing Activities According to Nurse-patient Ratios)

  • Purpose: The objective of this research was to explore levels of patient safety and safe nursing activities depending on the level of nurse staffing, in order to provide effective management of nurse personnel. Methods: The research was conducted with 455 nurses from eight hospitals in B city. Data were collected according to the level of nurse personnel from second (nurse vs. patient ratio of 2.0-2.5) to fifth (ratio of 3.5-4.0) rank. The survey tools were, 'Questionnaire on Patient Safety, a Hospital Survey on Patient Safety Culture developed by AHRQ (2007), and 'Questionnaire on Patient Safety Nursing Act, in which the questions were selected from nursing-related items (Medication 6 & Safety Nursing Assurance Act 4) in the Safety Evaluation developed by Evaluation Institute of Medical Institution. Data were analyzed with SPSS PC 12.0 program using descriptive statistics, $x^2$ test, ANCOVA and $Scheff{\grave{e}}$. Results: The nurses' overall cognition level on patient safety and safe nursing activities showed that nurses who are in the second and third rank had higher scores than those in lower ranks. Conclusion: The results of this study indicate that hospitals need a higher ratio level for nurse personnel in order to assure patient safety and safe nursing activities.
