토지이용 특성별 어린이 보호구역 개선사업의 교통사고 감소효과 분석 (The Effects of a School Zone Improvement Project on Crash Reduction Regarding Land Use Characteristics)

  • 초등학교 주변 통학로에서의 어린이 안전을 증진시키기 위해 실시된 어린이 보호구역 개선사업은 2007년도를 마지막으로 1단계 개선사업이 종료되고 2008년부터 2단계 개선사업이 시작된다. 어린이 보호구역 개선사업에는 막대한 예산이 소요되기 때문에 2단계 사업에 앞서 1단계 사업을 대상으로 개선사업의 효과를 평가하는 것이 필요하다. 따라서, 본 연구에서는 수도권(서울 경기)에 위치한 601개소의 어린이 보호구역을 대상으로 어린이 보호구역 개선사업이 교통사고 감소에 미치는 효과를 평가하고자 한다. 교통사고 감소효과를 평가하기 위해 본 연구에서는 비교그룹을 이용한 사전 사후분석 방법을 사용하였으며, 어린이 보호구역별 교통사고 자료는 경찰청의 TAMS 자료로부터 수집되었다. 수집된 자료를 토대로 우선 601개소 어린이 보호구역 전체를 대상으로 개선사업의 교통사고 감소효과를 평가했으며, 그 다음으로 어린이 보호구역이 위치한 지역의 토지이용 형태에 따라 3가지 유형으로 구분한 후 각각에 대해 사고감소효과를 평가하였다. 분석결과 어린이 보호구역 개선사업을 시행한 지역은 개선사업을 시행하지 않은 지역보다 교통사고 발생건수가 전체적으로 합해서 약 10건 정도 감소한 것으로 나타났으며, 사고 감소율은 약 39% 정도인 것으로 나타났다. 토지이용 특성별로 분석한 결과 주거지역, 아파트 지역, 주상복합지역의 사고감소 건수는 각각 2.41건, 3.8건, 0.5건으로 나타났다. 이러한 결과는 향후 2단계 개선사업 시행 시 획일적인 개선사업보다는 토지이용 특성별로 맞춤형 개선안을 도출하고, 이를 바탕으로 지점별 특성에 맞는 개선방안을 수립하는 것이 필요하다는 것을 말해준다.

교통안전진단 개선방안들의 우선순위 산정 연구 (A Study on Practical Method of Utility Curve for Deciding Priority Order of the Improvements in Traffic Safety Audit)

  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

  • 최근 정부는 산업재해, 사망만인율 절반감축을 목표로 산업안전보건법 전부개정, 중대재해처벌법 등의 시행을 통해 산업안전의 패러다임을 전환하려는 노력을 하고 있다. 특히 50인미만 또는 1억원 미만의 소규모 사업장은 안전보건관리 역량부족, 사업주의 의지부족 등으로 안전보건관리체계 구축에 어려움이 있으며 결과적으로 산업재해의 많은 부분을 차지하고 있다. 이에 본 연구에서는 정부의 정책 중의 하나인 소규모 사업장 안전보건기술지원사업의 전반적인 사업부분에 대하여 전문가 설문조사를 통해 문제점을 파악하고 개선대책을 제시하고자 하였다.

THE IDENTIFICATION OF MALAYSIAN CONTRACTOR SATISFACTION DIMENSIONS: A STRATEGY FOR CONTINUOUS IMPROVEMENT

  • The unique characteristics of the construction industry - such as the fragmentation of its processes, varied scope of works and diversity of its participants - are contributory factors to poor project performance. Several issues are unresolved due to the lack of a comprehensive technique to measure project outcomes including: inefficient decision making, insufficient communication, uncertain site conditions, a continuously changing environment, inharmonious working relationships, mismatched objectives within the project team and a blame culture. One approach to overcoming these problems appears to be to measure performance by gauging contractor satisfaction (Co-S) levels, but this has not been widely investigated as yet. Additionally, the key Co-S dimensions at the project level are still not fully identified. This paper concerns a study of satisfaction dimensions, primarily by a postal questionnaire survey of construction contractors registered by the Malaysian Construction Industry Development Board (CIDB). Eight satisfaction dimensions are identified that are significantly and substantially relate to these contractors - comprising: project cost performance, schedule performance, product performance, design satisfaction, site safety, project profitability, business performance and relationships between participants. -Each of these dimensions is accorded different priority levels of satisfaction by different contractors. The output of this study will be useful in raising the awareness and understanding of project teams regarding contractors' needs, mutual objectives and open communication to help to deliver a successful project.

High Throughput 프로세스에서 품질혁신의 성능평가를 위한 Z-Factor의 적용방안 (Implementation of Z-Factor Statistics for Performance Evaluation of Quality Innovation in the High Throughput Process)

  • The purpose of this study is to introduce the limit of previously used six sigma quality process evaluation metrics, $Z_{st}$ and $P_{pk}$, and a solution to overcome this drawback by using a metric based on performance evaluation of Z-factor quality innovation. Case analysis on projects from national six sigma contest from 2011 to 2012 is performed and literature review on new drug development HTS (High Throughput Screening) is used to propose innovative performance evaluation metrics. This research shows that experimental study on six sigma evaluation metric, $Z_{st}$ and $P_{pk}$, have no significance difference between industrial type (Manufacturing, Semi-Public Institute, Public Institute) and CTQ type (Product Technology Type CTQ, Process Technology Type CTQ). Following discovery characterize this quality improvement as fixed target type project. As newly developed moving target type of quality innovation performance metric Z-Factor is used for evaluating experimental study, hypothetical analysis suggests that $Z_{st}$ and $P_{pk}$ share different relationship or even show reciprocal relationship. Constraints of the study are relatively small sample size of only 37 projects from past 2 years and conflict on having interview and communication with six sigma quality practitioner for qualitative experimental study. Both moving target type six sigma innovation project and fixed target type improvement project or quality circle enables efficient ways for a better understanding and quality practitioner use by applying quality innovation performance metric. Downside of fixed target type quality performance evaluation metric, $Z_{st}$ and $P_{pk}$, is presented through experimental study. In contrast, advantage of this study is that high throughput requiring product technology, process technology and quantum leap typed innovation effect is evaluated based on precision and accuracy and Z-Factor that enables relative comparison between enterprises is proposed and implemented.

  • 연구목적과 방법: 소방공무원 국가직화에 따른 다양한 변화 중 소방재정 분야에 주목을 하고, 소방특별회계가 당초 취지와 목적에 맞게 안정적으로 정착될 수 있도록 관련 법령 및 실태 등의 분석을 통해 개선방안을 제시하였다. 연구결과: 소방정책사업비가 소방특별회계 설치의 당초 취지에 부합하여 온전히 소방사업에 사용되어질 수 있도록 인건비에 대한 이중적인 편성기준 개정하는 한편, 예비비의 편성 기준인 "예산총액의 100분의 1 이내 규정"에서 예산총액에 인건비를 포함하고 있어 계속적으로 예비비 편성규모가 증가될 것으로 판단되는바 예비비 편성에 있어 '예산총액'이 아닌 '사업비 총액'으로 변경하는 등의 개선이 필요하다. 결론: 소방특별회계 내의 소방정책사업비가 당초 취지와 목적에 부합하여 편성되고 집행될 수 있도록 예산편성 기준과 규모와 관련해 제도개선이 필요하며, 이를 통해 더욱 안정적인 소방조직의 운영과 소방서비스의 질 향상이 필요하다.

상생형 스마트공장 도입기업과 미도입기업의 성과분석에 관한 연구 (A Study on Performance Analysis of Companies Adopting and Not Adopting Win-win Smart Factories)

  • A Smart factories are systems that enable quick response to customer demands, reduce defect rates, and maximize productivity. They have evolved from manual labor-intensive processes to automation and now to cyber-physical systems with the help of information and communication technology. However, many small and medium-sized enterprises (SMEs) are still unable to implement even the initial stages of smart factories due to various environmental and economic constraints. Additionally, there is a lack of awareness and understanding of the concept of smart factories. To address this issue, the Cooperation-based Smart Factory Construction Support Project was launched. This project is a differentiated support project that provides customized programs based on the size and level of the company. Research has been conducted to analyze the impact of this project on participating and non-participating companies. The study aims to determine the effectiveness of the support policy and suggest efficient measures for improvement. Furthermore, the research aims to provide direction for future support projects to enhance the manufacturing competitiveness of SMEs. Ultimately, the goal is to improve the overall manufacturing industry and drive innovation.

부도수도 항로 개선에 관한 연구 (A Study on the Improvement of the Channel of Pudo-Sudo in Chinhae Man)

  • This study aims at improving the channel of Pudo-sudo in Chinhae-Man according to the development project of the port of Masan, by investigating the design criteria of harbour facilities for the maximum sized ship. The new deep-water route was proposed and according to it the present separation scheme was adjusted appropriately. The width of the deep-water route is suggested to be 350m and would be wide enough for the 30,000 DWT container ship to go through However, the proposed channel will be tested and validated by the shiphandling simulator.

  • Reliability assurance problem is an important issue in advanced company with good R&D capacity. In Korea, long-term and large-scale project for reliability improvement and certification have been conducted from 2000, 4 years ago. Generally, assurance is composed of system assurance and lot assurance. For reliability lot assurance. it is prerequisite to development reliability sampling plan with time-saving and minimum cost. In this paper, we aim to investigate previous study on reliability lot assurance focused on reliability sampling plans and propose some suggestions for the future study.

  • The main purpose of this study is to analyze the importance of the construction work of apartment buildings. The construction work operation was divided into five major tasks, which include: Schedule Control (P'1 - P5) Construction Management (C'1 - C'5), Environmental Management (E'1 - E'3), and Quality Management. Finally, this study derived major construction execution tasks through correlation between construction work and the original index and t-test.
