Comparative Analysis of Maritime Safety Administrative System in the APEC Region

  • This paper has dealt with the efficiency of maritime safety administrative system in the APEC region. under the hypothesis that officient maritime safety and marine environment. Many factors affect administrative structures, which generate various types of administration. The factors include social, economical and political factors. Further, the addition of historical factors to these factors makes it tougher to draw out an optimal model for maritime safety administration. In this regard, the result of this study will be within the extent of volition capable of accepting it under the existing maritime safety administration system. The result of the study to help APEC member states(economies) to compare their own system with those of other economies and finally to help to improve their maritime safety administrative structure for safer shipping.

심해 시추와 관련된 국내 해양 환경 및 안전 관련법 개선에 대한 입법론적 연구 (A Study on Legislation for the Improvement of the Marine Environment and Safety Act for Deep Sea Drilling)

  • 이 연구는 국내 대륙붕 주변에서 진행되는 심해 시추의 개요 및 현황에 대하여 시추의 개념 및 종류, 대륙붕 개발의 연혁 및 현황을 중심으로 검토하였고, 시추와 관련된 해양 환경, 안전법상 적용의 범위, 문제점 등에 대하여 법적으로 분석하였다. 그리고 이 연구는 해저광물자원의 체계적인 개발을 위하여 영국의 '해양구조물(안전관리절차)규정' 기초로 별도의 법률 신설 방안 및 해양환경관리법, 해사안전법, 석유광산안전규칙에 대한 개선안을 입법론적으로 제안하였다. 특히 해외 해양플랜트와 관련된 사고 사례를 기초로 국내 인력에 대한 국제인증교육에 준하는 교육훈련 및 평가 제도의 구축의 필요성을 강조하였다.

외국인근로자의 근로환경 및 안전보건실태 조사 연구 (The survey study on working conditions and industrial safety & health of foreign workers)

  • The purpose of this study is to grasp foreign worker's industrial safety and health state, which find out the improvement to secure the basic safety net for foreign workers. We have investigated 2,050 workers through direct interviews during the period from April 12, 2010 to May 31, 2010. And the result of analysis, foreign worker's daily average working time is 10.6 hours(40.8% workers in total work 10~12 hours), the extent of exposure to harmful and dangerous working environment is 'the position which cause pain in neck, waist, hands, shoulders, legs'(69.3%), 'repetitive hands and arms movement'(66.1%). It showed 'experience of accident damage or disease related work'(27.3%), 'never apply for industrial accident compensation' is revealed high at 73%. As a result of completing a safety health education for a year, it showed 'never educated'(40.2%), 'the institute that foreign workers have used for help and advice is the foreign worker's support center'(61.9%) Thus, hiring foreign workers in the company are small in site, the environment is too harmful and dangerous. In addition, no safety and health managers, legally blind spot located in the health and safety, because it is an urgent meet for these measures to improve.

  • Industrial processes and operations can not be accomplished independently but are connected with each others through suppliers and customer, and these ideas are fundamental notions of Life Cycle Assessment(LCA). This paper will introduce Life Cycle Assessment(LCA) in environment which is rising, and would like to build environmental management system using approach of Quality Function Deployment(QFD) and Safety Function Deployment(SFD) belonging to the assessment method.

  • 우리 정부와 해운기업은 해상에서의 인명 및 환경보호를 위해 노력하고 있지만 아직까지 내항선에서의 안전관리가 미흡하여 내항선에 맞는 체계적이고 현실적인 안전관리체제 운영의 내실화 방안이 절실하다. 본 논문은 관련기관 및 해운기업에 설문조사를 하였으며, 실증분석을 통하여 현 내항선안전관리의 문제점을 파악하고 개선하여 우리나라 내항해운에 적합한 안전관리체제의 내실화 방안을 제시하고자 한다.

  • The recent Sichuan earthquake(2008) in China and Iwate-Miyazaki earthquake(2008) in Japan give Korea peninsula warning that it is no more safety zone against damage by earthquake events. So, rapid and appropriate countermeasures for dam operation and management against earthquake are needed. In Korea earthquake design standard(MOCT, 1997) has been revised after Kobe earthquake. Installation of seismometer and monitoring of earthquake for special class dams is requlated in dam aseismic design standard(MOCT, 2001). Accelerometer installation project for existing dams has been carrying out by K-water to establish an earthquake network for dam safety. Real-time dam earthquake monitoring network has also been developed to detect an earthquake efficiently and to warn to dam administrators as soon as possible. In this study, dam real-time earthquake monitoring system developed by K-water was introduced and applicability of real earthquake record measured by this system to dam safety management was illustrated.

기업의 규모별 환경친화적 물류 활동의 변화에 관한 연구 (Change of Environment-Conscious Logistics Practice according to Business Scales)

  • The purpose of this study is to examine the actual condition of environment conscious logistics system which is essential to make material recycling economic society. Environment conscious logistics management which means simple recycling tends to promote material reduction, reuse and recycling. We have made some case studies about advanced environment conscious logistics system. To examine Korean companies,' environment-conscious logistics practices we made a survey form which contains 81 questions and asked companies to respond. Thus we have the analysis from the survey responses. As a result of this study, we propose the way of constructing environment conscious logistics system in Korea.

  • 요즈음은 국내외적으로 강화되고 있는 환경규제와 생산공정에서의 안전 강화 등으로 중소·중견기업들의 사전예방 시스템 구축이 매우 필요한 시기이다. 이에 반해 산업환경과 생산안전(ES)을 융합하는 전문가들의 네트워크는 물론 지식서비스 기업조차 지원을 할 수 있는 준비가 충분하지 않은 상태이다. 본 연구에서는 전문가의 설문조사를 통하여 산업환경과 생산 안전(ES)의 융합에 대한 현주소를 살펴보고, 이를 타개하기 위한 방법으로 ES 지식 클러스터 구축방안을 제안하였다. ES 융합 방법론의 개발과 보급, 효율성 분석과 라운드테이블 개최 등에 대한 세부 전략도 함께 제안하였다.

  • 본 연구는 기존의 통합 가스안전관리 시스템에 힌트를 얻어 가스 및 에너지$\cdot$환경 공정에 있어서 웹을 기반으로 하여 안전, 보건, 환경 분야의 통합 시스템(WISHE; Web-based Integrated Safety, Health and Environment Management System)을 구축하는 것이다. 지금까지 산업현장에서 각종 규제와 법률에 따라 각각 관리되던 안전, 보건, 환경의 고유 업무 영역을 객체 위주의 정보 흐름도를 이용하여 면밀하게 분석하고, 통합 가능성을 파악한 후 및 장소에 구애를 받지 않는 웹의 장점을 이용하여 통합시스템을 만들었으며, 주위 모듈 및 각종 인증제도와 유기적으로 연계하여 관리인력 및 비용절감을 가능하게 하였다.

방송 제작 특성에 기반한 유해위험요인 분석 (A Study on the Risk Factors at the Broadcasting Production Site)

  • Due to various industrial accident that occur to the staff in the broadcasting production sites, the issue of safety at the broadcast production site is becoming a social issue. Nevertheless, not many researches have been carried out on the actual conditions of the staff's production environment and its safety issues. Therefore, the purpose of this study was to prepare a countermeasure based on engineering knowledge by analyzing working environment to improve the poor working environment of staff. First, this study analyzed statistical data of industrial accidents over the past five years to find out the current status of disasters at broadcasting production sites. As a result, the intensity of the accident was not weak in that the loss days was more than one month in 85% of accident. In addition, the type of accident was high in the fall/trip accidents. Second, this study visited 10 broadcasting production sites for risk assessment. By analyzing the characteristics of the working environment and 104 questionnaires, we predicted the types of accidents that can occur in the broadcasting production site. As a result, accident types such as fall, collision, and trip were relatively high, similar to the characteristics of construction site. Third, it was possible to quantify the scale of the risk in the broadcasting production, and as a result, the quantity of temporary structure and accident risk were proportional. In other words, this study analyzes broadcasting work environment and defines risk factors based on safety engineering knowledge. Finally, this study suggested a guideline to improve the safety of the broadcasting production site.
