Hydrogen, which can be produced from abundant and widely distributed renewable energy resources, seems to be a promising candidate for solving the concerns for improving energy security, urban air pollution, and reducing greenhouse gas emissions. The two primary motivating factors for hydrogen economy are fossil fuel supply limitations and concerns about global warming. But the safety issues associated with hydrogen economy need to be investigated and fully understood before being considered as a future energy source. Limited operating experience with hydrogen energy systems in consumer environments is recognised as a significant barrier to the implementation of hydrogen economy. To prevent unnecessary restrictions on emerging codes, standards and local regulations, safety policies based on real hazards should be developed. This article studies briefly the direct impact-distances from hazard events such as hydrogen release and jet fire, and damage levels from hydrogen gas explosion in a confined space. Based on the direct impact-distances indicated in the accident scenarios and consumer environments in Korea, the safety policies, which are related to hydrogen filling station, hydrogen fuel cell car, portable fuel cell, domestic fuel cells, and hydrogen town, are suggested to implement hydrogen economy. To apply the safety policies and overcome the disadvantages of prescriptive risk management, which is setting guidance in great detail to management well known risk but is not covering unidentified risk, hybrid risk management model is also proposed.
Accident analyses are used to identify common factors contributing to occupational accidents and to give recommendations for accident prevention. This study concerns with the accident characteristics and safety management in the small manufacturing industry. To investigate the accident characteristics, we used workers' compensation reports and employers' accident analysis reports. Two hundred and thirty injury accidents which results in more than 4 days absence were surveyed from the manufacturing companies with under 100 employees. The actual safety problems experienced today in the small manufacturing were also examined by interview method with safety engineers. We propose the safety management programs based on the accident characteristics and the actual safety problems. These results can be used to develop more effective occupational safety and health management policies in the small manufacturing industry.

Seismic safety evaluation of concrete gravity dams is very important because failure of concrete gravity dam may incur huge loss of life and properties around the dam as well as damage to dam structure itself. Recently, there has been growing much concerns about earthquake resistance or seismic safety of existing concrete gravity darns designed before current seismic design provisions were implemented. This research develops the dynamic fluid pressure calculation using 'added mass simulation'. The actual analysis using structural analysis package was performed. According to the analysis results, the vibration which is transverse to water flow seems to be very critical depending on the shape of the dam.
One of the main concerns of railway system is to secure safety. Nowadays digital technology has been rapidly applied to safety critical system. The digital system performs more varying and highly complex functions efficiently compared to the existing analog system because software can be flexibly designed and implemented. The flexible design makes it difficult to predict the software failures. For this reason, the safety criteria are suggested to secure the software safety for the field of railway system. Following them, the railway software have to be examined whether it is properly developed according to the safety criteria and certification process. Because the articles suggested in safety criteria are written in legal term, it is difficult to apply the criteria to develop railway software. This paper suggests and discusses a development and assessment procedure to solve these issues for railway software with more detail description.
Accidents, especially fatal accidents in construction work are being not reduced, but increased, despite of more concerns of related authority and companies themselves. It is investigated that major reasons of which these accident increase are caused to set up wrong temporary structures : scaffolding with insufficient components or safety guards. Approximately 50% of falling accident, one of three major accidents; falling collapsing of structures or soil, accidents from heavy equipments, are due to defects of temporary structures. Therefore, technical standards for these temporary structures made by the ministry of labour in 1984, should be promptly revised because of its insufficient considerations for structural concepts. A method to effectively ensure the construction safety are shown through an experimental method, mathematical analysis structural planning against overturning and collapsing of scaffold-ing components, consideration of safety factor in loading, formulations of safety structure against falling or dropping from schaffolding.
This paper summarizes the tests performed in the ATLAS facility during its first two years of operation (2007${\sim}$2008). Two categories of tests have been performed successfully: (a) the reflood phase of the large-break loss-of-coolant accidents in a cold leg, and (b) the breaks in one of four direct vessel injection lines. Those tests contributed to understanding the unique thermal-hydraulic behavior, resolving the safety-related concerns and providing an evaluation of the safety analysis codes and methodology for the advanced pressurized water reactor, APR1400. Several important and interesting phenomena have been observed during the tests. In most cases, the ATLAS shows reasonable accident characteristics and conservative results compared with those predicted by one-dimensional safety analysis codes. A wide variety of small-break LOCA tests will be performed in 2009.
A self-report musculoskeletal assessment tool was adapted following field use by ergonomic analysis teams and was administrated to 100 employees of ChangWon techno-complex. Results were analyzed to determine of the self-report could adequately predict whether or not an employee reportedly sought medical treatment for a work-related discomfort. It is anticipated this tool can be utilized as an easily administrated, proactive surveillance instrument to assist in early identification of ergonomic concerns and to help prioritize jobs for intervention.
Laboratory accidents have happened incidently. However, laboratory safety management has been out of concerns for a long time. At last, the Korean government established an act called Establishment of safe environment of laboratories in 2005. To support the act and to establish policies on laboratory safety management,a national-wide survey was conducted for the 74 research organizations sampled and their 201 laboratories. For the survey, a safety management checklist with 114 items grouped into 20 categories was developed By using this checklist, safety expert groups investigated the laboratories and evaluated them on the five-point Likert scale. A statistical analysis was conducted to compare the safety management status between different research organization types and between different research fields. The resultsmanaw that the universities are in significant lower level on safety institution and safety education than the public research organizations and theare poration research organizations. In terms of research field, chemistry/chemical engineering laboratories generallymanaw higher level compared with theaothers. Conversely, biology/life science laboratories marked low levels in a number of checklist items.
