Water conveyance from waste water treatment plant can play a role in securing river water quantitatively in urban watershed, but it can also cause more severe contamination of river water due to lack of water quality management. Soil aquifer treatment(SAT) has been introduced to overcome the worsening water quality in the water conveyance system considering the characteristics of Korean urban watershed. The application of SAT to the water conveyance system not only improve water quality of ordinarily discharged water but also prevent accidential water pollution to the urban watershed. Since most domestic urban watersheds are consist of narrow terrace lands and surrounded by roads, SAT is estimated not to be appropriate to the urban watershed with respect to the quantitative efficiency. However, since the upstream of urban watershed in which discharge ports are located usually consists of agricultural lands, SAT can be applied near discharge ports. Therefore, combination of water conveyance and SAT is expected to supply clean and safe river water in urban watershed.

Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

If there is no choice but to be urbanized, we should examine how human interference has had influences on the area to keep the river environment safe and stable. This study is aimed at finding improvement by examining the effect of human interference in Gapcheon river in Daejeon, which is developing fast. Distinctive features of human interference in Gapcheon river are followings. First, middle and upper reaches of Gapcheon river are being maintained and restored focusing on flood control but are scheduled to develop city and channel. Second, the rear area of middle and lower reaches of Gapcheon river is already developed into an urban district and solidified into artificial stream for leisure activities installing the artificial structure for fun. Third, lower reaches of Gapcheon river are in an unstable condition because of straightening waterway and developing rear area of river. Up to now, geographical features and bio-diversity of Gapcheon river has been ruined by the artificial management of river centered for technical engineering. From now on, followings should be considered for management of urban river. First, it is focused on maintaining eco system by itself than usage for human. Second, natural features of rear area of river should be taken into consideration and should be preserved before developing urban city and hills, back marsh, channel deposit and swamp to directly have an influence on river.
Turbidity has various effects on the water quality and ecosystem of a river. High turbidity during floods increases the operation cost of a drinking water supply system. Thus, the management of turbidity is essential for providing safe water to the public. There have been various efforts to estimate turbidity in river systems for proper management and early warning of high turbidity in the water supply process. Advanced data analysis technology using machine learning has been increasingly used in water quality management processes. Artificial neural networks(ANNs) is one of the first algorithms applied, where the overfitting of a model to observed data and vanishing gradient in the backpropagation process limit the wide application of ANNs in practice. In recent years, deep learning, which overcomes the limitations of ANNs, has been applied in water quality management. LSTM(Long-Short Term Memory) is one of novel deep learning algorithms that is widely used in the analysis of time series data. In this study, LSTM is used for the prediction of high turbidity(>30 NTU) in a river from the relationship of turbidity to discharge, which enables early warning of high turbidity in a drinking water supply system. The model showed 0.98, 0.99, 0.98 and 0.99 for precision, recall, F1-score and accuracy respectively, for the prediction of high turbidity in a river with 2 hour frequency data. The sensitivity of the model to the observation intervals of data is also compared with time periods of 2 hour, 8 hour, 1 day and 2 days. The model shows higher precision with shorter observation intervals, which underscores the importance of collecting high frequency data for better management of water resources in the future.

About 50% of the population and 75% of the properties concentrate on the flood plain in Japan. The rivers have intimate relationship with our lives. Those conditions have been seen after modern river improvement projects that began about a century ago. The technology which was introduced from foreign countries was improved in conformity with geographical features and the climate condition of our nation, and has redeveloped as a Japanese original technology. In 1940's, Japan had serious natural disasters that were caused by large- scale typhoons. Those typhoons wiped out everything completely. Even though the government realized the importance of flood control and management after those natural disasters, civil work still aimed to economic development. Those construction works have become the one of factors for concentrating population and degrading natural environment in urban areas. Deterioration of river environment has become serious issue in urban development and main cause of pollution. The approaches for environmental restorations which were started about 30 years ago aimed to harmonize with nature environment and cities and human lives. There have been going on many projects called 'river environmental improvement projects', the 'nature friendly river works' and 'natural restoration projects.' The society has tried to find a way to live in harmony with nature. As for societies symbiotic with habitats will form the safe country in the history and the spectacle. Such as the symbiotic of the river or the basin where discharge, water quality, nature, the history, landscape, the local society and also for culture were built in is achieved. Examples of working, applied to restoration technologies and the one to describe the mechanism construction are been shown in the paper. Furthermore, write for an international spread of the river technology of Japan to attempt.

This study identifies the cause of the accident and presents a new concept for safe urban stream management by numerical simulating the flood event of Cheonggyecheon on August 17, 2017, using rain data measured through a dense weather observation network. In order to simulate water retention in the CSO channel listed as one of the causes of the accident, a reliable urban runoff model(XP-SWMM) was used which can simulate various channel conditions. Rainfall data measured through SK Techx using SK Telecom's cell phone station was used as rain data to simulate the event. The results of numerical simulations show that rainfall measured through AWSs of Korea Meteorological Administration did not cause an accident, but a similar accident occurred under conditions of rainfall measured in SK Techx, which could be estimated more similar to actual phenomena due to high spatial density. This means that the low spatial density rainfall data of AWSs cannot predict the actual phenomenon occurring in Cheonggyecheon and safe river management needs high spatial density weather stations. Also, the results of numerical simulation show that the residual water in the CSO channel directly contributed to the accident.

Coastline is the most dynamic part of seascape since its shape is affected by various factors. Coastal zone is an area with immense geological, geomorphological and ecological interest. Monitoring coastal change is very important for safe navigation, coastal resource management. This paper shows a result of monitoring coastal morphological changes using Remote Sensing and GIS. Study was carried out to obtain intensity of erosion, deposition and sand bar movement in the Red River Delta. Satellite images of ALOS/AVNIR-2 and Landsat were used for the monitoring of coastal morphological changes over the period of 1975 to 2009. Band rationing and threshold technique was used for the coastline extraction. Tidal levels at the time of image acquisition varied from -0.89m to 2.87m. Therefore, coastline from another image at a different tidal level in the same year was considered to get the corrected coastline by interpolation technique. A series of points were generated along the coastal line from 1975 image and were established as reference points to see the change in later periods. The changes were measured in Euclidean distances from these reference points. Positive values represented deposition to the sea and negative values are erosion. The result showed that the Red river delta area expanded to the sea 3500m in Red river mouth, and 2873m in Thai Binh river mouth from 1975 to 2009. The erosion process occurred continuously from 1975 up to now with the average magnitude 23.77m/year from 1975 to 1989 and 7.85m/year from 2001 to 2009 in Giao Thuy area. From 1975 to 2009, total 1095.2ha of settlement area was eroded by sea. On the other hand, land expanded to the sea in 4786.24ha of mangrove and 1673.98ha of aquaculture.

In order to establish appropriate policy to control sediment-associated problems, it is necessary to identify the physical characteristics of the reservoir sediments in particulate form in the Yeongsan River. Two time-integrated suspended sediment samplers were installed at Seungchon and Juksan weir on the upper and middle Yeongsan River in July 2012. Reservoir sediment samples were obtained at monthly intervals until October 2014. During the monitoring period, a total of 38 sediment samples were obtained and analyzed. Seasonal trends of suspended sedimentation rates and grain size distributions were examined based on variations in precipitation and discharge fluctuations. Moreover, stream flow characteristics, which has a great influence on the physical characteristics of the river sediment, was analyzed using flow duration curve for the period 2003-2019 at Naju gauging station. Sedimentation rates during summer, when heavy rainfall was concentrated due to the monsoonal front and typhoon, were very high, indicating the positive relationship between sediment concentration and discharge. Particle size analysis of the collected sediment showed that coarse silt and very fine sand-sized sediment dominated most of the Seungchon weir sediment. On the other hand, medium silt-sized sediment dominated the downstream Juksan weir except for a few summer samples. These results implied that the physical characteristics of the suspended sediment are determined not only due to flow fluctuations, but also with regard to the antecedent rainfall conditions, hillslope-channel connectivity, and the supply of materials from various contributing regions. This information about flow characteristics and temporal variations in reservoir sediment can be used for safe management of the weir and discussing the issues on the dismantling of the weirs.

An accurate estimation of the geotechnical parameters in front of tunnel faces is crucial for the safe construction of underground infrastructure using tunnel boring machines (TBMs). This study was aimed at developing a data-driven model for predicting the rock quality designation (RQD) of the ground formation ahead of tunnel faces. The dataset used for the machine learning (ML) model comprises seven geological and mechanical features and 564 RQD values, obtained from an earth pressure balance (EPB) shield TBM tunneling project beneath the Han River in the Republic of Korea. Four ML algorithms were employed in developing the RQD prediction model: k-nearest neighbor (KNN), support vector regression (SVR), random forest (RF), and extreme gradient boosting (XGB). The grid search and five-fold cross-validation techniques were applied to optimize the prediction performance of the developed model by identifying the optimal hyperparameter combinations. The prediction results revealed that the RF algorithm-based model exhibited superior performance, achieving a root mean square error of 7.38% and coefficient of determination of 0.81. In addition, the Shapley additive explanations (SHAP) approach was adopted to determine the most relevant features, thereby enhancing the interpretability and reliability of the developed model with the RF algorithm. It was concluded that the developed model can successfully predict the RQD of the ground formation ahead of tunnel faces, contributing to safe and efficient tunnel excavation.
This study identifies problems of the administrative legislation (or the delegated legislation) by analyzing articles of laws, orders, and ordinances regarding the sinking of Sewol. According to the result, both of Rescue and Aid at Sea and in the River Act and Marine Transportation Act require to be complemented by additional administration legislations. Therefore bureaucrats enacted defective orders and ordinances, which became an institutional background of the sinking of Sewol. In other words, excessive administrative legislations enabled the Marine Rescue and Savage Association to exert exclusive authorities and caused insufficiencies of supervision over the Association and management for safe navigations. They resulted in corrupt relationships between bureaucrats and businesses and eventually brought citizens' lifes in mortal danger. Consequently, specialty of congressmen should be improved to avoid these excessive administration legislations. At the same time, autonomous control of the administration itself should get enhanced to regulate them. The theoretical implication of this study is that problems of the administrative legislation and necessity of the control by the National Assembly, which have been discussed abstractly and normatively, are clarified empirically, and the practical implication is that the institutional background of the sinking of Sewol is clarified and solutions to improve the institutions are proposed.
