  • ECDIS, highlihgted as a new technology for the navigation safety, could replace the paper charts in the bridge and make the more safe navigation possible. For the marines to use the ECDIS, the infrastructrue of the ENC production and distribution, the development of IMO compliant ECDIS, the training program for the ECDIS usage and related matters are thought as the key points to be solved. Also it is necessary for the ECDIS usage and related maters are thought as the key point to be solved. Also it is necessary for the related groups, such as ECDIS manufactures, users, ENC producers, the to be involved in developing the national infrastructure altogether to promote the ECDIS usage. Upon these background, the Korean ENC pilot project was introduced and the comparison study of the SHARED project coordinated by MPA(Maritime Port Authority, Singapore) and the Canadan Pilot project has been done. With such a analysis, the Korean ENC sea trial test plan is presented.

  • Navigation system or way finding in Wearable computer help disabled and impaired persons and it is impossible to be safe and efficient for drivers as well as pedestrian. Wearable computing situation must be multi-tasking simultaneously and users need minimal attention. In this paper, we used virtual environment as real way-finding similarly. The direction cues of navigation system are investigated as visual only, visual & auditory, and visual & speech. In the paper, the trial demonstrates the difference of performance in detection of directing and performance of motor and subjective satisfaction of user.

어망부표로서 RTE의 이용에 관한 연구 (A Study on Use of RTE(Radar Target Enhancer) as a Fishing Net Buoy)

  • Radar is an indispensible equipment in all vessels under way. In Korea there are many fishing net buoys near the coast, which causes an enormous threat to safe navigation because it is very difficult to detect the buoys by radar due to their small radar cross section. In this study RTE(Radar Target Enhancer) was installed on the fishing net buoy and its echo was analysed carefully. The results showed the possibility of wide detection of targets, especially small targets such as fishing net buoys, navigation buoys and etc.

  • Evaluation of collision risk plays a key role in developing the expert system of navigation and collision avoidance. This paper presents a new collision risk model formula that is one modification model on the basis of one approach to the evaluation of collision risk using sech function produced by Prof. Jeong in his relevant $articles^{[2][3][4][5]}$. And as a grope in collision risk evaluation field, this paper applied the new model in appraising the collision risk, suggested how to decide the safe range of own ship’'s action. Moreover this paper also analyzed theoretically how to determine the coefficients as describes in the new modification model formula, and suggested the appropriate values as applicable.

Relation between P-D value of Autopilot and Transfer Distance under Wind Pressure

  • When performing steering by an autopilot (automatic steering gear), a sensitivity adjustment is mainly determined by P value and D value. These values differ in the optimal combination by model of ship and external forces. This research was carried out simulation case studies and examined movement of Pure Car Carrier, which easily received ship by wind pressure influence in low speed We investigated the relation of horizontal migration(transfer) of ship's body and P-D value. Based on it, four parameters of P-D at approaching berth could be suggested Hence there were suggestions of parameters; Distance to maximum lee point, Time to maximum lee point, Time to return to original course and Time to 300th second. The correlation of these parameters and P-D value were also considered. As a result, we think that this index, like formulated P-D, leads to an easy and safe navigation by utilizing these indices.

And as a tool of the evaluation field of ship collision, this paper applied the new model in appraising the collision risk and represented how to decide the safe range of own ship's action.   • 본 연구는 우리나라 선박 및 항해와 관련된 항로표지 업무를 관장하기 위해 설치된 국가제도 등에 관한 기록들을 주요 역사서를 통해 살펴보고, 삼국시대부터 봉수(烽燧)와 봉화(烽火) 같은 횃불을 밝혀 선박의 안전항해를 돕기 시작하여 근대 이후에는 석유등, 아세틸렌가스등, 전기등, LED 광원을 등대광원으로 사용한 변천과정을 알아본다.

A Study on the Influence of Navigational Environment on Mariner's Behavior for Collision Avoidance

  • The safety degree of navigation for collision avoidance is closely related with the combination between mariner's behavior and navigational environment. The condition of navigational environment is mainly decided by navigable waters, ship traffic, rule of road, sea state, weather and so on. Especially, the condition of navigable waters and ship traffic in navigational environment are ones of the important factors to attain safe navigation when mariners are underway and crossing, head on or overtaking situation. Thus this paper is to analyze the characteristics of mariner's behavior for collision avoidance caused by ship traffic and navigable waters by analyzing the contents of questionnaire and the results of international collaborative research. As a result, it can be concluded that the density of ship traffic and the area of navigable waters affect mariner's ship handling for collision avoidance.

조건부가치측정법(CVM)을 이용한 일반형 화물자동차 안전운송원가 지불의사(WTP) 추정 (Estimation of Willingness to Pay (WTP) of the Cost of Safe Transportation for Freight Cars Using the Contingent Valuation Method (CVM))

  • 국토교통부에서 화물 차주의 과로, 과적, 과속을 근절하려는 목적으로, 2020년도부터 '화물자동차 안전운임제'가 시행 되었다. 컨테이너 및 BCT(시멘트) 품목의 '화물자동차 안전운임'은 금액이 구체화 되었고, 위반시 과태료를 부과하며 강제성 있게 시행되었으며, 2021년에는 각 항목별 조정율이 적용되어 보완되어가고 있지만, 일반형 화물자동차(카고) 및 철강재 품목의 '화물자동차 안전운송원가'는 아직 원가 구성 항목 및 금액이 논의 중이어서 권고 형태로만 적용 중이다. 본 연구는 일반형 화물자동차 최대적재량 톤수별 독차 운임에 대하여, 화물 운수 실무자들의 지불의사를 추정하는 것이 목적이다. 화주, 운수사(주선사, 운송사), 차주(지입, 개인)를 대상으로 조건부가치측정법(CVM) 중개방형 직접질문법으로 설문조사를 실시하였고, 각 응답자로부터 수집된 데이터를 활용하여, 토빗(Tobit) 회귀분석을 하였다. 분석을 통해 지불의사에 영향을 주는 유의 변수(현재 운송료 만족도 등)들을 확인하였다. 그리고 추정된 결과를 활용해 화물 운임의 평균값, 중앙치를 도출하여 화물차 톤수별 지불의사금액를 각각 확인하였다. 본 연구의 결과가 '화물자동차 안전운송원가' 심의·의결 기관인 '화물자동차 안전운임위원회'에 참고 자료로 활용되어, 제도가 원활하게 정착되어 도입 될 수 있기를 기대한다.

해양교통시설 운영관리 시스템 구축 및 합리화 방안 (Development and Rationalization of Maritime Traffic Facilities Management System)

  • 항만건설 및 운영에서 해양교통시설의 설치와 운영은 해상충돌방지 및 안전에서 매우 중요한 인자이다. 그리고, 해상교통시설의 설치 및 운영은 IMO SOLAS 5장 제13조에 의하여 당국의 의무사항으로 규정되어 있다. 해양교통시설은 과거의 시각적(광학, 형상) 시설에서 AIS, DGPS 및 기타 전파표지 등을 활용한 e-Navigation의 개념으로 발전하고 있다. 그러나 이러한 해양교통시설의 자동화 흐름에도 불구하고 선박의 안전한 항해를 위한 광파표지 및 형상표지의 역할은 여전히 절대적이다. 본 연구에서는 시각표지의 운영관리 효율을 향상시키기 위한 해양교통시설 서비스수준의 결정방법으로 해상교통관련 전체 시설을 하나의 관리시스템으로 조합하고 더욱 효율적인 시스템 관리방안으로서 항로표지 운영율을 제안하였다. 해외의 서비스 수준에 대한 비교와 이론적 배경을 분석하고, 제안된 서비스수준을 인천해역에 실제 적용하여 항로의 안전성을 평가한 사례를 제시하였다.
