A Study on Security Plans At Large-Scale International Event Halls: Focusing on Assessment of Escape Safety of K Stadium for The Incheon Asian Games (대규모 국제행사장의 경호경비계획에 관한 연구: 인천 아시안게임 K경기장의 피난안전성 평가를 중심으로)

  • Korea faces The 2014 Incheon Asian Games and 2018 Pyungchang Winter Olympics. It is imperative to hold a safe event for the economic benefits, enhancing Korea's image, social integration, national harmony and unity in order to be evaluated as a successful international event. Furthermore, since the international event tends to draw many spectators, the host country must be ready to accommodate a large number of injured people in the event of an accident or terror attack. As stadiums for international events are where a large number of spectators gather in, a large refuge is essential, when dangerous situations happen. In this study, evacuation simulation was conducted using three scenarios in order to predict escape behaviors of spectators during the large escape by destruction of safety systems of stadiums and assess escape safety. As the result, the following results and proposals were extracted. Firstly, it is considered that dangerous situations during the security of stadiums should be predicted in advance and concrete plans for a large refuge of spectators have to be established to minimize damage. Secondly, it was found that the reduction in evacuation exits has an important impact on evacuation in an emergency situation. It implies that securing escape exits are quite important. Thirdly, there were areas where spectators stayed, due to blocked escape exits, while they were dispersed and concentrated at once. It demonstrates that security plans considering properties of facilities are required to solve these problems.

The Effect of Safety Awareness Perceived by Construction Workers on Unsafe Act: Mediation Effect of Job Satisfaction and the Adjustment Effect of Perceived Organizational Support (건설근로자가 인식하는 안전의식이 불안전한 행동에 미치는 영향: 직무만족의 매개효과와 조절후원인식의 조절효과)

  • This study examined the mediated effects of job satisfaction and the control effects of the perceived organizational support awareness on the effects of safety awareness recognized by construction workers on unsafe acts as a way to reduce unsafe acts. To this end, 439 workers at 23 construction sites across the country received a questionnaire from July 1 to July 20, 2019 and the data were analyzed, which resulted in the following conclusions. First, the sense of safety in which construction workers are late has a direct influence on job satisfaction. Second, job satisfaction recognized by construction workers has been shown to have a direct negative effect on the anxiety act. Third, job satisfaction was influenced by the medium in relation to safety awareness and anxiety transfer act recognized by construction workers. Fourth, the adjustment effect of the perceived organizational support awareness in the relationship between safety awareness and task satisfaction was shown to be significant. This study suggests that to prevent unsafe acts at construction sites, increased safe acts reduce the level of anxiety transfer due to a high sense of safety and job satisfaction by workers.

Risk of Treatment Related Death and Febrile Neutropaenia with First Line Palliative Chemotherapy for De Novo Metastatic Breast Cancer in Clinical Practice in a Middle Resource Country

  • Background: The risk of febrile neutropaenia (FN) and treatment related death (TRD) with first line palliative chemotherapy for de novo metastatic breast cancer (MBC) remains unknown outside of a clinical trial setting despite its widespread usage. This study aimed to determine rates in a large cohort of patients treated in the University of Malaya Medical Centre (UMMC). Materials and Methods: Patients who were treated with first line palliative chemotherapy for de novo MBC from 2002-2011 in UMMC were identified from the UMMC Breast Cancer Registry. Information collected included patient demographics, histopathological features, treatment received, including the different chemotherapy regimens, and presence of FN and TRD. FN was defined as an oral temperature > $38.5^{\circ}C$ or two consecutive readings of > $38.0^{\circ}C$ for 2 hours and an absolute neutrophil count < $0.5{\times}10^9/L$, or expected to fall below $0.5{\times}10^9/L$ (de Naurois et al, 2010). TRD was defined as death occurring during or within 30 days of the last chemotherapy treatment, as a consequence of the chemotherapy treatment. Statistical analysis was performed using the SPSS version 18.0 software. Survival probabilities were estimated using the Kaplan-Meier method and differences in survival compared using log-rank test. Results: Between $1^{st}$ January 2002 and $31^{st}$ December 2011, 424 patients with MBC were treated in UMMC. A total of 186 out of 221 patients with de novo MBC who received first line palliative chemotherapy were analyzed. The mean age of patients in this study was 49.5 years (range 24 to 74 years). Biologically, ER status was negative in 54.4% of patients and Her-2 status was positive in 31.1%. A 5-flourouracil, epirubicin and cyclophosphamide (FEC) chemotherapy regimen was chosen for 86.6% of the cases. Most patients had multiple metastatic sites (58.6%). The main result of this study showed a FN rate of 5.9% and TRD rate of 3.2%. The median survival (MS) for the entire cohort was 19 months. For those with multiple metastatic sites, liver only, lung only, bone only and brain only metastatic sites, the MS was 18, 24, 19, 24 and 8 months respectively (p-value= 0.319). Conclusions: In conclusion, we surmise that FEC is a safe regimen with acceptable FN and TRD rates for de novo MBC.

Overview of Preventive Measures against Invasive Alien Species in Korea and Suggestions for their Improvement (침입외래생물의 사전예방 제도 및 개선방향)

  • To cope with the potential risks associated with invasive alien species, the Korean Government implemented the Biodiversity Act in 2014. Among the alien species not yet introduced into that country, 24 have been designated as alert species. These include mammals, birds, fish, mollusks, insects, and plants that may invade and cause serious harm to the ecosystem. Approval from the Ministry of Environment is required to import or carry any of them. Although these measures are more advanced than those from the previous legal framework, several terms still need to be improved. First, the category of alert species should cover not only those not yet introduced but also those that are being raised or cultivated at aquariums, botanical gardens, and zoos. Second, for applicants who intend to import or carry alert species, the government must provide them with detailed standards for the ecological risk assessment of alert species as well as guidelines for their safe use in Korea to prevent their unregulated release from confinement facilities into natural environments. Third, tools and protocols should be developed for early detection and rapid responses to those escapes.

  • In the post-Cold war world, the threat of terrorism is emerging as the most formidable challenge. The terrorist attacks including 9.11 World Trade Center attack have proved such challenge. It has become apparent that no country is safe from the scourage of terrorism. The region of the southeast Asia is no exception to this trend. The Bali bombing of 2002, killing about 200 innocent people, demonstrated that the threat environment had significantly altered. Today, local and regional groups such as Jemiah Islamiah can conduct terrorist operations as devastating as those carried out by Al Qaeda. As fighting terrorism is a complex multi-dimensional task, the responsibility for fighting terrorism must not rest with a single government. The burden must be shared by both the local governments and international communities. In addition, To prevent another bombing of the scale of Bali, countries in the region of southeast Asia must respond decisively. The purpose of this study is to examine the current situation on terrorism in the southeast Asia and to provide perspectives on future terrorism in this region. To foster the better understanding, historical survey on the terrorism in the region and local terrorist groups' network with the foreign terrorist organizations including Al Qaeda have been researched. Based on the result of the research, this paper provides a perspectives and evaluation on the future terrorism in the southeast Asia. It also provides an implications for our reference in the war against terrorism.

Geo spatial information in a variety of direct or indirect acquisition of the initial spatial data into a database for accurate collection, storage, editing, manipulation and application technology changes in the future by establishing a database of 3D spatial by securing content organization ubiquitous tourist to take advantage of new tourism industry was greatly. As a result of this study for future tourism using geo spatial information and analysis of 3D modeling by intelligent land information indirectly, with quite a few stereo site experience and a variety of tourist spatial acquisition and utilization of information could prove.

  • As the demand for high-speed railway, light railway, and metropolitan railway is increasing, the demand for safe and comfortable railways is increasing. The evaluation technology for a railway system manufactured according to this trend is becoming more important. This study examined the domestic and foreign technology trends through patent analysis of the railway test technology. To accomplish this, the patents filed in Korea, Europe, and the United States since 1990 were analyzed using Thomson Innovation DB. First, the technology was classified as a component test, combined test, and on-line test. Through patent analysis, the technology trends in the railway test technology and how the technological progress has been made from the past to the present were reviewed. In addition, through an analysis of the country and main applicant, this study examined the countries and applicants that are actively developing technologies. In addition, the countries that have secured technology related to the test technology were studied through an analysis of the market security index and the influence index. Through this analysis, this study analyzed the trend of the test technology in the railway area.

  • Due to the cases of recent global warming and unusual weather etc., large-scale natural disasters such as typhoons, floods, snow damage occur frequently across the continents such as Southeast Asia and North America, South America etc. and risks of earthquakes and tsunami are also increasing gradually in Korea which has been regarded as a safe zone and disaster types are also being diversified such as typhoons, floods, heat waves, heavy snow and damage scale is also enlarged. In addition, due to geographical characteristics or lack of infrastructure, disasters tended to occur intensively around a specific region or city in the past but disasters occur throughout the country in recent years so preparation for disaster prevention has emerged as an urgent challenge issue. Therefore, considering that the plan of obtaining the effective feedback function of disaster Information is very important in the proactive and software aspects for disaster reduction, this paper analyzed this three aspects of contents, procedural and contextual aspects and proposed the plan. First, in the content aspect, building disaster prevention information communication Infrastructure, building urban and regional disaster prevention system, obtaining concurrency and sharing of information and second, in the procedural aspect, active utilization of ICT(Information and Communication Technology) of the prevention stage, disaster prevention information collection and analysis reinforcement of the preparation stage, improvement of decision-making structure and field command system of the response stage, recovery system related information promotion of the recovery stage were proposed as alternatives and finally, in the contextual aspect, if disaster prevention information is effectively managed through maintenance of disaster prevention information related systems, obtaining domainality by disaster prevention work, improvement of the ability to judge the situation, obtaining comprehensive and feedback function etc, it is considered to significantly contribute to reducing natural disasters.

Effective Fungicides on Control of Stem and Root Rot of Paprika Caused by Nectria haematococca (Nectria haematococca에 의한 착색단고추 줄기 및 과실썩음병의 약제방제)

  • A previous study reported that the stem and root rot of paprika (Capsicum annum L. var, grossum) caused by Nectria haematococca became a threat to safe cultivation of the plant in the country. However, no strategies for control the disease have been suggested. In this study, fungicides registered for pepper were screened to evaluate their control effects on the disease. Among fungicides tested, prochloraz manganase complex com pletely suppressed mycelial growth of the pathogen at 10 ppm a.i. tebuconazole, benomyl, and carbendazim $\cdot$kasugamycin also effectively inhibited mycelial growth of the fungus. However, kresoxim-methyl and triflox ystrobin did not suppress mycelial growth but significantly suppressed conidial germination of the fungus. Azoxystrobin, benomyl, prochloraz, tebuconazol, and carbendazim$\cdot$ kasugamycin were also effective to retard conidial germination. In vivo tests, tebuconazole strongly inhibited the plant growth even at 16,000x (15.6 ppm a.i.), while others did not induce chemical injury at 4,000x or 8,000x when drenched into a rockwool cube. In a greenhouse test, prochloraz manganase complex at 125 ppm a.i. (4,000x) showed highest control value by $89.9\%$. Other fungicides thiophanate-methylthiram, axozystrobin, trifloxystrobin, and benomyl presented $60-80\%$ control value in the hydroponic cultivation system. However, application time and interval remained to be investigated for identify maximum residue limit.

Development of Business Process Model for Overseas Natural Gas Pipeline Project at the Project Planning Phase (해외 천연가스 파이프라인 사업 진출을 위한 사업계획단계 의사결정 프로세스 모델 구축)

  • Demand of Natural Gas (NG) consumption is continuously increasing by long service life and low environmental impact than other fossil fuels. Because of this reasons, Gas wells exploration and huge LNG plant construction project are being boosted world-widely. Especially, overseas NG pipe-line projects are emerging by considering safe and efficiency at the inter-country sections. At the same time, Korean contractors are being achieved to record-breaking performance at 2011's overseas construction market and 80% of new-record was attained from overseas plant construction projects. Nevertheless, Korean contractors are behind than overseas leading contractors by geographical distance from gas wells and concentrated demand for storage plant. In these reasons, this paper aims to develop the standardized business process model(BPM) for overseas NG pipe-line project at project planning phase to support the project entry. To this aim, first of all, extract the BPM through the broad literature and overseas construction market review and domestic/overseas pipe-line project analysis. Second, Test-bed was performed to confirm of practical applicability by 4 experts. And then 15 experts survey were performed to validate the usability and effectiveness of BPM for overseas NG pipe-line project. Consequently, if Korean contractors are using this BPM with their own know-how and experiences, it will be returned to more reasonable and rational references for decision making in overseas NG pipe-line project.
