Development and Application of a Sensemaking Approach to Community-based Disaster Risk Governance

  • This paper explores community-based flood disaster risk governance by applying a sensemaking approach. The conceptual sensemaking framework consists of individual experience, dialogue, and socialization components, which together comprise an interconnected system. This study presents a method for applying this framework by using a concerns table and a SWOT analysis to examine the concerns of residents living in a flood plain. A series of community-based workshops on flood risk reduction was conducted with residents of the flood-prone Muraida community in Shiga Prefecture, Japan. During the workshops, residents' concerns regarding flood risk surfaced. This study used an idiographic approach to examine the proceedings of the workshops. SWOT issue analysis was used to examine the strengths and weaknesses in the Muraida community's internal capacities, and examine the opportunities and threats in the external capacities (e.g., local government). Additionally, a SWOT strategy analysis was conducted to identify strategies for knowledge sharing and development of cooperative countermeasures that can be undertaken between the Muraida community and the local government. The results show that the concerns table can not only summarize the main concerns of all workshops, but also provide an understanding of alternative flood risk countermeasures that can be carried out.

A Study on the FST Applications of Korean Navy (한국 해군의 함대합성훈련(FST) 적용 연구)

  • In this research, political suggestions for Korean navy have been drawn through examination of FST (Fleet Synthetic Training), simulation based training system. We, first, reviewed overall concepts of FST and its key components. We then examined the current status of Korean navy in terms of preparation of FST system. To draw objective strategy and plan, indepth SWOT analysis from the stand point of our internal capability and FST aspect environment has been made. Gradual settlement on the current integrated tactical training in-port should be the good solution for Korean Navy.

Strategies to Expand SMEs ESG Management through Domestic and Foreign ESG Cases (국내외 ESG 사례를 통해 본 중소기업 ESG 경영 활성화 방안)

  • Purpose - This study is aim to stimulate ESG management of SMEs in Korea with SWOT analysis. Presently, ESG is also affecting a company's supply chain and sales. We tried to make the complementary point of Korea SMEs through domestic and foreign cases. Design/methodology/approach - We divide foreign cases into three countries, and in Korea, also divide into three groups of government, major companies, SMEs to conduct SWOT analysis. Findings - We confirmed that ESG activities were delayed in Korea compared to overseas, but the government and major companies were responding quickly. However, SMEs are complaining of difficulties in ESG activities due to cost issues and limited information. Nevertheless, some SMEs companies show the possibility by carrying out ESG activities based on their own strengths. Research implications or Originality - We suggested the need for SMEs' ESG management. The SMEs are inevitably vulnerable to ESG management compared to other groups. Therefore, We suggested the direction of SMEs ESG management expansion, that are R&D and distribution of eco-friendly activities through collaboration with universities(E), social program to improve working places(S), and expansion of governance that guarantees autonomy(G).

Competitive Advantage Strategy of Educational Service Quality on Digital Transformation : Focusing on W-Company (디지털전환 기반의 교육서비스품질 경쟁우위전략 : W사를 중심으로)

  • Purpose: This study explores the impact of digital transformation (DT) strategies on gaining a competitive advantage in interactive educational services. Methods: We develop a service value proposition model by analyzing educational service elements to confirm the impact of DT in the classroom through case studies. This study focuses on educational services that DT has a positive impact on organizational competitiveness by providing opportunities for customers to engage in operational processes. This case study summarizes competitiveness using SWOT (strengths, weaknesses, opportunities, and threats) analysis. Results: The findings of the case study indicate that DT-enabled competitive factors contribute to an organization's competitive advantage. The study results present key resource as social cloud services, data combination, content sharing, and products/services. The online application that collects user data about education and shares class and evaluation information creates a new class operational process in the field of educational service for a value proposition of collection-merging-sharing with social cloud function. Conclusion: The results of this study can be used as a good guideline for educational service providers interested in applying DT for improved customer satisfaction and educational organizations' competitiveness. In addition, the study findings provide theoretical and practical implications on SWOT approaches to changing the educational service provision ways through digital transformation.

Decision-making of sustainable municipal solid waste management based on the SWOT analysis: A case study of Gurugram City, Haryana (India)

  • In developing countries, solid waste is typically disposed of inappropriately, which has a negative impact on the environment and healthcare. One of the most serious environmental issues is the management of municipal solid waste because of the huge increase in waste generation brought on by industrialization, economic development, urbanization, and the exponential growth of Gurugram City's population. Municipal Corporation Gurugram (MCG) handles solid waste collection, transportation, and disposal. The city generates over 1100 tons of solid waste per day. In consideration of this, the current study employed the strengths, weaknesses, opportunities, and threats framework called SWOT analysis to critically examine the city's current methods for the management of municipal solid waste to provide more effective policy solutions. For conducting the analysis, the questionnaires and other interviews were conducted to gather information from households and officials in the city, and the observation made during field visits were recorded. The analysis shows that the waste management issue is getting worse for a variety of causes, including a lack of regulatory enforcement, insufficient technical and financial resources, insufficient people's participation, inadequate execution of policies, a lack of political priorities, and poor coordination between authorities.

  • The purpose of this research is to develop the management strategy for a take-out specialty sore on the basis of SWOT analysis which requires analysis of internal and external environmental informations. The survey was performed in order to gather the internal and external customer informations for a take-out specialty store. The questionnaires developed were distributed to customers (N=188) and employees (N=23) at 5 take-out specialty store branches from April 25, 2002 to April 29, 2002. The statistical data analysis was completed by SPSS WIN 10.0 for descriptive analysis, factor nalaysis, and Pearson's correlation. IPA(Importance-Performance Analysis) was applied in order to identify the critical management issues which would be explained with the organization's weakness or strength. SWOT analysis was performed through identifying the organizational strength and weakness as internal environment factors and external environmental opportunity and threat as uncontrollable external factors.

A Study on Improvement of Specialized High School of Electrical Field-to-Work Transition by SWOT Analysis (전기·전자·통신 분야 특성화고등학교의 SWOT 분석을 이용한 학교에서 일터로의 전이 개선 방안)

  • The purpose of this study is to improve specialized high school of electrical field-to-work transition by a SWOT Analysis. The subject analyzed the curricula of 12 special highschool and surveyed 192 vocational teachers of them. In this study, a SWOT matrix was filled to improve transition from electric special high school to work, and the results was gotten as follows: First, the government should offer the military service special case for students of electric special high school, strengthen the course of CEO for the school master, and make the system to expand job training. Second, the provincial office of education should aid a functional training with a administrative ability and financial support, offer a list of industry visiting teachers to specialized high school, and promote a modification of the department according to a growth industry of the area. Third, each school should present a school education goal agreed with the purpose of specialized department and intensify the counselling of job selection and the application of the approved textbook.

  • This Study was to conducted in order to suggest future direction for reorganization of Suwon ${\bigcirc}{\bigcirc}$ Women's High School as a vocational high school. The purpose of this Study was to provide suggestions for the Suwon ${\bigcirc}{\bigcirc}$ women's high school through workforce demand of electric-electronic-communication industry in Gyeonggi Province and SWOT Analysis. The findings of the study were as follows: First, the high school need to work out a educational strategy geared to workforce demand of region based electric-eElectronic-communication industry in Gyeonggi Province for students' employment. Second, the following two approaches are recommended for curriculum development to meet region based electric-eElectronic-communication industry in Gyeonggi Province for students' employment. (1) School curriculum development that is geared to a enterprise for students' employment. Demand of the enterprise is reflected when curriculum is developed under cooperation between school and enterprise. Specific knowledge, attitude and skills is emphasized to students according to demand of the enterprise. (2) school curriculum development that is geared to industry for students' employment. Demand of the electric-electronic-communication industry in Gyeonggi Province is reflected when curriculum is developed under cooperation between school and the electric-electronic-communication industry. Broader knowledge, attitude and skills is emphasized to students for the industry.

  • Information technology, such as IoT, Big Data, Drone, Cloud etc., is evolving every year. Information Society is changing Intelligence Society and Creative Society. A new Construction Projects Management System Roadmap is required because it is difficult to reflect the current IT environments based on the CALS(Continuous Acquisition & Life-cycle Support) master plan, which is performed to establish every five years since 1998. This study was prepared for the Roadmap with a focus on Construction Management System based on the 4th CALS master plan, which was performed to establish the 2012 year. To this end, the construction environment and several information systems were investigated and analyzed. The problems of the construction project information system were derived using SWOT analysis, the vision, goal, direction, strategy, main tasks, specific tasks, and timetable of the Construction Project Management System are presented. This roadmap is designed to be used as operational indicators of a future construction project management system.

  • This paper is designed to look for a specialized strategies by drawing the special features of Busan New Port from both a comparative analysis of major factors of harbor competitiveness and a SWOT analysis of Busan New Port and Yangshan Port, one of the biggest competitive ports in Northeast Asia, so that Busan New Port may preoccupy a status as the hub port of the area. The researcher would like to suggest the following measures to make Busan New Port serve as the central port of Northeast Asia on the basis of the findings; Korea should push ahead with creating a railroad transportation linking with Eurasia Contient, secure the amount of goods and resources with the help of the early development of the surrounding complex of the port, make a considerable progress in the level of port service, come up with a differentiation strategies for harbor marketing activities and improve its productivity.
