도시화로 인한 불투수면 증가에 따른 물 순환 왜곡 현상이 발생하고 있으며, 이에 따라 물관리를 위한 저영향개발 기법이 국내외에서 적극 도입되고 있는 실정이다. 따라서 본 연구에서는 강우입력에 따라 LID 해석이 가능한 저영향개발 디지털트윈 분석 시뮬레이터를 개발하였다. LID DT 분석 모듈은 LID 시설 해석에 특화된 모형으로 시나리오 강우 기반 시뮬레이션 및 실시간 강우량 연동을 통한 모의가 가능하며, LID 시뮬레이션을 위해 개별적으로 활용함과 동시에 실시간 강우량 연계 시뮬레이션이 가능하도록 개발하였다. 유역유출 계산은 SWMM 모형의 비선형 저류방정식을 기반으로 유출해석 및 기본 LID 해석은 EPA SWMM 엔진으로 해석하며 저수지 추적이 요구되는 빗물이용시설의 경우 별도의 모듈을 적용하였으며, SWMM LID 해석 결과의 시설별 상세 결과 표출이 가능하도록 개발하였다. 현재 LID DT 모형의 시범 지구 적용은 세종시 6-4 생활권 해밀마을을 대상으로 하였다. 소유역 24개소, 우수관로 27개소, 소유역 24개소 및 유역면적 51ha로, 총 64개의 LID 시설을 시설형식을 구분하여 소유역별로 적용하였다. LID 시설의 강우 발생일에 대한 첨두유량과 관측 결과를 비교하여 정상 상황과 비정상 상황의 유량 오차 발생 시 점검 경보 알림 기준을 설정하였으며, 이를 통해 LID 시설의 유지보수 정보를 제공할 수 있을 것으로 예상된다. 또한 실시간 강우 모의를 통해 빗물이용시설의 저류조 용량 대비 현재 빗물저류량을 계산하여 빗물이용시설의 빗물저류량에 대한 정보를 제공하여 물부족 발생알림을 제공 가능할 것으로 예상된다. 따라서 LID DT 시뮬레이터에 및 빗물이용시설 운영에 대한 의사결정 정보를 제공할 수 있을 것으로 판단된다.

Change in the Global Climate causes flood, drought, heavy snow, and rainfall patterns in the Korean Peninsula. A variety of alternatives related to climate change are considered. The foreign researchers are interested in Low Impact Development(LID); the utilization of water resources and eco friendly development, over 10 years ago. The research and development of related technology has been advanced to apply LID techniques in order to develop several projects in the country. However, sharing of technology or system that can be used easily in the private sector is insufficient. The performance of the elements of LID Technology has not been fully agreed. LID elements of this technology are easy to apply to Apartment complex. The elements are classified technology. The infiltration of elements performs the functions of apartment complex landscaping space technology applied to the target. The water cycle simulation(SWMM 5.0) and technology the implementation of the effectiveness is also verified. For this purpose, three different places in apartment complex to target by SWMM5.0 U.S. EPA conducted utilizing simulated rainfall and applying LID techniques before and after the simulated water cycle (infiltration, surface evaporation, and surface runoff) were conducted. The importance of green space in the LID techniques of quantitative and qualitative storm water control as well as the role of Apartment Housing is to promote Amenity. Remember that the physical limitations of apartment complex and smooth water circulation system for the application of LID integrated management techniques should be applied. To this end, landscapes, architecture, civil engineering, environmental experts for technical consilience between the Low Impact Development efforts are required.
Due to rapidly increased urbanization, impervious area has been extended and concerns about urban flooding has been increased as well. A lot of effort has been made to restore the urban water circulation. Low Impact Development (LID) technology that consist of retention, infiltration, and evapotranspiration has begun to attract attention to simulate the hydrologic phenomenon before and after development. Many researches on the technique is being actively conducted. In this study, the effect on reducing runoff in urban catchment was analyzed and evaluated by applying LID techniques using SWMM and six scenarios. A SWMM-LID model was built for the Gasan 1 rainwater pumping station basin, and Green Roof and Permeable Pavement were selected as LID techniques to be applied. As a result, the reduction effect of the permeable pavement was larger than green roof. In the future, the results could be used to design a LID facility using the characteristics of the watershed, and other urban water resource factors such as river and groundwater levels that affect each other should be considered, so that the entire system can be considered.

최근 집중호우 및 돌발홍수로 인한 물관련 피해가 늘어감에 따라 도시화된 유역의 물관리 연구에 많은 초점이 모아지고 있다. 도시 유역의 물순환에 대한 하나의 해결방법으로 각광받고 있는 LID(Low Impact Development)에 관한 많은 연구가 이루어지고 있다. 본 연구에서는 법정행정구역도를 따라 온천천 유역을 각 동별로 나누어 LID를 설치하였을 때 적용 효과가 가시적으로 나타나는 소유역을 확인하기 위하여 SWMM 모형을 통해 시뮬레이션을 실시하였다. LID 요소기술로는 토지피복에 따라 주택지에는 옥상녹화, 도로에는 투수성포장을 설치하여 각 동별로 LID 적용 전 후에 대한 유출량, 침투량, 첨두유량, 유출계수 등을 비교 및 분석하는 연구를 수행하였다. 온천천 유역 14개 동에 대한 분석을 실시한 결과, 유출량 감소율의 경우 수민동(85.24%), 거제동(83.23%), 명장동(82.81%), 침투량 증가율은 수민동(162.8%), 안락동(105.1%), 복산동(71.03%) 순으로 하천 주변의 거주지가 밀집된 지역에 가시적인 효과가 나타났으며, 첨두유량 감소율은 청룡동(81.82%), 장전동(80.37%) 부곡동(79.39%) 순으로 소유역의 경사가 급한 지형에 효과가 좋은 것으로 나타났다. 유출계수 감소율은 유출량 감소율의 경우와 마찬가지로 나타났다. 도시 유역에 보다 나은 물순환을 위하여 LID 요소기술을 설치할 때 저감시키거나 증가시키려는 매개변수를 확실히 선정하는 것이 LID 효과를 극대화 할 수 있다는 점을 확인하였다.

물 순환이란 물이 지표면으로부터 증발하거나 바다로부터 증발하여 습한 공기가 기단을 형성한 후 적합한 조건이 형성되면 강수를 초래하는 과정이라고 볼 수 있다. 여기서 강수는 여러 경로 즉, 증발산, 지표흐름, 침투, 침루 등을 통해 다시 순환과정을 거친다. 최근 도시화로 인한 불투수면적의 증가로 기후변화, 홍수지체시간 감소, 첨두 및 유출총량의 증가, 침투능 및 증발산량의 감소 등 자연하천의 유출특성과는 다른 유출특성이 나타나며, 물 순환 체계가 왜곡되어 지하수위는 낮아지고, 하천의 유량은 감소되는 등 하천의 정상적인 기능이 저하되고 있다. 이에 우리나라에서는 환경부 및 국토교통부 등 정부기관과 지방자치단체에서 법과 조례를 제정하여 저영향개발기법 (LID, Low Impact Development)을 적용하도록 권고하고 있으며 신도시 개발사업 시 왜곡된 도시의 물 순환체계를 개선하기 위하여 저영향개발기법을 적용하고 있다. 저영향개발 기법의 정량적인 효과를 검증하기 위해서는 미환경청 (U.S. EPA., United States Environmental Protection Agency)에서 개발한 SWMM모델을 이용하여야 한다. 본 연구에서는 도시화로 인해 왜곡된 물순환체계 개선을 위하여 다양하게 설계된 저영향개발기법의 정량적인 효율을 SWMM 모델을 통해 산정하고, 장기적인 측면에서 물순환 회복에 적합한 저영향개발기법의 배치 최적화를 제안하고자 한다.
PURPOSES: In this study, flood mitigation effect of drainage asphalt concrete pavement were analyzed by a SWMM 5.0 program in order to evaluate the low impact development (LID) based on the drainage asphalt concrete pavements. METHODS: In order to determine the porosity parameters of drainage asphalt concretes, the specimen mixtures were manufactured using the conditions presented in the previous study. The numerical simulation was conducted using the SWMM 5.0 program considering the flood mitigation effect of drainage asphalt concrete pavements. The effect of flood reduction can be observed when drainage asphalt concrete pavements were applied to Mokgamcheon watershed. The flood mitigation effect analysis of Mokgamcheon watershed as well as continuous simulation of subwatershed runoff were performed through this study. RESULTS : The analysis of drainage asphalt concrete pavements was carried out for evaluating the effect on runoff, resulting in: the peak flow decreases up to 1.26~9.53% after drainage asphalt concrete pavements applied in the SWMM 5.0 program furthermore, the discharge decreases up to 0.55~4.11%. CONCLUSIONS: As a result, the reduced peak flow and discharge were found through the SWMM 5.0 program. It can be concluded that the flood is effectively reduced when the drainage asphalt concrete pavements are used.
As impervious area increases due to urbanization, rainfall on the impervious area does not infiltrate into the ground, and stormwater drains quickly. Low impact development (LID) practices have been suggested as alternatives to infiltrate and store water in soil layers. The practices in South Korea is applied to urban development projects, urban renewal projects, urban regeneration projects, etc., it is required to perform literature research, watershed survey, soil quality, etc. for the LID practices implementation. Prior to the LID implementation at fields, there is a need to simulate its' effect on watershed hydrology, and Storm Water Management Model (SWMM) provides an opportunity to simulate LID practices. The LIDs applied in South Korea are infiltration-based practices, vegetation-based practices, rainwater-harvesting practices, etc. Vegetation-based practices includes bio-retention cell and rain garden, bio-retention cells are mostly employed in the model, adjusting the model parameters to simulate various practices. The bio-retention cell requires inputs regarding surface layer, soil layer, and drain layer, but the inputs for the drain layer are applied without sufficient examination, while the model parameters or inputs are somewhat influential to the practice effects. Thus, the approach to simulate vegetation-based LID practices in SWMM uses was explored and suggested for better LID simulation in South Korea.

In order to suggest performance analysis directions of ecological components based on a vegetation-based LID system model, this study seeks to analyze the statistical significance between monitoring results by using SWMM computer simulation and rainfall and run-off simulation devices and provide basic data required for a preliminary system design. Also, the study aims to comprehensively review a vegetation-based LID system's soil, a vegetation model, and analysis plans, which were less addressed in previous studies, and suggest a performance quantification direction that could act as a substitute device-type LID system. After monitoring artificial rainfall for 40 minutes, the test group zone and the control group zone recorded maximum rainfall intensity of 142.91mm/hr. (n=3, sd=0.34) and 142.24mm/hr. (n=3, sd=0.90), respectively. Compared to a hyetograph, low rainfall intensity was re-produced in 10-minute and 50-minute sections, and high rainfall intensity was confirmed in 20-minute, 30-minute, and 40-minute sections. As for rainwater run-off delay effects, run-off intensity in the test group zone was reduced by 79.8% as it recorded 0.46mm/min at the 50-minute point when the run-off intensity was highest in the control group zone. In the case of computer simulation, run-off intensity in the test group zone was reduced by 99.1% as it recorded 0.05mm/min at the 50-minute point when the run-off intensity was highest. The maximum rainfall run-off intensity in the test group zone (Dv=30.35, NSE=0.36) recorded 0.77mm/min and 1.06mm/min in artificial rainfall monitoring and SWMM computer simulation, respectively, at the 70-minute point in both cases. Likewise, the control group zone (Dv=17.27, NSE=0.78) recorded 2.26mm/min and 2.38mm/min, respectively, at the 50-minutes point. Through statistical assessing the significance between the rainfall & run-off simulating systems and the SWMM computer simulations, this study was able to suggest a preliminary design direction for the rainwater run-off reduction performance of the LID system applied with single vegetation. Also, by comprehensively examining the LID system's soil and vegetation models, and analysis methods, this study was able to compile parameter quantification plans for vegetation and soil sectors that can be aligned with a preliminary design. However, physical variables were caused by the use of a single vegetation-based LID system, and follow-up studies are required on algorithms for calibrating the statistical significance between monitoring and computer simulation results.
Urbanization can be remarkable affected flood, pollutant loading, ecological system, and green infrastructure by distortion of hydrologic cycle. In order to mitigate these problems in urban, Low Impact Development(LID) technique has been introduced and applied in the world. SWMM model was calibrated with sets of field monitoring data and applied for calculation of runoff and pollutant loading in Asan-tangjung LID city under 2016 rainfall. Runoff reduction of watershed and catchment basins were showed efficiency 12.2% and 62.0%, respectively. Reduction of COD and TP loading also high efficiency in catchment basins were evaluated 74.9 and 71.4%. The results of this study can be used effectively in decision making processes of urban development project by comparing watershed runoff and pollutant reduction by designs of sort of LID technique, LID volume and location.

여러 정부부처 및 지자체에서 도시지역 홍수 피해 및 비점오염원 저감 방안의 해법으로 LID 시설의 설치를 권장하고 있다. 하지만 LID 기술의 국내 도입 기간이 짧아 우리나라 환경에 맞는 LID 시공을 할 수 있는 업체가 한정적이고 시공경험도 많지 않아 시공 비용에 대한 경제성 분석이 어렵다. 이러한 문제점으로 인해 LID 설치 비용의 과대 인식과 실효성에 대한 불안감이 만연하여 시설 설치에 어려움을 겪고 있다. 이와 관련하여 GI&LID 연구단에서 LID 통합설계모듈 등의 모형 개발 연구가 활발히 진행중이나 이에 앞서 금번 연구에서는 SWMM 모형을 이용하여 분석을 수행하였고, 가시적인 비교가 용이하고 최근 가장 큰 피해를 가져왔던 2014년 홍수 사상을 대상으로 연구를 진행하였다. 본 연구에서는 도시내 급경사면이 많고 불투수면적율이 높아 유속이 빠르고 완경사로 변화되는 구간에 홍수 및 토석류가 집중되어 홍수피해에 취약한 부산시 온천천 유역을 대상으로 LID 시설을 모의 설치 및 시뮬레이션 하고 재해연보 상의 홍수피해 복구액과 비교하였다. 이를 통해 LID 시설 설치시 비용-편익을 분석하고 이점을 제시하여 추후 있을 LID 시공 및 관련 연구에 도움이 되고자 한다.
