최근 미국 환경부에서는 국가 환경 정책으로써 LID(Low Impact Development)를 대안 책으로 제시하고 있으며 우리나라에서도 최근 LID기법 연구가 활발히 진행 되고 있다. LID란 기존의 집중식 BMP처럼 유출 발생 후 처리를 다루는 방식의 기법이 아닌 발생원 단계에서의 처리에 초점을 맞춘 기법이다. 환경적 측면에서 다양한 기능을 가능하게 할 수 있는 LID기법 적용에 따른 효과를 알아보기 위해 전 세계적으로 SWMM 모형이 많이 사용되고 있지만 SWMM 모형 내 유량 및 수질에 따른 자동 보정 툴이 존재하지 않고 유역에 적합한 최적의 LID 기법 구조물의 설계 기준을 정할 수 있는 툴이 존재하지 않기 때문에 보다 효율적인 유역의 수문 보정 및 LID 기법 적용에 따른 효과 모의를 제공하지 못한다. 따라서 본 연구에서는 SWMM 5.0 버전 내 SWMM LID auto-calibration tool을 PARASOL 알고리즘을 기반으로 개발하였다. 또한 개발된 PARASOL 알고리즘 기반 SWMM LID auto-calibration tool을 이용하여 경기도 경안천 유역에 적용하였고 2011년 일별 실측 수문자료와 비교 분석 하였으며 경기도 경안천 유역에 맞는 최적의 LID기법을 산정하였다. 본 연구에서 개발 된 SWMM auto-calibration tool은 SWMM 모형의 유량 및 수질을 자동으로 보정하기 때문에 보다 효율적인 모형의 보정을 사용자에게 제공해 줄 수 있을 것이며 유역에 적합한 최적의 LID 기법 구조물 설계를 제시해 줄 수 있기 때문에 향후 LID 기법을 이용한 도시개발 계획에 유용하게 사용될 수 있을 것으로 판단된다. 향후 PARASOL 알고리즘 뿐만이 아닌 GLUE, SUFI-2, GA 등 다양한 알고리즘이 추가된 SWMM LID auto-calibration tool 을 개발 중에 있다.

급속한 산업화와 도시화로 인하여, 투수지역은 감소함으로써, 개발전과 다른 지표, 지표하 유출이 나타난다. 이에 대한 대안으로 최근 저영향개발 (LID)이 수문학적 및 환경, 생태적 개선으로 대안으로 대두 되고 있다. 이에 많은 연구자들이 EPA SWMM 모델의 이용하여 LID 설치 전, LID를 모의하였으나, 불포화토양 및 토양 내의 matric head에 대한 고려가 없어 정확한 LID 모의가 힘든 실정이다. 이에 본 연구에서 상세한 토양 모의가 가능 HYDRUS를 이용하여, SWMM-HYDRUS 모델을 개발하였다. EPA SWMM 모델의 경우, 가장 상단의 layer에서 green ampt equation을 이용하여 침투량을 계산 후, 다음 layer에서 Darcy eqation을 이용하여 토양 물이동을 계산되어진다. 하지만 기존의 SWMM모델의 경우, 불포화토양내의 물 흐름에 대한 고려와 Matric head와 Pond depth에 대한 고려가 없어, LID 모의 시 한계점이 나타났다. 이에 본 연구에서는 이러한 한계점을 개선하기 위하여, 기존의 EPA SWMM의 LID 모듈을 Van Genuchten's equaton과 Richard Equation을 이용하여 정확한 토양 물 흐름을 계산하는 HYDRUS을 SWMM 모델에 결합하여, 더욱 정확한 LID 모의를 실시하였다. 개선된 SWMM-HYDRUS 모델의 모의 결과, 기존의 SWMM에서 한계점을 보여주는 Metric head를 고려하여 불포화 침투가 이루어지며, 또한 포화 후 LID 위에 존재하는 Pond depth를 고려해주는 결과가 나타났다. 향후 개발된 SWMM-HYDRUS모델를 이용하여 LID를 검증 시 기존의 모델보다 정확한 모의가 가능하다.

경안천은 팔당호로 직접 유입되는 하천 중 유입량 대비 오염도가 매우 높아 상수원보호를 위한 특별관리가 요구되는 지역이다. 또한 경안천 유역은 수도권과 인접하고 있어, 도시화에 의해 토지이용이 지속적으로 변화되고 있다. 이러한 토지이용의 변화는 불투수면적을 증가시켜 강우시 유출 및 수질오염 발생량을 증가시킨다. 그러므로 불투수면적 증가에 따른 영향을 줄이기 위해서는 친환경 도시개발에 적용하고 있는 LID기법을 도입하여, 개발지역의 불투수면적 발생을 최소화하여야 하며 오염원 발생을 사전에 제어해야 한다. 그러나 도시개발시 무분별한 LID기법 도입은 정부의 막대한 예산 및 인력낭비를 초래하므로 현장적용 전 모델링을 통해 LID기법의 기대효과 및 비용을 산출하여야 하며, 도시 계획 수립시 가장 효과적인 LID기법을 제시하여야 한다. 따라서 효과적인 LID기법을 제시하기 위해서는 LID기법 평가가 가능한 SWMM모형을 이용해야 한다. 하지만 경안천 유역과 같이 유역 내 도시 와 비도시지역이 혼재되어 있는 우리나라의 대부분의 유역은 SWMM모형만으로는 유역의 강우-유출 및 수질 평가가 불가능하기 때문에, 유역 내 도시와 비도시지역의 유출 및 수질관리 평가가 가능한 SWAT-SWMM 연계모델을 이용하여 유출량 및 수질관리 효과를 분석해야 한다. 본 연구에서는 SWAT-SWMM 연계모델을 이용하여 LID기법 별 시나리오를 구축하였고, 시나리오별 유출량 및 수질오염 발생량을 모의하여 분석하였다. 분석결과 상당량의 유출량 저감 및 수질개선 효과가 나타났다. 또한 SWAT-SWMM 연계모델을 이용하여 모의된 수질자료는 환경부에서 제시하고 있는 단위유역 대표지점 수질환경기준 달성의 객관적인 평가를 가능하게 한다. 향후 LID를 적용한 SWAT-SWMM 연계모델을 이용하여 정부에서 규제하는 개발제한구역이 포함된 유역에서의 도시개발시 수질환경기준에 맞는 친환경적인 개발을 할 수 있을 것이라 기대된다.
Non-point source pollution management is one of the most important issues in Korean water quality/watershed management. In recent years, Low Impact Development (LID) has emerged as an effective approach to control stormwater in an urban area. This study illustrates how to design and evaluate the effect of non-point pollutant management using EPA-SWMM LID module and suggests design parameters for modeling LID facilities. In addition, optimal installation locations of LID can be determined by a simple distributed hydrologic model by using SWMM for a long-term.

지난 10년 동안, 저영향개발(LID)에 대한 관심이 증가해 왔다. LID는 도시 하천의 지속 가능성을 높이고 도시 홍수와 가뭄 및 비점오염에 대한 환경적 영향을 감소시켰다. 불투수지역이 확산됨에 따라 LID는 도시 지역의 홍수를 방지하고 수문학적 기능을 강화하기 위한 전략 중 하나로 제안되고 있다 최근 계속적인 도시화와 개발로 인해 불투수층이 증가함에 따라, 도시비점오염물질이 동반된 표면유출수가 증가하고 있다. LID는 도시 환경에서 많은 이점을 지니고 있지만 LID 구조물의 운영 및 관리와 설치에는 높은 비용이 필요하다. 반면에 수학적 모델은 적은 비용으로 LID의 수문학적 과정을 분석하고 예측할 수 있는 유용한 도구이다. EPA SWMM은 이러한 LID 예측 및 분석하는 데 많이 사용 되고 있으며, 도시 유출 관리에 널리 사용되고 있다. 하지만 EPA SWMM의 LID 모듈의 경우, LID내의 오염물질 모의를 위한 기작이 없다. 이러한 점은 LID를 이용하여, 비점오염물질 저감을 예측하기에는 한계점을 보여준다. 이에 본 연구에서는 이러한 문제점을 개선하기 위하여, EPA SWMM LID 모듈에 오염물질 거동 기작을 추가하였다. 개발된 모형은 Bioretention과 infiltration trench를 모의를 하였으며, 모의 오염물질로는 TSS, TN, TP, COD 이다. 모의 결과 모델이 자연현상을 잘 모의 하고 있음을 보여주었다. 향후, 이 모형을 이용하여 도시 내 LID 시설의 오염물질 예측이 가능할 것으로 예상된다.

In recent years, increases in impervious areas with rapid urbanization and land use changes are causing numerous hydrologic and environmental problems. In this study Low Impact Development (LID) was applied to investigate changes in runoff and peak runoff with LID plans. SWMM 5.0 was used to simulate LID Integrated Management Practices (IMPs) at study area. The SWMM estimated total runoff volume with conventional land use planning is (82.3%, 46.44 mm), (99%, 73.16 mm) greater than total runoff before urbanization, while total runoff with LID is (11.1%, 46.44 mm), (49%, 73.16 mm) greater than those before urbanization. With the LID adoption in land use planning, pervious area increases by 49.8% compared with that from the conventional urban land use planning, resulting in (32.7%, 46.44 mm), (23.6%, 73.16 mm) decrease in total runoff, and (32.6%, 46.44 mm), (18.5%, 73.16 mm) decreases in peak rate runoff. The results obtained from this study indicate that peak rate runoff, time to peak, and total runoff can be reduced with the LID in urban land use planning because the LID secures pervious areas with various LID IMPs. The SWMM simulated result using design storm data and the US EPA suggested CN values for various LID IMPs implies that how environment-friendly urban land use planning with the LID adoption is important for sustainable development at urbanizing watershed.

In recent years, urbanization has been a hot issues in watershed management due to increased pollutant loads from impervious urban areas. The Soil and Water Assessment Tool (SWAT) model has been widely used in hydrology and water quality studies at watershed scale. However, the SWAT has limitations in simulating water flows between HRUs and hydrological effects of LID practices. The Storm Water Management Model (SWMM) has LID capabilities, but it does not simulate non-urban areas, especially agricultural areas. In this study, a SWAT-SWMM coupled model was developed to evaluate effects of LID practices on hydrology and water quality at mixed-landuse watersheds. This coupled SWAT-SWMM was evaluated by comparing calibrated flow with and without coupled SWAT-SWMM. As a result of this study, the $R^2$ and NSE values with SWAT are 0.951 and 0.937 for calibration period, and 0.882 and 0.875 for validation period, respectively. the $R^2$ and NSE values with SWAT-SWMM are 0.877 and 0.880 for validation period. Out of four LID scenarios simulated by SWAT-SWMM model, the green roof scenario was found to be most effective which reduces about 25% of rainfall-runoff flows.
SWMM-LID was calibrated with flow monitoring data in LHI to evaluate runoff after LID application. The flow rate in the B basin was estimated to be 0.94 and 6.15 for O/S and $D_v$, respectively. In the A and C basins, the difference between the observed and simulated data was greater than in the B basin. As a result of runoff reduction efficiency by the application of LID facilities, the change of infiltration increased from 34.6 % to 45.8 % in the entire watershed, and the runoff decreased from 58.8 % to 46.3 %. In the runoff reduction of each LID facility, rain garden E showed the highest effect with 99.9 % and bioretention B showed the lowest effect with 27.5 %. In order to evaluate the efficiency of each LID facility, a comparison is made between the pore volume (V) of the LID and the catchment area (A). The runoff showed a runoff reduction effect of about 70 % above the 0.1 volume/area (V/A) value. As a result of examining the runoff reduction with LID facilities by the LID module of SWMM, a reasonable design is possible by reflecting the appropriate LID volume to drainage area.
There was a plan to develop a low-carbon green village(approximately $400,000m^2$) in A city, a new town. Restoration of water cycle is essential for creation of the low-carbon green village. Therefore, installation plan of LID-decentralized rainwater management facilities for natural water cycle was established for creation of the low-carbon green village. Analyses on effect of the water cycle were performed in conditions of before, after developing the low-carbon green village and after installing the LID facilities(rain garden, constructed wetland, rainwater harvesting facility, etc.) using SWMM-LID model developed by EPA. Due to the characteristic of permeable area before development and significant green spaces after development, installation plan of LID facilities to restore the water cycle did not show an obvious effect. However, potential of the hydrological cycle could be seen by the installation of the LID facilities.

Recently, since impervious areas have increased due to urban development, the water cycle system of urban watersheds has been destructed. Hence, researches on LID (Low Impact Development) technique have been conducted to solve such problems environmentally. In order to verify suitability with the scale and arrangement of LID technique, the runoff reduction effect of the LID technique should be analyzed per small watershed unit. In this study, pre-post difference of the runoff by applying the LID was estimated using the rational method and rainwater treatment capacity equation. As a result, the runoff before and after the application of LID were estimated as 22,533.5 ㎥ and 14,992.1 ㎥, respectively. In addition, rainfall-runoff simulations were carried out using SWMM to evaluate the efficiency of the LID technique. The SWMM simulation results showed that the runoff before and after the application of LID were 21,174 ㎥ and 15,664 ㎥, respectively. Based on the results of the two methods, the scale and arrangement of the LID technique were revised in order to maximize the effect of the water cycle improvement. Rainfall-runoff simulations were carried out using the SWMM with the revised LID techniques. As a result, despite 34.8 % reduction of pervious pavement area, the rate of runoff reduction increased by 2.1 %. These results indicate that designing the scale and arrangement of LID technique, while considering the total amount of inflow entering into each LID techniques, is essential to effectively achieve the goals of runoff reduction in urban development.
