A Study on the Policy for Improving Treatment of Technical Manpower in Software Industry based on the Structure Analysis between Variables about Software Industry Policy (SW정책변수간 구조분석을 통한 SW기술인력 대우정책 연구)

  • Since the major requisite of software production is manpower, the core element of the competitive power of software is also manpower. However, economic treatments and social status of software manpower are in a very unsatisfactory situation. While Korean government has been continuing to drive the policy to foster the local software industry, the most cultivating policies of software industry are adjusted to the focus to create the local market in software field, reinforce the global competitive power, and intensify the competitive basis of small and medium size business organizations. So it is true that manpower which is key players and core elements of the software industry, have been shunned by the government policy. The purpose of this study is to initiate the necessity of the policy for technical manpower in the software industry and to suggest a policy program to uplift the treatment of them. To achieve this purpose, this paper will analyze the structural relation between variables about software policy and suggest policy programs to improve the treatment of manpower in the software field.

  • These days, job creation affair is the largest national affair. Although, this government has been persevering in one's efforts, job is not created easily. One of the reasons is the problem of statistics of the job and policy errors by this wrong statistics. This article's purposes are to examine the problems of statistics of the job as base of existing policy, and to analyze the power of job creation of various industries. Especially, this study will light up job creativity of SW industry which is more important than other area in the job creation.

Derivation of Creative SW HRD Policy Using Analytic Hierarchy Process (계층분석을 활용한 창의적 SW인재양성 정책방향 도출)

  • The paradigm of SW industry has been rapidly changing into mobile and cloud technology environment. Research model based on PEST-SWOT analysis was employed to derive internal and external factors connected with PEST factors through analyzing the current status and problems of SW HRD system in Korea. Survey was conducted by 20 experts who are involved in SW companies, university, and R&D research institute using AHP(Analytic Hierarchy Process) model. The empirical result showed that SW fusion HRD, creativity-oriented university education in the field of software, global education and exchange, and revitalization of SW venture ecosystem are derived as policy visions of SW HRD for smart industry ecosystem. Another findings are that SW fusion HRD, revitalization of SW venture ecosystem, Job Creation through revitalization of SW start-up, Creation of coexistence between SW large enterprises and SMEs, creativity-oriented university education in the field of software, and global education and exchange are presented in order in terms of the importance of policy priority.

A Study on the Problems and Policy Implementation for Open-Source Software Industry in Korea: Soft System Methodology Approach (소프트시스템 모델 방법론을 통해 진단한 국내 공개 SW 산업의 문제점과 정책전략 연구)

  • In knowledge based society, information technology (IT) has been playing a key role in economic growth. In recent years, it is surprisingly notable that the source of value creation moved from hardware to software in IT industry. Especially, among many kinds of software products, the economic potential of open source was realized by many government agencies. Open source means software codes made by voluntary and open participation of worldwide IT developers, and many policies to promote open source activities were implemented for the purpose of fast growth in IT industry. But in many cases, especially in Korea, the policies promoting open source industry and its ecosystem were not considered successful. Therefore, this study provides the practical reasons for the low performance of Korean open source industry and suggests the pragmatic requisites for effective open source policy. For this purpose, this study applies soft system model (SSM) which is frequently used in academy and industry as a methodology for problem-solving and we link the problems with corresponding policy solutions based on SSM. Given concerns which Korean open source faces now, this study suggests needs for the three different kinds of government policies promoting multiple dimensions of industry: research and development (R&D)-side, supply-side, and computing environment-side. The implications suggested by this research will contribute to implement the practical policy solutions to boost open source industry in Korea.

A Study on the Actual State and the Cultivating Policies of the Package SW Industry (국산 패키지SW산업 실태와 육성방안)

  • The SW market has greatly growing up according as rapid progressing of the smart fusion, nowadays. But, the portion of Korea in the global SW market is no more than 2.2%. Especially, the portion of Korea's package SW is very much fragile than it of the global companies and lower than it of embedded SW in Korea. It is caused by weak competitiveness of Korea's package SW and the politic support of government is fainter than it of other SW kinds. So, this article will grasp the actual state of domestic package SW industry through data and case study, drew the improving problems of the package SW policy, and propose the cultivating policies of the package SW.

Development of Dynamic Manpower Supply and Demand Model in Software Industry (소프트웨어 산업 동태적 인력수급 모델 개발)

  • The most important thing in digital transformation is SW technology. However, many companies are having difficulty securing SW technology and manpower. In particular, it is reported that the shortage of SW manpower will increase further. The government is carrying out manpower training policies and many support projects to resolve SW manpower supply and demand policies, but accurate predictions of demand and supply of the software industry are essential for these policies to be effectively established. Therefore, this study developed a simulation using a system dynamics methodology that can perform dynamic structural analysis to resolve the supply and demand imbalance in the software industry. System dynamics is appropriate to find the cause and policy alternatives from a dynamic perspective on the imbalance in manpower supply and demand in the software industry. In detail, the U.S. Bureau of Labor Statistics (BLS) methodology was used to develop a prediction model for manpower demand and supply in the software industry, and scenario analysis was performed to derive policy implications.

Analysis of Employment Creation Effect Model for SW Industry (SW산업 일자리 창출효과 모델분석)

  • Despite the government's efforts, the jobs in SW industry are not easily created and only many problems of unemployment have been pointed out, failing to solve the basic problem. Sustainable decent jobs were recognized as a national task. Emotional connection between things and people is the SW industry, which is a core industry of the 4th industrial revolution. In order to be globally competitive, SW job creation, manpower planning for generating core human resources and highly educated manpower is a necessary issue. Basic estimation of job creation using the Input Output Table by Bank of Korea has some limitations and did not consider the SW industry characteristics. This study proposes an assessment model of SW policies and the practices a case of assessment of 113 projects supported by the Korean government. We propose a flowchart that can divide the government budgets according to the portion of the direct investment for SW industry by introducing investment types. We use an adjusted Input Output Table for SW industry and the model also considers the effect of SW promotions and regulations effects. This model can be used practically and flexibly by adjusting the SW fusion areas portions. It also considers the characteristics of the project, supporting areas, project size, short-term and long-term types. 113 projects of 'MSIT', 'SMBA' and 'NIPA' were analyzed and classified into 'policy' and 'business' to reflect SW job creation effect model considering domestic SW characteristics. By analyzing the practical data, 47,254 jobs are expected to be created within five years in optimistic cases and 27,211 jobs would be created in pessimistic cases.

  • This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

Strategic Considerations for Development of the ICT Industry in Korea: Exploratory Research Using Input-Output Analysis

  • This study compares the economic impacts among ICT sectors and derives strategic considerations for development of the ICT industry in Korea. Prior to analysis, this study classified ICT industry into four sectors: ICT equipment, components, service, and SW/system. This study conducted Input-Output Analysis on the four ICT sectors. An Input-Output Analysis is a quantitative economic technique that represents the direct and indirect interdependencies between different industries of a national economy. Features of each ICT sector were observed in the results. Within the ICT equipment sector, production is decreasing, import dependence is increasing, and employment size is very low, relative to the overall ICT industry. The component sector accounts for the over half of the output and value added of the ICT industry, but domestic production has recently declined. The subsector experienced decreasing production and increasing imports relative to the other ICT subsectors. In the service sector, output is small but its production and employment impact is very high. The fourth sector, ICT SW/system, has very low impact on production but high impact on employment. These features suggest two strategies to develop the ICT industry in Korea. First, the ICT component and service sectors should be promoted to stimulate growth of the national economy. Second, to encourage employment growth, policies should promote the ICT SW/system and service sectors.

  • No one can deny that information technology has enormously contributed to the recent economic growth of Korea. Software serves as an essential part of most products and services today. However, economic treatments and social status of software technicians, who are the key players and core elements of the software industry, are in a very unsatisfactory situation. Despite this circumstance, discussion or study on the productivity of software people and approaches to raise value of technical manpower in software industry is scarce. The purpose of this study is to suggest a policy program to uplift the value of technical manpower in the software industry. To achieve this purpose, this paper will examine the present status of software manpower, analyze the productivity of software technicians, and suggest policy programs to improve the value of technical manpower in the software field.
