임베디드 SW는 제품 내장형 SW라는 특징으로 인해 임베디드 SW를 탑재한 제품의 시장 규모가 아닌 임베디드 SW 만의 시장을 명확히 파악한 자료는 거의 없다. 본 논문에서는 임베디드 SW만의 시장규모를 최대한 정확히 알아내기 위해 생산액 규모를 추정하는 방법을 사용하였다. 임베디드 SW 시장규모 추정에 적합한 산업분류체계를 도출하였고 이에 따른 산업 분류별 시장 규모를 추정하였다. 또한, 임베디드 SW의 산업 분류별 비중을 산출하고 최종적으로 임베디드 S/W의 시장 규모를 추정하였다. 임베디드 산업 분류별 SW의 시장 규모를 추정한 결과 산업자동화, 군사, 항공, 우주, 사무자동화 순으로 추정되었고, 임베디드 SW의 부가가치는 약 27조로 나타났다.

Despite the government's efforts, the jobs in SW industry are not easily created and only many problems of unemployment have been pointed out, failing to solve the basic problem. Sustainable decent jobs were recognized as a national task. Emotional connection between things and people is the SW industry, which is a core industry of the 4th industrial revolution. In order to be globally competitive, SW job creation, manpower planning for generating core human resources and highly educated manpower is a necessary issue. Basic estimation of job creation using the Input Output Table by Bank of Korea has some limitations and did not consider the SW industry characteristics. This study proposes an assessment model of SW policies and the practices a case of assessment of 113 projects supported by the Korean government. We propose a flowchart that can divide the government budgets according to the portion of the direct investment for SW industry by introducing investment types. We use an adjusted Input Output Table for SW industry and the model also considers the effect of SW promotions and regulations effects. This model can be used practically and flexibly by adjusting the SW fusion areas portions. It also considers the characteristics of the project, supporting areas, project size, short-term and long-term types. 113 projects of 'MSIT', 'SMBA' and 'NIPA' were analyzed and classified into 'policy' and 'business' to reflect SW job creation effect model considering domestic SW characteristics. By analyzing the practical data, 47,254 jobs are expected to be created within five years in optimistic cases and 27,211 jobs would be created in pessimistic cases.

SW산업의 생산요소는 인적자원이 대부분을 차지하고 있기 때문에 SW의 경쟁력을 결정하는 핵심요소는 인적자원이라 할 수 있다. 그러나 국내 IT 산업 현장에서의 SW인력에 대한 경제적 대우나 사회적 가지는 제대로 인정되지 않고 있는 실정이다. 이에 정부는 SW산업 육성정책을 지속적으로 추진해 왔다. 그러나 정부의 SW산업 육성정책은 대부분 기업의 국내 시장조성, 국제 경쟁력 제고, 중소벤처의 경쟁기반 강화 등에 초점을 맞추고 있어 핵심요소인 인력에 대한 정책은 소외되어 온 게 사실이다. 이에 본 연구는 SW기술인력에 대한 정책 필요성을 제기하면서 현 SW산업정책의 분석과 이의 개선을 위한 정책대안을 제시하고자 한다. 이를 위한 연구의 중점은 SW산업 정책 관련 주요변수들 간의 구조관계분석에 있으며, 이 구조관계분석을 통해 증명된 내용을 토대로 SW인력의 처우개선 방안을 제시할 것이다.

Recently SW is the key industry which leads the HW industry and service industry, but market size of SW is only 0.9% of GDP. It is necessary systematic and strategic support to create new SW market through SW convergence and to secure the global competitiveness. This paper deals with some strategic suggestions for progress of SW industry in company with regional economy. We survey and analyze the many SW support projects by government and take professional advice from some specialists of regional information industry promotion agency. We draw 10 strategic suggestions for support of SW industry. Also we analyze the relative importance of 10 strategic suggestions by AHP analysis.

Currently, the SW industry is the center of digital economy and it is very important industry in terms of market scale and ripple effect. Due to the suffering from poor working environment of the SW industry and the disproportion of manpower supply due to the lack of experienced SW manpower, it is hard to create jobs of high quality for the SW professionals who can be applied to various convergence industries. In this study, we try to analyze the benchmarking cases of successful foreign industrial innovative clusters in order to promote sustainable development direction of SW industry and to create high quality SW jobs. First, the comparison criteria are derived from the viewpoint of creation of high quality SW jobs through an analysis of SW environment by using expert FGI (Focus Group Interview) technique. The critical success factors (CSFs) are derived by comparing and analyzing each industrial cluster cases in terms of SW job creation. This article presents the desirable implications of the cluster of SW industry that can generate SW jobs continuously from the viewpoint of ecosystem environment infrastructure. Through this study, we propose a meaningful direction of SW clusters for job creation, and solve the business inconsistency and suggest ways to increase the sustainability of core competence manpower.

미래 핵심인 SW산업의 국제 경쟁력 확보를 위하여, SW 분야의 세계적인 기술변화에 대응하고 향후 SW 산업의 분석 및 설계를 주도할 아키텍트 수준의 SW 기술 인력 양성이 요구된다. 그러나 현재의 상황은 일정 수준의 경력에 따른 SW 기술 인력이 일반관리자로 전직하는 경향을 보이고 있다. 이러한 현실을 해결하고 SW 기술 인력의 질적 수준을 제고하기 위해서 국내 SW 기술 인력의 체계적이고 효과적인 성장방향을 제시하는 것이 필요하다. 따라서 본 논문에서는 국내 SW 기술 인력의 체계적이고 효과적인 성장방향을 제시하면서, 고급 SW 분석/설계 인력의 경력 경로를 제시하며 이를 실현할 수 있는 방만을 제시하고자 한다.

SW industry is important at entire industry in Korea and also one of new growth engine industry. This paper deals with the economic effect of SW industry through input-output analysis. We reconstruct the SW industry by extracting and combining SW portion from other industries of the inter-industry relation table. We obtain that production inducement coefficients, value added inducement coefficients, employment inducement coefficients, and job position inducement coefficients are higher than average inducement coefficients of all industries.

정해진 일정과 비용으로 원하는 기능의 시스템을 생산성과 품질은 최대화하고 결함은 최소화로 개발하는 것이 SW 개발 프로젝트의 궁극적인 목적이다. 그러나 IT 환경 및 SW 시장의 급속한 변화와 새로운 비즈니스 모텔의 대두로, 다양한 프로젝트 이해관련자들의 요구를 충족시키며 성공적으로 프로젝트를 완료하기에 어려움이 가중되고 있다. 본 연구에서는 국내 기업들을 대상으로 SW 개발 프로젝트에 대한 인식 및 관리 실태 파악과 그 원인을 분석하기 위한 조사연구를 실시했다. 수요자 중심의 성공적 프로젝트 수행 환경을 위한 마인드 확산과 SW 개발 프로젝트에 대한 국내 현실 파악을 통해 성공적 프로젝트 수행과 SW 품질 향상을 목표로 한다.

본 디지털 전환에서 가장 중요한 것은 SW 기술이다. 그러나 많은 기업이 SW 기술 및 인력 확보에 어려움을 겪고 있다. 특히 SW 인력 부족은 더욱 증가할 것이라 보고되고 있다. 정부는 SW 인력 수급정책을 해소하기 위해 인력양성 정책과 많은 지원사업을 수행하고 있지만, 이러한 정책이 효과적으로 수립되기 위해서는 소프트웨어 산업의 수요와 공급에 대한 정확한 예측이 필수적이다. 따라서 본 연구는 소프트웨어 산업의 수급 불균형을 해소하기 위해 동태적 구조 분석을 수행할 수 있는 시스템 다이내믹스 방법론을 활용하여 시뮬레이션을 개발하였다. 시스템 다이내믹스는 소프트웨어 산업의 인력 수급 불균형 현상에 대해 동태적인 시각에서 그 원인과 정책대안을 찾기에 적절하다. 세부적으로 미국의 노동통계국의(U.S. Bureau of Labor Statistics, BLS) 방법론을 사용하여 적용하여 소프트웨어 산업의 인력 수요 및 공급 예측 모델을 개발하였고, 시나리오 분석을 수행하여 정책적 시사점을 도출하였다.

오늘날 스마트융합이 급속도로 진척되면서 소프트웨어(software : SW)의 시장이 크게 성장하고 있다. 그러나 세계시장에서 우리나라의 SW가 차지하는 비중은 2.2%에 불과하다. 특히 패키지SW는 글로벌 기업의 그것에 비해 매우 취약한 실정이며, 임베디드SW에 비해서도 그 비중이 낮은 수준에 머물러 있다. 이는 국산 패키지SW의 취약한 경쟁력에 기인하지만, 정부의 정책적 지원도 상대적으로 미약한 실정이다. 이에 본 연구는 국산 패키지SW산업 실태를 자료 및 사례연구를 통해 파악하고 패키지SW 지원정책의 개선 과제를 도출한 다음, 이를 토대로 국산 패키지SW산업의 육성에 관한 정책 대안을 제언하고자 한다.
