A Study on STCW-F Convention, Revolving Around Certification (STCW-F협약에 대한 고찰)

  • STCW-F협약은 어선에서 인적요소에 의한 해양사고예방을 위하여 IMO가 1995년에 채택한 협약으로 발효 요건은 15개국만 비준하면 발효되도록 한 협약이나 아직 발효되고 있지 않으나 최근에 비준국가의 급격한 증가로 발효가 임박하였다. 협약은 그 명칭에서 보는 바와 같이 어선 해기사의 자격증명과 훈련 및 당직근무의 기준에 관한 것이다. 자격증명은 무제한 수역에서 조업하는 길이 24미터 이상 항해어선의 당직항해사와 선장, 길이 45미터 이상 제한수역에서 조업하는 당직항해사 및 선장에 대한 자격증과 주기관 추진력 750킬로와트 이상 어선에 승무하는 일등기관사 및 기관장에 대한 자격증명 및 무선통신사의 자격증명이 있다. 훈련은 모든 어선원을 위한 기초안전훈련이 있으며 당직근무기준은 어선에서 항해당직을 유지하기 위하여 준수해야할 원칙이 있다. 또한 회의에서 채택한 결의서가 9개 있다. 특히 동 협약이 발효되면 비차별 조항에 따라 당사국은 항만국 통제를 시행할 수 있으므로 주요 연안국에서 입어 협상 등에서 자기 나라의 입지를 강화하기 위한 수단으로 사용될 소지도 있어 이에 대한 연구가 필요하다.

  • This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

  • Students from the Maritime universities enrolled themselves into one year navigational training, according to The International Convention on Standards of Training, Certification and Watchkeeping for Seafarer(STCW). The purpose of this paper is to analyze if the students demonstrate improvements and accomplishments while they participate in their practical training. The subjects are third year students of the Korea Maritime and Ocean University who were onboard the Training Ship of the University. The purpose of this paper is to cover the degree of improvement by training, based on the core competency of officers. We also present the basic data for the efficiency in the curriculum of the practical training course for the school. As a result of the research, most of the students showed high improvements in their core competency subjects at the end of their one-year training. However, subjects such as cargo management and protection of the maritime environment resulted in below average results. These were some of the areas that needed improvement.

  • It is one of the most important factors Seafarers Education Quality Assurance and management in Higher Maritime Education Institution. The educational process and result of Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training Certification and Watchkddping for Seafares(STCW) 1978. Actuall above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for Marine Engineering part cadets by the group. In this paper we carried out the questionnaire survey to study stisfactory value and the reason of dissatisfaction of 89 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University The results were calculated by frequency and percentage; the significance of difference among Department groups like Marine Engineering Maritime polic and Ship Operating Systems Engineering Engineering was analysed by $x^2$ inspection.

New Model Course on Training in Operational Use of ECDIS

  • The revision of SOLAS, Chapter V, which entered into force on 1 July 2002, has firmly established the electronic navigational chart as part of the international maritime safety system. Its possible recognition as a paper chart equivalent confirms the considerable safety benefits provided by the official Electronic Chart Display and Information Systems (ECDIS). Elaborated by the Author IAMU Model Course on operational use of ECDIS aims to provide answers to some of the most commonly asked questions regarding various types of electronic charts (ENC, RNC, DNC) and electronic chart systems (ECDIS, RCDS, ECS). Following the earlier adoption of the International Convention STCW 78/95 and IMO model training courses, e.g. IMO Model Course on ECDIS [2], to assist in the implementation of the Convention and the associated IMO Assembly resolutions, a number of IAMU Member Universities had suggested that IAMU should develop model training courses on higher academic level to assist in achieving a more rapid transfer of information and skills regarding new developments in marine technology. The provision of model courses could help instructors improve the quality of their existing courses and enhance their effectiveness in meeting the requirements of the IAMU. In this paper the Author presents the results of two IAMU research projects sponsored by Nippon Foundation, titled 'IAMU Model Course on Training in Operational Use of ECDIS' and 'IAMU Handbook on ECDIS'.

  • Recently , our govermment makes effort to prevent oil pollutin at sea. However, we still remain vulnerable to oil spills near the borders it shares with China, Japan and Russia due to legal and administrative impedements associated with cross-boundary spill response activity. For a reasonalbel domestic implementation of the International Conventions related oil pollution , our government has already accepted several Conventions such as SOLA 74 , MARPOL 73/78, STCW 78, CLC 69 and FC 71 except an International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990. Therefore, this paper explores comprehesive legal structure applicable for future domestic legislation of international preparedness , response and co-operation on the base of the Convention, 1990. And also preliminary legal researches are to be done for earlier acceptance of the Convention, 1990. Consequently it is necessary to prepare natinal contigency plan and bilateral or multilateral agreements for oil pollution preparedness and response with adjacent natinos prior to acceptance of the Convention . In addition , it is also necessary that neighboring nations must take action to facilitate cross-boundary activities by responders providing responder immunity protection and by removing potential impediments to response activities by appropriate law and other requirements such as customs , immigration , and safety training.

  • In 2010 the Manila Amendments established the highest practicable standards for officers and engineers. This amendments includes knowledge, understanding, skills, and proficiency required for a deck officer in terms of the BRM (Bridge Resource Management) to reduce human errors, stated in the International Convention on Standards of Training, Cerification and Watchkeeping for Seafarers (STCW). This paper proposes a proper direction to improve BRM education program in Korea. In relation to the BRM program, its contents and education method were analyzed through the satisfactions survey for cadets and the experienced officers. As a consequence, this research gives several suggestions to improve the current BRM course.
