This paper presents a novel educational model of subjects of electric, electronic and control for marine engineer in accordance with STCW 2010 amendments. In accordance with STCW 2010, contents of such courses in marine engineering operations of undergraduate programs in maritime university should be updated correspondingly to new features. In order to propose the model, this paper analyses and reviews subjects on electric, electronic and control in STCW convention compared to STCW 1995. Also, in this paper, subjects of electric, electronic and control in marine engineering operations in Korea and other countries are analyzed and a new educational model is proposed. in theoretical perspective and practical perspective.

To improve the compliance and verification mechanism is one of the important reasons to revise the STCW Convention. The mechanism includes the assessment of competence, control, precision of description of competence, quality standard system, communication of information and so on. Chinese seaman's education an training institute & the organization of evaluating and issuing certificates should enhance realizing the importance of compliance and verification mechanism and carry out it down to earth. The current work that should be reinforced is to control the qualified evaluation effectively.

Lifeboats of vessels are necessary for protection of seafarer's safety. However, many accidents have been happened during free-fall type lifeboat drills on board a ship. The aim of this study describes IMO's efforts and some solutions against constructional problem of lifeboats regulated by the provisions of the SOLAS Convention for prevention of accidents with lifeboats and provides information for revising national laws in accordance with the revision of the International Conventions such as SOLAS and STCW.

최근 국적취득조건부나용선에 승무하는 외국인 해기사에게 우리나라의 승무자격증을 발급받아야 하는지에 대한 의문에 제기되었다. 이는 선박직원법 제25조 제1항의 준용규정과 제10조의2의 승무자격증 발급규정과의 관계에 대한 해석상 이론이 제기될 수 있어 발생하는 문제이다. 이 연구는 동 준용규정을 검토하여 그 해석론적 해결방안을 제시하는 것을 목적으로 한다. 이 연구의 결론은 다음과 같다. 첫째, 국적취득조건부나용선에 대한 관할권은 해당 선박이 치적한 그 3국에 귀속하고, STCW협약상 외국인 해기사에게 발급되는 승무자격증은 기국에 의하여 발급되어야 한다. 둘째, 법 제25조의 준용규정은 동법의 개정입법취지에 맞게 BBC/HP에 대하여 외국선박의 기국이 가지는 관할권을 침해하여 우리 선박직원법의 요건을 적용하지 않도록 하여야 한다. 셋째, 이 준용규정은 국제규범에 따라 기국이 관할권을 가지는 각종 증명서의 발급에 관한 규정을 제외하고 승무기준과 같이 STCW협약에서 규정하지 않는 분야에 대해서만 준용하도록 하여야 한다. 넷째, 제10조의2 제1항은 BBC/HP에 승무하고자 하는 외국인 해기사에게 우리나라 승무자격증을 발급받도록 요구하는 규정은 아니다. 요약하면, 제10조의2의 규정은 한국선박에 승무하고자 하는 외국인 해기사에게 승무자격증을 발급받도록 하는 규정으로만 운용되어야 할 것이다.

이 논문의 목적은 2010 개정 STCW(선원의 훈련, 자격증명 및 당직근무의 기준에 관한 협약) 협약의 요건에 따라 강제적으로 시행 예정인 기관실 자원관리시스템(Engine Room Resource Management System)를 ISO 9001의 8대 품질경영원칙과 국내법과 연계하여 구축하는 실제적 절차를 연구하는 데에 있다. 이를 위하여 본 논문에서는 기관실 자원관리의 정의와 필요성과 ISO 9001요건에 따른 고객, 제품, 고객 요구사항의 파악 등에 대한 검토와 고찰을 수행하였다.

In recent years most of large-sized merchant ships have been equipped with a high-voltage system. The ships demanding a lot of electric power adopt the high voltage such as 3.3kV, 6.6kV, 11kV. Gradually as the high voltage system is increased in the ships, engineering officers are more opportunities to operate the high voltage system. So the high voltage training for engineering officers was established in the STCW 1978 as amended by the Manila Amendments in 2010. According to this convention when the engineering officers want to board the high voltage ships on and after January 1 in 2017, they must take the high voltage training. This paper, firstly, analyzes the content of high voltage training in STCW convention and IMO model course. In addition, it reviews the parts need to be considered in the content of the high voltage training. Finally this paper proposes the contents of training model divided into theory and practice.

Under the STCW Convention, marine engineers are required to have a satisfactory level of maritime English proficiency so that they can successfully perform their duties on board or maintain and operate the various equipment and facilities installed in the ship. More specifically, the importance of the engineers' written communication skills has been highlighted since their documents (for instance, post-work records, legal, and/or internal reports) have a significant legal impact in the event of a marine casualty or maritime crime. To suggest the necessity of developing standard engineering logbook phrases (SELP), therefore, this paper will closely analyse three-month authentic marine engineers' work records written by Korean officers. From the analysis, the problems and errors in the logbook will be analysed, and considerations to be taken into account in the development of SELP will be illustrated. Finally, the future actions for this standardised written communication for the logbook entry will be sought.
